Wendy Moore-Graham acknowledged James Hunt and Douglas Locklear came in after roll call.

Speaker Ricky Burnett welcomed everyone in attendance.

Speaker Ricky Burnett read the Ethics Statement.

Dewey J. McNeill asked that CLLR-2019-0620-07 “AMERICAN INDIAN VOCATIONAL

REHABILITATION PROGRAM" be added to the agenda

Reginald Oxendine asked in the event that Mrs. Theresa G. Locklear was approved to serve on the

Supreme Court, her swearing in be added to the agenda.

Presentations

Kayron Maynor and staff with the Lumbee Tribal Support Services, presented the Tribal Council with

a Drum for their hard work, dedication, leadership and decision making.

Chair of the Education Committee and Speaker Ricky Burnett presented the 2019 Lumbee Tribal

Scholarship Awards. 25 recipients received a certificate and a scholarship in the amount of $500.00.

Speaker Ricky Burnett called the meeting back to order after a 5 min break.

Tribal Administrator Freda Porter gave update on HUD visit. An on-site monitoring review was

conducted on various programs and policies such as HUD VASH, Admission and Occupancy for

Rentals, Maintenance, Procurement policies and the Housing Program. HUD was pleased with the

policies and the Housing Program was given a “clean bill of health” for the Title VI Loan Guarantee

for Dream Catcher Communities. HUD VASH program was a leading model program that could end

homelessness for Lumbee Veterans. There were no financial or procurement concerns, HUD stated

that the Lumbee Tribal is operating far above the HUD standard. ONAP HUD Administrator Mark

Butterfield stated that “we should do more ribbon cuttings and give him a reason to visit Lumbee

Country”.

Janie McFarland asked that a correction on the last therefore be made to capitalize the be.

Janie McFarland inquired about an even number on the restructuring of the board “who would break

the tie when voting”.

Carvicous Barfield also inquired and recommended that there be another person added.

Janie McFarland asked if that was a motion.

Annie Taylor stated it needed to be an outsider.

Speaker Ricky Burnett stated that there was a motion from the committee that had to be acted on

first, that you would have to go back to the committee.

Janie McFarland asked if there were five members currently on the board. Jarrod Lowery stated

that members were Tribal Chairman, Tribal Administrator and Housing Director. The proposed in

the resolution is to take the Housing Director off and put two Tribal Council Members on.
