from various professions who can volunteer to contribute expertise to strengthen

our self-government and render assistance to initiatives aimed at bettering the future

for our Pawnee people. Through modern technology, Pawnee professionals have a

wonderful opportunity to come to the aid of their nation and render meaningful

assistance even though they may live far from the Pawnee Indian Reservation.

Having lived away from home for many years myself, I have always valued my

chance to “give back” to the Pawnee Nation whenever that opportunity arose; and

that patriotic sentiment is shared by many professionals who live and work away

from our Oklahoma reservation.

MESSAGE FROM THE PRESIDENT

Nawa Akitâru,and greetings tribal members.

This is my first report on the State of our

Nation. I assumed office on July 6, 2020,

along with newly elected Treasurer Carol

(Chapman) Young and Councilwoman

Cynthia Butler. The new Business Council

will be complete upon the election of a

Vice-President on August 22, 2020.

The first half of this year began with

internal political turmoil and the onset of

the COVID-19 pandemic. As the infection

spread, PBC leaders were engulfed by

divisive recall, replacement, and run-off

elections; and by several lawsuits that

brought internal political disputes into

the Tribal court system. In the recall and

replacement elections, Pawnees voted to

stabilize the government and restore unity

in our leadership. We owe them a great

debt of gratitude for coming to the aid of

their Nation in a time of need. And we are

thankful for our hard-working, dedicated

Tribal employees who carried on the

government operations and addressed the

public health emergency. On August 6,

2020, the Pawnee Nation Supreme Court

upheld the last recall election. The decision

closed the chapter on political upheaval. It

is now time to come together in good will

and move forward as one united people.

Since I came to office, the uppermost

concern of the Tribal government is to

safely navigate the Coronavirus Pandemic.

Not a week goes by without someone

we know having a brush with infection;

and the spread of infection in the State of

Oklahoma continues to grow.

Committee (TERC) continues its work

to strengthen and monitor public health

measures for the Pawnee Reservation, I

formed a supplemental School Reopening

Task Force composed of Pawnee educators

and public health leaders to assess the

public health measures of the Pawnee

Nation Learning Center, Pawnee Nation

College, and all public schools within tribal

jurisdiction. We found that Tribal measures

for the Pawnee education institutions

comport with federal public health

guidelines. The Task Force worked with

the Pawnee Public School Superintendent

and School Board officials to strengthen

measures for a safer education this year; as

a result, masks are required for all grades

preK-12; and the online option has been

extended to all grades as well. To bolster

these measures the Business Council

provided Covid-19 Relief Fund money

to the Pawnee Public Schools for school

supplies needed by more than 200 Native

American students; and more relief is on

the way for PPE for all public schools in

our jurisdiction to strengthen public health

protections that will inure to the benefit

of nearly 500 Native American students.

We also plan to beef-up our capability to

provide on-line education opportunities at

Tribal facilities throughout the complex

for those students who choose the safer

on-line option offered by the Pawnee

Public Schools. In a similar vein, I am

initiating exploratory meetings with the

City of Pawnee and Pawnee County on an

intergovernmental basis to explore ways to

better protect the local community from the

spread of infection. My hope is that the City

and County will align their public health

measures with those of the Pawnee Nation,

IHS, and the Pawnee Public Schools-so everyone in our community can enjoy

uniform protection against the spread of

infection.

On August 8, 2020, the Pawnee Business

Council hosted a Virtual Covid-19 Forum

to brief Tribal members about the Pawnee

Nation’s CARES Act Covid-19 Relief

funds and the legal guidelines for spending

those funds. In the morning session,

the afternoon for tribal members to express

their needs, concerns, and suggestions for

spending the CARES Act relief funds.

were afforded the opportunity to submit

written statements as well. The Forum video

is posted so all Tribal members can access

that information. Input received from the

Forum will assist the new Business Council

in deciding how to spend the remaining

CARES Act Relief funds to address the

Pandemic in the best way possible. I

thank the Business Council members for

hosting this Forum and their participation

in it, as well as Tribal staff for putting

this virtual event together, and especially

each presenter for providing constructive

suggestions. With Atius’ help, together we

will address this Pandemic, and persevere.

The Pawnee Nation economy has been hit

hard by the Pandemic. To its credit, the

Pawnee Tribal Development Corporation

(PTDC) has partially reopened its businesses,

but revenue is down as it continues to cope

with difficult financial times imposed by

the Pandemic. The Stonewolf restaurant

was closed this summer and lay-offs were

made to keep PTDC businesses afloat.

As PTDC tightens its belt, the Business

Council is keeping a close eye on those

developments and is looking for ways to

assist the business arm of our government

in navigating the Pandemic.

During this period, work was done to

strengthen the Tribal government’s

infrastructure.

members are examining our committees,

commissions, and boards to see what

appointments should be made, how to

consolidate overlapping work, and what

new committees need to be established. In

addition, the Pawnee Nation Handbook for

Committees, Commissions, and Boards is

being upgraded. We are creating a Human

Resource Bank composed of talented

Pawnee professionals that can be called

upon as volunteers to lend their expertise to

our committees, commissions and boards,

as well as to assist special projects initiated

by the tribal government. These efforts to

strengthen our governance are on-going.

The federal court lawsuit entitled Pawnee

Nation v. David Bernhardt, Secretary of

the Interior, involves a legal challenge to

several flawed BIA and BLM oil & gas

approvals on Pawnee allotments. This case

has been briefed and argued; and we expect

a ruling by the federal court anytime. The

same is true for related administrative

appeals on submission before the Interior

Board of Indian Appeals (IBIA). These oil

and gas legal matters, which are designed

to force BIA & BLM compliance with

Federal and Tribal law, are being handled

by EarthJustice, and our Attorney General

entered his appearance as local counsel in

the Bernhardt case. Finally, all tribes are

examining the impact of the U.S. Supreme

Court decision in McGirt v. Oklahoma

which ruled that the original boundaries

of the MCN still exist and the state has no

jurisdiction to prosecute crimes committed

by Indians within those boundaries. To

keep abreast of that legal development, I

hope to examine the impact of that decision

on Pawnee Nation’s original reservation

boundaries in the coming weeks.

The Pawnee Business Council is in a

strategic planning mode. With input from

Tribal employees and members, we want

to define what the “promised land” will

look like for the Pawnee Nation down the

road, then figure out how to get there by

action items to be taken over the short,

mid-term, and long-term periods. We want

to get everyone on the same page, rowing

in the same direction to take our Nation to

the next level through strategic planning.

This effort will be led by the Planning

Division with proactive participation by

the Business Council. At the same time,

we are encouraging the Pawnee Tribal

Development Corporation to engage

in strategic planning as the economic

development arm of the Business Council;

and I understand that the Pawnee Nation

College is also engaged in strategic planning

for the college. Visionaries we must be to

reach our aspirations as one people—so our

people can live in a Pawnee world of our

own making. That is the essence of selfdetermination. Let us go on this planning

journey together over the next couple

months, so our Nation will endure.

I want to congratulate our new Pawnee

Nation Princess, Haley (Teter) Johnson.

time. Aside from voting there is no more

important civic duty than to be counted.

PRESS RELEASE

The Division of Planning & Tribal Development is excited to announce the Pawnee

Nation of Oklahoma has received funding thru the Department of Housing and Urban

Development (HUD) for the FY-2019/2020 Indian Community Development Block Grant

(ICDBG) and the Indian Community Development Block Grant Coronavirus Aid, Relief

and Economic Security Act (CARES) (Public Law 116-136); totaling $1.8 million dollars.

•

June 4, 2020, HUD announced nearly $120 million in FY-19/20 ICDBG awards,

this funding will be used to support 107 projects on tribal land across the United

States. The ICDBG program provides funding to use in the development of

American Indian/Alaska Native communities which includes:

o Housing-housing rehab, land acquisition to support new housing

construction and new housing.

o Economic Development-various commercial, industrial, agricultural

projects.

o Community Facilities-infrastructure construction and single/multipurpose

community buildings.

The Pawnee Nation of Oklahoma received $900,000.00 to expand and construct

on the current Division of Natural Resources and Safety building to be renamed

the Pawnee Nation Public Safety Center. The facility current houses the

Department of Environmental Conservation and Safety, Department of Fire &

Rescue, PN Department of Transportation and Department of Emergency

Management. Expansion/construction will consist of enlarging office space,

additional covered equipment bays, more parking area and an addition of a training

and fitness area. This project was approved by the Pawnee Business Council on

February 1, 2020 by resolution.

July 22, 2020, HUD awarded over $20 million in funding for ICDBG Imminent

Threat program under ICDBG CARES, to help Tribes prevent, prepare for, and

respond to COVID-19. This is the 4th round of funding of $100 million that will be

going to Tribal Nations. As of today, HUD has awarded a total of just over $71

million dollars under this program.

The Pawnee Nation of Oklahoma received $900,000.00 to provide rehabilitation of

housing ventilation systems to homes that need install, repair, replace of heat/air

units (within jurisdiction), provide food packs/boxes to families (within jurisdiction),

and an upgraded fire truck with hazardous material capabilities to expand medical

and other emergencies services. This project was approved by the Pawnee

Business Council on May 20, 2020 by resolution, AMENDED on June 26, 2020.

Further communication will be sent out about the ventilation rehabilitation

Native Connections

The Pawnee Nation is pleased to announce that we have been

awarded a 5-year grant from the Substance Abuse and Mental Health

Services Administration (SAMSHA) titled Native Connections.

This will be housed under the Health & Prevention Department

of the Division of Health and Community Services. The purpose

of this grant is to prevent suicide and substance misuse, reduce

the impact of trauma, and to promote positive mental health for

youth and young adults in the Pawnee area. In the early stages

of the Native Connections grant, we will be collecting data from

focus groups, community meetings, and surveys. By obtaining

this pertinent information, it will help us determine what activities

and education materials will be most helpful to the youth and

young adults. Native Connections will help the Substance Abuse

Program, Methamphetamine & Suicide Prevention Initiative,

and Tribal Opioid Response continue to provide educational and

substance-free activities for the youth in the Pawnee area. Some

of the prevention activities that will be provided include spring

break and summer camps, procuring motivational speakers who

will speak on suicide and substance abuse, holding “Talk Saves

Lives” trainings, and several events promoting Pawnee Nation’s

culture and traditions. Our main goal with the Native Connections

grant is to increase the capacity within the tribe and community to

reduce the high-risk behaviors that lead to suicide and substance

abuse among our youth population.

Division of Health & Community Services News

The Pawnee Nation is pleased to announce that we have been

awarded a 4-month COVID-19 Telehealth Mini-grant through

the National Indian Health Board (NIHB) with funds from the

John Hopkins University Center for American Indian Health, as

part of the national Nick Kristof’s C-19 Impact Initiative. This

will be housed under the Division of Health and Community

Services (DHCS). This project is aimed to strengthen DHCS’s

local COVID-19 response by building capacity and responding to

telehealth services and needs. Areas to improve include Materials

& Equipment Acquisition, Facilities & Infrastructure, Outreach

and Education, Training and Technical Assistance, and Evaluation

& Assessment. This project will not only provide benefits on

an individual level; it will enhance the tribe’s ability to provide

services remotely (if needed).

CHR and Health Education Update

Greetings from the CHR and Health Education Program! We have had an interesting and very busy few

months doing what we can to provide assistance to clients in need. We hosted a community blood drive

and also had new staff members join our team.

We have continued to serve clients this quarter with

LIHEAP, CSBG, and Medical needs. We have taken extra

precautions but are back on track and ready to help!

Unfortunately, our annual health fair was cancelled due to

COVID-19 precautions. We did work with the Oklahoma

Blood Institute and held a blood drive that also offered

free COVID-19 antibody testing on July 29. We had many

people sign up, and of those-16 were able to donate. We

met our goal, and we’re very pleased by the community’s

willingness to help others. Program staff would like to say a

big thank you to all participants.

We want to remind tribal and community members to

continue practicing heat safety, drink plenty of water, and

move your bodies! We encourage you to protect yourself the best you can by taking necessary precautions

against COVID-19.

attending there, James ran track and was known as the

fastest boy in Cherokee County. He had out ran everyone

by two laps, and to this day, no one has broken his record.

James went on to attend Tahlequah, Jr. High and was very

active in all the sports and well-liked by the teachers and

other students. His activities continued through Tahlequah

High School, where he graduated in 1996. After high school

James went to college at Northeastern State University,

then Oklahoma State University, where he belonged to a

Fraternity, finally ending up at Redland Jr. College where he

played basketball. James and his friends loved to skateboard.

While attending NSU he and his friends worked on building

the skate park in Tahlequah where the city pool used to be.

After college, he moved to Alex City, Alabama, and

from there James made his home in Birmingham, AL.

James worked as a production manager and owned TF

Productions. His job allowed him to work for many big

names in entertainment, such as, Garth Brooks and His

wife, and Clint Black, who also offered him a job as head

of security. James turned it down because he didn’t want to

The Pawnee Nation Diabetes Program

hosted a two-week health and fitness camp

for middle school and high school students.

Under the instruction of Marlin Miller,

Pawnee Nation citizen, NASM certified

trainer, and owner/operator of Massters

of Gravity, eight participants learned

performing exercises the correct way in a

safe manner, healthier understanding of diets

and nutrition, different methods/types/styles

of health and fitness, movement assessments

and muscle imbalances, mental/emotional

benefits of health and fitness, how to create

their own fitness program, and overall, how

to become not only strong and physically

fit but also more confident with any type

of physical fitness. Pre-screenings, postscreenings and 60% attendance was required

of each participant to be eligible for our shoe

assistance program.

Rosetta Clark

is the daughter of Phammie Littlesun and the late Joey “Peewee” Clark. She

is an enrolled citizen of the Pawnee Nation of Oklahoma, and descends from

Ponca, Omaha, and Otoe-Missouria people as well. After switching majors, a

couple of times. Rosetta has completed her coursework American Indian

Studies and will be receiving a Bachelor of Arts Degree from Bacone College

in December 2020. Her strong cultural ties, and enjoyment and participation

in different cultural and tribal gatherings stem from her love of learning in

all aspects of her life. She also enjoys beading, painting, shoe restoration

and customizing, participating in ceremony, and Netflix marathons. Rosetta

plans to continue to work in Indigenous communities; to learn, inspire,

encourage, teach, and help Indigenous youth thrive.

Pawnee Nation Princess

2020-2021

Haley Brenna Teter-Johnson “Tûtawi’u’” meaning “Full of Life”, is

from the Kitkehahki band and is a descendant of all four bands of the

Pawnee Nation. Haley’s parents are Lindsey Teter and Trey Johnson.

She has an older brother, Remington Crenshaw, and a baby sister

on the way! Haley’s maternal grandparents are Richard and Liana

Chapman Teter. She is the great-granddaughter of the late Basil

and Alma (Keys) Chapman; and the great-great-granddaughter of

Walter and Nora (Shunatona) Keys, and Henry Chapman and May

(Riding In) Chapman. Haley’s paternal grandparents are Charles

and the late Cheneya (McCutchan) Johnson.

Haley enjoys attending tribal ceremonies, dances, and actively

learning about her culture and heritage. Haley helps cook and

serve alongside her elders in the Traveler’s organization when they

feed families. She looks forward to every opportunity to visit the

tribal homelands in Nebraska. In 2019, she attended the Sandhill

Crane Migration as a part of a student group.

From the first Pawnee Seed Preservation Project event she

attended, at the age of nine, she was hooked, and continues to work

with the seeds. Planting in the community gardens, harvesting in

the Nebraska homelands, and helping grind corn each May. She

has consequentially participated in several native agricultural

conferences.

A freshman at Pawnee High School, Haley is a member of the

Northern Plains Indian Club. With a big heart for music, she’s been

taking classical dance classes since the age of three, is a piano and

vocal student, and plays both the clarinet and tenor saxophone in

the Pawnee High School Symphonic and Jazz Bands. She has been

a member of the Middle School Honor Society and the Middle

School Academic Team throughout middle school.

As the Pawnee Nation Princess, Haley plans to advocate for mental

health awareness and healing through cultural outlets. This subject

is something close to her heart. Her future goals are to maintain

her academic achievements throughout college and continue to

medical school.

The impact of the COVID-19 pandemic has largely overwhelmed many of our tribal communities

and operations. In an effort to help alleviate the undue burdens and work through the many

challenges, Tribal members must be counted in the 2020 Census before the September 30

deadline. An accurate and complete count is critical to Tribal members who live within and

outside the Pawnee Nation jurisdiction.

The 2020 Census is a way to get back what you put in. Every 10 years, the U.S. Census

Bureau counts every person, including babies born by April 1, living in the United States. This

confidential Census count determines where the more than $1.5 trillion in federal funding goes

to support important community needs, like schools, health care, food assistance (SNAP),

treatment for clean drinking water, and housing that benefit everybody. Unfortunately, our tribal

community like many others, were not completely counted in previous Census efforts.

The Census data has also been an important factor in COVID-19 aid. A complete count

helps public health officials and tribal leaders direct funding to better protect our communities

and weather this pandemic. Population data taken through the Census count helps communities

plan funding for hospital clinics and emergency services across the country. Census data

ensures thoughtful emergency planning, allocation of resources, deployment of front-line

responders, and determination of the amount of future vaccines. Previous Census data has also

been used to determine the amount of CARES Act funding which was not a 100% count. It is

without question that aid to communities is impacted by Census participation.

The 2020 Census is available to be completed with safety in mind. Everyone can respond

to the Census online, by phone, or by paper form which comes pre-stamped, but for those

households who haven’t responded, Census takers are going door-to-door to collect responses.

Everyone must play a part to make sure our community stays safe and gets the funding for

necessary vital resources. We must count all Tribal members to secure the funding we deserve

and to build a stronger future together.

Butler, Buddy Lone-Chief, Dr. Charles

Knife-Chief, Patsy McCray and Dawna

Hare. As a team we have quickly moved

forward in an environment of good will,

cooperation, and peace to serve the needs

of the Pawnee people during this dangerous

pandemic.

It is with thankfulness to our creator that

I report a positive financial status to the

Pawnee people.

The financial state of

the Tribe is in a good place thanks to the

oversight of the four council members who

remained in office as our people prepared

to vote in new leadership. I applaud the

four council members for holding the

government intact, taking care of the

finances, and insuring the continuation of

services to Tribal members.

As I assume my duties and learn I am

witnessing the work of our previous

Treasurer Angela Thompson who held the

office for numerous years. I would like

to acknowledge and thank this highly,

talented, knowledgeable, committed young

Tribal leader whose fiscal knowledge and

skills are reflected in the good state our

Tribal finances. This young Pawnee woman

is responsible for our Tribe having a clean

audit. She operated on a vision, a plan, and

leadership which has left the Tribe with the

ability to go forward with a clean record to

pursue grants and business ventures. This

will allow the council to pursue grants and

other endeavors to increase growth and

services for the benefit of our Tribe.

Currently, the Pandemic funds have been the

intense focus and task for spending under

the stewardship of the council. President

Echo-hawk’s leadership provided an open

forum for all Pawnee people to share their

voice on the COVID-19 Pandemic funds.

The council has been working extremely

hard at completing due diligence as

stewards of this important task investing

much time and dedication. Exemplary

employees have assisted to complete

this task to be completed by the end of

December. This must all be completed in a

very short amount of time.

With good staff, team spirit, and united

leadership in place we now go forward with

the most important task of the moment.

what must be done to protect our people and

make the best decisions possible. My time

in office has been short and I have shared

what is available to date. I will continue to

provide updates and reports to our people.

There were (2) projects that utilized our TERO workers, the BIA House

Demolition, and the PTDC Trading Post Renovation. They also employed five

(5) TERO clients in total. For April and May, the TERO program was inactive

due to the COVID-19 Pandemic. Productivity started in June 2020 and was

able to hire another (5) clients for on the job training. TERO is assisting in

mowing (43) Elders lawns through the end of October.

Sebastian Twins

The parents of Sebastian Twins would like to congratulate him on graduating from Cushing

Middle School. He recently graduated with a 4.0 GPA and is moving on to Cushing High

School. He is a 2-time Principal’s Honor Roll and 2-time Superintendent’s Honor Roll student.

He is a 2-time Special Olympic Gold Medalist in Bocce.

Sebastian is a talented artist and was commissioned to make drawings to be turned into color

sheets for a Native American Heritage Month event, as well as drawings that were turned into

earrings for teacher’s gifts. He won Best of Show in the Cushing Native Fest during Native

American Heritage Month and brought home $100. Sebastian is the son of Margaret Twins

and Jake Leading Fox and the grandson of Tammy and Wesley Twins, Ladonna Palmer and

Lance Leading Fox, and the late Lee and Melvin De Lodge. They are very proud of all his

accomplishments and look forward to seeing him excel in high school and all the adventures

that are in store. Sebastian’s parents would also like to thank all his family and friends who
