I hope this issue of the

spirits.

I have always enjoyed

renewal season of spring

and summer: A time of

growth of new plants,

trees and grasses; time

to feel the warmth of

the sun and see the

hours of the day grow

longer knowing that summer is coming fast.

This season Attius has blessed our Pawnee with

many good things, and has given us many good

ways and customs. We have carried on many of

those traditions in this year. We have enjoyed

handgames, dances, and other tribal activities.

I want to acknowledge Attius for the Giver of

all good gifts.

This issue comes to you as we prepare for

the Homecoming. The Homecoming is always

a welcoming time for our people to come

together and honor our Veterans and also a

time to enjoy one another’s company. It’s

a time to hear our songs and to put on our

clothes to dance. It’s a time to get a meatpie

and snocones! Softball games, fireworks,

cooking around the fire, camping, putting

out chairs and finding shade are other things

enjoyed during the Homecoming. Like I said

before, Attius is always good.

The Nation has continued to move ahead. We

have held our elections and 3 new folks were

elected: Patsy McCray, Dr. Charles Knifechief,

and Ellis Horsechief. Darrell Wildcat was

reelected as the Vice President. Unfortunately,

Ellis passed away during the election. We

continue to extend our condolences to his

family. We had a dance to recognize the Murals

that were painted in the Roundhouse, Jeremy

Fields, Pawnee artist, did a wonderful work.

Please go by and look at the murals.

Stonewolf Casino and Howler’s have undergone

an expansion and should be ready for all by

the time of this issue. We are in the process of

repairing the damage that was caused by the

earthquake. It has been a learning process for

all and I am thankful for the hard work put in

by all our employees in this. I am thankful for

all our hardworking employees. We are all here

to serve.

bright for us as a nation. We are looking to

grow the government in a sustainable way and

we are also looking to expand our governments

homeland of Nebraska. For me, I would like to

be known as the Pawnee Nation of Oklahoma

and Nebraska sooner rather than later.

In conclusion, I want all of you all to know that

the Nation and its employees (for whom there

would be no successes for us) are working hard

to accomplish all those things that have been

asked of us by our leaders on the PBC and its

citizens who we have contact with every day.

May god bless all of us and, on behalf of all

the staff here, I look forward to continuing the

hard work we have stated here in Pawnee.

STONEWOLF CASINO PROJECT NEARING COMPLETION

The StoneWolf casino expansion project that began

with its ceremonial ground breaking in July of last

year is nearing completion. The Pawnee Nation

Travel Plaza first opened in 2004, and since that

time has seen several property improvements. These

improvements included the addition of casino gaming

in 2007, and a major renovation in 2009 adding what

is known as present day StoneWolf Casino. Pawnee

Tribal Development Corporation announced last year

they are moving forward with a multi-million dollar

casino expansion, breaking ground nine months ago

on its first major project in years.

With the exception of finishing up some work on the

exterior, StoneWolf Casino and Howler’s Famous

BBQ are now fully functional. StoneWolf Casino

will soon be the talk of the town. The gaming floor

has been expanded by an additional 4,500 square

feet, and approximately 150 new games, as well as

soon to be table games. The newly added and much

needed back-of-house consists of an additional

4,200 square feet, including new office space, and a

large conference room to be used for trainings and

meetings. Howler’s Famous BBQ has gone from

seating 66 to now seating 90.

The project is currently in its soft opening stage,

and is looking forward to its grand opening

festivities beginning in August. The new expansion

is expected to attract thousands of new visitors

annually, create new jobs for those in our community,

and will continue to be a provider of significant

support and funding to the Pawnee Nation.

Pratt attended the U.S. Department of Health

and Human Services (HHS) Annual Tribal Budget

Consultation with HHS Secretary Tom Price in

Washington, D.C. on March 30, 2017. President

Pratt voiced his concern that a disruption in

funding to tribes will adversely affect the Pawnee

people and expressed the need for full funding to

programs that affect the people he represents.

On May 25th, 2017 in accordance with Resolution #17-32 and

Resolution #17-33 the Pawnee Business Council called for a Special

Election to fill the vacancy of Pawnee Business Council Seat #3.

Election on July 22, 2017. Position to be filled will

be Third Council Member (4) Year Position. The filing

dates for candidates will be June 7 - 10, 2017. Candidate

filings will be accepted at the Pawnee Nation Law

Enforcement Center each day from 1:00 P.M. thru 5:00

P.M. All prospective candidates must file their candidacy

during this time and meet all requirements as stated in the

Election Act of the Pawnee Nation of Oklahoma. A filing

fee of $300.00 (three hundred) dollars will be required

to file. For information concerning these requirements

you may write the Pawnee Nation Election Commission

at Post Box 600, Pawnee Oklahoma 74058; email the

Commission at electioncomm@pawneenation.org; or

visit the Pawnee Nation website at www.pawneenation.

org. Information concerning requests for absentee ballots

is also available through these locations.

The members of the Pawnee Nation Election Commission

encourage all members of the Pawnee Nation to exercise

their right to VOTE and become a part of this very

important opportunity. Your personal involvement in

this process can and will strengthen our Nation, now

and in the future. All members of the Pawnee Nation of

Oklahoma, who are eighteen (18) years of age or over on

CULTURAL RESOURCES DIVISION - SUMMER PLANS

Cultural Resources Division (CDR) is

going to be announcing an upcoming

date for a community meeting in July to

discuss the plans for a trip to Dannebrog,

NE for their Total Eclipse Celebration

during the weekend of Aug 20-21, 2017.

We will also give an update for our

Pawnee/Arikara Reunion which will be in

September 2017.

Our staff will working on upcoming

repatriations, assisting with summer

youth camps ,working with other

departments, attending trainings, and

trying to hire a new Tribal Historic

Preservation Officer (THPO).

Veterans Health Care Registration and Benefits Fair

The Department of Veterans Affairs has partnered with the Pawnee

Indian Health Center to provide no-cost Veterans enrollment services

and benefits information. This will be an opportunity for Veterans to

get their questions answered about what benefits they may be eligible

for. All community Veterans will be able to apply for VA Health Care

benefits with on-site VA staff members from both the Muskogee VA

Regional Office and VA Medical Center.

Representatives from the Disabled American Veterans (DAV) service

organization will be available to assist Veterans in completing Disability

claims and providing follow-up to submitted claims.

Benefit counseling and written materials will be available for

dependents and survivors, including: Health care, education, pension,

VA home loan guaranty and military burial and memorial.

To complete the enrollment process, please bring a copy of the

following Veteran’s documents: Discharge papers (DD-214), Social

Security card and household income from previous and current year. If

the Veteran does not have their discharge papers the DAV

representative can assist in ordering the document.

The Veterans Fair will be on Wednesday, June 21, 2017 from 10:00

am to 2:00 pm. Located at the Pawnee Indian Health Center, 1201

Heritage Circle, Pawnee , Oklahoma. Veterans, family members,

caregivers and anyone interested in Veterans benefits are encouraged

to attend. No appointments are necessary. Check-in at the Operator’s

booth at the main entrance and proceed to the Conference Room.

Florence Mae

(Roberts) Alexander

Florence joined her beloved relatives in

heaven Monday, April 24, 2017. Florence

lived a long and happy life. She celebrated

her 104th birthday on April 12, 2017. She

passed away peacefully at the home of her

son, Lew. She was a long time resident of

Albuquerque, New Mexico.

Florence’s grandfather was Chief Rush

Florence was preceded in death by her parents Henry and

Rose Roberts, her sister Edith Beardsley, her aunts Vivian

Archambault and Lena Tafoya as well as her brothers and

her granddaughter Kelley Medina. She is survived by her son

Lewis Alexander and her daughter Nancy Gomez, her husband

Johnny all in Albuquerque. Grandsons Jeffrey and Bill

Alexander, Marc, Eric, Jesse, and Jason Gomez and several

great grand children. She enjoyed playing the piano and giving

piano lessons. She also lived to dance. She went dancing with

her grandson, Jeffrey Alexander on her 100th birthday. She

will be truly missed by all her family and friends. A rosary

was recited Friday, April 28, 2017, 8:00 a.m., followed by

a Mass of Christian Burial at 8:30 a.m., both at Our Lady

of the Annunciation Catholic Church in Albuquerque, N.M.

Interment was at Gate of Heaven Cemetery.

Elmer Taylor

March 1, 1925 - June 5, 2017

Elmer Taylor was born March 1, 1925

to George and Viola Taylor in Pawnee,

Oklahoma. He departed this life June

5, 2017 at the age of 92 years, 3 months

and 4 days.

He attended Chiloco Indian School. He was united in

marriage to Alice Blower March 26, 1960. They enjoyed 48

years together before her passing in 2008.

Elmer retired from Kwikset Corporation. He enjoyed Indian

painting and watching basketball games.

He is survived by several nieces and nephews and close

friends, Frank and Margaret Keeter and George and Diane

McMillan, along with numerous other relatives and friends.

He is preceded in death by his parents, wife and sister.

Funeral services are scheduled for 1:00PM, Thursday, June

8, 2017 at Hutchins Maples Matherly Funeral Chapel with

Reverend Billy Fechner officiating.

TRAVEL REPORT - PAWNEE SEED PRESERVATION PROJECT

May 11-12, 2017

Lincoln, Nebraska

Thursday, May 11

Attendees: Deb Echohawk, Sherry, Harrison Perry,

Brian Kirk, Laura Melton, Dorna Battese, Dr. Tom

Hogemeyer and Marc Dahan.

We arrived at Lincoln, NE about 4:30 p.m.

After a short break we had our first private

meeting with two (2) consultants: Dr. Tom

Hogemeyer and Marc Dahan.

The main topic of discussion was

intellectual property and 5 main ways that

the Pawnee could consider to protect the

heritage seeds. They described the pros

and cons of each type of strategy. One

example is moving towards pursuing a

‘patent’ which only last a certain amount

of time after which it will become public.

Another example would be the ‘contract’

strategy. An example given was the

Oaxaca Indigenous group which sells

a tasty white corn to upscale clients in

New York and the west coast. Methods

discussed were techniques such as DNA

identification which identifies the seeds as

distinct to the Pawnee people. The other

main topic was once identification was

accomplished how the seed project could

translate into economic development

to provide sustainability by providing

products made from Pawnee corn. Deb

interjected the history of the corn project

thus far that involved the trust between

the Nebraska gardeners over the span of

thirteen (13) years without a “contract”.

She emphasized the role of the Nazaro

Chiefs role over the years as well. This

meeting lasted from approximately 5:00

pm to 7:30 pm.

Friday, May 12, 2017

The Chief Standing Bear Breakfast took

place downtown Lincoln, NE with an

opening ceremony and accompanying

dignitaries such as Executive Director of

Nebraska Commission on Indian Affairs,

Ms. Judi Gaiashkibosflags, State Senator

Tom Brewer, Larry Wright Jr., Ponca Tribe

of Nebraska and the keynote speaker

Ms. Irene Bedard among others. After the

invocation, three essay winners read their

essays with the overall theme of Standing

Bear’s story of courage and ensuring his

voice as a human being was heard.

Our benefactress, Mrs. Natalie Hahn

provided the funds necessary for

our participation in the breakfast

commemoration. After the breakfast I

began to meet the gardeners, Ronnie

O’Brien, Lynn Krabiel, Roger Woolsey,

Marlan Ideus, Pat Hogeland, and Sherrie

Ideus, and Ms. Irene Bedard provided

dramatic storytelling intertwined with

her speech outlining her background as

a native

Alaskan,

Inupiat,

Yupik, and

Cree and

her activism

in indigenous causes as well as her

involvement with the U.N. She was just

appointed to the Indigenous Consulate for

Cities of Peace to the United Nations.

Our next activity was a chance to share

the PSPP story with a tribal group.

We were invited to eat lunch back at

our hotel, The Country Inn and Suites,

again sponsored by Mrs. Natalie Hahn.

The tribes were gathered as part of

consultation as NAGPRA representatives.

The Pawnee Seed Preservation Project

was invited to make a presentation to the

tribal group during the lunch. Deb and

Ronnie O’Brien outlined the highlights

and trials and tribulations dating back to

the 1980s.

After lunch we toured two (2) facilities:

University of Nebraska’s Greenhouse

Innovation Center and the Food

Innovation Center. The Greenhouse was

super huge with many bells and whistles,

mechanics and robots. Deb felt ill shortly

upon entering the building so we came to

the conclusion this place is probably not

for our Pawnee seeds.

Across the street at the Food Innovation

Center, Dr. Andrew Benson, Director

addressed our group made up of all of

us from the tribe as well as our Nebraska

gardeners. They gave us an overview of

what they do at this center and the latest

innovations and issues of food product

development. Also Dr. Jacques Izard

addressed us as well. The University of

Nebraska would be interested in working/

assisting/or guiding the tribe through

securing intellectual property, genome

identification and product development.

They also mentioned that OSU should

have similar capability. I asked for Dr.

Benson’s business card and he gave

me a website for more information:

Our final stop was at Del Ficke’s Family

farm where we met him and his wife. The

farm is impressive and Del is very friendly.

We asked and he allowed us to gather

cedar. We briefly discussed the plan for

the paid internships this year and the

training on July 20-21.

of something bigger and more important

than ourselves. The spiritual aspect of

our Pawnee heritage seeds continues to

guide this project.

Our other main highlight was our stop

on the way up after we ate lunch at the

Pawnee Sacred Site, “Horse Dung on a

Hill”. We had enough time to walk around,

explore, and enjoy this special place.

This Pawnee Seed Preservation Project

inspired me with a spiritual awareness

that our Pawnee heritage seeds have

truly been revived by the invaluable

nurturing of our friends in Nebraska who

I am hopeful that this project’s story can

be shared in a good way with the Pawnee

people of all ages, the youth, adults and

elders so that all can be more involved.

First and foremost is the return of our

healthy traditional foods that for hundreds

or thousands of years have nurtured

us; second is educating ourselves in

the unique engineering techniques that

our ancestors (most likely our women)

employed in addressing pestilence,

critter issues, let alone the fact that they

developed a corn that can water itself

since the plants were left alone for 3

months during the buffalo hunt.

In my humble opinion this trip has been

the best educational trip that I have

attended in recent memory. I feel like I

made new friends during my short time

there. The Nebraska gardeners are

everyday down to earth Nebraskans

who have changed and impacted our

people’s health and welfare and spiritual

lives. Our lunch break on the way up

to a Pawnee sacred site, “Horse Dung

on a Hill” impacted me in a big way: the

peacefulness, the wonderful fragrance

and the mere sight of this place with the

unique rocks will not soon be forgotten.

PAWNEE NATION POLICE DEPARTMENT

The Pawnee Nation Police Department’s

Dispatcher/Administrative

Assistant,

Courtney Turner, attended a two week

‘Basic Telecommunications Officer Training

Program’ beginning March 20, 2017 and

ending with a graduation ceremony on

March 31, 2017. This intensive training is a

requirement of the Bureau of Indian Affairs

for Dispatch Officers, and is held at the

Indian Police Academy in Artesia, NM. Due

to the strict discipline taught during these

two weeks; Dispatch Officers are required to

be in para-military formation prior to class

time every morning and are required to carry

themselves in a professional manner during

their training period. Courses offered during

this training consisted of Active Shooter

Response, Hostage Negotiations, Domestic

Violence Intervention, 911 Liability, Suicide

Intervention, Disasters and the Dispatcher,

and Protecting Law Enforcement Responders.

ICW - INDIAN CHILD WELFARE

The purpose of the Pawnee Nation Indian Child Welfare Program is to provide

services to children and families that are Pawnee Nation Tribal Members through

preventing the breakup of the family in crisis situations. The Pawnee Nation ICW

Program assists tribal members who have an open case with utility assistance, rental

assistance, food assistance, and other needs through the Title IV-B, Subpart 1 and 2

Promoting Safe and Stable Families funds.

On April 15, 2017 the Pawnee Nation ICW Program, along with the help of the

Division of Health and Community Services staff, held a child abuse prevention event

behind the DHCS building. The event included a fun walk for participants, bounce

houses, sand art, face paintings, and other various activities for families to enjoy

together. This event had over 180 participants in attendance.

support his work on Native American issues

achievement in one moment “an extraordinary

accomplishment and wonderful reflection of

his manifold abilities.”

Colleges and also worked for the White House

Office of Intergovernmental Affairs, acting as

a liaison to the 567 federally-recognized tribal

nations in the U.S. Currently, Taylor is studying

abroad in Geneva, Switzerland, researching

The Harry S. Truman Scholarship supports

the graduate studies and career development

of exceptional college juniors who have

demonstrated that they are change agents

in public service. The Udall Undergraduate

Scholarship will support Taylor during his

final year at Pomona, in recognition of his

leadership, public service and commitment to

issues related to Native American nations.

Taylor, an international relations major who is

Pawnee-Choctaw hailing from Minneapolis,

says he is interested in working to connect

tribal communities to cities. For example,

establishing a tribal government presence in

cities with a large number of tribal citizens.

He hopes to help these communities “share in

a larger vision of prosperity.” As a soon-to-be

senior, he says he is still exploring ways to best

accomplish this vision.

“I really just am devoted to politics and policy

in my heart so the opportunity to work on

campaigns and work for different levels of

government is always something that I’ve

found immensely interesting and useful,”

Taylor says.

Taylor got a head start on the path to fulfilling

his vision when he spoke on educational equity

for Native American youth at the White House

the United Nations Declaration on the Rights

of Indigenous Peoples and how it is utilized by

the indigenous in the U.S.

Taylor’s advisor, International Relations

Professor Pierre Englebert, describes his

student as “serious, thoughtful, reflective and

self-reflective,” as well as careful and rigorous

in his thinking on difficult questions of

discrimination, identity politics and minority

rights.

The Truman Scholarship awards up to $30,000

for graduate studies in the U.S. or abroad in a

very wide range of careers dedicated to public

service. But for Taylor, the Truman is about

more than the financial reward.

“It’s a recognition of my place in America. I

come from both immigrant and Indigenous

communities who have practiced methods of

resilience and resistance since their inception

and to recognize that I am helping to fulfill and

continue that legacy is immensely powerful,”

he says.

According to Miller, who recommended him

for the $7,000 Udall Scholarship, Taylor’s

engagement and activism have been “catalytic,

the unifying force.” He points to Taylor’s direct

impact on the number of indigenous students

now enrolled at Pomona, the momentum

towards developing a Native Studies

curriculum and the connections forged with

local tribal elders and the communities they

represent.

“More subtle, but no less vital, has been his

impact on me. He has profoundly shaped what

I think about, read, and teach; an incredible

gift to receive after 37 years of teaching at the

undergraduate level.”

Taylor says that although the awards are

slightly different — with the Truman covering

public service more broadly and the Udall

being focused on Native American issues —

they represent a convergence of his interests

and values and connect him to networks that

can help identify innovative policy solutions

for the problems he sees.

“Between the awards and what they represent,

I think it will give me the opportunity to reflect

on how I want to serve communities that I care

about in the future, and what is the best path

to do that,” says Taylor.
