Jameson Wilson called the November 6, 2024, Legislative Operating Committee meeting

to order at 9:00 a.m.

Motion by Jennifer Webster to approve the agenda; seconded by Jonas Hill. Motion carried

unanimously.

1. October 16, 2024 LOC Meeting Minutes

Motion by Jonas Hill to approve the October 16, 2024 LOC meeting minutes and forward

to the Oneida Business Committee; seconded by Jennifer Webster. Motion carried

unanimously.

1. Investigative Leave Policy Amendments

Motion by Marlon Skenandore to approve the adoption packet for the Investigative Leave

Policy amendments and forward to the Oneida Business Committee for consideration;

seconded by Jennifer Webster. Motion carried unanimously.

1. Indian Preference in Contracting Law Amendments

Motion by Jennifer Webster to add the Indian Preference in Contracting law amendments

Motion by Kirby Metoxen to approve the Legislative Operating Committee community

meeting notice and schedule the community meeting to take place on December 4, 2024;

seconded by Marlon Skenandore. Motion carried unanimously.

2. Legislative Operating Committee Fiscal Year 2024 Fourth Quarter Report

Motion by Jonas Hill to approve the LOC Fiscal Year 2024 Fourth Quarter Report and

forward to the Oneida Business Committee; seconded by Kirby Metoxen. Motion carried

unanimously.

3. E-Poll Results: Approval of the LOC and LRO FY 2025 Annual Reports for GTC

Motion by Marlon Skenandore to defer this item to the next LOC meeting; seconded by

Jennifer Webster. Motion carried unanimously.

Good Morning Legislative Operating Committee,

This e-mail serves as the e-poll for the approval of the Fiscal Year 2025 Legislative Operating Committee

and Legislative Reference Office Annual Reports to the General Tribal Council.

EXECUTIVE SUMMARY

Oneida’s Constitution requires the Oneida Business Committee to report to the General Tribal Council

twice per year - during the Annual and Semi-Annual meetings. The intent of these reports is to provide

members of the Nation with information about the Nation’s achievements and how these achievements

relate to the dollars spent in each area. The Legislative Operating Committee and the Legislative Reference

Office are required to provided annual reports to the Oneida Business Committee to be included in the

presentation to the General Tribal Council.

Attached to this e-mail are both the Fiscal Year 2025 Legislative Operating Committee and Legislative

Reference Office Annual Reports to the General Tribal Council.

An e-poll is necessary to approve the Fiscal Year 2025 Legislative Operating Committee and Legislative

Reference Office Annual Reports to the General Tribal Council because the next Legislative Operating

Committee meeting is not until November 6, 2024, and the annual reports are due to the Nation’s

Secretary by the close of business on October 28, 2024.

REQUESTED ACTION

 Approve the Fiscal Year 2025 Legislative Operating Committee and Legislative Reference Office

Annual Reports to the General Tribal Council and forward to the Nation’s Secretary.

The Legislative Operating Committee’s mission is to enhance the capability of the Oneida Nation to fulfill its sovereign authority

to review and enact its laws in a planned and orderly manner. The Legislative Operating Committee is supported by the

Legislative Reference Office.

Accomplishments for FY-2024

ACCOMPLISHMENT #1

Re-indigenized our legislative foundation with TsiɁ Niyukwaliho T^ (Our Ways).

During FY24 the LOC completed strategic planning that included setting goals for the development of resources that have

culturally relevant references and impacts in order to better reflect the community that is governed by the Nation’s laws.

ACCOMPLISHMENT #2

Built an effective team through collaboration with departments, communities, and affected entities.

During FY24 the LOC prioritized collaboration with the entities that have subject matter expertise on the subject of the proposed

legislation. The LOC makes an effort to include all subject matter experts in its work meetings when developing legislation to

ensure laws reflect the current needs of the Nation, and to ensure laws can be successfully implemented. The LOC also holds a

variety of community meetings and community work sessions to obtain community input throughout the legislative process.

ACCOMPLISHMENT #3

Enhanced community involvement through outreach and communication.

During FY24 the LOC held eleven opportunities for the community to participate in the legislative process. LOC held five

community meetings in which various legislative topics were opened for discussion to gather input. The LOC also held a

community work session to review a law line-by-line and collect input. LOC held five public meetings and comment periods

where members of the community could provide input or questions on proposed legislation for the Nation.

ACCOMPLISHMENT #4

Exercised our sovereignty through the development of community focused laws that promote TsiɁ Niyukwaliho T^.

During FY24 the LOC exercised the Nation’s sovereignty by bringing forward for adoption nine legislative items - the Audit

Committee bylaws amendments, Clean Air Policy amendments, Drug and Alcohol Free Workplace law amendments, Leasing

Law Rule No. 6 Amendments, Petition: C. Kestell – Address Housing Issues Veterans Home Loan Program statement of effect,

Back Pay law amendments, Landlord-Tenant Law Rule No. 2 amendments, Petition: L. Blackowl - New Recreation/Community

Center Build statement of effect, and Vehicle Driver Certification and Fleet Management law amendments.

ACCOMPLISHMENT #5

Created a strategy driven agenda reflecting Oneida community values that align with the Oneida Business Committee’s Strategic

Plan.

During FY24 the LOC completed a strategic plan for the years 2025-2035 to help provide better direction and clarity to the LOC’s

actions and priorities moving forward. Additionally, the LOC regularly reviews its Active Files List to ensure that the legislative

matter the LOC is working on reflect the LOC’s goals, priorities, and needs of the Nation.

Eviction and Termination Law Amendments Update

The LOC is currently still developing comprehensive amendments to the Eviction and Termination law. The LOC tentatively plans

to bring the proposed Eviction and Termination law amendments to a public meeting and public comment period this winter

and encourages the community to participate in the public meeting and comment period to provide input and questions.

Purpose: Provide support for the Legislative Operating Committee in developing clear and consistent legislation that

reflects On^yote>a=ka values, builds upon the Nation’s strong foundation, and reaffirms our inherent sovereignty.

Who we serve

The Legislative Reference Office serves and supports the Legislative Operating Committee, who then serve any area within the

Nation’s organization and the Oneida community at-large.
