Community supportive Services-Economic Assistance Program

COVID Economics Assistance funds are limited to families experiencing financial hardships

directly related to COVID. All assistance will be paid directly to the vendors assisting tribal

members in their time of need. Assistance will be provided on a quarterly basis until funds have

been depleted. Energy/Utility Assistance, Rental Assistance, Food Assistance, and Temporary

Lodging. Must be an enrolled Ho-Chunk Nation tribal member. Must NOT have received

identical assistance from any Ho-Chunk Nation program(s) in the same month.

Applicant must be an enrolled Ho-Chunk Nation tribal member and able to prove homelessness.

Cannot have receive assistance from this program in the last 6 months.

information for CSS to communicate with landlord. Cannot have received assistance from this

Country View Apartments

Country View Apartments has recently been renovated. 12 month lease agreement is required

upon signing, they offer 2-3 bedrooms with 1.5 bath, monthly rental cost ranges from $699-$779.

A few of their amenities include; view, air conditioning, oversized closet space, garbage disposal

and some utilities. Along with their community features such as; electronic payments, laundry

facility, on-site maintenance, on site management and individual leases. Pets are welcomed as

long as owner pays a $250 deposit and a $25 monthly pet fee.

WERA Rental Assistance

Wisconsin Energy Rental Assistance (WERA) is federally funded program for households

experiencing loss of income due to COVID-19. Eligibility is as follows: 1.) Applicants must have

income loss or financial hardship related to the COVID-19 pandemic. 2.) Applicants must be

unable to pay rent, behind on rent, or have an eviction notice. 3.) Applicants must be a Wisconsin

resident 18 or older with a household income at or below 80% of the county median income in the

month of or prior to the application date.

ENERGY AND UTILITY ASSISTANCE

Coronavirus Assistance Program

Western Dairyland Coronavirus Assistance Program (CAP) is focused on helping those in need

to pay their bills and prevent the loss of necessary services. The maximum amount of $1,000 per

household will assist in payment and will be in the form of a check sent directly to the vendor(s).

Due to funding limitations, this program cannot duplicate other forms of financial assistance

and cannot be used if the loss of services is inevitable. Eligibility guidelines are as follows: 1.)

Household must be at or below 125% of the federal poverty guidelines. 2.) Household must have

income loss due to COVID-19 (job loss, reduction in hours, etc.)

Jackson County Department of Health and Human Services

The Wisconsin Home Energy Assistance Program (WHEAP) administers the federally funded

Low Income Home Energy Assistance Program (LIHEAP) and Public Benefits Energy

Assistance Program. In addition to regular heating and electric assistance, specialized services

include; Emergency Fuel Assistance, Counseling for Energy Conservation and Energy Budgets,

Pro-active Co-payment Plans, Targeted Outreach Services, and Emergency Furnace Repaired

Replacement.

WHEAP assistance is a one-time payment during the heating season (October 1 through May

15). Funding pays a portion of the energy cost, the payment is NOT intended to cover the full

amount. Energy assistance varies upon the household’s size, income, and energy cost.

CWCAC operates a variety of state and federal programs in order to assist low-income families to

Renewal Unlimited, Inc.

Renewal Unlimited, Inc. offers a variety of programs. Their housing programs include,

Homebuyer, Homeless Prevention, Homes For Sale By Renewal Unlimited, Inc. “Renewal

Unlimited Homeless Prevention Program assists low to moderate income families with housing

in order to maintain stability. Applicants must contact the Housing Case Manager to complete a

general intake application which is used to determine eligibility.” The loan is to be paid back

using an affordable payment plan which will be set up between the recipient and Renewal

Unlimited, Inc. in the event the applicant is eligible.

COVID Economics Assistance funds are limited to families experiencing financial hardships

Holly House – Salvation Army

Holly House provides transitional housing for women (age 18 or older) experiencing

homelessness, without children in their case. The home can accommodate eight women who are

welcome to stay for a period of 24 months while they re-establish self-sufficiency. Women must

have a source of income, all are expected to contribute to program expenses. Residents participate

in intensive case management as they work toward permanent housing, employment readiness,

and practical life skills.

The Salvation Army partnered with the YWCA and The Road Home to create House-Ability,

which subsidizes housing and provides case management for families transitioning from

Porchlight, DIGS Prevention and Outreach

Porchlight’s Dwelling Intervention Grant’s and Sustenance program (DIGS) provides housingrelated emergency assistance to individuals and families in Dane County who are facing eviction

secured affordable housing but need assistance with first month’s rent and security deposit.

The Housing First model is a key strategy to reduce homelessness. Following this model, YWCA
