To approve a FY 2022 budget modification. Modification

necessary to reallocate dollars to finance the Tribes Internal

Planning Commission. Planning Commission replaces the

defunct Land Use Review Board (LURB), in the Tribe's

Law and Order Code (4-3). No existing positions effected.

Zero additional dollars added. Chairman or designee to sign

all pertinent documents.

To accept the 2nd half of Office of Head Start funding for

NOA# 90CI010123-01-01 in the amount of $1,429,170.00

for a total of $2,858,340.00 with a 12.08% Non-Federal

Match of $345,195.00. Non-Federal Share waiver in the

amount of $369,390.00 or 12.92% was submitted to the

Office of Head Start with application. The Tribal Chairman

or designee to sign all pertinent documents.

To approve the application of the FY 2022 Office of Head

Start 2.28% Cost of Living Allowance Funds in the amount

of $33,404.00 for Head Start and $30,643.00 for Early Head

Start for a total of $64,047.00 and Quality Improvement

funding in the amount of $5,985.00 for Head Start and

$4,453.00 for Early Head Start for a total of $10,438.00.

Total COLA and Quality Improvement funding is

$74,485.00. Non-Federal match waiver requested. Tribal

Chairman or designee to sign all pertinent documents.

To approve Womer & Associates, Inc. contract CO#1 to add

$50,000.00, bringing the total contract amount to

$155,000.00, to perform on-call engineering services and

finish the Shelf ready projects. Contract not to exceed

To approve the following Red Plains Professional, Inc.

consultant contract to perform and provide technical

assistance for the Long Range Transportation (LRTP)

Addendum and the National Tribal Transportation Facility

Inventory (NTTFI) update in progress and then complete the

2023 NTTFI, LRTP, TTIP and Technical Assistance.

To approve Change Order #2 to TD&H Engineering

contract increasing the amount $50,000.00 bringing the total

contract amount to $185,000.00. Contract not to exceed

To approve the budget modification #1 $519,357.00. This

action is to reallocate existing funds from current approved

To relinquish the Inchelium Youth Camp from under the

Diabetes Program. Also, the Diabetes Program is requesting

reimbursement for all payment made from August 2021 to

the present. Chair or designee authorized to sign all

To approve the attached agreement between the

Confederated Tribes of the Colville Reservation and

Spyglass Group, LLC. Spyglass will be conducting a

wireless service and device audit with AT&T and Verizon.

To approve Change Order #1 with Darktrace Holdings

Limited in the amount of $264,654.00 total amount of

$339,678.00. Change will include added dollars, cost

sharing accounts and added servers (Network and Systems

Antigena). Chair or designee to sign all relevant

To approve the attached purchase from Technologent in the

amount of $259,025.42. This will be a purchase to replace

all tribal government infrastructure network (internet)

switches district wide. Chairman or designee to sign all

relevant documentation

To approve the budget modification to increase the salary by

$14,186.00 and for the increase in the fringe line item by

$1,920.00. These increases is to put the court staff at the

correct salary range and step with the salary increase

effective January 2022. Chairperson or designee is

authorized to sign all pertinent documents.

To approve the Indirect Cost of $123,508.00 and increase

that by $62,997.00 for a total of $185,505.00. Chairperson

To acknowledge the initial federal grant award of

$552,595.00 A20AV00079 and to approve the budget

modification for mods #9-13 for a total of $766,335.00 to

bring the total amount of the budget modification to

$1,132,414.00. Also, this budget modification reflects the

vacant position of the Chief Judge, one (1) Associate Judge

and one (1) Pro-Tem Judge and to increase the Court

Administrator salary to reflect putting her on the salary

Range 124 Step 8 of the new salary seal of the Colville

Tribes, for a total increase in salaries of $448,355.00 and

fringe at $104,721.00. Chairperson or designee is authorized

To approve the 2022-2023 Insurance Premiums in the

amount of $3,212,905.00. These are tribal dollars with

partial reimbursement through 638 contracts, and grant

dollars. Chairman or designee has the authority to sign all

pertaining documents and approve monthly payments to

Conover Insurance.

To approve the Cooperative Agreement between the Bureau

of Indian Affairs, Northwest Region and the Confederated

Tribes of the Colville Reservation for Wildland Fire

Management. Chair or designee to sign all pertinent

documents

To approve the addition of the Construction Manager

position to the Youth Development Program organization

chart for FY22 utilizing salary savings. Chair or designee

authorized to sign all pertinent documents.

To support the grant writing consultants selected from the

RFQQ sent out per Resolution 2022-100 for assistance with

the Infrastructure Investment and Jobs Act funding

opportunities. Additional grant writing consultants maybe

procured to assist, but must complete the admin review

process before being approved. Executive Director to sign

all pertinent documents.

To approve $60,000.00 for Housing Tax Credit services for

the Colville Tribes and the formation of a task team

comprised of the Colville Tribes Cedar Fund, Colville

Indian Housing Authority, Colville Tribes Accounting, and

additional tribal Government programs as needed. Chair or

has approved a grant of $25,000.00 to Colville Confederated

Tribes of the Colville Reservation for Boarding School

Awareness Media. Chair or designee authorized to sign all

To accept budget amendment #3 to Washington State DOH

Contract TRB25563, funding period January 2022December 2022: A total of $794.00 is being added to fund

WIC staff wages to distribute farmers market nutrition

program benefits. Chairman or designee to electronically

behalf of both entities, the Confederated Tribes of the

To approve the Contract Change Order for C22-226: Tree

Planting Northstar Contract #1, awarded to Innes Wood

Products from $46,749.86 to $99,356.86 Justification is

OND Forestry utilized extra unused seedlings and added

169,700 seedlings at $0.31 per seedling to plant which

increased the contract by $52,607.00. No Tribal Funding is

required; the additional funding will come out of the

Northstar BAER - BAR Funding. The Chairman or his

designee is authorized to sign any related documents.

To approve the Contract Change Order for C22-101:

Roaring Creek Excavator Scalp Contract. Change order is

for the 1/3 increase in cost due to increase in diesel fuel

price since the contract was signed by the Contractor, Bill

Somday. Change order is for $40.00/acre increase, total of

$18,748.00 increased funding. Total contract will be

$135,923.00. Chairman or designee to has the authority to

sign all pertinent documents.

To approve Sub-Contract for Columbia Helicopters, Inc., in

the amount of $600,000.00. Dates are from July 1, 2022 to

September 30, 2022 and authorize the Chairman or his/her

To approve new full award for Selective Gear in the amount

of $487,559.00, dates are from June 1, 2022 to May 31,

WHEREAS, the average ACE score (number of childhood

traumas experienced) for AI/AN participants were

approximately 40% higher than for individuals who identify

as Black or Hispanic and over 50% higher than for

individuals who identify as White.

WHEREAS, suicide is the second leading cause of death for

Native American youth.

WHEREAS, 98% of Native American people experience

trauma to any severity.

WHEREAS, mental health is a predictor of educational

outcomes.

WHEREAS, Native American children have, and have had,

some of the worst educational outcomes of any race in

Washington State and Nationally for nearly a century.

WHEREAS, low educational outcomes lead to low

socioeconomic success and impedes on the health,

happiness, and safety of native communities and families.

WHEREAS, there has been little to no effort in improving

conditions for Native American children in the public

education system.

WHEREAS, the school districts on or near the Reservation

demonstrate the educational disparities for Native American

Children. Native American Children at Lake Roosevelt

Elementary are performing, on average, 13% percent below

in areas of English Language Arts, Math, and Science than

their white counterparts. This increases to an average of

26.1% for Native Children at the JR/SR High School Level.

Native American Children attending Okanogan School

District perform 28.7% below their white counterparts in

English Language Arts, 12.6% below in Math, and 33.5% in

Science. Native American Children attending Omak School

District perform 24.3% below their white counterparts in

English Language Arts, 20% below in Math, and 25.7% in

Science.

WHEREAS, it is the recommendation of the Culture and

Education & Employment Committee that a STATE OF

EMERGENCY be declared in the mental health of Colville

Tribal Youth and Families.

WHEREAS, it is the recommendation of the Culture and

Education & Employment Committee that the Colville

Business Council commits to working with other

Washington State Tribes in demanding the state provide

redress to Washington State Tribes.

To rescind Resolution 2022-89 in its entirety, as the Colville

Tribal Law and Order Code 1-1-145 identifies the Court

Administrator whose duties shall be to assist and/or give the

general public information pertaining to court matters.

To sign-on to the upcoming Tribal Amicus Brief to be filed

in the United States Supreme Court in the Haaland V.

Brackeen case, to support the constitutionality of ICWA.

Marty Raap, Managing Attorney of the ORA, is authorized

to communicate with the Native American Rights Fund and

other entities as necessary to facilitate the Colville Tribes

signing on in support of the brief.

That Alison Wolf, a photographer for the Wilderness

Society and Natives Outdoors, be granted express

permission to take photographs at the Wagner Ranch event

on June 24th, 2022 and to interview elders and tribal

members for a photographic and interview-based

storytelling article on the Methow Valley and efforts to

reclaim land and return salmon. All information obtained is

under the sole ownership of the Confederated Tribes of the

Colville Reservation and its proprietary to the Tribes

pursuant to the Colville Tribal Code section 6-6-6. The

Tribes reserves the right to comment and edit all documents

prior to any publication of any information about the Tribes,

its culture and/or its history. No information or data

gathered in the course of this project, nor any conclusions

based on that information or data, may be released or

disseminated in any form without the express prior written

consent of the Tribes. All proprietary rights, including any

data collected or created form that data, will be owned by

the Tribes. The Chairman or his designee is authorized to

sign all pertinent documents.

normal hours of operation.

The Chief Judge (or acting Interim Chief Judge) may grant

administrative leave for those Tribal Court employees

directly affected by unsafe, unsanitary, or other adverse or

emergency working conditions (e.g., power outage, sewer

backup, etc.) and during extreme weather conditions. All

Tribal Court employees not directly affected will remain on

duty and will not receive additional compensation.

Administrative leave is not an employee right. The Chief

Judge (or acting Interim Chief Judge) is not obligated to

grant it. If administrative leave is approved for any Tribal

Court employee(s), that information will be distributed in a

written format. Only those employees in work status at the

time of administrative leave is granted are eligible to receive

administration leave; Tribal Court employees already on
