To approve the renewal of the Omni Staffing Contract for

FY2019 and to allow payments be made to Omni Staffing as

quickly as possible. The Convalescent Center owes Omni

Staffing for approximately $130,000.00 in past due invoices

that need to be paid as quickly as possible before Omni Staffing

stops sending the NAC’s to work for the Convalescent Center.

The Chairman or designee authorized to sign all pertinent

documents.

To approve the new full award for 310019 Chief Joseph

Kokanee Enhancement Project in the amount of $580,841 and

the dates are from January 1, 2019 to December 31, 2019 and

authorized the Chairman or his/her designee to sign all pertinent

documents. Attached is the new full award. No Tribal dollars

associated.

To approve to amend resolution 2007-554 (Agreement with

WDFW for pilot project related to cooperative regulation and

management of fishing by non-members of the Colville Tribes

on Lake Rufus Woods for a Date Extension of Six months (July

9, 2019) and authorize the Chairman or his/her designee to sign

all pertinent documents. Attached is the date extension and

2007 agreement. No Tribal dollars associated.

To approve and accept contract 1769-88502 Lifespan Respite

CY18 Amendment #2 in the amount of $10,000. Chair or

designee authorized to sign all pertinent documents.

To approve renewal of program agreement-Independent Living

Skills Program (1862-34448) between Washington State DCYF

and Colville Tribes Children and Family Services for the period

of July 1, 2018 to June 30, 2019, with maximum amount of

$13,225.00. The Chairman or authorized designee to sign all

pertinent documents.

To approve to modify the FY-2019 PMC budget to correct the

salary scale and move the excess amount of $1,418.00 left in

the Salaries and Fringe as a result of the correction, to the

Consultant line item (63210) to help cover cost of elder

stipends. Supporting documents are attached. No additional

dollars are needed.

To approve the attached budget modification in the amount of

$4,340.00 for Human Resources. No additional funds.

To approve the contract between the Colville Confederated

Tribes and Dustin Best, Chief of Police. Chairman or designee

to sign all pertinent documents.

To delegate the Program Director of the Environmental Trust

Department (ETD) to the Columbia River Policy Advisory

Group. The Group advises the Office of Columbia River on

policy issues associated with developing new water supply for

Eastern Washington and is comprised of representatives from

state, local, tribal, and federal governments, irrigators, business,

and environmental groups. Delegations alternates include the

ETD Water Administrator and the ETD Water Resource

Specialist. Chair or designee has the authority to sign all

pertinent documents.

To approve Jonnie Bray, Colville Tribal Member, to purchase a

portion of 101-T108-B(por) per Resolution 2015-436 and 2017541 and Resolution 2018-524 at the appraised value of $35,000

with $750.00 lease monies applied to purchase price with a

difference of $34,250.00 owed to Colville Confederated Tribes.

northeast quarter (W½E½E½NE¼) of Section 36, Township 32

East, Willamette Okanogan County, Washington, Containing

8470.00 square feet, more or less. Term: Fee Sale to Tribal

Member. Compensation: $24,000.00, subject to purchase sales

pertinent documents.

To accept and approve Rebecca Hunt, Colville Tribal Member,

BID item N-3. Mrs. Hunt has bid $80,200.00 for the property is

located at 1006 Central Drive, Coulee Dam, WA 99116. The

property is described as: Lot 28, Block 62 Townsite of Coulee

Dam, Section 31, Township 29 North, Range 31 E, Willamette

Meridian, Okanogan County, Washington, Containing 8,610.00

square feet, more or less.

Term: Fee Sale to Tribal Member Compensation:

$80,200.00, subject to purchase sales agreement. Chairman or

designee has authority to sign all pertinent documents.

To approve the contract with the Forest Service Rocky

Mountain Research Station in the amount of $53,000 to perform

research on riparian buffer width effectiveness and mitigation

effectiveness for skid trails. Details of the proposal are

attached. Chairperson or designee has the authority to sign all

pertinent documents.

price will be $2,000 per resolution 2006-056. Chairman or his

Lake on the St. Mary’s Mission road Tribal Tract 101-T3461.

The boat launch area will be utilized for Conservation purposes

and emergency management purposes by the Colville

Confederated Tribes only. No motor vehicle shall enter or

launch any motor craft or non-motor flotation device by

accessing the water. The area will remain open to public

swimming and camping. This Boat Launch area is listed on the

State official public boat launch map for recreation. Currently

this launch site is not functional and the access to the launch

ramp was blocked due to culvert and road washout during the

flood in 2016. Chair or designee to sign all pertinent

documents.

To enact the amendments for Chapter 3-1 Criminal Code as

proposed (attached). Chapter 3-1 has been processed utilizing

CBC Procedural Rule 3 (b), (e), (f), and (g) and is in the final

stage. No comments have been received during the comment

review period. Once approved, a copy shall be forwarded to the

Code Reviser for certification and distribution.

To enact new Chapter 6-21 Temporary Unit Occupancy Tax

Act as proposed (attached). Chapter 6-21 has been processed

utilizing CBC Procedural Rule 3 (b), (e), (f), and (g) were

followed. No comments have been received during the

comment review period. Once approved, a copy shall be

forwarded to the Code Reviser for certification and distribution.
