To support the following: Tribal communities have much

strength, limited resources and opportunities as well as

structural and psychosocial barriers have prevented tribal

communities from establishing cultures that support long-term

recovery from chemical abuse and dependence; and

WHEREAS, this circumstance is due, in part, to a lack of

programmatic research regarding best practices for supporting

recovery among tribal communities; and

WHEREAS, building, evaluating, and disseminating a

community-based culturally appropriate mental health program

among the seven tribes affiliated with the Healing Lodge of the

Seven Nations will create a new community resource for

supporting recovery; and

WHEREAS, the Healing Lodge of the Seven Nations and the

Division on Addiction continue to work together to advance the

Center for Indigenous Research Collaboration Learning &

Excellence (CIRCLE), in part, as a means to provide affiliated

tribes and the broader Native American community important

research information related to Native American youth;

NOW THEREFORE, BE IT RESOLVED that the Healing

Lodge, Division on Addiction, and the seven tribes affiliated

with the Healing Lodge will work in good faith to move

BE IT FURTHER RESOLVED that during 2017, with the

support of the TRIBE, CIRCLE will apply to the National

Institutes of Health for a NARCH X grant award that will

support this developmental research and dissemination program

at the seven tribes affiliated with the Healing Lodge.

The banning of all traditional burns until the fire danger rating

subsides, with the exception of burns for funerals. The fuels

across the reservation are very dry due to high temperatures and

an absence of substantial rain in the past 48 days; furthermore

the predicted weather outlook follows the same trend of high

temperatures.

To accept Amendment Number Three (3) increasing contract

amount of $5,000.00 for Health Education, Health Promotion

activities. No Additional Tribal dollars. Chair or designee to

sign all pertinent documents.

To approve the attached Memorandum of Agreement and

Addendum 1 with Ferry County Public Works Department.

The agreement outlines the responsibilities of both entities to

coordinate, collaborate and provide safe road ways within the

Colville Reservation and where we share joint resources.

Addendum will provide for the cold mix supply reimbursement

to expand the Silver Creek road repairs. The documents outline

the signature authority of the parties as approved by this

resolution.

To direct closure of all reservation roadways due to extreme fire

conditions effective 6:00 p.m., August 15th, 2017. The County

road systems remain open which provides home access to most

residents. Exceptions to this restriction are Mission End Omak Lake, Cameron Lake, Buffalo Lake, Owhi Lake,

McGinnis, Rogers Bar, AA Camp Ground only, Keller Park,

Net Pens, Twin Lakes, Rocky Point, and Barnaby Creek. This

closure remains in effect until IFPL level 4 conditions subside.

In the event road access is needed, the Fire Resource Advisor

can grant a permit, but requires escort.

To direct the Bureau of Indian Affairs (BIA) Forestry

Department to set the Industrial Fire Precaution Level at 3 to

allow for continued logging operations with the condition that

contractors post a 24-hour fire watch. Chairman or designee to

sign all pertinent documents.

To authorize the transfer of $10,000.00 out of CBC's FY 2017

Political Contributions line item to the Office of Reservation

Attorney Office for the travel expenses of Sinixt affiliated

members attending the appeal hearing for Rick Desautel.

This AAA Agreement MAC/TSOA Implementation is by and

between the State of Washington (DSHS) and the Colville

Tribe. The following Exhibits are attached to and incorporated

into this Inter-local Agreement by reference: Exhibit A,

Statement of Work. The AAA shall provide the following

services. (1) Medicaid Alternative Care (MAC) (2) Tailored

Supports for Older Adults (TSOA). Exhibit B, Milestone

Schedule and Pricing. All other terms and conditions of the

Contract remain in full force and effect. No additional Tribal

dollars required. Chair or designee authorized to sign all

pertinent documents.

To approve DSWG Architects, Inc. contract in the amount of

Seven Hundred Sixty Thousand, Eight Hundred and no XX/100

($760,800.00) for the new Omak Clinic design and construction

documents with the funding coming from fund number 19306.

To approve the Lake Roosevelt Community Health Centers

(LRCHC) to pursue the HRSA Mental Health and Substance

Abuse Service (AIMS) Supplemental Funding Grant in the

amount of $150,000 to allow for Behavioral Health Integration

into the LRCHC Primary Care setting. No tribal dollars

identified.

To approve the Lake Roosevelt Community Health Centers

(LRCHC) to purchase the NextGen Electronic Health Records

System through funds provided by the Indian Health Services

Tribal Management Grant. No tribal dollars identified.

To delegate Georgia Simpson to the Indian Policy Advisory

Committee as the delegate for the Confederated Tribes of the

Colville Reservation. This resolution shall supersede all prior

resolutions.

To delegate Sheilah Cleveland to the Indian Policy Advisory

Committee as the alternate delegate for the Confederated Tribes

of the Colville Reservation. This resolution shall supersede all

prior resolutions.

To approve the attached modification to contract for repair

and/or construction services (attached) with Liquid Networks,

Inc. (assignee of South Bay Excavating) for continuation of

fiber project. Chairman or designee to sign all pertinent

documents.

To amend the Agreement approved by Resolution 2017-285 as

set forth in the attached Amendment. Tribal chair or designee

To approve the attached contract to Stauffer & Associates,

PLLC in the amount of $144,000 to provide additional Audit

training. Funds to come from approved budget. Chair or

designee to sign all pertinent documents.

To approve funding in the amount of $119,015 install a clean

agent fire protection systems in the BIA file rooms. Funds to

come from the General fund Capital Projects line item. Chair

or designee approved to sign all pertinent documents.

To authorize Jamie Edmonds to negotiate a contract for the

Special Prosecutor. Per case assignment. Funding to come

from the Prosecutor's/ORA budgets as authorized.

To issue a request for proposals for an outside contract attorney

to provide advice, investigation services, and recommendations

to the Rules Committee regarding ethics complaints filed with

the Committee. The Rules Committee will select the contract

counsel and the contract counsel funding will be paid from the

Office of Reservation Outside Counsel/Consultant budget #587.

278,000 has been frozen at its 1995 level; the current student

count of 321,250 was updated by the BIE in 2012; however,

according to data collected by the U.S. Census Bureau, in 2010

there were 798,486 American Indian and Alaska Native alone

students in the age group eligible to receive JOM assistance,

and 1,469,722 American Indian and Alaska Native alone or in

any combination students, 93 percent of whom attend Public

Schools, which leaves more than 400,000 students with unmet

needs; and

Whereas, without continued and appropriately assumed levels

of annual Congressional funding, JOM programs that foster

specialized, culturally sensitive and unique educational

programs that develop leadership skills of future tribal leaders

necessary to promote positive academic, social and economic

changes in Indian communities will slowly cease to exist; and

Now therefore be it resolved, that Colville Tribe supports of

efforts to update and modernize the JOM program and for true

funding level determinations; and

Therefore, be it resolved, that under the authority of the

Employment & Education Committee, the Colville Tribe

hereby approves this resolution in support of the enactment of

S. 943, and that it meets the Tribe's prevailing social and

cultural standards and protects the best interests of the

community.

To approve the new sub contract for 316617 Cates & Erb in the

amount of $95,283.23 and the dates are from signed document

to October 31, 2017 and authorizes the Chairman or his/her

United Tribes (UCUT) in the amount of $232,985 dates are

To approve the 2017 CCT Off-Reservation Hunting

Regulations in order to promote sustainable, subsistence

restore Canada Lynx within the South Half and North Half of

That the Colville Business Council approve and execute the

Recognition, Non-disturbance, and Attornment Agreement

("Agreement") for the Sublease Agreement for Lease No. 04-28

for the Colville Homes IV Development project as Ground

Lessor. The Agreement will allow the CIHA the ability to

secure a contribution from a Low Income Housing Tax Credit

investor to develop the Colville Homes IV Development

project. To meet the project requirements necessary to provide

security for the investor's contribution, the Agreement contains

a limited waiver of Confederated Tribes of the Colville

Reservation's sovereign immunity to unconsented suit for the

sole and exclusive purpose of resolving disputes arising under

and enforcing the terms of the Agreement, pursuant to section

10 of the Agreement.

Recognition, Non-disturbance, and Attornment Agreement

("Agreement") for the Sublease Agreement for Lease No. 3117

for the Colville Homes IV Development project as Ground

Lessor. The Agreement will allow the CIHA the ability to

secure a contribution from a Low Income Housing Tax Credit

investor to develop the Colville Homes IV Development

project. To meet the project requirements necessary to provide

security for the investor's contribution, the Agreement contains

a limited waiver of Confederated Tribes of the Colville

Reservation's sovereign immunity to unconsented suit for the

sole and exclusive purpose of resolving disputes arising under

and enforcing the terms of the Agreement, pursuant to section

10 of the Agreement.

To create a multi-disciplinary workgroup to include the Bureau

of Indian Affairs, the Colville Tribal Federal Corporation, and

the Colville Tribes Natural Resources Division to look for

efficiencies with Timber Harvesting and Sales.

To support the development of a Strategic Plan for the

Confederated Tribes of the Colville Reservation Natural

Resources Division, including participation of the Departments,

Programs and staff that report to the Colville Business Council

Natural Resources Committee.

To approve the FTA Transit budget which includes

FY2015/2016/2017 dollars in the amount of $809,534.00. No

Tribal dollars. Chairman or designee to sign all pertinent

documents.

To approve an appropriation of funding in the amount of

$19,050 to repair the in ground sprinkler system at the Monse

Cemetery and purchase a riding lawnmower. $17,550 to

remove the existing sprinkler system and install a new system,

and up to $1,500 for a new riding lawnmower for the site.

Funds to come from the General fund Capital Projects line item.

Chairman or designee approved to sign all pertinent documents.

To approve an appropriation of funding in the amount of

$23,489.00 for the cleanup of the Tribal property commonly

known as the Johnson property (Tribal Tract 101-T4230)

abutting the San Poil Health Center property to the south to

make way for construction of the Keller Wellness facility

and/or other associated health facilities. The breakdown of

costs are as follows: $1,715.00 for two-40 yard drop box rentals

from the Solid Waste Program plus $21,774.00 for 47 vehicles,

burned metal, RV's and solid waste containment and removal.

Funds to come from the General fund Capital Projects line item.

Chairman or designee authorized to sign all pertinent

To reinstate access for youth who may need services from

Washington State's Rehabilitation Administration, Jamie

Edmonds is authorized to work on behalf of the Confederated

That the Confederated Colville Tribes will enter into the Town

of Nespelem mutual aid agreement for fire protection and

emergency medical response within the respective jurisdictional

boundaries of each party, to provide ownership of respective

assets and a basis for providing for maintenance, training, and

other essential services in connection with firefighting and fire

protection services. Chairperson or designee has the authority

to sign all pertinent documents.

That the Confederated Colville Tribes will join participation in

Homeland Security and Emergency Management "All Hazards"

planning and preparedness programs contemplated by and

between eight (8) designated jurisdictions: The Counties

Chelan, Douglas, Grant, Kittitas, Okanogan, the Cities of

Wenatchee and East Wenatchee, and the Confederated Tribes

of the Colville Reservation. Chairperson or designee has the

authority to sign all pertinent documents.

To approve Virgil Seymour's life insurance benefit to payout to

widow Janna Seymour in the amount of $50,000 to come out of

salary savings within Fund No. 587 Arrow Lakes Facilitator

Position. This is per Resolution 2016-280, per Contract Section

IV, Fringe Benefits available to all contracted employees. This

Colville Business Council had no knowledge that the life

insurance benefit required a 30-day waiting period and did not

take into consideration that Virgil Seymour retained the

position of the Arrow Lakes Facilitator since 2013 and there

was no pause or break in his employment. Therefore the 30day waiting period should have been waived. This action is

taken to rectify the benefit due to Virgil Seymour.
