Natural Resources and Management & Budget Committees

to approve Contract Change Order 10 with WSP USA

Environment & Infrastructure, Inc. to extend the contract

end date to 09/30/2026 for continued geotechnical

investigation, conceptual design and dam type selection for

the replacement of Owhi Dam on the Colville Reservation,

Washington. Contract Change Order to be paid from BIA

Safety of Dams budgets. Chairperson or Designee is

Natural Resources and Management & Budget Committees

to approve second funding award for the FY25 BIA TFW

Supplemental in the amount of $51,033.00 bringing the total

FY25 awarded amount to $107,998.00. The Confederated

Tribes of the Colville Reservation acknowledge this

proposal addresses only funds available for TFW

Supplemental projects in FY2025, and further acknowledges

that no guarantee is made, or implied, that funds will be

available for that purpose beyond the current year. No Tribal

dollars associated. The Chair or Designee is authorized to

sign all pertinent documents.

Natural Resources and Management & Budget Committees

to approve Contract with Lodestone Environmental

Consulting, LLC in the amount of $238,801.45. The

contract is for continued technical services for

environmental contamination issues including the Upper

Columbia River Remedial Investigation, Natural Resource

Damage Assessments, Toxics Monitoring, Transboundary

Mining Impacts, and related projects. No Tribal dollars are

being added or requested. Chair or Designee authorized to

sign all pertinent documents.

Fisheries Committee to approve the modification #2 for

Bonneville Power Administration (BPA) CCT Okanogan

Restoration, fund number 316624, contract number 84051

REL 23 in the amount of $3,172,698.00. This modification

reduces the amount by $393,230.00, bringing the new total

to $2,779,468.00. The performance period is from

November 1, 2024 to October 31, 2025. The Chairperson or

Designee has authority to sign all pertinent documents.

Fisheries Committee to approve the Cooperative Agreement

84051, Rel. 30 for the Colville Resident Fish Stock Status

Project. The primary goal is to ensure historical and current

fisheries data are collected and electronically preserved.

This contract is funded by BPA, fund number 321026.

Contract value amount is $81,153.00. The performance

Fisheries and Management & Budget Committees to

approve the agreement between the Confederated Tribes of

the Colville Reservation and Common Wealth Pension

Services Inc. for a retirement plan for the Sinixt employees

in the Nelson, BC Fish & Wildlife office. The Chairperson

or Designee is authorized to sign all pertinent documents.

Management & Budget Committee to consent for the

Confederated Tribes of the Colville Reservation to apply for

Washington State Broadband Office (WSBO), Broadband,

Equity, Access and Deployment (BEAD) broadband Notice

of Funding Opportunity in the amount of $25,780,557.00.

The Colville Tribes submitted their own application for

grant funds within the Colville Reservation boundaries and

designated project areas. Chairman or Designee to sign all

relevant documents.

Committees to approve this Change Order adding

$9,600.00, changing contract from $463,250.00 to

$472,850.00 to install removable bollards around wells to

provide additional water source protected and extending

Contract C24-500 date to December 31, 2025 between the

Colville Confederated Tribes and JR Construction.

and approve budget modification in the amount of

$103,877.00, Indirect of $23,684.00 for BPA account

910625. This modification is to use the carryover funds to

Committees to authorize the Non-Disclosure Agreement

between the Confederated Tribes of the Colville Reservation

and Active911 for the purpose of a 90 days no cost demo of

the product. Following the conclusion of the demo, should

the Tribes decide to proceed with the implementation of the

Active911 Alert Notification System, services will be at an

annual service fee of $16.20 per assigned device, with an

overall maximum amount not to exceed $595.00 annually

and shall be in effect for the next five (5) years upon

the North Central Washington TechAlliance FY2025 Digital

Access Microgrant in the amount of $4,000.00. The Tribal

approve the Confederated Tribes of the Colville

Reservation: Early Childhood Education/Head Start FY

2025 Office of Head Start Supplemental: Nutrition Grant

application in the amount of $144,280.00. The Tribal

Chairman or designated representative is authorized to sign

all pertinent documents. No additional tribal dollars

required.

approve Employment & Training/Childcare Services

Organizational Chart that includes the Family Support

Coordinator (new) position. No Tribal Match Required. To

accept the Award for Grant #A24AV00105. This award will

add the financial transactions identified for inclusion in the

Confederated Tribes of the Colville Reservation's P.L. 102477 approved plan. This is a one-time award, subject to

grant term. Fiscal Year 2024-25 Grant Award is

$2,846,871.00. Modification #9 increased by $84,696.00.

annual contributions of 25% of the fuel revenue to the

Generations Fund, Appendix 3 of the Investment Policy

Committees to approve the attached consolidated budget for

the Revenue Cycle Department. Chairman or Designee to

Law & Justice and Tribal Government Committees to

amend Resolution 2022-208, to authorize the Executive

Director as the Tribal Authorized Representative (TAR), the

Emergency Management Coordinator as the Tribal

Coordinating Officer (TCO), and a delegate from

Accounting as the Tribal Hazard Mitigation Officer

(THMO). This is a requirement from FEMA that will allow

the Tribes to move forward with the Period of Performance

(POP) extension request for FEMA-4631-DR. Chairman or

Designee to sign.

Tribal Government and Management & Budget Committees

to appoint Kyle Epstein to the CTFC Board of Director's

(JF-42832) position for a two-year term, formerly filled by

Nicolette Descoteaux. Hire will be contingent upon passing

required background clearances. In the event that Kyle

Epstein does not pass the background check or declines the
