To authorize the Tribes to sign onto the amicus brief being

drafted by Hobbs, Straus Dean & Walker on behalf of Tribes in

litigation concerning the validity of the Affordable Care Act,

which includes the reauthorization of the Indian Healthcare

Improvement Act. Chairman or designee to sign all pertinent

documents.

To approve the attached Memorandum of Agreement and

Business Associates Agreement with the Swinomish Tribes for

the purpose of licensing DHAT's.

To enact new Chapter 11-3 Dental Health Provider Licensing.

Process utilizing CBC Procedural Rule 3 (b), (e), (f) and (g)

were followed. No comments have been received and

considered during this comment period. Once approved, a copy

shall be forwarded to the Code Reviser for certification and

distribution.

To appoint Darnell Sam to the Nespelem District Position #2 for

the remainder of the term (which would expire July 2020). This

complies with the Official returns of the Nespelem District

Meeting vote for the Vacant Position #2 held Tuesday, March

5th, 2019.

To approve the 2019 May Elder Quarterly Stipend, from

account PL75747012, in the amount of $350.00 to each eligible

tribal member age 55 and older of the Confederated Tribes of

the Colville Reservation. Elder Stipend shall be distributed on

or before May 1, 2019. Eligibility for the Elder Stipend shall

be: age 55, enrolled and living as of midnight of April 1, 2019.

The following shall not apply to the 2019 May Elder Stipend:

Debt Set-Off Ordinance and Retro Active Payments.

To approve new full award for Lake Roosevelt Burbot

Population Assessment Project in the amount of $390,747 and

the dates are from March 1, 2019 to February 29, 2020 and

authorize the Chairman or his/her designee to sign all pertinent

documents. Attached is new full award. No Tribal dollars

associated.

To approve the new full award for 315819 Okanogan Basin

Monitoring & Evaluation Project in the amount of $1,224,196

and contract dates are from March 1, 2019 to February 29, 2020,

and authorizes the Chairman or his/her designee to sign all

pertinent documents. New full award is attached. No Tribal

dollars associated.

To approve Amendment #3 for 1767-312418 Battelle Memorial

extending the dates to September 30, 2019 and authorizes the

Chairman or his/her designee to sign all pertinent documents.

To approve for permission to apply for Pacific Coastal Salmon

Recovery Fund Project (NOAA) in the amount of $349,970 and

Chairman or his/her designee is authorized to sign all pertinent

To transfer the following property from Colville Tribal Credit

Corporation to the Confederated Tribes of the Colville

Reservation: The South half of the Southwest quarter of the

Northwest quarter of Section 20, Township 33 North, Range 28,

E.W.M., Okanogan County, Washington. Parcel #3328204008.

Valued at $30,000. The Chairman or designee is authorized to

sign all pertinent documents.

To approve Contract Change Order #4 for Lodestone

Environmental Consulting (#C16-434) in the amount of

$186,784.02; increasing the contract total to $780,691.52. No

Tribal dollars are being requested. Chairman or designee

authorized to sign all pertinent documentation.

To amend Resolution 2017-712, regarding EPA Performance

Partnership Grant (PPG) BG-00J42802, correcting the amount

of $647,444.00. Total PPG award for FY2016-2019 is

$3,285,547.00. The agreement supports Wetland Program

Development, Air Quality, IGAP, Non-Point Source Pollution

Control, and Water Quality Protection Programs administered

by Environmental Trust. No Tribal dollars are being requested.

Chairman authorized to sign all related documents.

To approve for Revocable Road Use Permit to begin 36 months

starting date of approval, forest management to hauling logs,

equipment and forest products. Contractor agrees to: (1).

Reciprocal road use of Aluvus fee lands, and (2). to comply with

all Laws & Regulations of the Colville Tribe during harvest

operations on trust lands. 3). to Improve and maintain Colville

Tribes forest roads. Project will go over and across the

following tribal tracts, allotment and allotments where the

Colville Confederated Tribes holds a fractionated interest

described as:

To amend Colville Tribal Resolution 2018-49, to extend the date

to December 31, 2021 and to correct encumbrance for each tract

and allotment totaling 27.868 acres. Road Use Permit, a

Revocable Use Permit for timber management harvesting

activities are projected to begin January 2018, hauling logs,

equipment and forest products. Contractor agrees to: (1).

reciprocal use of Molpus Woodlands Group /Nordic Crystal

Falls LLC fee lands, and (2). permittee agrees to comply with all

Laws & Regulations of the Colville Tribe during harvest

operations on fee lands owned by the permittee. 3). Improve and

maintain forest roads.

Project will go over and across the following Colville Tribal

Tracts and allotment Numbers 101-T1559, 101-T3876, 101T2246, 101-T3875, 101-T3898, 101-T3897, 101-T1550, 101

T1551, 101-T3896 and 101-TF5671. Including allotments where

the Colville Confederated Tribes holds a fractionated interest

allotments: 101-1560 and 101-1549. The length being

approximately 7.663751 Miles long, 30 feet wide, containing

To approve the purchase of a T870 T4 Bobcat Compact Track

Loader in the amount of $92,471.00, three bids are attached and

To amend the current TTIP 2016-2020, approved by resolution

2016-313, to include the following projects: School

Loop/Columbia Rd., Malott Huds, Inchelium/Gifford Ferry

Road & Boise Haul Road (Shortcut Road) Projects. Chair or

designee to sign all pertinent documents.

To approve the signing authority of the Chief of Police as the

same level as the Executive Director for the Colville Tribal

Police Department. The chairman or designee to sign all

pertinent documents.
