To request a meeting with the Director of Office Clinical

Support with the Portland Area Indian Health Service. IHS

representatives will be on site in Nespelem this week to

complete interviews for the headquarter review of the

Colville Service Unit. A letter requesting the meeting is

The Colville Business Council as the duly elected governing

body of the Confederated Tribes of the Colville Reservation

is charged with the profound responsibility of caring for the

public health and safety of all members of the Colville

Tribes and of all residents of the Colville Reservation; and

WHEREAS, the Colville Reservation has suffered greatly

from the harm caused by heroin, cocaine,

methamphetamines, and most recently the introduction and

increase in the prevalence of Fentanyl, a synthetic opioid,

within the Reservation.

Rationale: Timelines

WHEREAS, the Centers for Disease Control and Prevention

reports that deaths from synthetic opioids have increased

nearly six-fold from 2015-2020 and accounted for nearly

73% of all opioid-involved deaths.

WHEREAS, Fentanyl is considered the "The Next Wave of

the Opioid Crisis." It is 50 times more potent than heroin

and 100 times more potent than morphine. Now illicit

fentanyl has become a potent additive to heroin, cocaine, or

even counterfeit prescription drugs.

WHEREAS, the sale and use of illegal drugs within the

Colville Reservation has resulted in the substantial rise of

other crimes, including thefts of both individual Tribal

member and Tribal Government property.

NOW THEREFORE BE IT RESOLVED, that the Colville

Business Council on this day has ordered the Colville Tribal

Police to do all things necessary and proper within the laws

of the Colville Tribes and the Colville Constitution, to seek

out dealers of these dangerous drugs on the Reservation, to

arrest any dealer found to be dealing, and to use all legal

means to end the heroin, meth, cocaine, fentanyl and illegal

prescription pill trade on the Colville Reservation; and

BE IT FURTHER RESOLVED, that the Colville Tribal

Court, Prosecutor, Police and Tribal Administration are

authorized to take such measures as are lawful and proper to

ensure that all cases involving dealers of dangerous drugs

are treated as priority matters that affect the health, safety

and welfare of the Colville Reservation.

To appoint Richard Swan Sr. as delegate to the National

Indian Gaming Association (NIGA). Tyler Zacherle-Boyd

shall serve as an alternate in the absence of primary

delegate. Furthermore, to pay all dues associated with

membership for 2022. This resolution shall supersede all

Indian Gaming Association (WIGA). Karen Condon shall

serve as an alternate in the absence of primary delegate.

Furthermore, to pay all dues associated with membership for

On April 21, 2021, following the recommendation of the

Tribal Government Committee, Resolution 2021-295 was

passed wherein Willakai Wayne John was disenrolled in

accordance with the Tribal Constitution, Amendment VII

and the Membership Code at CTC 8-1-281, which prevents

dual membership with another Tribe. Willakai Wayne John

was enrolled Colville on 02/23/2006 and later enrolled

Nisqually on 10/21/2008. During the period of dual

enrollment, Willakai Wayne John received ($). Based on

these facts, it is the recommendation of the Tribal

Government Committee to authorize the Enrollment

Department to take all steps necessary to recoup all funds

expended to Willakai Wayne John during the period of dual

enrollment. Chairman or designee to sign all pertinent

On April 21, 2021, following the recommendation of the

Tribal Government Committee, Resolution 2021-295 was

passed wherein Zamyah Rae John was disenrolled in

accordance with the Tribal Constitution, Amendment VII

and the Membership Code at CTC 8-1-281, which prevents

dual membership with another Tribe. Zamyah Rae John

was enrolled Colville on 04/03/2003 and later enrolled

Nisqually on 10/21/2008. During the period of dual

To direct the Natural Resource Director to work with

Conservation Northwest and Washington State Department

of Fish & Wildlife on the purchase of a portion of the

McLaughlin Falls property on the Okanogan River.

To approve use of prescribed fire in a manner consistent

with traditional practices. Also direct the fire management

staff to work with BIA officials to review federal regulations
