Volume 6 Issue 3
Greetings to All, from the desk of your Governor
February began with a cold start. I don't ever remember sub-freezing
temperatures as we experienced during the first week of the month.
Fortunately, we survived this cold spell but not without damage to
some of our tribal buildings. I know some homes sustained water
damage as a result of frozen water lines as well. The weather
forced us to shut down tribal operations, with the exception of those
programs/departments responsible for answering and responding
to emergency calls. The Pueblo responded to over 100 emergency
calls and as you can imagine our personnel couldn't be at all places
at once. We therefore appreciated your patience.
Hats off to both Lt. Governors who handled this situation with
professionalism in making the right decisions while I was away.
They acted in good faith for the good and safety of all concerned. In
addition, thank you to Mr. Vernon Abeita who acted as the incident
commander, and all the staff of the Isleta Housing Department,
Public Works, Natural Resources, Recreation Department, Isleta
Police Department, even the Hard Rock Hotel and Casino for their
help in lending a hand with their equipment and manpower. And,
also thank you to all the employees who worked long hours and
in cold temperatures to clean, fix, repair, replace, all damaged
equipment and materials to insure buildings, homes, and other
facilities were put back in operational condition. We had at least
nine buildings that sustained water damage including the Health
Clinic, Dept of Education, Social Services, Treasury, Procurement,
M.I.S. and others. The gymnasium was set up as an emergency and
temporary shelter with food and water provided. Thank you to all
the responders. You showed the Pueblo we are more than capable
to handle these types’ of emergency situations when Mother Nature
visits us. In the end, we all realize the power of Mother Nature and
thankfully, we survived. For your information, the Social Services
department has been temporarily relocated to the old elementary
school while their building is undergoing repairs. You may reach
them at the same number 869-2772.
In other news, the State Legislature continues to be in session. Of
particular interest is House Bill (HB) 264. This bill was intended to
repeal the tax exemption on cigarette sales. It attempted to provide
for cigarette excise tax to be paid on sales to non-tribal members
by cigarette vendors on tribal lands. Luckily, this bill was tabled
at the request of the Clinton D. Harden, the sponsor. This does not
mean it’s dead, but could be reintroduced in the future. It will be
quite lengthy if I address bills individually, so please review the
list of bills in the following pages. With the aid of our lobbying
firm, we track and monitor each bill’s progress. We act on those
specifically related to our Pueblo and provide support to others
that are common to all our Pueblos, Tribes, and Nations. If you
have any questions on any of these bills, please feel free to call the
office and we can provide specific information.
We have proceeded to hire a contractor to begin repairs of
the irrigation ditches before water is released. We decided, in
coordination with the mayordomos, that repairs will only be done to
the most severe trouble spots identified by the mayordomos. After
the irrigation season, the contractor will continue repair work for
the entire length of all three ditch associations.
The Pueblo has submitted a request for funding to the Rio Metro
Transit District titled Request For Funding Isleta Pueblo Quiet
Zone and Crossing Consolidation. We have been unofficially
informed that the project has been funded and approved for FY
2012 and will begin in October, 2011. This project will result in a
"quiet zone" in the Pueblo proper, with improvement of roadway
geometrics in the vicinity of the railroad crossings. The estimated
cost is $1.7 million. The project resulted from numerous meetings
and discussions with our office and the Tribal Council. Many
thanks to our Tribal Planner as well, Mr. Simon Shima.
Lastly, our office and the Tribal Council (in a meeting held in late
January) developed a list of priorities to undertake during this
March 2011
term. Of importance to us are: amending our Tribal Constitution;
addressing issues at the Isleta Diversion Dam and water rights;
enforcement of the Residence Ordinance (pending approval by
BIA); clean up and expansion of the cemetery; begin design and
construction of the new Elders Center; seeking broadband service;
and maybe the thought of relocating the Palace West to the south
end of the reservation. With respect to amending the constitution,
the Pueblo of Isleta will announce to the public if anyone would be
interested in serving as a committee member and will ask that you
submit your resume for consideration. In addition, we will create
a Water Task Force, again we will be requesting for volunteers,
which will be responsible to provide recommendations on any
issues related to water to the tribal government. Be on the look out
for the advertisement.
I can't believe how quickly this month has gone by. My apologies
for not being able to provide more information at this writing, but
between meetings with the All Indian Pueblo Council, the Indian
Pueblo Federal Development Corporation and just finishing with
our traditional dances, the time just flew.
We here at tribal administration, extend our sincere appreciation to
all of you and pray to our Creator for your good health, happiness,
and good fortune to all. Let our community be instilled with pride.
All of us can make this happen.
Newsletter Changes
As was reported in the February Newsletter, this will
be the last month that the newsletter will be mailed to
tribal members. We will make every attempt to distribute
the newsletter to various sites throughout the Pueblo,
including setting up newspaper stalls at different sites
throughout the Pueblo. These sites at this time have not
yet been determined. Newsletters will be available for
pick-up at the health clinic, elderly center, recreation
centers, Governor’s office, Department of Education,
Headstart, community center and at the Tribal Library.
Also, through the efforts of Nate Lujan, Library Director,
and Norman Lucero, from the MIS Department, the
newsletter is available on-line. Even past issues are
available. See the Tribal Library article in this issue for
information on how to access the Newsletter.
We have received but two suggestions for a new name
and new design for the Tribal newsletter. We’re still
taking applications…and…we will extend our waiting
period till the end of March 2011.
Should you have any questions or comments concerning
the newsletter, please call Ulysses Abeita at 307-1582 or
e-mail to uabeita@yahoo.com.
Pueblo of Isleta Veterans' Association
The next meeting of the Pueblo of Isleta Veterans' Association
will be on 16 March 2011 at 6:30 PM.
For your information, we submitted a capital outlay request to the
NM State Legislature for construction of our Veterans' project.
It is being sponsored by Rep. Alonzo Baldonado and Rep. David
Chavez. There is a rumor that there is no money in Santa Fe, and
whether we get any money...is a very big maybe...but they know
that we are here.
All honorably discharged veterans may join the Association for an
annual fee of $25. Refreshments and snacks will be served...
For any questions, call Ulysses at 307-1582.

Parks & Recreation
The month of February 2011 was somewhat uneventful as far as recreation programs were concerned because of the weather that caused us to
close for 4 straight days. During our closure however, we had set up our gymnasium as an emergency shelter center for those who may have
been out of heat or water due to frozen pipes. Although no one actually used the facility we did have plenty of staff and bottled water that was
given to those people who had their pipes frozen at their homes. Also many people expressed gratitude that we were available to them for such
an emergency. Vernon Abeita, Head of the Emergency Preparedness Program for the Pueblo of Isleta Mike Candelaria, Public Works Director,
along with Lt. Governors Eddie Paul and Tony Chewiwi should be congratulated for taking swift and decisive action in preparing for such an
emergency and insuring the safety of all our Pueblo residents. Also during February, former Lt. Governor Max Zuni took over the Little League
Program for Vernon Abeita (who is busy this year with traditional activities) as they conducted registration for Little League sign ups. Anyone
who is still interested in participating can contact Max Zuni at 604-5581.
Spring Cleaning
With March 2011 approaching, the staff
will begin doing lots of Spring-cleaning as
we prepare for a busy summer program.
Currently the swimming pool has been
closed and drained as we begin to scrub and
buff the walls and flooring of the pool to
insure that it is kept in tiptop shape. Doing
this type of maintenance at least once a year
is a must if we are to protect the integrity of
the pool. Also the Park Management staff
is now beginning the fertilizing schedule
of all of our parks and baseball fields and
uplifting the watering schedule for the
warmer weather that is to come. In addition,
the Jose Lawrence Jojola/Celso Montoya Park in the Church Neighborhood is having all three wooden shade structures replaced with
steel and metal structures. This will make them safer and comparable to the other parks in our park system. Pictured are staff members
who are assisting with the scrubbing and cleaning of the pool. All work is done in house thus saving the Pueblo of Isleta thousands of
dollars for general maintenance. Next to them is our park management staff preparing and fertilizing one of the parks as they prepare
them for the growing season.
Senior Olympics
The 2011 New Mexico Senior Olympics All

After School Program
For those of you parents who are concerned
about the children's whereabouts after
school or what they may be doing while
you parents are at work please feel free
to send them to the New Rec. or Old Rec.
for activities. We will also help children
with homework prior to engaging in fun
activities should they need assistance. For
those involved in the after school program
at Old Rec. at Pickle Heights, those
children are picked up at our Elementary
School and also taken home if needed. The
children attending the program at the New
Rec. Center and attending our Elementary
School they are only picked up at the school
but parents must pick them up at the New
Rec. Center prior to 6:00 pm. Now that the
weather is starting to warm up and kids
begin practice for softball and Little League,
please remember we are an Alcohol, Drugs
and Smoke Free Zone. For those of you who
wish to partake in that type of activity over
at the Skate Park, you will be arrested if
caught. We have installed a special camera
to monitor that area of the park for anytime
of the day, whether we are closed or not.

Happy Spring Time, People of the Island! Let the Library be the first to wish you a Great Harvest Season this
year and also let us remind you all to be careful with your yard cleansing fires. As for those whose allergies
will be in full effect soon, it is said if you eat honey from your local bee keepers the honey will help your body
build immunity with the local pollen. So, love your honey bees!
NEWS
Those of you who submitted an Essay in
hopes of being awarded a FREE Computer,
be advised your essays are being reviewed
at this very moment. All I can say at this
time is Good Luck because there were a lot
of essay entries making this opportunity
very competitive. Winners will be notified
middle or near the end of the month and
will be posted in next month’s Newsletter.
Thank you for participating.
As mentioned in last month’s Tribal
Newsletter insert, the Newsletter will longer
be mailed out after the March 2011 issue.
From my understanding, Newsletters will
have to be picked up from Newspaper racks
located within the community such as: the
Library, Department of Education, Elders
Center, Recreation Centers, Health Center,
Head Start, Governor’s Office, Community
Center, and Housing Department.
The library will also restart its Newsletter
Email List Serve which has no monetary
cost. However, the Newsletter will be in the
form of a Compressed WinZip File which
would have to be downloaded from the email
and opened with Compressed WinZip. By
compressing the Newsletter PDF, the size of
the Newsletter would then be small enough
to be accepted by email accounts like Gmail,
Hotmail, Yahoo, AOL, Comcast, etc. To be
added to the Newsletter Email List Serve,
send your full name and email address to
poi02002@isletapueblo.com or you can drop
it off at the library and we will add you.
Another option to getting a digital copy of
the Newsletter or older issues is by visiting
the library’s web site and clicking on the
Digital Newsletter Archive Tab found on the
last tab on the left of the page. The library’s
website address is www.isletapueblo.com/
library2.html.
During the week of March 14 – 18, the
following Schools will be on Spring Break:
Isleta Head Start & Child Care; Los Lunas
Schools, Albuquerque Public Schools,
Central New Mexico (CNM), and the
University of New Mexico (UNM). With
that said, the Library’s Hours will remain
the same except for one day which is
Thursday, March 17 where we will Open
late at 10 AM and Close early at 6:30PM.
Just in case any of you are wondering about
the Isleta Elementary’s Spring Break, it is
the week of April 25 -29.
Over the years, we here at the library have
been pursuing a level of professionalism
which would make your experience in the
library as pleasant and informative as
possible. I have sent my staff to numerous
workshops, had them get certified as
Librarians through the New Mexico State
Library, and purchased Staff Shirts so
patrons would know who to ask for help

when in the library. Our latest change to
the library will involve our Patrons, in the
form of requiring all Patrons to have their
Library Cards on hand when borrowing
library material. In the past, we have been
lenient and checked out material to the
patrons regardless if they had their card
or not, but that must now come to an end.
When we move into the new library, patrons
will need their library cards for everything,
therefore, we want to get all patrons into
the routine of having their cards.
Last month, you were informed of the NEW
Library/Education Complex and were shown
a picture of the plot of land with the two of
my library aides holding our library banner.
Well, as some of you might have seen over
the last couple of weeks, major progress has
taken place. As progress continues on the
complex, community members can expect
heavier traffic and bigger vehicles in our
neighborhood. Along with construction
comes the color orange in safety vest,
barrels, temporary fences, and signs for
delays or detours. Speaking of detours,
some of you might have experienced a three
day (February 28 – March 2) detour on the
streets of Star Place and Moon Light Drive.
Those community members whom are
friends of the Isleta Pueblo Public Library
via Facebook were made aware of the three
day road closure a week prior and reminded
of the road closure the day of. So, for the
most current up-to-date news concerning
the new library complex, detours, road
closures, you might want to become a fan of
the Isleta Pueblo Public Library.
Facebook has widely become popular
over these past few years. More and more
people, as well as businesses, sign up for
their own account. We know many of our
own community members have an account
themselves, so we decided to create a
Facebook Page of our own. In doing this,
we hope to better communicate with our
patrons.
We will be using this page to give updates
about both the Library and the tribe. You
will be able to see information of past,
current, and upcoming programs. You will
be able to provide us with feedback and
request new material on this page. In order
to get these updates, all you have to do is
search for “Isleta Pueblo Public Library” in
the search box and click “like”. After that
you will be able to see our updates on your
newsfeed. One incentive to get people to
use this page is that we will be giving away
prizes through Facebook only. So, we hope
to see you on our fan page.
UPCOMING
For the month of March, we will be having
March Movie Madness. The library will
be taking 20 lucky students to the movies
at Century Rio 24 and dinner at Furr’s
Buffet.

The fun begins at 4:30pm. Each day is a
different craft and you will be able to take
your creations home with you.
RECAP
We want to say thank you to everyone who
purchased a Valentine’s Candy Gram from
us. We hope all of you who received one,
enjoyed it.
Our “Tracks” fieldtrip was not only fun, but
educational as well. The children enjoyed
going to both the DynaMax Theatre and the
Planetarium. We explored the museum for
an hour and the kids had fun.
Dr. Suess’ Birthday Bash was a hit. Those
who came enjoyed our festive activities in
honor of Dr. Suess, and The Cat in the Hat
made a special appearance himself. Those
students who stayed the entire duration
of the festival received a gift bag full of
goodies and their very own Dr. Suess book!
We had fun and hope to have another party
next year. “Thank You” to all of you who
participated in our activities and programs.
We appreciate you visiting our library. You
are always welcome here.

TRAFFIC DIVISION NEWS
Isleta Police Department Traffic Division is
asking everyone to
WATCH YOUR SPEEDS!
Over the past month random speed surveys have been taken and the results indicate that drivers are failing to observe the
posted speed limits throughout the Pueblo. Some of the results may surprise you.
The random speed surveys were taken on State Road 47, State Road 314, Interstate 25 and Tribal Road 40 (Post Office/
Governor’s Office) and following are those results:
STATE ROAD 47
Volume
Volume
STATE ROAD 147 AT THE PARK

INTERSTATE 25

Some question the importance of the Traffic Division’s efforts in
speed enforcement. The most significant is to reduce and prevent
crashes. Keep in mind the higher the speed the greater the severity
and potentiality for fatalities and so speed is relative. Many people
believe they are “great drivers” and can handle their vehicle at
any speed and feel they should not be penalized. Too often, they
soon learn they are unable to control their vehicle at high speeds
and the end result is none too pleasant and the Traffic Division is
called upon to investigate a great bodily injury crash or fatality.
The Division prefers issuing citations to violators in hopes they
will adhere to speed limits posted and educate the motoring public
on the role speed plays in crashes.
( Speeds Full Range )
Traffic Division officers will be enforcing speed limits throughout
the Pueblo (tribal roads, residential areas, school zones, interstate
highway, and main thoroughfares) issuing citations to violators.
Keep in mind and be aware of the officially posted construction
zone on State Road 314 at the bridge, both north and south. The
penalty assessments are doubled if you are cited in this zone.

Pueblo of Isleta - Elder Center
Legacy Corp Program
In 2006 the Isleta Elder Center saw a need to provide services
to help elders remain in their own homes as long as possible by
the center providing assistance to the family. The University of
Maryland, Legacy Corps Project was just what the center was
looking for.
The Elder Center applied for a grant and was approved to start
the program with 25 members. Our Legacy members provide the
following types of services to our elders:
• Insure a safe environment in such a way that the primary
caregiver can enjoy some personal time
• They have been able to engage their clients in friendly
and stimulating conversation and companionship (mostly in
our native language)
• They are ready to fill the gap in care when the primary
caregiver is not available
• They provide light housekeeping, prepare meals,
laundering etc.
In 2008, the program was granted another 5 members, taking
the total to 30 members. In 2009 the program was granted
another five members, and again in 2010 the program was
granted another five members, bringing the Isleta Legacy Corps
current membership to a total of 40. With this increase in 2010
the members served approximately 58 elders a minimum of 10
hours per week for a small stipend.
We have been blessed to have members that are caring,
compassionate and loyal. They treat each client with respect and

Johnson-O’Malley Program
Hello J.O.M Families!
Another month has flown by and now we
are already in the 3rd month of the New
Year! Even though it seems like the days
went quickly, here at the Johnson-O'Malley
Program we have made good use of the time.
Let us share with you now what has kept
us on our toes recently, and what will be
keeping us busy in the upcoming months!
The J.O.M Program has spent the last few
weeks looking over the program budget.
Currently, the budget for CY 2011 is still
being approved by the BIE, however, there
are funds remaining from CY 2010. Budget
modification is in the works as we speak.
We have planned many activities for
students and parents using the remaining
funds from last year. The first of these
activities is taking place on March 2nd,
2011 from 5:00pm to 8:00pm. The J.O.M
Program will be throwing a birthday party
for Dr. Seuss at the Tutoring Building!
We figured what better way to celebrate
Dr. Seuss' Birthday than with a Literacy
Night? For those of you who have attended
our Literacy Nights before, you know what
to expect. If you haven't managed to join
us yet, I highly recommend that you stop
by to check it out. We will be having cake,
arts and crafts, Dr. Seuss movies, and of
course, books! Each J.O.M eligible student
can pick out a book of their choice from our
large selection to take home with them and
keep forever and ever. This activity is for all
grades from pre-K to12th.
An event that we'd like to notify parents
and students about is the Los Lunas Career
Fair. The fair will be held at the Los Lunas
High School on March 9th, 2011.
Geraldine and I (Bernadette) will be
heading to the "Save the Children, Save the
Teenager" conference on March 21-22nd,
2011. I'm sure we'll return with many new
ideas to share with everyone. During our
absence Beverly will still be here holding
down the fort and can help you with
anything you might need.
Do you like Pizza? Do you like Puzzles? Well
if you answered YES to either one, then
this activity is for you! On March 24th,
2011 from 5:00pm to 8:00pm, the J.O.M
Program is having a Pizza & Puzzle Night
for students and parents. There will be
pizza, puzzles and door prizes given away
throughout the evening and even some little
puzzles to take home with ya!
On March 26, 2011 the J.O.M Program is
taking students in 7th to 12th grade on a
day field trip to the Indian Pueblo Cultural
Center. Space is limited for this field trip
and those interested are encouraged to sign
your student up as soon as possible.
The Pueblo of Isleta J.O.M Program has
been communicating with the J.O.M
Program at Ysleta Del Sur and has set up
a TENTATIVE field trip to visit with them.
If everything falls into place like we are
hoping, we will be taking a group of high
school juniors and seniors down to Ysleta
Isleta Pueblo News
Del Sur the weekend of April 1st-4th. This
trip corresponds with the Ysleta Del Sur
J.O.M's College Career Fair and offers
students a chance to visit with colleges
located in TX and surrounding areas. If you
are interested in learning more about this
trip, please give us a call.
At this time, the J.O.M Program is not
offering reimbursements for cap and gowns.
The program does however, still offer
reimbursements for lab fees and SAT/ACT
testing fees.
Also, if you have been searching for Beverly
or Geraldine and have not been able to find
them, fear not! They are not missing...they
have been spending their days with me
here in the Tutoring Building. The heating
system is down in the J.O.M Office and
it is very hard to concentrate when your
fingers, toes, ears, and noses are frozen.
So, if you need to locate either one of them
for any reason, please feel free to drop by
the Tutoring Building to see them. The
Tutoring Building is located outside the
Old Elementary School to the south near
the road and playground (#630).
Last, and certainly not least, a quick
update on Tutoring. Hopefully many of you
March 2011
received my email regarding the changes in
the tutoring schedule. If you did not, please
note that tutoring is no longer offered
Monday thru Thursday. Currently, Tutoring
is offered on Mondays, Wednesdays, and
Saturdays. Though the days have changed
slightly, there are still a few things that
have remained the same. Tutoring is
offered to students twice a week, is still an
hour long, must be registered for, and there
is still limited space. Tutoring also remains
by appointment only. By appointment only
simply means that a student must sign
up for 12 sessions/6 weeks. If you have a
student who could benefit from tutoring
services, or you have questions on the
specific times tutoring is offered, give me a
call (924-3189)!
Whew! Well, that is pretty much it for the
month of March. Like I said, if you have any
questions regarding upcoming activities,
field trips, events, eligibility, tutoring, or
any other services provided by the J.O.M
Program, please do not hesitate to give us
a call or stop by and meet with us. We love
visitors! Hope to see you all soon! Have a
great March!

Think your exposure to secondhand smoke
doesn't put you at risk?
Think again!
Stephanie Barela
Isleta Health Center, Health Educator
Even just a small amount of secondhand smoke can put you more
at risk for getting lung disease (Cancer).
Researchers from American Journal of Respiratory and Critical Care Medicine
did a study on the genes in cells from people's airways and found that breathing
even a little cigarette smoke can affect the genes, which in turn can result in
Lung Disease (Cancer). The scientists examined genes from heavy smokers
and those who were exposed to only a little smoke. They saw the same type
of changes in both, although the amount was less in people who breathed less
smoke.
This is a warning for light smokers or people who
breathe secondhand smoke:

March is National Nutrition Month
For many parents, helping
children develop healthy eating
habits is a struggle. With the
hectic pace of many families'
lives and with more women
working full time, even healthconscious parents are finding
it easy to tolerate less than
desirable eating habits.
A lot of parents don't want to
struggle with the issues so they
give up, letting kids make their
own choices, but children's
judgment is less mature and
they still depend on parents to
guide them.
It is best to start training
children about foods as soon as
they can talk since they are most
influenced by their families
during the preschool years.
Parents should carefully read
food labels to check nutrients
and ingredients. Most kids are
attracted to the advertising and
packaging of food, including
highly sugared cereals. It's best
to offer these cereals occasionally
as a treat. A child's overall diet
should be focused on low sugar,
low fat, and unprocessed foods.
Completely denying children
sugar will only make it more
tempting.
Involve your children in the
food
preparation
process.
Fish oil and
Alzheimer's
Stephanie Barela,
Isleta Health
Center Health Educator
869-4479
If you are concerned about
developing Alzheimer's,
then studies have shown
that you may want to eat
more fish oil. Studies have
shown that people who
ate DHA, which is one
fatty acid in fish oil, had a
lower risk of Alzheimer's,
but another study shows
that DHA does not lower
people's risk if they
already have Alzheimer's.
Adapted form
Health and Human Services
HHS Health Beat
For example, teach children
how to set the table during
their preschool years. Take
them grocery shopping. Let
them choose some fruits and
vegetables as well as the
occasional treats. Involve them
in preparing meals.
Developing children's attitude
toward food should be similar
to teaching them how to handle
money. They need to learn
responsibility. If children are
properly prepared, they are
more likely to make healthy
food choices once they enter
school. They will probably
experiment some, but they
will have a preference for fresh
foods like fruits and vegetables
along with foods like french
fries. If they learn to eat a wellbalanced diet, they won't need
vitamin supplements, she says.
What about changing the diet
of children who have already
fallen into the junk food habit?
Once children reach age 10 or
12, it is more difficult to change
their habits. You may want to
call a family meeting to discuss
ways to eliminate most (not all)
junk foods and substitute more
nutritious foods. This way your
child is involved in making
family decisions.
Developing a child's taste for
nutritious foods will pay off
later in life. They may change
when they reach teenage years.
Teenagers like to experiment
with everything, including
risky food behavior. They might
prefer more highly processed
foods, but once they become
older and more independent
they are likely to return to the
healthy habits they had growing
up.
If we can be of help to you by
offering advice in this area,
please do not hesitate to contact
the WIC office, 924-3180.
