Employment Committee to approve the Intergovernmental

Agreement, DSHS No. 2562-66267 between the

Confederated Tribes of the Colville Reservation TANF

Program and Washington State Department of Social &

Health Services for the period of November 1, 2025 October 31, 2028 in the amount of $7,273,032.00. This

agreement outlines how the Confederated Tribes of the

Colville Reservation will administer the TANF Program

while complying with State regulations. Tribal Chairman or

Education Committee to authorize Shannon Thomas, Senior

Staff Attorney, to begin negotiations with the Washington

State Office of Superintendent of Public Instruction for the

State-Tribal Education Compact with Paschal Sherman

Health & Human Services Committee to amend Resolution

2022-468 to add the Information Technology (IT)

Department under COVERED COMPONENT/PROGRAM

Natural Resources and Management & Budget Committees

to approve the new award for Tribal Energy Alternatives Residential grant in the amount of $325,964.49 and the dates

are from April 23, 2026 to December 14, 2026. Matching

funds of $325,000.00 will be from the Washington State

Department of Commerce - Tribal Climate Resilience

funding. No additional dollars are being added or requested.

Natural Resources Committee to accept $97,500.00 from the

Washington State Department of Ecology Shorelands Terry

Husseman Account to treat an invasive plant species,

Phragmites australis, infiltrating two shorelines areas of

used for removal of the invasive plant and replacement with

native foods, fibers, and medicines. Chairman or Designee

of Commitment for the Next-Generation Geothermal Field

Tests & Geothermal Resource Characterization &

Confirmation Grant Application with the Department of

Energy Office of Geothermal. The Confederated Tribes of

the Colville Reservation (CTCR) will enter into a

Memorandum of Agreement ("MOA") with partners Public

Utility District No. 1 of Chelan County and Public Utility

District No. 1 of Douglas County for a total estimated

project cost of $10,000,000.00. The MOA will include

language that the Parties agree to share at least 20%, or

$2,000,000.00, in matching costs, shared equally (33.333%).

CTCR proposes to pay for its share of 33.333% or

$666,666.67 of matching funds, which may include both

in which the Confederated Tribes of the Colville

Reservation owns a trust interest. This agreement serves as

an interim measure to facilitate the approval process for a

long-term approved lease. During this period, all land use

remains subject to the specific line items established in the

previous lease agreement, and all requirements set forth by

the Integrated Resource Management Plan (IRMP) team

shall be strictly adhered to. This agreement is contingent on

lessee status being in good standing. Chairman or Designee

has authority to sign all pertinent documents.

Natural Resources Committee to approve the subcontract

with No Bull Fencing, LLC for the construction of the Berg

Ranch WMA and South Omak Lake WMA Project. The

contract value is $261,834.50. The project is funded by

FEMA and BPA. The performance period is when signed by

all parties - December 31, 2026. The Chairperson or

Designee has the authority to sign all pertinent documents.

Natural Resources Committee to approve the subcontract

with Kartar Rehab, LLC for the new fence construction of

the Tumwater Basin WMA and White Lakes WMA Project.

The contract value is $207,104.00. The project is funded by

FEMA and BPA. The performance period is when signed by

all parties - November 30, 2026. The Chairperson or

Designee has the authority to sign all pertinent documents.

Natural Resources Committee to approve a budget

modification to add $120,000.00 in the funding for the

Canadian Lynx Endangered Project. This contract is funded

by BIA (A20AV00084-0033). The performance period is

Division during the contract life and the completion of

Resolution 2025-929 to read to approve the attached

Purchase and Sale Agreement for Brandon Francis for

Allotment 101-1204 in the amount of $130,528.75. This

purchase will be made using Tribal Salmon Reintroduction

funding. The Chairperson or Designee is authorized to sign

the attached Purchase and Sale Agreement.

Fisheries Committee to approve the 2026-2027 Member

Fishing Regulations. The Chairperson or Designee has the

authority to sign all pertinent documents.

Fisheries Committee to approve budget modification #2 for

the Upper Columbia United Tribes (UCUT) grant number

GTP 32819. This modification adds an additional

$375,000.00, bringing the total to $608,317.00, and

modifying some line items per the attached budget.

Performance period: April 1, 2025 - December 31, 2027.

The Chairperson or Designee has the authority to sign all

pertinent documents.

Fisheries Committee to approve the budget modification for

Salmon Reintroduction. This modification will more

accurately reflect actual spending needs and to cover

expenses such as contracts and land acquisition for the

Salmon Reintroduction Project. Performance period:

October 1, 2025 - September 30, 2027. The Chairperson or

Designee has the authority to sign all pertinent documents.

Fisheries Committee to approve the budget line item transfer

in the amount of $20,089.00 for Bonneville Power

Administration (BPA) Chief Joseph Hatchery M&E contract

number 84051 REL 59. The contract remains the same value

of $1,195,356.00. The performance period is from May 1,

2026 to April 30, 2027. This project is federally funded. No

Tribal dollars are required. The Chairperson or Designee has

associated equipment from SealMaster in the amount of

Maintenance, for the purpose of replacing outdated and

unreliable maintenance equipment necessary to support

the attached purchase agreement between the Confederated

Tribes of the Colville Reservation and Right! Systems Inc.

for the Sentinel One Singularity Platform software

download. This solution will be replacing our current

endpoint protection to modernize and provide more

extensive coverage. The service is provided as an agent

based cloud station. The contract term will be for 3 years.

The first year will be $40,041.07. The second and third

years will be $43,640.57 for a grand total of $127,322.21.
