To approve the following contract in the amount of

$77,410.00 for construction services provided by Jesse W.

Palmer Construction to perform specified wetland

restoration, culvert replacement & installation, and

installation of 5-long horizontal drivable dips. No Tribal

dollars are required. Funding comes from the Environmental

Protection Agency, Clean Water Act, Section 319.

Chairman or designee authorized to sign all pertinent

documents.

To approve the reopening of the reservation with the

exception of the fire area for Northstar and Tunk Block fires.

This will be a modification to Resolution 2015-513. The fire

area includes west of Hwy 21 at the reservation boundary,

south to the Cache Creek intersection, north of Cache Creek

Rd. to the intersection with Hwy 155, North of Hwy 155 to

the intersection with that Columbia River Road, east of the

Columbia River Rd to the Junction with 155 in Omak.

Access will not be granted to roads closed by Fire personnel.

IFPL 4 remains in place restricting all industrial forest

activities. Chairperson or designee has the authority to sign

all pertinent documents.

To express strong support through a support letter for the

MSPI proposal submitted by Tribal Health: Reaching out

InVolves Everyone (THRIVE) - Purpose Area 2, the suicide

prevention project housed at the Northwest Portland Area

To approve Fiscal Year 2015-16 annual budget for continued

operation of Title 45 (Public Welfare) Tribal Child Support

Enforcement (IV-D) program in accordance to [45 CFR

309]. Federal share at eighty-percent (80%) and Tribal

Share at twenty-percent (20%) required match. The

Chairman or designee is authorized to sign all documents

pertaining to this agreement.

To approve the modification to the contract for aerial photo

capture with GEOTERRA to include the North Star and

Tunk Block Fire areas that are within the boundaries of the

reservation. This will aide in making assessments of the

burned areas for rehabilitation. The current contract is

approved for $25,662.00 and will increase to $59,986.50.

No Tribal dollars utilized. The Chairperson or designee has

the authority to sign all pertaining documents.

To approve new full award for 320015 Lake Roosevelt

Fisheries Evaluation Program (Spokane Tribes of Indians) in

the amount for $193,000.00 and the dates are from August 1,

2015 to July 31, 2016, and the Chairman or his/her designee

is authorized to sign all pertinent documents. Attached is the

new contract and budget. No Tribal dollars associated.

To approve the new full award for St. Maries Acclimation

Pond in the amount of $123,100.00 and contract dates are

from April 30, 2015 to April 30, 2016 and authorizes the

Chairman or his/her designee to sign all pertinent

documents. Attached is the full contract award. No Tribal

dollars associated.

To approve the the Grant for BPA Tribal Capacity Building

Grant in the amount of $10,000.00 and the dates are from

June 30, 2015 to June 30, 2016 and authorize the Chairman

or his/her designee to sign all pertinent documents. Attached

is Grant budget. No Tribal dollars associated.

To approve the collection agreement with USDA OkanoganWenatchee National Forest Service C14-286 adding an

additional $29,100.00 and extending the date to June 20,

2017 and the Chairman or his/her designee is authorized to

sign all pertinent documents. Attached is the collection

agreement & SOW. No Tribal dollars associated.

To approve the new sub contract for 316615 Okanogan

Nation Alliance in the amount of $74,962.00 and that dates

are from July 1, 2015 to June 30, 2016, and the Chairman or

his/her designee is authorized to sign all pertinent

To give permission to Fish & Wildlife to apply for the new

NOAA Climate Change Education Grant in the amount of

$229,864.00 and authorize the Chairman or his/her designee

To approve a Retracement Survey and Long Plat Alteration

of Pharr Orchard Tracts No. 1, Tribally owned fee land

located off-Reservation at 410 Pharr Road, Riverside,

Washington, in order to vacate a surveyed road and record

an access easement through neighboring property in favor of

the Tribes, the Chari or designee is authorized to sign all

pertinent documents. No Tribal dollars attached.

To approve Bid Item No. I-4, Pasture Lease No. 15-058 to

Charles Finley, Tribal Member, for Colville Tribal Tract no.

101-T5530 described as: 101-T5530: The N½NE¼SW¼,

NW¼NW¼, S½NE¼SW¼, S½NW¼, SE¼SW¼, and the

W½SW¼ of Section 10, Township 31 North, Range 36 East,

Willamette Meridian, Ferry County, Ferry County,

Washington, containing 280.00 acres, more or less.

TERM: 5 years, from October 1, 2015 to September 30,

2020. Compensation: $600.00 per annum, subject to Fair

Market Rental Value. Bond: $600.00 (Equivalent to one

To approve the non-disclosure agreement with SynSel

Energy Inc. The agreement will allow the Tribe to discuss

biomass to diesel options that may benefit the Tribe’s forest

management goals, while providing revenue to the general

To authorize the CCT History/Archaeology Program to plan

and negotiate scopes of work and to develop budgets,

contracts, grants and participation funding agreements with

Teck American and its subsidiaries for cultural resources

management related to the Upper Columbia River. All

grants and contract will be approved through the

Administrative process. Chairman or designee authorized to

To uphold the decision made by the Colville Tribes Land

Use Review Board during public hearing on July 28, 2015 to

approve the special use permit #15.119 for Alberta Carson to

expand her family cemetery on Tribal Tract 101-T2274B.

The family cemetery is located east of Highway 97 within

Township 33 North, Range 26 East, Section 02 and is within

the boundaries of the Colville Indian Reservation and

Okanogan County Washington.

To approve FY 2015 Contract for Thomas Miller Jr., for

internship within the Office of the Reservation Attorney for

the period of August 24, 2015 - January 1, 2016 funds are

included in the Outside Litigation/ORA FY 2015 Budget,

Chair or designee to sign all pertinent documents.
