Message from the President

Nowa,

I hope this newsletter comes to you with blessings and good thoughts. This past Quarter has flown by

as we have left winter and spring behind and are looking toward the hot months ahead.

We came through the elections for Vice President and have welcomed Darrell Wildcat to the Pawnee

Business Council. He brings a lot of BIA experience as well as “know how” to Council. He has jumped

in with both boots on and is doing his duties well as he learns them.

The Nation continues to change and grow in the employees and staff, there are new faces as well

as the familiar ones we’ve all known for years. We are hopeful that these changes will bring better

services to our people and enhance the experience when you have a need that we can meet.

We are continuing to upgrade our facilities and are pleased with the progress of the Pawnee Nation Resource Center being

built next to our Police Building. It will house the TERO, ICW programs and have a library and conference room. We were

approved for an Aquatics Center as our next ICDBG project and are doing the preliminary work to

get that going. It will be built next to the Wellness Gymnasium.

We miss those who have passed on this spring but always enjoy seeing our Tribal members who

come by to visit. Attius is good to us. Every good thing comes from Him. Our prayer is that He will

continue to bless each one of you.

do our duties to serve you.

Message from the Executive Director

Hello Pawnee

Nation! I just

wanted to take

this opportunity

to introduce

myself and also

give you a little

insight into what

the executive

office has been

up to. My name

is Andrew Knife

Chief, my father is Charles D. Knife Chief,

my mother is the former Kimberly K. Long of

Anaheim, and my grandparents were John A.

Knife Chief and Lois Knife Chief of Pawnee. I

was born in Anaheim California and as a family,

we moved back to Oklahoma in 1991. At the

time, my Uppit John’s health was declining and

my father wanted to move closer to Pawnee

so that he could spend more time with his

father. After graduating from High School in

1995 I followed my Uppit into the Marine Corps

where I served until being Honorably Discharged

in 2003. I then went back to school where I

completed a Bachelors in History which led to

my being admitted into Law School. After my

Graduation I made the decision to return to my

tribe to continue to build upon the great things

our tribal employees and elected officials had

started here.

As the executive director, my responsibility is,

first and foremost, to the laws, codes, history

and culture of the Pawnee people. I have been

in the process of drafting policies and rules

that take into account our unique heritage,

while at the same time, protecting our Nation

from forces that too often do not recognize our

cultural Identity. My job is also to administer the

government in an efficient manner, ensuring fair

hiring practices, fair disciplinary actions, and

fostering a positive work environment where

our employees feel as though they are a valued

member of our extended Pawnee family. We

have been working on many events, we have

started construction on the Pawnee Nation

Resources Center, the IHS parking lot, and we

are also beginning the next ICDBG project: The

Pawnee Nation Aquatic Center. I have challenged

each division, department, and program to

reach out to each other and support each other

in all facets of governmental activities so that

we can all be vested in the accomplishments we

achieve.

I know that we have excellent employees

who diligently work hard every day to provide

services with very limited resources. It is

a testament to their creativity, ingenuity,

work ethic, and skill that the Pawnee Nation

is moving forward in such a positive way. I

commend them. I look forward to working with

each and every one of you in the future and

I encourage all citizens to become involved

in their tribe, their government, and their

community so that we can continue to grow and

continue to serve. Thank you so much and may

our Heavenly Father continue to provide our

Nation with the many blessings he has bestowed

upon us.

The Supreme governing body of the Pawnee Nation is the Pawnee Business Council which

consists of eight (8) members. The Pawnee Business Council exercises all the inherent,

statutory, and treaty powers of the Pawnee Nation by the enactment of legislation, the

transaction of business, and by otherwise speaking or acting on all matters which the Pawnee

Nation is empowered to act. All members of the Pawnee Business Council are elected to a

four-year term of office and serve until their successors are installed in office.

Child Abuse Prevention Month

Pawnee Nation Indian Child Welfare

hosted an event on April 16th in honor

of “Child Abuse Prevention Month”.

The event focused on the abuse and

neglect of children. Approximately

200 children, adults, and community

partners participated in the event. The

main focus was to provide education

and assistance for families who find

themselves in crisis.

Child Protective Services agencies in the

United States.

Children younger than one year had

the highest rate of victimization of

21.2 per 1,000 children in the national

population of the same age.

Approximately 681,000 children were

victims of maltreatment.

Of the children who experienced

maltreatment or abuse, more than

75% suffered neglect; more than 15%

suffered physical abuse; and just fewer

than 10% suffered sexual abuse.

Forty (46) states reported

approximately 3.3 million children

received preventative services from

More than 78 percent of reported

child fatalities as a result of abuse and

neglect were caused by one or more of

the child victim’s parents.

The Pawnee Children’s Festival

provided information regarding

child abuse and neglect prevention,

community organizations’ information

and had various activities for children

and families. Thank you to all who

attended and participated by providing

an activity and education for our

community members.

execute and deliver to the Bank, on

behalf of the Nation, substantially in

the form Non-Interference Agreement

thereof, respectively, with such changes

thereto, if any, as the Chairman or

Secretary may by his or her execution

thereof approve; and the Chairman

and Secretary of the Nation be, and

said officer hereby is, authorized

and to perform all such other acts on

behalf of the Nation as are required

of the Nation by the Bank pursuant to

the Loan Agreement during the term

of the Loan; and by virtue of and

pursuant to this resolution consenting

to and approving the limited waiver of

sovereign immunity of the Corporation

in strict accordance with Constitution of

Nation, and submission to jurisdiction of

the Federal Courts and the State Courts

(as such terms are so defined in Article

IV of the Non-Interference Agreement),

all as set forth in Article IV of the Loan

Agreement, the Business Council of the

Nation has approved such limited waiver

of sovereign immunity and submission

to the Specified Courts (therein defined)

in full accordance with and subject

to the terms and provisions of such

Non-Interference Agreement; and

that each of the President and the

Secretary, of the Nation be, and said

officer hereby is, singly authorized and

empowered to execute and deliver,

for, on behalf and in the name of the

Nation, all such further agreements,

amendments, reports, documents,

certificates, security agreements,

assignments and any other instruments

and to take all such further actions

as such officer executing the same

in his or her discretion may consider

necessary or appropriate from time to

time, in order to carry out the terms

of the Non-Interference Agreement to

carry out the transactions contemplated

thereby and the foregoing resolutions –

of Human Resources Policies and

2016 and become effective on the date

of approval by the Pawnee Business

#16-26 – A Resolution to recognize the

results of the Pawnee Nation Election

held on March 19, 2016 and to authorize

signatures for purposes will be the

#16-27 – A Resolution to approves the

submission of the U. S. Department

of Transportation, Transportation

Investment Generating Economic

Recovery, or TIGER Discretionary grant

program application and the requesting

amount of $1,600,000 - Approved April

against, zero abstaining and one not

voting (President Pratt).

#16-28 – A Resolution to approve the

request for Tribal disbursement in the

amount not to exceed $12,250 from the

Proceeds of Labor Account for a match

payment for the Office of Environmental

Pawnee Nation Transportation and Safety

“Like the rest of the country, America’s

tribal communities need a greater

investment in transportation options

that will improve their quality of life,”

said Secretary Foxx. “These important

funds will not only improve safety, but

increase economic opportunity for the

people living in these communities.”

The Pawnee Nation of Oklahoma will

receive $315,000 for various road

safety improvements, realignment and

surfacing of First Street and the SH18/

US64 intersection, with increased

sustainability along with quality of life

improvements for Pawnee Nation and

the City of Pawnee.

The Pawnee Nation of Oklahoma will

also receive $45,670 to heighten

awareness and educate the community

concerning all forms of impaired driving

through high visibility enforcement and

public outreach. The objective of this

project is to raise awareness, change

public attitudes and behavior that affect

transportation safety.

The funds will be used for safety

planning, engineering improvements,

enforcement and emergency services,

and education for tribal communities.

FHWA received 130 applications from 73

recognized tribes requesting a total of

$36.8 million in assistance.

Historic Preservation Officer, I plan to

interview tribal members of all ages

and occupations for the Pawnee Tribal

Newsletter. I’d like to start with you.

I believe you’ve made history as the

first and only Pawnee professional

boxer to win a state championship belt.

Congratulations! So, what are you up to

these days?

DK: Thank you. Right now, I’m just

enjoying the summer break from school.

I plan to go part time in the fall, so I

can focus more on my boxing. I’m not

making that Mayweather money just

yet. So, I’m looking to find a part time

job. I volunteer at the Boys & Girls Club

to teach boxing. I continue to train

hard. As you see, I’ve got to balance a

few things out. I try my best to keep

God first in all of things that I do, all

glory to God.

JM: How and when did you get into

boxing?

DK: I started boxing professionally back

in 2013. At the time, I worked at a tire

JM: How did you get the name, “Pawnee

DK: Ha, well, my promoter, Bobby Dobbs

came up with the name on the spot at

my debut bout & I’ve been “Pawnee

Express” ever since.

relate. Life is too short to shut the world

out. The ultimate plan is to live a good

JM: What’s the best and toughest part

JM: Do you have any words of

DK: The best thing about boxing is that

it keeps me disciplined. This sport has

changed me in a big positive way. I’ve

met so many great people in boxing.

I’m always learning something new.

I’m healthy physically, mentally and

spiritually. Whether, I’m in the gym

training or in the spotlight, there’s

something about stepping into the ring &

facing your fears. I love it! I’ve enjoyed

competing in many different sports

including baseball, basketball, track &

football. In my opinion, boxing is by

far the most difficult. There are many

levels in the boxing game. This is just

the beginning for me. I will be a world

Champion one day as long as I keep God

first.

DK: Believe in yourself people! Take on

your goals one day at a time, step by

step, enjoy this journey and learn from

your mistakes, it makes you stronger!

Ugh, the worse thing about boxing is

cutting weight. I do alright by my diet

but it is always a struggle avoiding the

tastier foods. Every time I cut weight it

seems like everyone wants to feed me

foods that I can’t eat. So, I either deny

or comply.

JM: Who are your sponsors?

DK: I’m proud to say that my tribe

is backing me. My sponsors are

JM: What are your plans for the future?

DK: I have a few plans. I want to

sharpen my boxing skills in order to

defend my belt in October at the Fire

blue field symbolize America. The

Plains Indian tribes called the Pawnee

“Wolves” because of their cunning and

courage. Thus, the emblem of the wolf

was created and retained the double

meaning of “Chaticks si Chaticks” or

Men of Men.

70th Annual Pawnee Indian Veterans

Homecoming Celebration

“They’re coming!” As dust builds on

the horizon, an excitement fills the air.

Women with smiles upon their faces run

frantically, as little children laugh and

giggle while trying to keep up. Elder

women and men move about with the

agility of their younger years. Everyone

comes out of their earth lodges,

through the entryways, to line up

outside along with others, while some

climb to the top to get a better view.

Then, Pawnee Raripakasu (Warriors)

ride in on horseback. Men dressed in

their finest war attire, the men and

their horses painted alike, return with

the spoils of war. Suddenly a shrill fills

the air as women make their riwahuk

(lulu) sound. Old men and women give

sounds of approval while little children

try to emulate their favorite sibling.

Then, the celebration with singing

and dancing ensues. Feasts begin, and

stories are told of courage, honor and

valor that were done in battle, and

remembrances of those that may have

given their life. A homecoming!

The Veterans of WWI and old Veterans

or Scouts of other wars would

remember those stories told of the

olden days, and in that way, they

did their best to welcome home the

Veterans of WWII. They honored those

who returned, and they remembered

those who gave the Ultimate Sacrifice,

keeping their families in mind and

prayer. Old Warrior Societies may be

idle nowadays, replaced with service

in different branches of the United

States military, but this service is no

different, as these Pawnee Raripakasu

are recognized by our modern Pawnee

Indian Veteran’s Organization.

We are called the Warrior Nation with

good reason, not by our calling, but

from our enemies. It still rings true

today. There are Pawnee Nation tribal

members currently on active duty,

stationed in service around the world,

in many of the hot spots of potential

conflict. Younger generation members

may one day make the decision to wear

the colors of the United States and

represent our great Nation as well, the

Pawnee Nation.

I have many fond memories of

Homecoming: Setting up camp with

my grandparents; traveling from camp

to camp; sharing meals with different

relatives; getting ready to dance;

staying up all night running around

the camps with my little brother and

friends; and shooting fireworks. I

have many, many memories and I will

continue to make new ones.

Times may have changed, but

traditions continue. In a day where

some traditions lose meaning, and

are pushed to the wayside for others,

let us not forget the true reason

for our Homecoming celebration.

It is to honor our current active

military personnel and Veterans, and

remember those who have given the

Ultimate Sacrifice upon the altar of

freedom. When the time comes, let

us be reverent, and show respect to

those individuals and their flags that

fly on each day of Homecoming, and

show support to the families chosen

to fly the flag of their relative. After

all, they are the reason we are here.

They are the reason the Pawnee

Nation survives. They are the reason

why we can sing and dance. They are

the reason why camps are set up, why

dinners and feeds are held at camps,

and why children shoot fireworks.

The traditions prevail as you see old

friends and family, while making new

acquaintances every year.

So I say “thank you” to all Veterans,

not just our Pawnee Warriors. Thank

you for the sacrifice that you made

for us by choosing to wear the uniform

of the United States. You chose to do

something that not everyone is able to

do. May the sacrifices you made be a

blessing to you in your life, for however

long you are here on this Earth. May the

heartbeat of the drum, the dancing,

food you partake of, along with

encouraging words and prayers that

are said, help heal any wounds, scars,

or memories you may have. I also want

to say “thank you” to those families

whose relatives gave the Ultimate

Sacrifice, for you are truly blessed.

After all, this is your Homecoming,

our Homecoming, the Pawnee Indian

Veteran’s Homecoming.

I hope everyone has a great, safe,

enjoyable Pawnee Indian Veteran’s

Homecoming and a Happy 4th of July!

Obituaries

Cecil Frank Rouwalk

February 14, 1951 - April 21, 2016

Cecil Frank Rouwalk, 65 years, of Las Vegas, Nevada, had passed away at his home in

Nevada. He was born and raised in Hominy, Oklahoma.

Cecil was born in Hominy, Oklahoma on February 14, 1951 to Cecil and Gladys Belle

(Shunkamolah) Rouwalk. He attended Hominy Public Schools and Oklahoma Military

Academy (OMA), ultimately graduating from Hominy High School. He furthered his

education at Northeastern State University, Northeastern Oklahoma A&M College and

Oklahoma State University. He also received a Certificate in Cosmetology.

Cecil was a tribal member of the Pawnee Nation (Chaui Band) and the Osage Nation

(Eagle Clan). Cecil participated in the “In-Lon-Sch-Ka” dances int he Hominy District

beginning at a very young age. He had the honor of being selected as a tail dancer for

the late Drum Keeper, Amos Shadlow, Jr.

Cecil played saxophone and clarinet and was in the band at Hominy High School and

Oklahoma Military Academy. He was well known to make band trips very enjoyable

with always laughing and smiling and all his jokes. Cecil also loved to dance, all kinds,

from disco to jitterbug. He won dance contests and he appeared on “The Dance

Party: show on KOTV-Tulsa, but what he really wanted was to appear on “American

Bandstand.”

Cecil is survived by: 2 sisters: Margaret Rouwalk and Carol Rouwalk; 2 nephews:

Nathaniel Eppinette and Sonny Rouwallk: and his very dear friends: Chrissie and Cha Fair-weather as well as many greatnieces and nephews and many, many friends and family.

Cecil is preceded in death by: his parents and his grandparents; Margaret and Joseph Shunkamolah.

The memorial service was held at 11:00 AM, Tuesday, May 10, 2016 at the First Christian Church in Hominy, Oklahoma,

with Harry Roy Red Eagle and Everett Waller spoke. Also, Marilyn McGee sang “In the Garden”.

Powell Funeral Home was entrusted with the arrangements.

Charles “Mac” James McAllister • February 14, 1919 – April 22, 2016 (age 97)

Charles “Mac” James McAllister, Sr., 97, of Sandusky passed away Friday, April 22, 2016 in the Stein Hospice Care center

following a brief illness. He was born in Skedee, Oklahoma on February 14, 1919 to Robert Earl and Rose (Hadley) McAllister.

Charles grew up in Arkansas city, Kansas. In his youth he attended Chilocco Indian School and spent his summers with his

grandmother, Susie Box, on her farm in Pawnee, Oklahoma. In his early twenties Charles worked at Boeing Aircraft in Wichita,

Kansas as a welder in the production of the Stearman Biplane and the (then) new B-29 Super Fortress for WWII. He enlisted in

the U.S. Navy and served as a medical corpsman stationed in San Diego, California.

At the naval base in San Diego he met his future wife, Mary Catherine Schaeffer, who was a navy nurse. They married and

returned to Ohio. Charles went to work at New Departure-Hyatt and retired from General Motors after 30 years of service.

Charles had a joyful nature and enjoyed spending time with his granddaughters, working crossword puzzles and reading novels

about the Old West.

He was a long-standing and dedicated Mason. He was a member of Roby Lodge No. 534, F.&A.M., Monroeville, was a Knight

of York Cross of Honour, Huron Chapter No. 7, R.A.M., Norwalk Council No. 24, R.&S.M., Norwalk Commandery No. 18, K.T., a

member and past Patron of Althea Chapter No. 438, O.E.S., Monroeville and the North East Oxford Farm Bureau.

He is survived by three children, Charles (Diana) McAllister, Jr., of Cape Coral, Florida, Thomas McAllister and Margaret “Peggy”

(Howard) Reinbolt both of Sandusky; three granddaughters, Carrie Handy of Sandusky, Lorrie (Matt Ogborn) McAllister of

Arlington, Massachusetts and Carla McAllister of Cape Coral, Florida; three great-grandchildren, Andrew Smith of Richmond,

Texas, Iris and Harriet McAllister of Arlington, Massachusetts.

He was preceded in death by his wife of 44 years, Mary in 1989; his parents, and one sister, Katherine.

Estelle Marie “Tiny” Stevens, McLoud, Oklahoma, passed from this life to be with her Lord on March 6,

2016. She was born on December 30, 1932, in Pawnee to Charlotte SpottedHorseChief Norman and Walter

Norman.She grew up in Pawnee and graduated from Pawnee High School in 1950. She attended St. Gregory’s

University in Shawnee.Estelle was a full-blood member of the Pawnee Nation of Oklahoma. While she was

a member of the Petahawirata Band, her Pawnee heritage indicates that she was also a member of the

Chaui, Kitkehahki, and Skidi Bands. She was proud of her Pawnee heritage, being descended from Hawk

Norman, Principal Chief of the Pawnees in the 1860s and SpottedHorseChief. She was proud of the Pawnee

Nation and considered herself to be a member of the tribe because of their wise and thoughtful leadership.

She enjoyed attending the Pawnee Homecoming every year and camping for the past 50 years. She also

camped and participated in the Pawnee-Wichita Visitation for many years and enjoyed seeing family and

friends.She worked for many years in the Indian Health Service in medical records in Pawnee and Shawnee.

She also volunteered with the Kickapoo Head Start program in her adopted hometown of McLoud.During her many years as an

IHS employee in Shawnee, she participated in a program where she walked the equivalent of climbing Mt. Everest.Survivors

include a son, Robert Thomas, Pawnee; five daughters, Joni Hunt, Gracement; Gwendolyn Hunt, Oklahoma City; Constance

Stevens, McLoud; Jamie Garcia, Paden; and Marcel Stevens, McLoud; brother, Kenneth Roberts; sisters, JoAnn SpottedHorseChief

Roberts; and Wynema SpottedHorseChief Roberts; 16 grandchildren and 18 great grandchildren.She was preceded in death by

her husband, Thomas Stevens; son, Joel Hunt; sisters, Irma EchoHawk; Rosanna Peters; Anita Norman Bayhylle; brothers, Alvin

“Ugh” Echohawk, Francis Allen ;”Jack” Norman; Leland Norman; and Clarence Norman.Funeral services were held Wednesday,

called home to be with the Lord

on April 22, 2016, in Oklahoma

City, Oklahoma.Arlene went to

Mcloud High School and Gordon Cooper Vo-Tech

School and graduated from both schools in 2004,

having received her High School Diploma and Nurses

Aid Certification.She made her home in Oklahoma

City, and worked as a Home Health Care Aid and had

just obtained a second job at a Circle K store.She

was a member of Moore First Indian Baptist Church,

Moore, Oklahoma and was currently attending

Glorieta Baptist Church of Oklahoma City, Oklahoma.

Arlene is survived by her mother and parents, Dennis

and Jean Grant of Pawnee, two sisters, Racheal

Mathews, of Pawnee, Ok., Robyn Horsechief, of

Shawnee, Oklahoma, and one brother Tim Brown of

Yale, Ok., Aunt Margaret and Uncle Donnie Ahhaitty,

Aunt Helen and Harry Pickering. She was preceded

in death by her father Stacy, brother Mikey Tiger and

sister, Alisa Pratt, Grandmothers, Arlene Mathews,

Bessie Horsechief, Uncle John Haymond, and

Grandfather Eugene Haymond.The wake service will

be at 7:00 p.m. at the Pawnee Nation Roam Chief

Event Center, under the direction of Rev. Duane

Pratt Sr. The Funeral Service was held Wednesday,

April 27, 2016, also at the Pawnee Nation Roam

Chief Event Center, with Victor Cope, of Moore First

Indian Baptist officiating. The interment is at the

Pawnee Nation South Cemetery.

Manny Louis Miller

June 1, 1948 - April 2, 2016

Manuel Louis Aguilar aka Manny

Miller was born in the Pawnee

Indian Hospital, Pawnee, Oklahoma

on June 1st, 1948 to Louise

Gonzales. He attended school in

Ralston, Oklahoma and the Pawnee

Indian Boarding School as a young boy while living

with his grandparents, Manuel and Irene Knife Chief

Gonzales. He loved fishing on the Arkansas River

and in local ponds, he also loved picking pecans in

their pecan grove. As a young boy, he was known by

Pawnee elders as “Buckskins Charlie” because of his

blond hair. He later moved to Pawnee and attended

school until joining the army and serving overseas

during the Vietnam War as a supply clerk in Okinawa,

Japan. He married Janelle Harshbarger and had

two sons Dax and Berkeley. He later married Mary

Appleseth and had one daughter Danielle. He lived

most of his later life living in Oklahoma City where

he worked as a Backhoe Operator before taking an

early retirement after being injured on the job. He

enjoyed collecting antiques and treasure hunting,

he also enjoyed Horse racing and wagering on them.

He lived a simple life and loved his pets. He passed

away on Saturday, April 2nd, 2016, in Oklahoma

City, Oklahoma after a lengthy illness.He is survived

by two sons, Dax Aguilar of California, Berkeley

Smith of Oklahoma City, OK, three sisters Deloris

Bowman of Bentonville, Arkansas, Darlene James

of Broken Arrow, OK and Irene Fields of Jones,

Nawa! Recently the Nation hosted a Spring Break

Camp for our local middle and high school youth.

Local tribal and community members spoke words

of knowledge, wisdom and encouragement to

our 13 youth that showed up to the camp. Our

tribal programs, community partners, and tribal

members came to help with food, and volunteered

their time to let us know how much they cared for

our community. With team work, we educated,

empowered, and strengthened youth development,

social responsibility, healthy living and cultural

identity for these wonderful children. The camp

was filled with different speakers and slots that

kept the youth’s attention and we believe that this

camp made a difference in their lives. The goal of

this camp was to educate, empower and strengthen

our youth to choose healthy relationships, to know

about social ills surrounding domestic violence,

sexual assault and stalking and to become connected

with their culture to strengthen their self-image and

esteem.

The girls worked tirelessly all week long with

Meekai Clark to make shawls and the boys worked

hard on their drum sticks with Gilbert Beard. The

kids were blessed to be educated in culture with

a Mud Lodge and Stars presentation and a drum

and song demonstration from our Cultural Division.

The Education Division brought the Pawnee Nation

College and Native Ag Summit information forward

to the students, and the Housing Authority, TERO,

and PN College provided lunch to the kids all week.
