1.02 The undersigned Bidder proposes and agrees, if this Bid is accepted, to enter into an Agreement
with the Penobscot Indian Nation (referred herein as Owner) in the form included in the Bidding
Documents to perform all Work as specified or indicated in the Bidding Documents for the prices
and within the times indicated in this Bid and in accordance with the other terms and conditions
of the Bidding Documents.
ARTICLE 2 — BIDDER’S ACKNOWLEDGEMENTS
2.01 Bidder accepts all of the terms and conditions of the Instructions to Bidders, including without
limitation those dealing with the disposition of Bid security. This Bid will remain subject to
acceptance for 60 days after the Bid opening, or for such longer period of time that Bidder may

SECTION 01270
MEASUREMENT AND PAYMENT
PART 1- GENERAL
1.01 SUMMARY
A.
Work covered by this section includes method of measurement and basis of
payment for all divisions included.
Payment for the various items of the Bid Schedules, as further specified herein, shall
include all compensation to be received by the contractor for furnishing all tools,
equipment, materials, labor, supplies, manufactured articles, transportation, and
temporary facilities required to complete the work in accordance with contract
documents including incidentals.
Respective prices and payment shall constitute full compensation for all work
completed including incidentals.
All items not expressly listed as being provided by others that are
necessary for the completion of work shall be furnished and installed by
the contractor.
No payment shall be made for mobilization and demobilization of equipment.
The CONTRACTOR, in case of unit-price items measured for payment, shall be paid
for the actual amount of Work accepted and for the actual amount of materials in
place, as shown by final measurement. Plan quantity items shall be paid for at the
unit price for the quantities shown on the plans and tabulated in the bid form.
The CONTRACTOR, in case of lump sum amounts, or by plan quantities, shall be
paid for the percentage of the work item completed as determined by the Engineer
or Representative.
10% Payment will be held until work is complete, final inspection has been made
and approved by Engineer or Representative, and copy of As-Built has been
received. No final payment will be approved until all deficiencies have been
satisfied.
1.02 QUANTITIES
A,
All quantities stipulated in the bid schedule or other contract documents are
approximate and are to be used:
1. As a basis for estimating the probable cost of the work.
2. For the purpose of comparing the bids submitted.
The Contractor shall be paid for actual quantities installed based on the quantities
measured in the field. The actual amounts of work completed and materials
furnished may differ from estimated quantities. The Contractor shall make no claim
for damages, anticipated profits, or otherwise, on account of differences between
the estimated amounts and the actual amount of work performed and materials
furnished.

A. The following sections describe the measurement of and payment for the Work to

TEST PUMPING
A. Measurement: Lump sum basis.
B. Basis for payment: Lump sum payment at the Contract Unit Price for well yield and
water flow test based on recorded log of completed test and delivered results of
test.
DROP PIPE
A. Measurement: Linear feet of pipe installed measured vertically over the centerline of
the pipe.
B. Basis for payment: Per linear foot installed at the Contract Unit Price for the drop
pipe as listed in bid schedule, or as shown per included drawings that accompany
this package. Compensation shall include payment for all fittings, couplings, and all
other necessary items for a complete and operational installation.
WATER SERVICE LINE
A. Measurement: Per linear feet of pipe installed measured horizontally over centerline
of pipe.
B. Basis for payment: Per linear foot installed at the Contract Unit Price for size, type,
and material as specified per bid schedule, or per included drawings that
accompany this package. Compensation shall include payment for all excavation,
trenching, backfilling, compaction, fittings, tees, couplings, detectable warning
tape, repair of leaks, and all other necessary items for a complete and operational
system
BURIED AND SUBMERSIBLE PUMP CABLE
A. Measurement: Per linear feet of cable installed.
8. Basis for payment: Per linear foot installed at the Contract Unit Price for pump
cable as specified per bid schedule. Compensation shall include all excavation,
backfilling, detectable warning tape, and all other necessary items for a
complete and operational system.
PRESSURE TANK
A. Measurement: Per each unit installed.
B. Basis for payment: Per each unit installed at the Contract Unit Price for size and type
listed in Section 02512, on bid schedule, or as selected for system and approved by
Project Engineer. Compensation shall include payment for installation of pressure
tank, controls, gages, fittings, valves, and all other necessary items for a complete
and operational installation.

A. Work shall be performed under the direction of personnel licensed in the state/reservation
where the project is proposed and where licensing of the trade is regulated by the
state/reservation including, but not limited to, plumbing, well drilling, septic system
installation, HVAC, and electrical work.
CONTROL OF INSTALLATION
A. Review materials for acceptability when delivered to the site.
B. Store and handle materials to prevent damage.
Cc. Review materials, services, and workmanship to ensure that work is performed in accordance
with the specifications.
D. Comply fully with manufacturers’ instructions.
E. Should manufacturers’ instructions conflict with contract documents, request clarification
from Engineer before proceeding.

MANUFACTURER'S FIELD SERVICES
A. Provide reports on observations and documentation of workmanship to the Engineer within
30 days of visit for review where manufacturers’ field services are provided.
WARRANTY
A. Provide a minimum one (1) year warranty for all materials and labor, covering defects in the
materials or deficiencies resulting from Contractor installation.
B. Provide additional warranties as required under other sections.

3.04 BEDDING
A. Excavate and provide bedding as shown on plans or as directed by ENGINEER or
REPRESENTATIVE.

3.05 HAUNCHING AND INITIAL BACKFILL
A. — General:
1. Provide complete and uniform bearing and support for the pipe, including allowance for
bell holes, or structure.
2, Work material under and around the pipe to ensure full pipe support.

3.09 UTILITY CONFLICTS

Protect existing utilities from damage during excavation and backfilling operations.
Provide temporary support for existing water, gas, telephone, power, or other utility services
that cross the trench until backfilling of trench is complete
1. Compact backfill to 95% of Standard Proctor Density under disturbed utilities.
2. Repair or replace any damaged existing utilities, at no additional cost to the project.

Upon approval by the ENGINEER, water and sewer mains may be installed closer than 10

7. Sewer main shall be constructed to water main pressure pipe standards, and successfully
pass a 150-psi pressure test prior to backfilling.
8. Either the water main or the sewer main may be encased in a watertight carrier pipe that
extends 10 feet on both sides of the crossing. The carrier pipe shall be of materials
approved by the regulatory agency for use in water main construction.

3.10 MOVING FENCES AND MINOR STRUCTURES
A.
Remove and reset culverts, drainage pipes or other minor structures that fall within the
alignment of the new construction, to their original location and grade.
Visit the project site and determine actual conditions with regard to the existence of old car
bodies, abandoned houses, fences, driveways, trees, stumps, brush, sidewalks, approaches,
and other miscellaneous obstacles to construction.
1. Unless specifically referenced in a bid item, no separate payment will be made for the
removal or replacement of these items.
3.11 RECORDS

Provide as-builts for all installations, relocations, crossings as per closeout procedures or as
directed by the ENGINEER.

2.02 SUBMERSIBLE PUMP CABLE

Use RHW insulated and jacketed, U.L. approved, rated at 600 volts, manufactured in
accordance with the NEC and be a minimum size of No. 12.
1. Submersible pump cable shall be Essex CPE, MilSpec Milpreme double insulated or
approved equal.
2. THW insulated and jacketed pump cable meeting the above requirements such as
Centriline HILO Supreme or approved equal may be substituted for the RHW standard.
Allowable voltage drop through the cable, from the electrical service to the pump motor,
shall be in accordance with pump manufacturer’s recommendation.
Waterproof splice shall be in accordance with pump manufacturer's recommendation.
2.03 DROP PIPE AND FITTINGS

3. Couplings shall be machined from extruded, not molded, PVC.
PE Drop Pipe
1. Conform to AWWA C901
2. Pipe shail be ultra-high molecular weight, IDR 7, 1-inch IPS with a minimum pressure
rating of 160 psi.
3. Torque arrestor shall be equal to Merril No. STA-48.
4, Cable protector centering device shall be equal to Merril No. CG-46.
Check valves shall be equal to Clayton Mark No. 6300.
Flow control valves shall be equa! to a Merrill Dole Valve, G series flow regulator.
2.04 WATER SERVICE LINE

Ultra-high molecular weight, PE 3406, 3408, 3608, or 4710, IDR of 7 or 9 with a minimum
pressure rating of 160 psi, and suitable for use with potable water.
2.05 PIPING AND FITTINGS

Copper tubing: % inch seamless, thick-wall type L with a minimum wall thickness of 0.045
inches.
1. Only copper tubing is allowed for installations under mobile homes and other homes
without a basement where piping is located in an unheated space.
PEX tubing: % inch cross linked polyethylene tubing, ASTM F876 and F877, and approved for
use with potable water.
Copper tubing fittings: Compression type connections or adapter with union used for copper
pipe equal to those manufactured by Hays Manufacturing Company, A.Y. McDonald, Mueller
Company or Ford Meter Company.
PEX tubing fittings: Crimp fittings specifically manufactured for use on PEX tubing.
. No galvanized fittings are allowed.

Install pump a minimum of 5 feet to a maximum of 20 feet below the drawdown level
measured from the top of pump unless otherwise directed by the Engineer.
Set and install drop pipe and submersible pump in accordance with state and local codes.
1. Ifa change in pump size is required, the Contractor, Engineer, and Owner shall negotiate
anew pump price.
Install a check valve midway between the pump and pitless adapter in drop pipe greater than
200 feet.
Use tape or approved joint compound on all threaded connections.
The depth limitation for using Schedule 80 PVC is 400 feet.
PE Pipe
1. Install PE pipe in one single length (no couplings) from the pitless unit to the
submersible pump.
2. Install an approved torque arrestor at the pump.
3. Install cable protector devices every 50 feet above the pump to center the PE pipe in the
casing.
4. The depth limitation for PE pipe is 300 feet and the maximum pump size is 1
horsepower.

Securely attach submersible pump cable to the drop pipe every 10 feet, using tape or other
method approved by the Engineer.
Provide an extra 12 inches of cable under the well cap.
The only splice allowed in the pump cable will be at the motor and the splices shall be made
using taped, mechanical or resin splices.
Test cables for leakage or shorts using an ohmmeter or megger.
TRENCH EXCAVATION AND BACKFILLING
A. Refer to Section 02315 for excavation and backfilling requirements.
WATER SERVICE LINE
A. Bury water service lines to prevent freezing. Add insulation is sufficient depth cannot be
reached (due to ledge, etc.)
B. Connect water service line to the pitless adapter with a brass or bronze swing joint
connection as shown on the plans.
C. {ifthe water line from the house has been installed, connect the well water service line to the
stubbed out line from the house. Otherwise, extend into the house and connect into the
plumbing for the hydropneumatic tank.
1. Provide a watertight seal on the penetration through the wall.
2. For connecting beneath the home, instail pipe hangers at a maximum spacing of 6 feet
apart for all horizontal copper tubing and 2 feet apart for all horizontal PE pipe inside
the home.
D. Make connections with brass insert adapters and two stainless steel hose clamps or non-flare
brass compression fittings.
E. Where designated by the Engineer, terminate the water service line 5 feet from the house
and cap.
1. Mark the end with a 2 by 4-inch stake painted blue extending 1-foot above grade and 4
feet below grade.
3.10 BACTERIOLOGICAL SAMPLE
A. Provide bacteriological sample for water system after system has been installed and flushed.
B. Contractor shall inform the homeowner(s} not to consume any water until a safe
bacteriological and chemical analysis result has been received.
3.11 PRESSURE TANK AND FITTINGS
A. Place tanks inside home as located by the Engineer and the homeowner.
B. _ Install tanks as shown on the attached drawings, including pressure gauge, pressure switch,
brass tank cross, sample faucet, ball valve and all miscellaneous fittings and adapters.
1. Install sample faucet a minimum of 12-inches above finished floor elevation.
C. Use leveling blocks or hangers when installing tanks.
D. Connect tank to existing plumbing if available.
E. Install tank so that it can be connected to house plumbing.
F. For tanks with a steel inlet fitting use a dielectric union, installed between the inlet pipe and
the brass cross.
G. Install tank and cross such that the tank can be easily removed.
H. Install pressure relief valve if required.
3.12 FINAL DOCUMENTATION
A. Provide pump test information (depth, yield, etc.) and State of Maine well log properly filled
out.
B. Provide water quality analysis.

PART 2 - PRODUCTS
2.01 WELL CASING
A.
Steel Well Casing
1. Conform to ASTM AS53, Grade B, Type E, electric resistance welded or Type S, seamless.
2. Each length of pipe shall be clearly marked.
a. Markings shall include manufacturers name, type of pipe, ASTM number and pipe
length.
b. Mill certificates shall be supplied if the Project Engineer deems the casing pipe or
markings to be of questionable condition.
3. Pipe shall be clean and free of oil, grease, rust, or other detrimental materials.
2.02 GRAVEL AND SAND PACK
A. Well rounded uniform grains of washed quartz or approved equal.
B. Weight loss by the acid test shall be Jess than 20%.
C. Gradation specified by the manufacturer of the well screen based on the submitted gradation
of the water bearing formation or as specified by the Project Engineer.
2.03 GROUT
A. Proportion of Portland Cement and the least quantity of water (not over 6 gallons per cubic
foot of cement) required giving a mixture of such consistency that it can be forced through
the grout pipe.
1, Two percent (by weight) of bentonite clay may be added to the mixture to improve flow
properties.
B. Bentonite grout, in lieu of cement, is acceptable if specified in the bid schedule.
PART 3 - EXECUTION
3.01 DRILLING
A.
General
1. State license requirements shall be met.
2. Locate all existing underground utilities.
3. Prevent contaminated water from entering the well.
4, Minimum final yield of 5 gallons per minute for the home is being sought, however, well
should always be developed to its maximum yield. (Contact Project Engineer prior to
abandoning wells producing less than 5 gpm.)
Drill and case wells at the size specified in the bid schedule.
Locate wells as indicated on the plans or as staked by the Project Engineer.
Drill wells no deeper than the depth specified, unless approved by the Project Engineer.
if satisfactory yield is obtained at a lesser depth, terminate drilling and develop at that
depth.
Rotary Method (Mud or Air)
1. Equipment must be in good condition, capable of drilling to 400 feet.
2. Single cased constructions, with well screen if required, gravel pack if required, and
grout.
3. Drill hole shall be sufficiently sized to provide unimpeded casing installation, gravel
packing and grouting.
4. _ Drilling water (mud rotary) shall be disinfected with a chlorine concentration of 50-100
ppm in the water tank.

3.05 GROUTING
A.

Method used must specify forcing grout under pressure from the bottom of the annular
space to the surface.
Minimum thickness of grout seal is 11/2 inches.
Fill annular space between casing and drill hole with cement grout from 25 feet below
surface to a depth of 9 feet below surface. (State well codes may require additional grout
depth.)
Use temporary casing where necessary to ensure minimum thickness of grout.
No work on the well will be allowed within 72 hours after completion of grouting.
1. If quickset grout is used this period may be reduced to 24 hours if approved by the
Project Engineer.
3.06 TESTING FOR YIELD AND DRAWDOWN

Contact Project Engineer two working days prior to the start of test pumping.
Provide all necessary labor, equipment, materials and power required for test pumping.
1. Supply measuring equipment to determine water levels and the rate of pump discharge
to the nearest 0.1-foot and 1 gpm.
2. Provide all piping necessary to convey water away from test pump site.
Test pump wells at 10 gpm unless otherwise directed.
Do not use the actual pumps to be installed in the weil for the test pump operation.
Duration of drawdown test: one hour, unless otherwise directed by the Project Engineer.
1. Take drawdown and pump discharge measurements every 5 minutes for the first halfhour.
2. Take drawdown and pump discharge measurements every 10 minutes for the
remainder of the test.
Record recovery measurements immediately upon completion of test pump for one hour
total, unless otherwise directed by the Project Engineer.
1. Take recovery readings every minute for the first 10 minutes.
2. Take recovery readings every 5 minutes for the remainder of the hour.
If requested by the Project Engineer, take water samples for field chemical analysis test after
test pumping but before grouting.
Remove all temporary-pumping facilities at the conclusion of test pumping.
Submit test pump results to the Project Engineer within 5 days of completion.
3.07 DISINFECTION

Upon completion of test pumping and construction, thoroughly clean the well of all foreign
material (i.e. cement, oil, grease, joint dope, scum, etc.)
Disinfect well with a chlorine solution
1. Prepare solution prior to injection into well.
2. Mix volume and strength such that a minimum concentration of 50 ppm of free residual
chlorine is obtained in all parts of the well for a minimum of 24 hours after injection.
3. Flush casing above static water level with solution.

GRADING
PART 1 — GENERAL
1.01 SUMMARY
A. This section includes rough and finished site grading of all areas disturbed during
construction.

PART 2 - EXECUTION
2.01 ROUGH GRADING
A. Grade the area in the vicinity of the excavation to prevent surface water from flowing into
the excavation.
B. Maintain existing drainage.
2.02 FINISH GRADING
C. Grade site to true grades as specified on the plans after all structures and piping have been
installed.
D. Grade sites for effective drainage away from structures.
E. Dress and trim all slopes.
F. Round off the tops of slopes and toes of slopes.
G. Grade all drainfields so as to ensure proper drainage of water away from field.
H. Place topsoil on all disturbed areas and reseed or sod as soon as possible in accordance with
Section 02920 — Topsoiling, Seeding, Fertilizing and Mulching.
END OF SECTION
All grade shall be at 4H:1V or less to prevent need of additional slope stabilization and ensure
mow-able grade.
If unable to achieve slope of 4H:1V or less, use of turf reinforcement mat, erosion control
blanket, or sod shall be used for slope stabilization.

PART 3 ~ EXECUTION
3.01 TOPSOIL
A. Grade surface and prepare for placement of topsoil by removing all sticks, debris, litter, wire,
cable, cobbles, and stones any larger than 1/2 inch.
B. Spread stockpiled topsoil and/or loam over all disturbed areas, excluding those where
another type of finished surface is being provided to a depth of no less than 4 inches.
C. Fine grade topsoil/loam surface to finished grade as shown on plans or directed by Engineer.
3,02 LIME AND FERTILIZER
A. Lime shall be applied to area using appropriate application rates as needed.
B. Fertilize all topsoil/loam areas using appropriate fertilizer and application rates as needed.
C. After application of fertilizer and lime, hand rake soils to finished grade and remove all
stones, stumps, sticks, weeds, and debris larger than 1/2 inch in any dimension.
D. If seed bed has become compacted, scarify to a depth of 5 inches prior to fine raking. No
seeding shall be permitted on areas where seed bed has not been properly prepared or
where soil has been compacted,
3.03 SEEDING
A. Sow seed within 24 hours of application and preparation of seedbed. Uniformly sow seed, at
rate specified by use of approved mechanical seed drills, rotary hand seeders, hydraulic
equipment or hydroseed to produce a uniform seed and nutrient application.
1. Seed shall be applied in the appropriate mixture and at the rate specified per Maine
Erosion and Sediment Control Handbook for Construction,
B. Hand rake and/or rolling with light roller may be used in lieu of Mulch unless otherwise
directed by Engineer.
C. All seeded areas shail be watered within 72 hours of seeding. Watering of seeded areas shall
be such that it shall not cause flooding, erode soils, or damage to seeded areas.
D. Areas will not be accepted as complete until generally weed-free, 3-inch stand of grass is
established.
E. Areas that fail to establish growth for any reason whatsoever shall be reseeded until the
areas are covered with a satisfactory growth of grass as approved by Engineer or
Representative.
F. Hydroseeding shall be the preferred application method for all sites.
3.04 MULCHING

All areas shall be mulched with suitable mulch at time of seed application unless otherwise
specified.
Straw mulch applied at 2 ton/acre and anchored with wood fiber mulch (hydromulch) at 500-
750 lbs./acre shall be the preferred method.
