Completion of this project will ensure that nearly every
resident on CCT lands has access to a high-speed internet
connection. Of the 1,797 BSLs in this project area, 18
unserved locations cannot be reliably served by current
broadband technology. (16) of the BSLs are Fee Land
Parcels and (2) have Trust Land status.

Some of the 18 locations are non-Native households across
the Colville Reservation and some are seasonal residences
that are extremely remote. The roads to hose locations are
largely impassable during the winter months and during
wildfire season, which, combined, span nearly the entire
year. Some locations would require disturbing protected and
preserved lands to deploy fiber, making it impossible to
secure the required permits, and because of the rugged
terrain that these 18 locations lie within, they cannot be
reliably served with current non-fiber broadband
technology.

We, therefore, designate these 18 locations as nonserviceable locations for the Washington BEAD program.
These 18 locations should be removed from funding
consideration for the 2025 BEAD program. Chair or

agreement of this modification is to include funding for IHS
Project PO-23-D14 & PO-23-N55 to the contract, increasing
the contract amount by $926,000.00 from $1,704,117.00 to
$2,630,117.00 and extend the contract period through

February Elder Quarterly Stipend, in accordance with
Resolution 2024-199, from account PL75747012. The
stipend will be distributed as follows: eligible tribal
members of the Confederated Tribes of the Colville
Reservation aged 55 to 62 will receive $500.00 each;
eligible tribal members aged 63 and over will receive

before February 3rd, 2025. Members must be aged 55,
enrolled and living on January 9th, 2025. The Debt Set-Off
Ordinance and Retroactive Payments shall not apply.

Tribal Government Committee to ADOPT AMIRAH
BLACK BEAR FINLEY, as applicant meets requirements
of Section 8-1-160 of Enrollment Ordinance and
Constitution of the Confederated Tribes of the Colville
Reservation.
WHEREAS, the Colville Business Council as the duly
elected governing body of the Confederated Tribes of the
Colville Reservation is charged with the profound
responsibility of caring for the public health and safety of all
members of the Colville Tribes and residents of the Colville
Reservation; and
WHEREAS, the Confederated Tribes of the Colville
Reservation acknowledges the Funding Agency and
Mission; and
WHEREAS, the Confederated Tribes of the Colville
Reservation recognizes the need to serve children ages birth
to five (5) years old, and pregnant women living within the
boundaries of the Confederated Tribes of the Colville
Reservation; and
WHEREAS, the Confederated Tribes of the Colville
Reservation holds a wealth of cultural heritage, language,
and traditional knowledge that are foundational to the
nurturing and development of its children; and
WHEREAS, the Confederated Tribes of the Colville
Reservation Head Start is vital in providing education,
nutrition, health, and family support to tribal children, while
serving as a medium to uphold and propagate the Tribe’s
values, traditions, and language; and
WHEREAS, the success of the Confederated Tribes of the
Colville Reservation Head Start is rooted culturally relevant,

community-led approaches, guided by the wisdom of our
Elders and cultural leaders, and tailored to the needs of our
children; and
WHEREAS, the Confederated Tribes of the Colville
Reservation Head Start asserts its sovereign right to design,
implement, and operate its Head Start Program in a manner
that reflects the Tribe’s unique cultural and linguistic
identity, leveraging Indigenous knowledge as the
cornerstone of early childhood education; and
WHEREAS, the Confederated Tribes of the Colville
Reservation recognizes that Indigenous Knowledge,
teachings from our Elders, and traditional parenting
practices are integral to the holistic development of children
and are pivotal to the success of our Confederated Tribes of
the Colville Reservation Head Start; and
WHEREAS, in collaboration with families and
communities, the Confederated Tribes of the Colville
Reservation has the right to set priorities, educational goals,
and culturally appropriate curricula for the Confederated
Tribes of the Colville Reservation Head Start, ensuring the
program fosters academic achievement along with spiritual,
emotional, and cultural growth; and
WHEREAS, family engagement, especially the involvement
of mothers, fathers, grandparents, extended family and
caregivers, is essential to the development of children in the
Confederated Tribes of the Colville Reservation Head Start
and should be guided by cultural values that honor the
family as a core unit in the child’s upbringing; and
WHEREAS, regular assessments of the Confederated Tribes
of the Colville Reservation Head Start, including child
outcomes, family engagement, and maternal health, are
essential to ensure the program continues to meet the needs
of our children in alignment with our cultural, educational,
and linguistic priorities; and
WHEREAS, the Confederated Tribes of the Colville
Reservation serves as the certifying body for all aspects of
the Confederated Tribes of the Colville Reservation Head
Start, including program design, curriculum implementation,
family engagement, financial management and program
assessment, to ensure the program meets both federal
guidelines, and the Tribe’s cultural and educational
objectives, and

WHEREAS, the Confederated Tribes of the Colville
Reservation asserts its sovereign right to certify teachers for
the Confederated Tribes of the Colville Reservation Head
Start, ensuring educators are not only professionally
qualified but also possess knowledge of tribal customs,
language, and learning styles, meeting the cultural and
spiritual needs of our children; and
WHEREAS, the Confederated Tribes of the Colville
Reservation asserts that during monitoring, when
determining whether an (AIAN) American Indian Alaskan
Native Head Start grant recipient has complied with
curricula and assessment requirements, (OHS) Office of
Head Start will rely on statements from Tribal leaders,
elders, governing boards, and Policy Councils.
WHEREAS, the Confederated Tribes of the Colville
Reservation recognizes the need for smaller class sizes in its
Head Start program to align with traditional practices,
learning styles, behavior management, and children with
disabilities that emphasize personalized, communityoriented, and cultural responsive education.
WHEREAS, the Confederated Tribes of the Colville
Reservation in alignment to President Biden’s Indigenous
Knowledge efforts assert that the greatest possibly
autonomy to address the specific needs of it/our people have
the flexibility in the integration of Indigenous Knowledge
into its services while maintaining rigorous financial
oversight in accordance with the Tribe’s values and
priorities; and
WHEREAS, the Confederated Tribes of the Colville
Reservation acknowledges the importance of welcoming
non-Tribal members to our communities, it is important that
education on its Indigenous Knowledge efforts are
undertaken to ensure cultural awareness.
NOW THEREFORE BE IT RESOLVED, the Colville
Business Council, by this resolution, hereby approves and
supports that Indigenous Knowledge and Language
initiatives provide an essential framework that allows for
more flexible and culturally responsive considerations,
ensuring the full and successful implementation of efforts
aimed at preserving, advancing, and integrating indigenous
knowledge and language systems. These initiatives
recognize the diverse and context-specific nature of

indigenous wisdom, allowing for adaptable approaches that
respect traditional values, local practices, and holistic
perspectives, ultimately fostering sustainable outcomes and
empowering Indigenous communities. By honoring the
fluidity and dynamic nature of Indigenous Knowledge, these
initiatives create a foundation for inclusive, equitable, and
transformative change. The Confederated Tribes of the
Colville Reservation asserts its sovereignty in the operation
of the Confederated Tribes of the Colville Reservation Head
Start by affirming the right to:
1. Incorporate Confederated Tribes of the Colville
Reservation’s cultural traditions, language, and
Indigenous knowledge into the Head Start and
early Head Start curriculum operations.
2. Ensure Elders, cultural leaders, and community
members play a central role in advising and
guiding the direction of the Confederated Tribes
of the Colville Reservation Head Start.
3. Prioritize traditional practices in early childhood
development, including health, wellness, and
nutritional programs, rooted in the Tribes
ancestral knowledge.
4. Advocate for and secure resources the respect the
Tribe’s authority to make decisions about the
education of its youngest members.
5. Establish partnerships with federal, state, and
local entities that respect and honor the Tribe’s
sovereign right to self-governance in the delivery
of early childhood services.
6. Emphasize the importance of Cultural,
Language, and Indigenous Knowledge, family
engagement, particularly the involvement of
mothers and extended family members, in the
child’s development within the Head Start
Program.
7. Conduct, certify regular culturally sensitive
curriculum assessments of the Confederated
Tribes of the Colville Reservation Head Start to
ensure its ongoing success and relevance to child
development practices, family involvement, and
education goals.
8. Certify teachers for the Confederated Tribes of
the Colville Reservation Head Start to ensure
they meet both professional and cultural
qualifications that align with tribal values and
learning practices to align with its expectations
for Indigenous Knowledge.

9. Implement smaller class sizes in the Head Start
to align with traditional practices, learning styles,
behavior management, and children with
disabilities that emphasize personalized,
community-oriented, and culturally responsive
education.
10. To expend federal funding with flexibility in
order to successfully integrate Indigenous
Knowledge initiatives into its services while
maintaining rigorous financial oversight in
accordance with the Tribe’s values and priorities;
and
11. Have the sole license to protect its intellectual
property to respect Tribal data sovereignty and
recognize the importance of Indigenous
Knowledge by, when appropriate and permitted
by statute, allowing Tribal Nations to use selfcertified data and avoiding the establishment of
processes that require Tribal Nations to apply to,
or obtain permission from, State or local
governments to access Federal funding or to be
part of the Federal Program.

Natural Resources Committee to authorize Cindy Marchand
to accept the 4-year appointment to the Colville Resource
Advisory Committee established to improve collaborative
relationships between the Department of Agriculture's
Forest Service and the local communities, and to provide
advice and recommendations concerning projects proposed
for funding under Title II of the Act.
Natural Resources Committee to authorize Jarred-Michael
Erickson to accept the 4-year appointment to the Colville
Resource Advisory Committee established to improve
collaborative relationships between the Department of
Agriculture's Forest Service and the local communities, and
to provide advice and recommendations concerning projects
proposed for funding under Title II of the Act.
Fisheries Committee to approve the budget modification for
the Chief Joseph Hatchery O&M line-item transfer request.
This modification removes $118,998.00 from General
Liability and $26,669.00 from Program supplies, for a total
amount of $160,032.00. The transfer allocates $144,965.00
to Salaries and $15,067.00 to Fringe benefits. Additionally,
adjust the Indirect Cost rate from 31.93% to 25.65%,
resulting in a decrease of $14,365.00, bringing the new
indirect cost total to $247,726.00. This is funded by BPA
fund number 312224 and the performance dates are from
May 1, 2024 to April 30, 2025. The Chairperson or
Designee has authority to sign all pertinent documents.
Fisheries Committee to approve the Cooperative Agreement
84051 award from BPA in the amount of $1,611,268.00 for
the Colville Hatchery (O&M) Operation and Maintenance
program. This funding will be used to produce an annual
stocking plan for each managed waterbody. The fund
account number is 312025. The performance period is
December 1, 2024 - November 30, 2025. The Chairperson
or Designee has authority to sign all pertinent documents.
Culture Committee to approve the OSPI Language
Certification for Leah Dick in the nsəlxcin dialect. Chair or
Designee to sign all pertinent documents.
