To authorize the Executive Director to work in providing

broadband procurement. This recommendation will also

delegate authority to the Executive Director to sign all pertinent

documents regarding the purchase of material, equipment, and

services for deployment of the broadband services. The

Executive Director is hereby authorized to bypass the

purchasing policy and spending authority. Be it further

resolved, that upon passage of this resolution, the Executive

Director shall commence all activities necessary to complete the

broadband procurement. In regards to the CARES Act funding

allocation only.

reservation during the COVID-19 restrictions to complete the

Loop/Gold Creek Areas in Nespelem. The contractor has

already completed a Research Permit and there are no costs to

funding for the two Highway Safety Officers, GSA leases,

fringe benefits, overtime hours, overtime mileage, training,

equipment for traffic enforcement, media costs, supplies for the

HSOs and indirect costs. The Colville Tribal Police Department

is required to participate in the National and State Indian

mobilizations. All travel and purchases require pre-approval

from the BIA's IHS Program office before expenditure. No

To approve a budget for CCT Transit Program Grant New

Award (WA-2020-078-00) in the amount of $169,046. Chair or

To approve a budget for CCT Transit Program CARES Funds

(WA-2020-075-00) in the amount of $152,631. Chair or

designee authorized to sign all pertinent documents.

To approve the contract change order to add $2,153.62 to the

FY '20 contract with outside counsel Hobbs Straus Dean &

Walker, LLP, with the extra money to come from 587 FY '20

budgets. The Chairman or designee is to sign all pertinent

documents.

To approve the contract with Ziontz Chestnut to continue to

provide legal services related to the Tribes interests in Lake

Roosevelt Management, participating in the CRSO EIS process,

matters affecting the Tribes fisheries and hydropower, and

matters relating to boundary water jurisdiction. Funds

appropriated in the FY 2021 ORA budget/587 line. Chairman

To add contract change order #2 to Ziontz Chestnut to cover the

extra work on Grondal Matter per Colville Business Council

funds for FY 2020. Funds available in FY 2020 Budget taken

from line item Contingency/Unknown of $18,873.07. Chairman

To approve amendments for Chapter 7-1 Governmental

Corporations and Limited Liability Companies, expanding

governmental limited liability companies and corporations to

include those that are majority owned by the Tribes. Further, it

is the recommendation of the Management &

Budget/Community Development and Law & Justice

Committees to declare an emergency pursuant to CBC

Procedural Rule 3(c). Once approved, a copy shall be

forwarded to the Code Reviser for certification and distribution.

To approve the pre-start up budget for the San Poil Treatment

Center. It reflects the strategic staged hiring of staff and the

purchase of equipment, materials and services required for

startup over the course of this next fiscal year. Chair and/or

To approve Nanamkin Co. contract in the amount of $73,620

for tree planting in William Flats salvage in the Inchelium

District. Chairman or designee to sign all pertaining

To waive all applicable residential building permit fees for the

2020 "Cold Springs" and "Inchelium Complex" fire victims,

regardless of Tribal affiliation. Chairman or designee to sign all

pertinent documents.

To approve the operating budget for FY2021 commencing

October 1, 2020 and ending September 30, 2021 in the amount

of $55,430,410 coming from the General fund as defined by the

attached documents. These budgets are in addition to the

currently approved Federal, State, and other awards. The

Chairman or designee is authorized to sign all pertinent

To approve the 2020 November Elder Quarterly Stipend, from

account PL75747012, in the amount of $350.00 to each eligible

tribal member age 55 and older of the Confederated Tribes of

the Colville Reservation. Elder Stipend shall be distributed on

or before November 2, 2020. Eligibility for the Elder Stipend

shall be: age 55, enrolled and living as of midnight of October

21, 2020. The following shall not apply to the 2020 November

Elder Stipend: Debt Set-Off Ordinance and Retro Active

Payments. Department hold list is due October 26, 2020. The

the tribal members IIM account:

amount of $161,021.00 adding $52,365.00 to cover the

additional cost associated with the original project area that

require attention in order to complete road segments and stream

crossings already identified in the existing contract. The new

contract total amount is $213,386.00. No additional Tribal

To amend resolution 2018-736 to include the revised HEARTH

Act Business Lease Ordinance. Amendments were made after

consultation with the Northwest Regional Office and Solicitors

Office, and the final version with agreed changes incorporated

is attached. Chairman or his/her designee is authorized to sign

all pertinent documents.

To approve the Northwest Management Incorporation contract

to re-measure 587 carbon plots according to the California Air

Resource Board protocols. Inventory deliverables will include

digital plot data, comments/notes, field maps and all other

information as identified in the Colville Carbon Plot

Methodology. Chair or designee authorized to sign all pertinent

documents.

That Natural Resource Enforcement program require that all

incoming Natural Resource Enforcement Officers be expected

to meet all requirements to get and maintain all possible

available commissions necessary for the protection of the public

and natural resources, including but not limited to, commissions

with Ferry and Okanogan County, the BIA, the BOR a, limited

Tribal Police commissions, etc. The Policy Manual and Job

Descriptions must include the expectations and timelines for

attaining these commissions. It is further recommended that all

current Natural Resource Enforcement Officers be required to

create Training and Development plans to meet goals set for

new hires. Such Plans shall include specific timelines and goals

to be achieved by each timeline.

That Natural Resource Enforcement Officers be eligible to

receive limited Tribal Police commissions if they meet all

requirements for such commissions. Such commissions will be

limited to 1) enforcement of all civil and criminal Tribal laws

related to Natural Resources and Recreation, 2) all civil and

criminal Tribal laws when called upon by the Chief of Police

for assistance pursuant to a Memorandum of Agreement

between the Tribal Police Department and the Natural

Resources Department, and 3) all civil and criminal provisions

necessary to carry out enforcement of the Natural Resources

and Recreation laws and regulations, including all laws

necessary to protect the Natural Resources Offices and the

Public while carrying out their duties in an official capacity.

a full term of three years commencing on the passage of tribal

resolution by the full Colville Business Council in accordance

with Chapter 6-5 (Gaming), Section 6-5-51 (Composition), of

the Colville Tribal Law and Order Code. The Chairman or

designee shall have authority to sign any and all necessary

documents related to this matter.

To approve the MOA between HHS (BHP/CD) and Public

Safety (CTCF). HHS (BHP/CD) and Public Safety (CTCF)

have worked collaboratively to develop program of outpatient

Mental Health and Chemical Dependency treatment in the

CTCF provided by licensed clinicians of the BHP/CD Program.

It is hoped that by implementing this collaborative agreement,

we will have the ability to more effectively meet the mental

health needs of CTCF inmates and support the rehabilitive work

of the correctional facility. Chairman and/or designee
