That the Colville Tribal Prosecutor's Office shall be
administratively managed by the Managing Attorney of the
Office of Reservation Attorney until such time as a
permanent Managing Prosecutor is hired. The Chairman or
his designee is authorized to sign all pertinent documents.
To approve the Indian Housing Block Grant No.
55IH5302900 - FY2024 Indian Housing Plan; and authorize
the Colville Indian Housing Authority Executive Director to
submit the plan to the Office of Native American Programs,
U.S. Department of Housing and Urban Development
(ONAP-HUD). Chair or designee to sign all pertinent

In acting upon fee to trust application submitted by the
Confederated Tribes of the Colville Reservation, the Bureau
of Indian Affairs (BIA) requires the Colville Business
Council to affirm that the Schedule B Part II, Special
Exceptions 8-19 will not interfere with the Tribe's intended
use of the land.
Special Exceptions 8-19 are as follows:
8. The Property described herein is or may be located within
the boundaries of the Colville Indian Reservation. The
governmental regulatory powers referenced in Paragraphs 1
and 2 of the Exclusions from Coverage include, in addition
to other governmental entities, the Colville Indian Tribe.

$2,301,517.00 will be funded from the FAST-Act TTP
Program Agreement and $1,815,223.25 will be funded from

the total amount of $4,116,735.25. No Tribal Dollars.

To support the grant application to USDA Indigenous
Animals Harvesting and Meat Processing Grant (IAG), for
the amount up to $18,500,000.00 with no match
requirement. The Tribes are committed to providing
financial support in programmatic and maintenance of the
facility after construction in support of the Fish & Wildlife
Meat Processing Plant for providing traditional meat by
increasing quantity, access, availability, and broadening of
its processing while optimize seasonal meat allotments by
using modern technology to reduce spoilage, increase
efficiencies, and create a space for the tribal transfer of
knowledge that incorporates the cultural method of
communal gathering for teaching and increasing output to
benefit the entire Tribal community. Chairman or designee

to be distributed on or before August 14, 2023 to each
eligible tribal member of the Confederated Tribes of the
Colville Reservation. Eligibility requirements must be

with law and ethics, but, also to maintain the office's
integrity and credibility.
The office provides legal representation and assistance
under the terms of its attorneys' contracts to such classes of
person as directed through priorities set by the Business
Council. Council directs policy defining eligibility for
services and the types of service to be provided to the
membership. Current priorities are providing professional
representation for tribal members accused of criminal
offenses under the Colville Tribal Law and Order Code and
in Minor-in-Need-of- Care proceedings.
The program manager shall guide all services the Public
Defender's Office provides, ensuring all staff comply with
applicable rules of professional conduct including the
Spokesman's Oath and the WSBA RPC's. The program
manager, staff attorneys, and, with the guidance of the
program manager, spokespersons, retain the right to exercise
independent professional judgement and shall provide all
services in consultation with clients and without interference
from Council and tribal administration. By the terms of the
program manager's contract, the program manager reports to
Council. Consistent with maintaining the independence of
the office, the attorney hiring process is handled by the
office from initial recruitment up to administrative contract
review. Upon completion of administrative review, final
approval of all contract rests with Council. Tribal
administration provides limited oversight specifically
regarding the budget and administrative matters regarding
non-attorney personnel only as needed.
Long-standing policies prohibit the office from providing
assistance with the following: lawsuits against the Tribes or
its employees or assigns, excepting specifically habeas
petitions on behalf of clients in detention; family law
matters; restraining and no contract orders in civil actions;
and all other non-criminal and non-MINOC matters.
