County Noxious Weed Control Board Contract for Fiscal
Years 2026, 2027, and 2028 for invasive species control

Program with weed treatment contract management
including scheduling treatments, providing maps, follow-up

Natural Resources Committee to approve the budget
modification for a no-cost time extension for the current
USDA APHIS Chronic Wasting Disease Grant to improve
the knowledge, preparedness, monitoring, and future
management of Chronic Wasting Disease on the Colville
Reservation. The fund amount is $55,555.00. Performance

In December, 2025, TERO Chair Cynthia Williams received
a check in the amount of $1,470.17 to attend the Legal

a thing has occurred, and that not every cancellation resulted
in appropriate repayment. Based on this information, the
Colville TERO Commission voted in a regular meeting to
remove Ms. Williams as the Chair of the TERO

Commission, and to recommend removal to the Colville
Business Council. This request was considered on February
8, 2026, and it was determined there was enough evidence
to move to a hearing. Notice of the complaint and hearing
was sent to Ms. Williams in accordance with Section 10-1-8
of the Colville Tribal Code, setting a hearing on the merits
for February 19, 2026, at 1:00 p.m. The hearing was held.
Based on the information provided before and during
hearing, we find that Ms. Williams violated Section 10-18(a)(3) by showing willful and persistent misconduct
reflecting on the dignity and integrity of the Commission
and Section 10-1-8(a)(5) misappropriation of funds. Ms.
Williams continued inconsistency and failure to timely
repay funds that were to be expended only if she completed
the trip is not appropriate for a TERO Commissioner and a
violate of the Colville Tribal Code. Therefore, it is the
recommendation of the Tribal Government and Employment
Committees that Ms. Cynthia Williams be removed from the
Colville Tribal TERO Commission pursuant to section 10-18 of the Colville Tribal Code and the position be
immediately advertised. It is further recommended that the
attached letter be sent to Ms. Williams via certified mail.
