Condensed Recommendation Information
That the Chairman execute the attached "Cannabis
Compliance Agreement" with Key Bank, which is to be
filed with Key Bank along with all attachments. The
attachments will include a letter from Numerica Credit
Union with the account number and routing number for
a Tribal government account to hold CRMS proceeds
once such is obtained. The Chairman or his designee is
authorized to sign all pertinent documents.
To nominate Vincent McDonald as a qualified
candidate to be considered for appointment to the
Department of Veterans Affairs Advisory Committee
on Tribal and Indian Affairs for the Indian Health
Service-Portland Area. Chairman or Designee is
authorized to sign all pertinent documents.
To support the following: The Healing Lodge of Seven
Nations (HL), a youth residential chemical dependency
treatment center that serves the tribal communities
represented by the Inland Tribal Consortium (ITC;
from Idaho: Coeur d'Alene Tribe, Kootenai Tribe and
the Nez Perce Tribe; from Washington: The
Confederated Tribes of the Colville reservation,
Kalispel Tribe of Indians, and the Spokane Tribe of
Indians; and from Oregon, the Confederated Tribes of
the Umatilla Reservation), has noted that although
tribal communities have much strength, limited
resources and opportunities as well as structural and
psychosocial barriers have prevented tribal
communities from establishing cultures that support

long-term recovery from chemical abuse and
dependence; and
WHEREAS, these communities have indicated a need
for community-wide education and resources to
support mental health and addiction recovery; and
WHEREAS, broader dissemination and robust
assessment of the xa?tus for Mental Health program
will positively impact our community; and
WHEREAS, the HL Board of Directors, composed of
ITC tribal leaders, signed a resolution indicating their
continued support for the Center for Indigenous
Research, Collaboration, Learning, and Excellence
(CIRCLE), a partnership between HL and the Division
on Addiction, Cambridge Health Alliance, a Harvard
Medical School teaching hospital; and
NOW THEREFORE, BE IT RESOLVED that the
Healing Lodge, Division on Addiction, and associated
tribes will work in good faith to strengthen cultures of
recovery within tribal communities while abiding by an
agreed-upon Research Agreement, Material and Date
Sharing Agreement, Collective consent, and
Institutional Review Board human subjects research
approvals; and
BE IT FURTHER RESOLVED, that during 2021,
CIRCLE will apply to the National Institutes of Health
for a NARCH XII grant award that will support a
developmental multi-component needs assessment
research program at the seven Tribes affiliated with the
Healing Lodge.

Michaels Church in Inchelium, Washington, for
$5,238.83, to be paid out of the CARES ACT funds.
The St. Michaels church has been and will continue to
be used as emergency shelter, and to serve meals for
tribal members during pandemic response. The Colville
Business Council has determined that this expense is
necessary to respond to the current COVID-19 public
health emergency and appropriate under the Treasury
Department guidance and FAQs in effect as of the date

To approve the purchase of the 7x20 car hauler for the
Tiny House pilot project for $5,299.00 to be paid out of
the CARES Act funds. This pilot project will be used
as a template for future tiny home production to
provide quarantine space, homeless shelters, and
recreation development. The Colville Business Council
has determined that this expense is necessary to
respond to the current COVID-19 public health
emergency and appropriate under the Treasury
Department guidance and FAQs in effect as of the date
of the recommendation. The CARES Act funding must
be spent by December 31, 2021. Chairman or designee

To approve the use of CARES Act funds in the amount
of $10,000 as a start up budget for a tiny home pilot
project under the Youth Development Program. The
Colville Business Council has determined this expense
is necessary to respond to the current COVID-19 public
health emergency and appropriate under the Treasury
Department guidance and FAQs in effect as of the date
of the recommendation. These funds will supplement
tools/equipment already transferred to the Youth
Development program through Resolution #2021-346.

To approve the attached quote to purchase fiber and
micro duct from Lite Access in the amount of
$26,090.00 to complete Highway 155 fiber project. The

amount of $258,145.00. NoaNet to provide grant
preliminary OSP and wireless design plans for grant
funding opportunities. NoaNet also to provide Network
Operations Center Support for public use customers.

To purchase Ground Penetration Radar from
Geophysical Survey Systems, Inc., Utility Scan Pro
system, ranging in price from $20,000.00 to $27,000.00
inclusive of training and support. Training will be
provided to persons from multiple programs if possible.
Additionally, we recommend, that until Colville Tribal
employees are proficient with technology and analysis,
we will contract for the required services, preferably
with the Confederated Tribes of the Umatilla Indian
Reservation. This resolution authorizes sole-sourcing
the equipment purchase and professional services to
expedite the intent of the Confederated Tribes of the
Colville Reservation. Tribal funds required, as

total award amount of $2,189,475.00. No Tribal dollars

The following eligibility requirements shall apply to all
future 181-D claims payments: must be enrolled and
living as of midnight on January 21st in the year the
distribution is to be made; DNA testing must be
completed by December 31st in the year preceding the
year the distribution is to be made; and, completed
Enrollment application packet must be received by
