The Supreme governing body of the Pawnee Nation is the Pawnee Business Council

which consists of eight (8) members. The Pawnee Business Council exercises all the

inherent, statutory, and treaty powers of the Pawnee Nation by the enactment

of legislation, the transaction of business, and by otherwise speaking or acting on

all matters which the Pawnee Nation is empowered to act. All members of the

Pawnee Business Council are elected to a four-year term of office and

serve until their successors are installed in office.

Message from the President

Nowa,

My hope is that the winter months

have been good to you. We have

made it through the holiday season

with many activities here at the

Tribe and around our community.

Winters in Pawnee are always very

special. This year the Tribe featured

night lighting all around the reserve

adding ambiance to the Season.

We mourn the loss of our loved

ones and continue to hold up the

families in prayer. Each member who

journeys on takes a little bit of us but then we have our little

babies which make our hearts glad again.

Our country has gone through national elections and we now

must make adjustments to the new administration. We, here

at the Nation, have been attending and conducting meetings

to keep abreast of the changes in policy and direction from

the new President. We have faith that through awareness and

vigilance we can not only maintain but make new paths in the

days ahead.

The Nation is moving ahead in the lawsuit with the BIA and BLM.

We must hold them accountable for the mismanagement of our

leases with the oil companies and protect our water. We have

held multiple meetings with our people and the community

about the legal efforts through various lawsuits against the oil

companies that Frack and the disposal of waste water which

have caused our earthquakes. The Pawnee Nation is looked upon

as leaders in dealing with these enormous issues. I commend our

staff, Andrew Knifechief, Don Mason, our EPA and Walter (Bunky)

Echo-Hawk in helping us move forward. There are many others

who have contributed time and effort in this too. We will do our

best to keep all of you informed in these matters.

The Stonewolf Travel Plaza expansion continues and we look

forward to its completion this summer. It will be bigger and

better and will bring in economic development revenues to the

Nation. Our convenience stores continue to be upgraded and are

undergoing some required repairs. We will begin to make repairs

from the damage the earthquake caused to our Tribal offices

and buildings, we will be moving to other parts of our campus,

shortly. Please bear with us in these

necessary moves.

Message from the Executive Director

Nowa,

It was a busy 2016 for your Nation’s

employees and 2017 is starting off

much the same. I would like to

take this opportunity to address our

Nation’s members on what we are

working on and what direction I’d

like to see our Nation’s government

move towards.

First, the Pawnee Nation has been

very pro-active in voicing its strong

disagreements over how our land

resources are being managed by our

federal partners. We had hoped that we could sit down with

our trust partners and come to an agreement about how best

to address the issues we had raised to them. Unfortunately,

the earthquakes have pushed the timescale for action up. We

no longer have the luxury of waiting as the problem will not go

away unless we make it go away. That is why we filed suit and

that is why we are working very diligently toward a positive

solution to this grave situation. As always, I want to remind our

tribal members that the Pawnee Nation is NOT anti-oil & gas.

No, what we are asking for is transparency in the lease approval

process, a respect of our Nation’s right to quality water and

natural resources, and finally, for the BIA/BLM to do something

to encourage responsible energy partners to work in our lands

while removing the irresponsible actors from our jurisdiction.

Second, we know that many homeowners are affected by the

ever increasing seismic activity here in Pawnee. I want you all

to know that we haven’t forgotten about you and that we are

actively pursuing options available that will best help those

members whose houses are damaged. This will all take time but

I ask only for your patience in this matter.

Lastly, I am stressing the importance of professionalism here

in the Pawnee Nation. I have implemented training, developed

in-house, that highlights the expectations I have of all the

employees within our government. We started this training last

November with our mangers/supervisors and continued with the

training January of this year with our division directors. My goal

is to make the Pawnee Nation employees accountable for their

actions, responsible for how they conduct themselves with, you,

our tribal members, and also to help foster a comradery among

our staff. My goal is to make the Pawnee Nation an employer of

choice for years to come.

I have many other ideas and pursuits but they are all geared

to making the Pawnee Nation an outstanding government that

spends its money wisely, spends its time being pro-active, and

provides the best services we can for our tribal members. Thank

you so much for your time and attention and may God continue

to bless the Pawnee Nation of Oklahoma.

Ti-Hirasa Domestic Violence Program is a confidential support service to victims of

domestic violence, dating violence, sexual assault, stalking, and human trafficking. We

serve all of Pawnee County regardless of age, economic status or race. We prioritize

Native American women and members of the Nation. Our mission is to provide

prevention and awareness and increase victim safety and offender accountability.

The program provides many services including education, cultural healing, safety

planning, transportation to shelter or relevant appointments, court advocacy, women’s

and children’s group, anonymous phone or text consultation and much more. We also

have community events and training, volunteer opportunities, legal assistance and

emergency victim assistance provided to women. Our three main areas of focus are

criminal justice intervention, victim services and prevention.

Obituaries

Neill Bayhylle

September 10, 1943 October 1, 2016

Thomas Neill Bayhylle passed from this

life on Saturday, October 1, 2016, at

Fort Smith, Arkansas at the age of 73

years old.

Neill was born September 10, 1943, at

the Pawnee Indian Hospital. He was the

son of Batiste Louis and Anita Lucille

(Norman) Bayhylle. As a young child,

Neill grew up in Cushing, Oklahoma

where he began his education. He later

graduated from Cushing High School

with the Class of 1961. Following high

school, Neill joined the United States

Air Force Reserve. Neill furthered his

education at Oklahoma State University

in Stillwater, Oklahoma. During his time

at OSU, he was united in marriage to

Sandra Guinn and to that union, there

are two children Beau and Elliott. Neill

graduated from OSU with a Bachelor

of Business Degree in 1969. Neill was

united in a second marriage to Judith

Marie (Cole) on June 10, 1989, in Van

Buren, Arkansas.

Neill and Judi started in the area giving

motivational speeches. They soon

found themselves traveling throughout

Oklahoma, Arkansas, Kansas, and Texas

inspiring others. Neill has spoken at

over 3000 schools and also served as the

Director of Education for the Pawnee

Nation. Neill was once chosen to be

the keynote speaker at Fellowship of

Christian Athletes and the Fellowship of

Christian Business Leaders Conference.

In 2012, Neill was awarded by the AARP

American Indian Elders Award presented

at the National Cowboy Hall of Fame

in Oklahoma City. He was awarded it

for his proven leadership skills based

on honesty, integrity and a positive

approach to challenges. Neill has been

particularly strong in his commitment

to working with youth and teaching

them values that would successfully

carry them through life as productive

citizens.

Neill loved to speak about character,

integrity, respect, leadership and Jesus.

He knew that the most important part

of life was the “Golden Rule.” Knowing

that if you have the understanding of

what is right and have the respect of

others everything will be taken care of.

In November of 2015, Neill was honored

with singing the National Anthem during

the induction of the Pawnee Code

James Wayne Blaine, known as Jim or

J.W., was born on January 28, 1954 in

Oklahoma City, Oklahoma, the son of

Reynold James Blaine and Opal Laverne

(Blankenship) Blaine. He passed away

surrounded by his family Sunday,

December 11, 2016 at his home in

Amber, Oklahoma.

Jim grew up in Midwest City and

graduated from Midwest City High

School in 1972. He was drafted by the

Milwaukee Brewers Organization and

played for two years, then returned to

Oklahoma.

He married Debbie Bonsall and from this Jim was preceded in death by his father,

union his son, Ryan, was born.

Reynold James Blaine.

Jim worked as a machinist and field

service technician for Cameron

Ironworks. He worked in the oil and

gas industry for more than 25 years.

He went on to work for Flintco as an

assistant superintendent, retiring in

2008 due to health problems.

On October 13, 1980, Jim married

Reginia Carole Morrison and they had 36

years together.

He liked fishing, golf and old movies,

especially John Wayne movies. He loved

sports of all kinds and had coached

various sports for each of his children

and some of his grandchildren. He was

proud of his American Indian heritage

and his Pawnee name was Ku-rux Sawaaki, which means “Young Spotted

Bear”.

He was loved and will be missed by his

wife of the home, Reginia; daughters,

Dana James and husband, Ben, of

Chickasha and Lydia Blaine of Amber;

sons, Ryan Blaine of Mustang and Levi

Blaine and wife, Adrienne, of Amber;

grandchildren, Ethan James, Stanton

James, Abbey James and Ryleigh Blaine;

mother, Opal Martin of Oklahoma City;

and other extended family and friends.

peacefully in his sleep from a variety of

health issues. He was born to Scotty and

brother, Bert precede him in death.

Val Thomas Eppler, 59, was called into

the presence of the Lord on December

17, 2016 in Anchorage, Alaska. He was

born to Val Charles Eppler and Zella

Marie Hand on March 20, 1957 at the

Pawnee Indian Hospital in Pawnee,

Oklahoma.Thomas attended Pawnee

Public Schools up until the sixth grade

when he transferred to Concho Indian

School in El Reno. He received his high

school diploma from Concho in 1970.

In January 1976, Tom enlisted in the

United States Army. During his service

wuth the U.S. 87th Infantry, his last

duty station found him in Germany.

He received his Honorable Discharge

after one year, eight months, 15 days,

receiving the French Command Badge.

Janet Cummings Conerly, Our Pawnee

Princess, 75, resident of Pride, LA,

beloved wife, mother, grandmother and

friend was called to her eternal resting

place on January 4, 2017. She entered

this world on December 31, 1941 in

Pawnee, OK, born to Lowell and Gladys

Cummings. Janet was caring, beautiful,

loving, feisty, spunky, a fighter and

a rule-breaker until the end. After a

difficult battle with Alzheimer’s, she

finally decided to go rest.

Volunteers that assist during their lunch hour can

enjoy the meal free of charge following the Elder serving

time. Volunteers may work with the Outreach Specialist

to conduct home chores, visits, or assist in the

Coordinator in the Elder Garden.

Traditional Foods Movement

It’s official! Pawnee Nation Title VI Elder Meals Program is part of

the Traditional Foods Movement. There are several ways to look at

the movement: Federal and Local.

A few years ago within the ACL/AOA federal Elder Food Programs,

Melissa Chlupach started an Alaska Traditional Foods Movement by

working with Tribes and USDA members from all over to aid them

in navigating the USDA food regulation surrounding subsistence

foods. Shelly Zylstra, Title VI nutritionist, also worked with Tribes

and began to present and encourage our Title VI Programs to use

resources to supplement the meals programs. Title VI allows the costs

associated with subsistence hunting of deer (and moose) for such

items as bullets used by the hunters, gas for the transport, and fees

associated with processing the meat.

McKinney & Sons, of Cushing, OK. The Elder Meals Program has

enjoyed venison steaks, roasts, stews, and breakfast sausage. This year

Lyle harvested two deer- one for jerky and the other for McKinney’s

special breakfast sausage. Lyle is pictured here with a 14 point buck.

The Elders always have the choice of venison and other meat when

we prepare it for them – no surprises! If you have never tried venison

breakfast sausage, then plan on attending the Tribe’s Prayer Breakfast

on March 8, 2017 when the Pawnee Business Council cooks breakfast

for the people.

Our Assistant Cook, Jerry Riley, has harvested deer for many years

and prepared venison for his family. Next month, the Elder Meals

Program will host a “Jerky Making” workshop on February 24. A

favorite recipe for venison jerky will be shared. (Look for the flyer

announcement on the Tribe’s Facebook site or FB: Pawnee Nation

Elders site.) Come on over if you would like to Volunteer to learn

how to make Teriyaki stick jerky!

A generous portion will be donated jerky for the Water Protector’s

northern camp.
