Condensed Recommendation Information

To approve the modification of Contract #140R1020P0024

with the BOR. This modification does not change the funding

amount or period of performance for Option Year 1. The only

changes include an added provision to declare use of "covered

telecommunications or video surveillance equipment or

services" and an added clause defining COVID-19

procedures. Chair or designee authorized to sign all pertinent

documents.

To approve the Data Sharing Agreement between Washington

State Department of Health (DOH) and Colville Confederated

Tribes. This will grant HHS access to the State’s healthcare

information database (RHINO). This is a unilateral agreement

for access only, with no Tribal data shared with the State.

To approve Change Order #1 for 341 Sinixt Construction

C21-227 adding $20,463.84 bringing the total contract value

to $125,463.84 and the chairman or his/her designee is

Reimbursement (ARPA) I.H.S. 638 AFA Contract #248-96001 FY21 THP Budget Modification. Chairman and/or

To approve the modification of Confederated Tribes of the

Colville Reservation Parks and Recreation FY 20/21 budgets,

701, 641, 460 and 459, in the amount of $33,238.00 for staff

To amend Resolution 2019-200 to update the contacts for the

Tribal Transportation Planning Organization (TTPO).

Because the committee is related to grants managed by the

Public Safety Division, the updated primary contact will be

Coordinator and the alternate will be the Grant Development

To approve the modification of Colville Tribes of the Colville

Reservation Natural Resources Enforcement FY 20/21 COLA

increase in the amount of $93,987. Tribal Chairman or

To approve the proposed costs to Washington State

Department of Transportation (WSDOT) to conduct utility

accommodation inspections conducted along Highway 155

Franchise agreement 20412. Cost proposed for this proposal

is $30,000.00. The Colville Business Council has determined

that this expense is necessary to respond to the current

COVID-19 Public health emergency and appropriate under

the Treasury Department guidance FAQs in effect as of the

date of the recommendation. The Cares Act funding must be

spent by December 30, 2021. The Chairman or his designee

shall sign and approve all relevant documents.

To approve the attached services contract between the

Confederated Tribes of the Colville Reservation and

Northwest Open Access Networks (NoaNet) to provide

Outside Plant (OSP) Telecommunications engineering,

operation and construction services in the amount of $

500,000.00. The Colville Business Council has determined

that this expense is necessary to respond to the current

COVID-19 Public health emergency and appropriate under

the Treasury Department guidance FAQs in effect as of the

date of the recommendation. The Cares Act funding must be

spent by December 30, 2021. The Chairman or his designee

shall sign and approve all relevant documents.

To approve the use of CARES Act funds in the amount of

$102,000.00 as the Tribes' matching funds for IHS project

#PO-14-L86, as first authorized in Resolution #2019-235. The

Colville Business Council has determined that this expense is

necessary to respond to the current COVID-19 public health

emergency and appropriate under the Treasury Department

guidance and FAQs in effect as of the date of the

recommendation. The CARES Act funding must be spent by

December 31, 2021. The Chairman or his designee shall sign

and approve all relevant documents.

To appoint Robert Charles to the Colville Tribal Federal

Corporation Board of Directors for a term of two years. In the

event Mr. Charles declines the appointment or does not clear

filled. This authorizes the Chairman or designee to sign all

relevant documents.

To authorize the Colville Indian Housing Authority to enter

into a Financial Assistance Agreement with the US

Department of Treasury to administer a Homeowner

Assistance Fund (HAF) program with the monies allocated to

the Confederated Tribes of the Colville Reservation pursuant

to Section 3206 of the American Rescue Plan (ARP) Act of

2021. Chair or designee to sign all pertinent documents.

To transfer $70,000 from 587 Contingency/Unknown line

item to PO#146146 as per Colville Business Council for work

related to Grondal and Breach of Trust that was discussed in

closed session.

To approve a change order to the Cates and Erb contract to

include the paving of the boat launch parking lot. This change

order will increase the contract amount by $175,689.83.

To approve the use of CARES Act funds in the amount of

$405,000.00 as the Tribes' matching funds for IHS project

#PO-14-L96, as first authorized in Resolution #2014-557. The

Colville Business Council has determined that this expense is

necessary to respond to the current COVID-19 public health

emergency and appropriate under the Treasury Department

guidance and FAQs in effect as of the date of the

recommendation. The CARES Act funding must be spent by

December 31, 2021. The Chairman or his designee shall sign

and approve all relevant documents.

To approve the use of CARES Act funds in the amount of

$78,782.00 as the Tribes' matching funds for IHS project

#PO-20-M81, as first authorized in Resolution #2020-428.

The Colville Business Council has determined that this

expense is necessary to respond to the current COVID-19

public health emergency and appropriate under the Treasury

Department guidance and FAQs in effect as of the date of the

recommendation. The CARES Act funding must be spent by

December 31, 2021. The Chairman or his designee shall sign

To accept FY 2021 Office of Head Start 90CI9932-06-02

Carryover Request-Reprogram Funds in the amount of

$2,138,344 to complete unfinished projects. Non-Federal

To amend resolution 2021-345 for the Omak Head Start

infrastructure development in the amount of $1,300,000.00 in

the CIPV Log Yard. Whereas it is the most cost effective to

add an additional $2,564,000.00 for the Omak Clinic

infrastructure and Water system upgrades and complete the

development on the site, bringing the total infrastructure cost

to $3,864,000.00. The funds are coming from the Tribes

General Fund. The Chairman or his or her designee shall sign

all pertinent documents.

To approve the attached lowest construction bid from

Bergerson Construction in the amount of $371,258.00 to

complete the construction phase of the Gifford-Ferry

improvements under contract #C19-042. No new funds

To approve in the amount of $80,000 to the Nespelem Junior

Rodeo Association to work on improvements to the Nespelem

Rodeo Grounds for a new concession stand, vaulted

To approve the 2021 August Elder Quarterly Stipend, from

account PL75747012, in the amount of $350.00 to each

eligible tribal member age 55 and older of the Confederated

Tribes of the Colville Reservation. Elder Stipend shall be

distributed on or before August 2, 2021. Eligibility for the

Elder Stipend shall be: age 55, enrolled and living as of

midnight of July 21, 2021. The following shall not apply to

the 2021 August Elder Stipend: Debt Set-Off Ordinance and

To approve budget modification #1 for 312021 Colville

Hatchery O&M adding an additional $21,974 bringing the

total contract value to $1,075,445 and the dates remain the

same and authorizes the Chairman or his/her designee to sign

all pertinent documents. Attached is bud mod #1.

To approve new award for 312721 Selective Gear

Deployment in the amount of $461,364 and the dates are from

June 1, 2021 to June 30, 2022 and authorize the Chairman or

his/her designee to sign all pertinent documents. Attached is

the new award.

To approve the new sub contract 312221 Chief Joseph

Hatchery Washington Dept. of Fish & Wildlife in the amount

of $71,873 and the chairman or his/her designee is authorized

to sign all pertinent documents. Attached is the sub-contract.

To approve the new award for 911921 Upper Columbia

Spring Chinook & Steelhead in the amount of $150,000 and

the dates are from July 1, 2021 to June 30, 2022 and authorize

the Chairman or his/her designee to sign all pertinent

documents. Attached is the new award.

To approve the new award for Chelan PUD Sturgeon

agreement 21-11539 in the amount of $492,500 and the dates

are from June 1, 2021 to May 31, 2026 and authorize the

Chairman or his/her designee to sign all pertinent documents.

Attached is the new award.

To appoint Judith Duffy to the Colville Tribal Federal

Corporation Board of Directors for a term of two years. In the

event Ms. Duffy declines the appointment or does not clear

the background check the position will remain open until

filled. This authorizes the Chairman or designee to sign all

relevant documents.

To authorize the attached letter of support for the application

of Hearts Gathered for a Native American Language

Preservation and Maintenance - Esther Martinez Initiative

grant from the Administration for Native Americans. This

grant would assist Hearts Gathered in its operation of the

Waterfall School, a language immersion Montessori school

on the Colville Reservation serving children 3-12 years old,

by increasing student enrollment and improving the fluency

of students, parents and other community members in

Okanogan Salish. The Chairman or his designee is authorized

to sign all pertinent documents.

To accept the FY 2020 Office on Violence Against Women's

COVID-19/Tribal Governments Program grant to support

PPE and technology purchases for the Tribal Court, Colville

Tribal Police Department and Victims Service Program

within the Prosecutors Office. Funding has been awarded in

the amount of $79,189, with no tribal match required. Chair

or designee authorized to sign all pertinent documents.
