Season’s Greetings, here’s hoping

this newsletter finds you well and

in a good way.

As this year’s end approaches the

Pawnee Nation conducts business

all the while looking for the best

opportunities to move forward.

Good things happened for us and

I am confident great things are

coming in the future.

The StoneWolf Casino expansion has begun and we look

forward to a bigger and better facility to enhance the

gaming, eating, and travel plaza experience in which all

of our people can enjoy. It will have additional electronic

games, card table games, and an expanded Howler’s

restaurant. The new and improved StoneWolf site is

expected to be completed by late Spring 2017.

Despite the 5.8 earthquake which hit our community during

the Labor Day weekend causing significant damage to

our campus, our insurance folks have enabled us to start

scheduling repairs to our campus Administration Bldg.,

Albin Leadingfox Bldg., Building 1 (Tax Office), and the

downtown Cultural Learning Center. There were other

buildings damaged, but those were the most significant,

therefore we will be moving temporarily to other buildings

as each phase of the damage is repaired. Please be mindful

of that as you come onto our campus, we may have moved

elsewhere temporarily.

Earthquakes continue, which has prompted the Pawnee

Nation to file a lawsuit against the United States Bureau

of Indian Affairs and Bureau of Land Management to

challenge federal oil and gas approvals on Pawnee lands.

to look at those informative articles and to contact the

Administration Office with any inquires.

We pause during the holiday season to remember those who

have passed on. One notable was the first Pawnee female

elected to the Pawnee Business Council, Edith Beardsley,

who passed on at the age of 97. We cherish the memories

of those we have lost and in looking ahead to welcome all

our new Pawnees born to carry on our good ways.

PAWNEE NATION OF OKLAHOMA FILES SUIT TO PROTECT TRIBAL

LANDS AND WATER FROM ILLEGAL OIL AND GAS DRILLING.

November 18, 2016: The Pawnee

Nation of Oklahoma, and tribal

member Walter Echo-Hawk, filed suit

against the United States Bureau of

Indian Affairs (BIA) and Bureau of

Land Management (BLM) to challenge

federal oil and gas approvals on

Pawnee lands. The lawsuit seeks to

set aside numerous oil and gas leases

and drilling permits approved in recent

years that violate both federal and

tribal law.

BLM and BIA issued the oil and gas

approvals without consulting with the

Nation or complying with tribal natural

resource protection laws, including a

2015 Pawnee moratorium on new oil

and gas approvals. The agencies also

ignored the impacts of the drilling

they were approving on the adjacent

Cimarron River and its contribution to

the wave of induced earthquakes that

have rocked Oklahoma in recent years.

“Today the Pawnee Nation has taken

the first steps towards asserting our

right to protect our natural resources

so that future generations will have

full enjoyment of them. Since the very

beginning we have only asked that

our trustees provide us with adequate

notice, recognize our legal authority

to assert our constitutional rights as

a sovereign nation, and help ensure

that irresponsible actors are held

accountable for their actions on our

lands.” Andrew Knife Chief, Executive

Director Pawnee Nation of Oklahoma.

The lawsuit, filed in U.S. District Court

for the Northern District of Oklahoma,

alleges that BIA and BLM violated the

National Environmental Policy Act

(NEPA) and the federal government’s

duties as trustee to the Pawnee

Nation and its members, as well as

other statutes. In addition to BLM

and BIA, Secretary of Interior Sally

Jewell is named as a defendant. The

Pawnee Nation and Mr. Echo-Hawk are

represented by the public interest law

firm Earthjustice.

The lawsuit follows a moratorium

on leasing and hydraulic fracturing

approvals adopted in October 2015

by the Pawnee Nation. Recognizing

the new and different risks posed

by modern hydraulic fracturing

operations, the Pawnee called for

a time out on leasing and permit

approvals until the Nation, BIA and

BLM can jointly develop a policy

to address earthquakes and other

concerns. BIA and BLM have not

honored the moratorium, however.

“It bothers us that the Pawnee Nation

has asked for a moratorium on the

Fracturing process conducted on our

lands and have largely been ignored,

we have stated that ‘we aren’t against

oil and gas production’ but we are

certainly against methods which hurt

our land base, minerals and water. The

earthquakes are a great motivator,

for us to move to protect our land,

resources and people.” W. Bruce Pratt,

President, Pawnee Nation.

The risks driving the Pawnee

moratorium include potential water

pollution, harm to tribal water rights,

and the threat of earthquakes from

disposal of fracturing waste water.

Despite these issues, BIA and BLM have

approved drilling operations along the

Cimarron River without consulting with

the Nation.

The Nation’s fears were realized in

early September 2016, when the

largest earthquake in Oklahoma history

(magnitude 5.8) struck the Pawnee

area. The quake damaged many of

the Nation’s administrative buildings

as well as Mr. Echo-Hawk’s house,

and caused structural damage to

numerous other homes and buildings.

The lawsuit charges that under NEPA,

the federal agencies must analyze the

threat of earthquakes and disclose

that information to the public before

approving oil and gas development

that requires hydraulic fracturing.

“Unfortunately the risks have become

too great, the needs too urgent,

and the time too short for us to act.

What we are asking for is a reasoned

approach to solving the earthquake

issues that affect the entire State

of Oklahoma and we are hopeful

that our taking this step will begin

that process.” Andrew Knife Chief,

Echo-Hawk is a tribal member who

joined the lawsuit as a landowner

affected by federal oil and gas

development of Indian lands. “This

lawsuit seeks to make federal agencies

accountable to federal and tribal law

when developing Indian resources,” he

said, “and that includes accountability

from man-made earthquakes caused

by that activity.” The plaintiffs hope

the public interests of all Oklahomans

will be served by making the federal

government respond to the earthquake

crisis that confronts the entire state,

rather than ignoring this growing

public safety concern.

Pawnee/Osage Court Appointed Special Advocates (CASA)

train community volunteers to speak for

abused and neglected children in the courts.

We are the only CASA Project in the nation

that serves children in two state courts,

Pawnee and Osage County District Courts

and two tribal courts, Pawnee Nation Tribal

Court and the Osage Nation Trial Court.

served, 13 were African American, 203 were

White, and 177 were Native American.

CASA have served a total of 393 children

on 25 cases with 71 advocates on 190 cases.

These children (197 females and 196 males)

age ranges: 161 were age’s newborn to age 5;

142 children ages 6-11; 45 children ages 1215; 31 children ages 16-17; and 14 youth who

were 18 years of age. Of the 393 children

These volunteers have donated over

18,290 case hours and drove 254,377 nonreimbursable miles advocating for the

children on their cases.

The volunteers helped to close 340 deprived

children’s cases. These case closures included

adoptions, guardianships, long term foster

care, and children reunited with their

families.

More volunteers are needed. We have many,

many children without a CASA. Please

call 918-762-3776 if you can donate a few

hours a month. To qualify you must be

age 21 or older, and able to a pass criminal

background check. You will receive 40 hours

of free training and become an officer of the

court. You do not have to be an attorney or

have a law background. CASA’s are every

day community tribal and non-tribal people

that care about children.

Manager selected as the 2016 Safety Champ of the Year

The Southern Plains Tribal Technical

Assistance Center (TTAP) and the

Southern Plains Transportation Center

co-hosted the 3rd Annual Tribal Safety

Champions Workshop on Wednesday,

November 16, 2016. The objective of the

workshop was to prevent crashes and

reduce the number of transportation

related injuries and fatalities, while

highlighting the work of area Safety

Champions who are striving toward

those efforts every day.

Mr. Chris McCray was selected out

of 44 tribes in four states: Kansas,

Nebraska, Oklahoma and Texas, as the

Tribal Safety Champion of the Year.

Transportation Tech recently earned a

Roads Scholar Program award offered

through the Local Technical Assistance

Program (LTAP), an outreach

program of the College of Engineering,

Architecture and Technology at

Oklahoma State University.

“This certification provides me with

a sense of personal accomplishment

and completion of a goal I have had

since being employed with the Pawnee

Nation,” Butler said. “I have gained

valuable knowledge and resources

from the classes and the opportunity to

network with others in the field.” Butler

was honored during the Association of

County Commissioners of Oklahoma

(ACCO) winter conference held

November 9, 2016.

demonstrated his commitment to

maintain and improve transportation for

all modes of transportation with a focus

on quality of life, health and property.

He also has volunteered with the City

of Pawnee Fire Department & EMS for

13 years, were he currently serves as

Assistant Fire Chief/Instructor/EMT.

Through his years of service Mr. McCray

has partnered and formed relationships

with different Federal, State, Tribal

and Local agencies to place emphasis

on human life and safety, culture and

community on and off the clock.

Community Health Representatives (CHR) Program!

We would like to take this time to share a few updates and reminders with our clientele:

Transports:

What is Low Income Home Energy

Assistance Program (LIHEAP) and

Community Service Block Grant

(CSBG) funds used for?

The CHR Program is not transporting on

Fridays after 12:00 pm. The program staff

uses this time for planning, staffing, and

making home visits.

Funding:

LIHEAP and CSBG funds for 2017 have

been awarded and the program is accepting

applications at this time. Please apply in

person at the CHR Office or if you are unable

to apply in person, please call 918-762-3873,

option 1 and we will be happy to either mail

or get an application to you.

Update Files:

With a New Year right around the corner,

it is time for information updates. We are

asking our clientele to please stop by or call

the office to update your information, such

as address and telephone number.

Home Visits:

If you or someone you know could benefit

from routine home visits, please contact the

CHR Program and we will be happy to assist.

LIHEAP and CSBG are federally-funded

programs that help low-income Native

American households with their home

energy bills, housing expenses, rental/

utility deposits, amenities for suitable living,

prescription, and medical assistance.

Are you eligible for LIHEAP

and CSBG Assistance?

Applicant must be Native American as

verified by a Certified Degree of Indian

Blood (CDIB) or Tribal Membership card.

Please provide CDIB or Tribal Membership

card for all members residing at the

residence. If CDIB or Tribal Membership

card is not applicable, please provide Driver

License or Social Security card.

Applicant must reside in Pawnee County as

verified by Proof of Residence

(current utility bill).

Applicant must meet poverty guidelines set

forth by Department of Health & Human

Services (DHHS) or qualify using the

benefits point system.

Be Safe in Your Home

You can face safety risks if you are unable

to pay your home energy bills. Some people

resort to unsafe methods to keep their homes

warm or cool. These include the use of

fireplaces, stoves, improperly vented portable

heaters, barbecue grills, or overloading

electrical circuits. These methods are not

only fire hazards, but also create the risk of

carbon monoxide poisoning.

Indian Child Welfare (ICW)

As of November 1, the Indian Child Welfare (ICW) Program moved to a new

location. We are located at the new Resource Center at 1202 Heritage Circle; staff

can be reached at 918-762-3621, ext. 175 for the Coordinator and ext. 143 for the

Administrative Assistant.

As a result of funding requirements, new applications, guidelines, and procedures

have been implemented for the ICW Assistance Programs (i.e. Promoting Safe &

Stable Families and Child Welfare Services). The changes include those who are

applying for assistance must have an open case with Pawnee Nation ICW which includes an open assessment, investigation, prevention case,

foster care case (state or tribal), guardianship case, adoption case, etc. Application can be picked up at the ICW office.

The ICW Program is also seeking foster parents. Applications to become an approved foster home can be picked up at the ICW Office.

Benefits of being a foster parent includes providing a safe environment for children and ensuring their connection to their culture and

community.

Lastly, the ICW staff will be attending Positive Indian Parenting Training in December, and as a result, will start offering parenting classes at

the beginning of the new year.

Pawnee Nation Substance Abuse Program (SAP)

On October 24, 2016, the Pawnee Nation Substance Abuse Program held the annual Red Ribbon Walk with the Pawnee Public School

System. This is to bring awareness to our community that we are against drug abuse. (HUGS NOT DRUGS.)

The Pawnee Nation SAP was awarded the

Methamphetamine and Suicide Prevention

Initiative-Gen I grant for $300,000 for

four (4) years. This grant will provide

two new job positions for the Prevention

Department. This is a tribal, city, and

community collaboration which will focus

on the youth and young adults as well as

their families. In addition to providing

prevention activities, MSPI staff will be

having cultural activities to meet grant goals

and objectives.

On November 13, some of the Pawnee

Nation Division of Health and Community

Services (DHCS) programs (Diabetes,

Substance Abuse Program (SAP),

Community Health Representatives (CHR),

and Pawnee Pride) participated in the

NB3FIT activity which was held at the

Ponca Tribe. This was collaboration with

Ponca Tribe, Otoe Missouria Tribe, and

Tonkawa Tribe. The event started with a

run from the Otoe Missouria Tribal Camp

grounds and finished at the Ponca Tribal

Wellness Track. There was a (5) person relay

team who ran down Hwy. 177 N carrying

a tribal relay stick having each tribe’s name

on it. The two men who represented Pawnee

Nation were Elder Randy Moore and young

man Cody Leading Fox. Once the run was

completed, the activities for the youth as

well as the adults started which included Tai

Chi, Punt-Pass-Kick, Obstacle Course, Disc

Golf, and a 3K. Lunch was provided and

activities continued through the afternoon.

The focus on the event was to promote

wellness and being alcohol and drug free.

The planning committee plans to have

this every year rotating the event with the

participating tribes.

In November, SAP sponsored a

Thanksgiving and sobriety birthday dinner

for clients and group participants. For the

month of December, SAP will be having a

dinner for clients and group participants

plus incentives for their continued sobriety!

The Substance Abuse Program (SAP)

also has a wellness component part of the

program, Pawnee Nation Fitness Center.

November was Diabetes Awareness Month.

On November 30, the Diabetes Program

hosted an Employees Luncheon with Guest

Speaker Dr. Gene Evans, Pawnee Tribal

member and Veteran.

The Diabetes Program had several activities

for the employees to enjoy while raising

awareness. On November 14, in honor of

World Diabetes Day, the program hosted

a Poker Run/Walk for the employees and

community members and handed out shirts;

the designed for the shirts was created by

Nathan McCray, who is a Pawnee Tribal

member. The walking route was the Little

Dee in front of Building 64. Each time

around, participants were handed a card.

Participants had to walk a minimum of (5)

laps in order to have a full hand. They could

walk more and be able to exchange cards for

a new one.

After a prayer by President Pratt, balloons

were released in honor of those who had lost

their lives to diabetes and its complications.

Pawnee Cultural Resource Division (CDR)

in Linguistics. The first class was attended by over 70 students and

have averaged around 45 since then. They have formed their own

curriculum and written language, with help of Douglas Parks South

Band and Skiri Dictionary. The classes are held every Tuesday at 6:30

pm at our museum 657 Harrison Street downtown Pawnee.

Following each hour of language class, CRD has been presenting one

hour of cultural classes, This has also been very informative, and well

attend. We will be taking a Christmas break after December 13th

class and resume on January 10, 2017. These classes are open to the

public.

CRD applied for and received a grant to hire a Native American

Graves Protection and Repatriation Act (NAGPRA) Project

Specialist. Maggie Rice was hired for this importortant vital position.

She started work on December 12, 2016. Her duties will include

working with Tribal Historic Preservation Officer (THPO) John

Michael Knife Chief creating a data base for CRD.

On September 13th Cultural Resources Division (CRD) began

the long awaited Pawnee Language Classes. These classes are taught

by two young educated Pawnees, Zac Rice and Taylor Moore. Both

these young men are recent graduates receiving their Master’s Degree

CRD has the museum under our division and we recently were

approved a museum board and bylaws. New Museum Board

Members include Chairman: Tom Evans, Vice Chairman: Matt Reed,

Treasurer: Maggie Rice, Secretary: Walthena Lawrence. Other board

members are Ron Rice Sr., Patsy Cooper, and Gwen Shunatona.

Cultural Resource Division staff includes Marti Onlyachief, John

Michael Knife Chief, Maggie Rice, and Herb Adson. We are located

at 657 Harrison Street, Pawnee Oklahoma, downtown Pawnee.

Rock Your Mocs 2016

The Divison of Health and Community Services

(DHCS) had a “Rock Your Mocs” event on November

15, 2016. Participants met at the DHCS Building

(400 Agency Road, Pawnee Oklahoma) and Rocked

their Mocs by walking to the Roundhouse Building.

What is Rock Your Mocs?

Rock Your Mocs is a worldwide Native American &

Indigenous Peoples movement held annually during

November, which is also National Native American

Heritage Month in the USA. All are invited to participate

by wearing moccasins wherever you may be in the world

and wherever your day takes you!

Obituaries

Edith M. (Roberts)

Beardsley

Edith was born in Skedee,

Oklahoma, March 4, 1919 to

Henry Ellis and Rose Denomie

Roberts. She entered into rest

on November 27, 2016 in

Pawnee, living an impressive 97

years only to succumb to a brief

illness. Edith lived and raised a

family in Navajo Nation, New

Mexico and upon the death

of her husband, returned to

Pawnee. She had a home built,

raised a teen aged son, cared for her parents and her beloved Aunt

Lena. She was a resident of the Pawnee community up until her

demise. Edith left a legacy of community service and dedication

to her Catholic religion; a proud parishioner of St. John, The

Evangelist, Catholic Church of Pawnee.

Having served as Tribal Council Member in the late 1970’s,

the first woman voted into office by her Pawnee tribesmen, an

unprecedented accomplishment. She expressed gratitude and pride.

Edith was a granddaughter descendant of Chief Rush Roberts.

Her last years, she enjoyed her hard earned home, to be living in

that home, attending Mass when able and an occasional trip to a

casino. She loved road trips to visit her sister, family and friends of

New Mexico and of course living and traveling with her devoted

companion, Lucy, her dog she raised from a puppy.

Edith loved her family, her friends, her Pawnee affiliation and

devotion to God.Edith was preceded in death by her parents,

Henry and Rose; aunts, Vivian Archambault and Lena Tafoya. She

had three brothers, Vandevoort James, Henry Ellis, Jr., and a nonsurviving newborn boy. She survived the loss of her first born son,

Donald Dean Rouwalk and her husband, Raymond Beardsley;

sons, Norman Charles and Clinton Rush. She was also preceded

by two grandchildren, Jonathan and Morning Star Beardsley.

She is survived by a sister, Florence Mae Alexander, 103 years

old, Los Lunas, New Mexico; daughters, Margaret Rose Becenti,

Tohatchi, New Mexico; Mary Catherine, Gaithersburg, Maryland;

and sons, Gordon Eli, Bosque Farms, New Mexico; and Daniel

Andrew, Pawnee. She also leaves a host of grandchildren, greatgrandchildren, distant relatives and dear friends. The Rosary took

place at the Poteet Chapel on Wednesday, November 30, 2016, at

7:00 p.m. Funeral services held on Thursday, December 1, 2016,

10:00 a.m., at St. John The Evangelist Catholic Church in Pawnee,

under direction of Poteet Funeral Home and Cremation Services.

James “Jamie” Vernon Andrews

1970-2016

James (Jamie) Vernon Andrews passed away September 16, 2016 after a long

illness. The son of George and Josephine Andrews, he

was born September 05, 1963 in Harbor City, California.

The family left their home in Torrance, California and

moved to Boise in 1970 and into a great neighborhood for

children. The boys played games, dug tunnels, built rabbit

hutches and a small golf course. Too many rabbits for the

rabbit farm and that adventure was terminated. James and

his brother with their father, a National Weather Service forecaster, set up the

West Boise Official Weather Reporting Station. Each morning the boys ran

outside to the small station to record the temperature, rainfall or snow and

reported the information to the National Weather Service which sent data to

all involved parties. James loved working in the yard. He put in a sprinkling

system when he was thirteen. The system was still working when the family

left the home thirty years later. This experiment was the beginning of his

working in the landscape and sprinkler business.

Early childhood memories included several backpack trips into the

Sawtooths with Dad and his brother and the Samoyed dog Sammy. He loved

skiing, water skiing, fishing and camping with the family. He found a three

foot long tree floating down the backyard ditch and planted the tree. It grew

into a monstrous Cottonwood perfect for climbing amd a place for swings

when the grandchildren arrived.

He loved to hear stories about his niece Karlie, and nephew Michael

Andrews, their interests and accomplishments.

He graduated from Capital High School in 1981, later attended Boise State.

He married Diane Barnhill in 1984, they later divorced.

He is survived by his parents, George and Josephine Andrews, his sister-inlaw Julene (Steve) Andrews, nephew and niece, Michael of San Diego and

Karlie of Phoenix, uncle Jim Andrews (Gail) of Los Angeles and aunt Janice

Frey of Northampton Penn. He is also survived by his significant other of

fifteen years, Lilia Laurent.

He was preceded in death by his beloved brother and friend Steve Andrews.

They were both 53 years old when they died. He is pain free now. May you

rest in peace our dearest son, Jamie.

Charles Howlingcrane, III

Born in Pawnee, Oklahoma August 12, 1961. Charlie was preceded in death by

his parents, Charles “Mac” and Rena (Murie) Howlingcrane, Maxine White,

sister of Blackwell, OK, and Marquita Bible, sister of Tulsa, OK. He is survived

by Gareth Howlingcrane, brother of Avon, MA and Russell Howlingcrane,

brother of China Grove, NC. He has many nieces and nephews that he loved.

He enjoyed the outdoors, socializing and helping people in need. The family

would like to express their appreciation and gratitude for all the thoughts,

prayers, time and donations that have been given on behalf of our brother

Charles Howlingcrane.
