2003, that Reservation Attorney Tom Christie
draft a letter notifying Mr. Stone’s attorney of

Council’s legal advisor on the hearing process.

resolution 2002-673 under which work had
previously been limited to one court case which
occurred November 19, 2002.

Approve that the cut-off date to be eligible to

payment, adoptions must be approved by
February 28, 2003 and applicants eligible for
enrollment who are living as of midnight,
February 28, 2003, must have their required
relevant data for enrollment in the Enrollment
Office no later than 4:00 p.m., on March 31,
2003 or must be post marked by March 31, 2003
to be eligible for this payment retroactively. The
Annual BPA Settlement Payment will be
distributed to the Colville Tribal Membership on
or before April 1, 2003.

Attorney Contract under which attorney Richard
DuBey and other firm attorneys under Mr.
DuBey shall provide special environmental legal
counsel services to the Tribes through the
Environmental Trust Department and ORA; term
of contract 10/1/02 to 9/30/04 and total contract
value not to exceed $280,000 to be funded by
grant funds and contributions by CTEC to the
Hazardous Waste Account, no new funds from

Approve WAC 180-78A-700, which establishes
a 3 year pilot program for the First People’s
Language/Culture Teacher Certification for the
Tribes of Washington State. Each Tribe will
train their own Teacher and the State Board of
Education recognizes that training, specifying
that the Teachers have the same privileges as any
teacher certified in the State of Washington.
This is powerful evidence of the spirit and intent
of the Centennial Accord.
