Covid-19 Emergency Response - Re-publication

Kykotsmovi, Ariz. - October 13, 2023 The days of long warm summer nights are long gone; as we move into the Fall and Winter seasons the

immediate self-care we can give ourselves and our loved ones the message of taking necessary precautions against infectious diseases such as the flu,

common cold and COVID. COVID viruses continue to be transmitted via close contact with someone with the virus. Data from the Hopi Health

Care Center indicate a substantial decline in COVID-19 positive cases; what is not reflected in the Hopi Health Care Center weekly surveillance

report are home COVID-19 test kits results. The COVID-19 home test kits have reveled positive cases which are then referred to the HHCC Public

Health Nursing Department to provide care and guidance for the individual and their family. Recommendations to prepare for protection against the

flu, common cold and COVID-19:

Everyone 6 months and older, regardless of current vaccination status, should get an updated COVID-19 vaccine.

People with cold like symptoms should still masks and get tested for COVID-19.

Those with confirmed or suspected COVID-19 should continue to follow current guidelines for isolation including staying home and wearing a mask around others for at least 5 days after their symptoms started or after a positive test if no symptoms.

Those exposed to COVID-19 should continue to follow recommendations including wearing a mask around others, monitoring for symp

toms, and getting tested at least 5 days after last exposure.

People may choose to wear a mast at any time based on personal preference, but may be required in other places by local authorities (i.e.,

individual villages, businesses, and schools.)

Those that are concerned they may be at risk for serve disease, should talk to their health care provider about additional prevention actions.

How do I know if I have all my vaccinations up to date?

Your question on vaccinations would be best answered at the medical facility where you receive services. For example; you medical receive

services at Hopi Health Care Center; the Public Health Nursing office can answer your vaccination questions such as last Flu vaccination and

COVID-19 vaccination.

Where can I get vaccinated for the Flu or COVID-19?

The Hopi Health Care Center allows members to walk-in for vaccinations during operating hours. Operating hours for a walk-in vaccination is

8:00 a.m. – 5:00 p.m. Monday, Tuesday, Thursday and Friday; Wednesday from 1:00 p.m. - 5:00 p.m.

Where can I get a COVID-19 home test kit?

You can contact the Hopi Community Health Representative (CHR) program for a COVID-19 home test kit. A CHR will follow-up with you

two business days to follow-up on test results. All COVID-19 positive tests are referred to the Public Health Nursing department for medical

advice and guidance.

Are there FREE masks available on Hopi Reservation?

Yes, the Hopi CHR program has face masks for the community and is available Monday – Friday during normal business hours from 8:00 a.m. –

5:00 p.m.

Is the Hopi Tribe Executive Order lifted?

Hopi Tribe Executive Order No. 001-2023 remains

in place. The Executive Order lifted the Face Mask

Mandate; wearing of face masks is optional except

in the case of a COVID-19 positive, the recommendation is wearing a face mask until symptoms clear.

How does the Executive Order impact me?

• Vulnerable Individuals can resume public interactions, but should practice social distancing

wearing face masks, and minimizing exposure to

social settings where distancing may not be practical, unless precautionary measures are observed.

• Employees can resume UNRESTRICTED

STAFFING of worksites, Businesses must be able

to demonstrate engineered workplace settings that

build in social distancing and protections for staff.

• Specific Type of Employee – VISITS TO SENIOR

CARE FACILITIES AND HOSPITALS can resume.

Those who interact with residents and patients

must be diligent regarding hygiene. LARGE

GATHERINGS (e.g., eating out, sporting, ceremonies) may operate under limited social distancing

protocols and sanitation protocols.

• WELLNESS CENTER GYM can remain open if

they follow standard sanitation protocols and make

programs specifically for high risk individuals)

Notice of Availability for Public

Comment on Proposed Fencing

Improvements within a 500-year

floodplain at Polacca Airport

(P10), Polacca, Ariz.

Kykotsmovi, Ariz. – November 11, 2023 The Hopi

Tribe, as sponsor of Polacca Airport, intends to replace

and realign the existing perimeter fencing at the Airport.

The improvements would replace failed and deteriorated

fencing surrounding the airport with new fencing to

enhance the operational safety of the airport. The fencing would consist of seven-foot-tall chain-link fencing

topped with barbed wire around the perimeter of the

Airport property.

Access gates would be included as part of the fencing improvements. The improvements would have no

anticipated impacts to the floodplain’s natural functions.

The functions of the existing floodplain would not be

impacted as a result of the proposed project.

Due to the Tribe seeking Federal Aviation Administration funding and approval of federal actions occurring

within a 500-year floodplain, a public notice and opportunity for comment is being provided.

The public may submit comments on the proposed

projects and their potential effects on the 500-year

floodplain for a period of thirty (30) days following the

publication of this notice.

All comments received during the review period will

be taken into consideration prior to the FAA making an

environmental determination.

LETTER TO THE EDITOR

November 27, 2023 - I read a Memorandum of November 22, 2023, from the Hopi Tutuveni, to “All”, relating

to the General Welfare Emergency Assistance Program

(GWEAP), regarding application requirements for Hopi

tribal members to apply and qualify for services. I respond

specifically to the requirement for tribal members to submit

an IRS Income Tax Form, the W-9 “Request for Taxpayer

Identification Number and Certification” form.

There appears to be confusion by the Hopi Tribe and its

HTPRC regarding the need for tribal members to file an

IRS W-9 form to receive this financial assistance. That is

not correct. Funds made available by the U.S. Congress; and

implemented by the U.S. Treasury Department, and other

federal agencies, are intended to address direct impacts

experienced by U.S. citizens resulting from COVID-19

pandemic.

These funds are intended to be provided to individuals

as “Beneficiaries” or as ‘End Users”. The U.S. Congress

intended for these funds to be used direct grants to individuals to address the hardships they experienced due to

COVID-19. Congress did not intend for these funds to be

“earned as taxable income” because no work is required to

be performed by individuals to receive this money. In other

words, there is no federal requirement for individuals to

submit W-9 forms (and be taxed).

The above reflects the same misunderstanding by the

Hopi Tribe (its CARES Act Committee and consultants)

when the initial CARES Act (and later ARPA) allocations

were received by the Hopi Tribe. Villages were not or are

not required to perform any portion of the work stipulated

in the Hopi Tribe’s federal grant awards (or the State of

Arizona’s federal grant awards). Accordingly, Villages did

not serve as Subgrantees or Subcontractors to the tribe, nor

to the State of Arizona. Instead, they are correctly regarded

as “Beneficiaries” or “End Users” to use the funds to address

their direct impacts, as they saw fit. In this regard, Villages

are not subject to the Single Audit Act requirements.

Hope this clarifies this confusion. You might want to

consult the ARPA Final Report of 2022 which stipulates

requirements on the use of American Rescue Plan Act
