To approve the 2017 CCT Tribal Member Fishing Regulations

for Summer Chinook and Sockeye fisheries in the Okanogan

River, the Columbia River and Chief Joseph Dam Tailrace Snag

Fishery. Chairman or his/her designee to sign all pertinent

documents.

To approve the continuation grant for PL102-477 for the next

three years, FY18 through 20. The integrated programs under

477 are: Adult Vocational Training and Direct Employment

(JPT), Adult Education (AE), Contract Support (CS), Welfare

Assistance (WA), Native Employment Works (NEW),

Workforce Investment Act (WIA), and Child Care Block Grant

(CCDC) Mandatory and Discretionary. Also to authorize the

Chairman or designee to sign all documents pertaining to the

477 Plan. No tribal dollars required.

To approve the acceptance of allocation of Department of

Homeland Security/FEMA award in the amount of $56,940 for

funding years 09/01/2016-08/31/2019 OPSG. Chairman or

Accidents, Initial Attach on smaller fires etc. No additional

funds necessary, allocation is in current 2017 Budget.

To submit the Administration for Native Americans (ANA)

grant in the amount of $582,455. The funds will be utilized for

the drafting of the Colville Reservation’s Comprehensive

Management Plan for a three year grant period, the grant will be

drafted by the (5) tribal divisions in the form of a in-kind

services. Whereas, this authorizes the Chairman or designee to

sign all pertinent documents.

To permit the History/Archaeology Program to pursue grant

and/or contact funding from the City of Omak to plan and

implement cultural resource projects, develop scopes of work,

and negotiate budgets. All grants and contracts will be

approved through the Administrative process. No Tribal dollars

associated.

To submit the PAR-16-297 Native American Research Center

for Health (NARCH) grant application in the amount of

$4,572,194 with $3,995,022 direct costs and $577,172 indirect

costs. The funds ill be utilized for building the stmr mstn

Colville Research Center capacity (Administrative Core,

Capacity Building Core, Student Career Enhancement Core,

and University of Washington Indigenous Wellness Research

Institute subcontract). This is a four year grant period.

Whereas, this authorizes the Chairman or designee to sign all

pertinent documents. No Tribal dollars are required.

To accept an award from the Federal Highway Administration's

FY16 Tribal Traffic Safety Fund Program Grant in the amount

of $41,500 for the Colville Traffic Data Tracking & Reporting

Improvement Project. This award will be placed onto the TTIP

and LRTP by CCT DOT so the BIA can issue a 638 contract

agreement to dispense the funds. Tribal Police will report data

to the Fatality Analysis Reporting System (FARS) as part of the

grant requirement and leverage existing equipment to help with

data analysis. Chairman or designee to sign all pertinent

documents.

That the Confederated Colville Tribes will join the Okanogan

County-wide mutual aid agreement for fire protection and

emergency medical response; to allow the Tribes to request

assistance from other fire departments/EMS agencies, and have

a reciprocal agreement to assist them. It does not mandate that

any party must respond to assist another. Cost to the Tribes is

contingent upon a request for assistance; there is no cost until

mutual aid is requested and provided from another jurisdiction.

Costs to be paid by the requesting jurisdiction are limited to

providing fuel, food, and lodging for deployed staff and

To approve the new full award for Methow Habitat Restoration

in the amount of $2,105,957 and the dates are from July 1, 2017

to June 30, 2018 and authorizes the Chairman or his/her

To approve the new full award for 316617 Okanogan Sub Basin

Implementation & Habitat Project EXP in the amount of

$3,616,840 and the dates are from July 1, 2017 to June 30,

2018, and the Chairman or his/her designee authorized to sign

To approve the new full award for 312817 Property

Management and Maintenance in the amount of $438,468 and

the dates are from July 1, 2017 to June 30, 2018 and authorizes

To approve Change Order #4 for 316617 Okanogan Nation

Alliance C15-419 adding $77,566.58 bringing total contract

To approve new sub contract for 815916-1018-101816 Shannon

Industrial in the amount of $210,099.75 and authorize the

Chairman or His/Her designee to sign all pertinent documents.

To approve the application for COLA funds of $8,589.00 to

apply towards federally funded staff of a 1% salary increase.

Remaining amount will be used to offset higher operating costs

for FY 2017. Total FY17 budget will be $883,161.00 Federal

To amend resolution 2016-370 to add "not to exceed $26,000"

To approve the Memorandum of Agreement (MOA) between

the Confederated Tribes of the Colville Reservation (CCT) and

the Boys & Girls Club of Snohomish County. The purpose of

this MOA is to provide youth services in an effort to enhance

learning, life skills, and expand club operations to other

districts. CCT General Fund contributions not to exceed

$329,648 from fund 444 per year on approved funding by the

Mitigation Project adding an additional $230,438 bringing the

total contract value to $3,525,504 and the dates remain the

Corporation to the Confederated Tribes of the Colville

Reservation: Lot 4, Block 115, Government Townsite of Omak,

Colville Indian Reservation, according to the approved plat of

and in the Office of the Auditor of Okanogan County,

Lease Fee: WAIVED. Lease subject to conditions cited in

To approve the following contract change order by increasing

contract amount by $6,000.00 for road repair to access work

sites for construction services provided by San Poil Logging to

perform stream crossing removals and replacement. Total

funding has been allocated for watershed restoration in

Resolution #2013-422 in June 2013 and originates from the

Qwam Qwmpt' Plan. The Tribal Chairman or his designee is

To approve the funding agreement between Chelan County

Noxious Weed Control Board (CNWCB) and the Colville

Tribes (CCT). This funding agreement allows funds to be

transferred between CNWCB and CCT to work on surveying

and controlling flowering rush on the Upper Columbia River

System. Chair or designee is authorized to sign all pertinent

documents.

To change the name of the Tribe to "The 12 Confederated

Tribes of the Big Water Nation" with translations in the three

language dialects and also to initiate a constitutional

amendment process to effect this change.

To approve Phase II of the Consulting Agreement with 7

Directions to provide services as detailed in the Scope of Work

to complete the Pre-Planning and Community Engagement

Design of the Adult In-patient Treatment Center Project,

including a business plan with sufficient content and detail to

solicit financing for a new treatment center. The agreement

shall not exceed $160,000. Billy Nicholson as COR. Funding

To approve the new 638 Columbia River Road & Coyote Creek

Chip Seal Contract application and budget to Bituminous

Surface Treatment to preserve the existing paved surface for

IRR 0140 Columbia River Road approximately 4.0 miles

Water System Well Pump Replacement from the Nespelem

District QQ fund. The Nespelem District voted to replace the

Well Pump on June 14, 2017. Chair or designee authorized to

To enact the amendments for Chapter 3-1 Criminal as proposed

(attached). Chapter 3-1 has been processed utilizing CBC

Procedural Rule 3 (b), (e), (f), and (g) and is in the final stage.

No comments have been received during the comment review

period. Once approved, a copy shall be forwarded to the Code

Reviser for certification and distribution.
