Tribal Government Committee to appoint Karen Condon as

the primary delegate to the Affiliated Tribes of the

Northwest Indians (ATNI). In her absence, Roger Finley

shall serve as the 1st alternate. In his absence, Cindy

Marchand shall serve as the 2nd alternate. This resolution

shall supersede all previous delegations. Chairman or

Tribal Government Committee to authorize Vincent

McDonald, CCT Veterans Program Manager to support

House Bill 1541 and Senate Bill 5338 concerning the

Veterans Affairs Advisory Committee by signing in "pro"

and providing testimony. These bills allow the Governor to

appoint one member from a state-recognized Native

American Tribe to serve on the Veterans Affairs Advisory

Committee.

Tribal Government Committee to authorize the Chairman,

Jarred-Michael Erickson and the Executive Director, Cody

Desautel to participate in the Agriculture & Natural

Resources Committee Work Session on Wednesday

February 5th, 2025 regarding wolf management in

Washington.

Education & Employment Committee to recognize that the

Keller School District Indian Policies and Procedures (IPP)

are to ensure that all Indian children of school age have

equal access to all programs, services and activities offered

within the school district. The IPPs established are in

accordance as required and will continue to consult with

local tribal officials in the planning and development of

Health & Human Services Committee to approve

Revalidation with the Core Provider Agreement with the

Centers of Medicare and Medicaid Services (CMS) to

ensure we meet all the applicable State and/or Federal

licensure requirements to assure his/her qualifications to

perform services under this Agreement. This includes

$100,000.00 for Nespelem Valley Watershed Improvement

Projects for a total Contract Award of $4,795,641.00. No

ESA Law Enforcement contract in the amount of

$173,222.00 and the dates are from December 1, 2024 to

Fisheries Committee to support a proposal to the NOAAs

Restoring Fish Passage through Barrier Removal program to

secure funding to advance the design of the selected

alternative to remove Enloe Dam from 60% to 90% and

initiate site preparation (access road, staging area, etc.) The

estimated funding request is approximately $6 million

dollars. No Tribal dollars are needed. The Chair or Designee

is authorized to sign all pertinent documents.

Fisheries Committee to support Traditional Ecological

Knowledge inclusions in the Feasibility Study to remove

Enloe Dam. The TEK inclusions, developed by members of

the Confederated Tribes of the Colville Reservation, Lower

Similkameen Indian Band and Upper Similkameen Indian

Band, will be incorporated into the 30% design of the

selected alternative and estimated planning cost. This

project is directed at reestablishing the geographic features

that were modified during the construction of Enloe Dam

and reestablishing flora and fauna that were eradicated or

reduced in abundance due to the operation of the dam. No

Tribal dollars are needed. The Chair or Designee is

authorized to sign all pertinent documents.

Culture Committee to approve the Interagency Agreement

with Washington State Parks & Recreation Commission

(IA#325-465) for History/Archaeology Program to perform

an Ethnographic Study for Alta Lake State Park to

demonstrate the cultural significance of the project area to

the Confederated Tribes of the Colville Reservation. The

agreement is for $50,000.00 with the performance period

from date of State Parks signature to June 30, 2025. Chair or

Designee authorized to sign all pertinent documents.

Culture Committee that all responsibilities of the

recruitment of Miss Colville Confederated Tribe be

transferred to the Higher Education Department

immediately.

Furthermore, the Higher Education Program shall oversee

selection of Miss CCT. The Higher Education Program will

also serve as a resource in assisting with scheduling travel,

developing the RFP for beaded sash and crown, and arrange

incoming and outgoing functions of Miss CCT. The Higher

Education Program will also serve as a liaison to

communicate important information relayed from the

Colville Tribe and the Colville Business Council. The

identified budget for recruitment of Miss CCT shall be

transferred to the Higher Education Program on a monthly

basis. Chairman or Designee has authority to sign all

pertinent documents.

Law & Justice and Tribal Government Committees to

approve the attached letter to the Washington State Liquor

Cannabis Board, notifying of the intent to use the Enhanced

Colville Tribal Enrollment Card for the purchase of age

restricted items. It is further recommended that the Office of

the Reservation Attorney work with Enrollment to collect all

information that must be included with the letter, including a

physical sample of the Enhanced Tribal ID card. Chair or

Designee is authorized to sign the letter, and all related

documents.

A complaint was received on January 8, 2025, asserting that

Yvette Joseph has violated Chapter 6-5 of the Colville

Tribal Code and requested her removal from the Colville

Tribal Gaming Commission. Notice of the hearing required

was served on Ms. Joseph on January 14, 2025. On February

6, 2025, a hearing was held on the complaint, pursuant to

section 6-5-63. An individual may be removed from the

Colville Tribal Gaming if they take actions that represent

gross neglect of duty or misconduct and engage in any

conduct which threatens the honesty or integrity of the

Gaming Commission. The Colville Business Council finds

that Ms. Joseph’s misuse of her authority as a Tribal

Gaming Commission member to attempt to gain confidential

information to which she was not entitles as gross neglect of

duty or misconduct and threatens the honesty and integrity

of the Colville Gaming Commission.

Therefore, it is the recommendation of the Law & Justice

Committee that Yvette Joseph is removed from the Colville

Tribal Gaming Commission, pursuant to Chapter 6-5

Gaming of the Colville Tribal Code. It is further

recommended that her seat on the Colville Gaming

Commission be immediately advertised to be filled. Chair or

Designee is authorized to sign all related documents.

Appeals because Associate Justice John Sloan has passed

WHEREAS, Judge Dooyema serves on the bench of the

Spokane Tribal Court as the Chief Judge as well as a Judge

of the Kalispel Tribal Court; and

WHERAS, Judge Dooyema has served as pro-tem Judge in

both Lincoln and Spokane County State Courts, as well as a

Court Commissioner for Spokane County, and;

WHEREAS, Judge Dooyema has extensive experience in

civil, criminal and dependency courts as an advocate,

including practicing in tribal court, as well as earning a

reputation as a fair, objective and well-prepared judicial

officer, with invaluable knowledge and experience in tribal

judicial systems, and;

WHEREAS, Chief Judge Leone Reinbold joins in this

recommendation.

THEREFORE, it is the recommendation of the Law &

Justice Committee to approve the appointment of Judge Eric

Dooyema as a Justice of the Colville Tribal Court of

Appeals for a term of six years, pursuant to Amendment X

of the Colville Tribal Constitution.

WHEREAS, there has been a vacancy on the Court of

Appeals because Associate Justice Hunter Abell has

tendered his resignation; and

WHEREAS, Tribal Judge Cindy K. Smith, has expressed an

interest in filling the vacant position, and is qualified to sit

as a Justice of the Court of Appeals; and

WHEREAS, Judge Smith who is the Chief Judge for the

Suquamish Tribal Court, has served on the bench of the

eight Tribal Court systems, as well as the District Court for

Kitsap County; and

WHERAS, Judge Smith earned a reputation as a fair,

objective and well-prepared judicial officer, with invaluable

knowledge and experience in tribal judicial systems, and;

WHEREAS, Judge Smith will bring experience and

familiarity with working for tribal communities, and;
