Whereas, due to the unprecedented challenges, including the

economic challenges caused by the COVID-19 (coronavirus),

the Confederated Tribes of the Colville Reservation is

implementing measures to ensure the financial stability of the

Tribes, including instituting Layoffs.

Whereas, it is the recommendation of the Employment &

Education Committee to temporarily suspend Section 4-16-2 of

the Employee Policy Manual.

Whereas, on March 16, 2020, the Colville Business Council

declared by Resolution a Public Health Emergency, directing

Tribal Departments to utilize tribal resources to assist with

addressing the COVID-19 outbreak. In an effort to utilize tribal

resources, it is the recommendation of the Employment &

Education Committee that ‘Essential Employees’ assist with job

duties that do not typically fall within their job descriptions.

This ‘Other duties as assigned’ designation will be on a

temporary basis and will be determined at the discretion of the

Division Director, in consultation with Program Managers.

Americans Act Title VI Part A in the amount of $142,360.00

To support the Colville Tribes' Planning Department

streamlining the submission of COVID-19 funding response

grant proposals. This streamline would allow the Planning

Department to bypass the normal administrative review process,

and will allow the Planning Department to apply for COVID-19

related grants with only the approval of the Executive Director

or designee. No grant will be accepted without going through

the complete admin review process and a Resolution of the

Colville Business Council. Application documents requiring

the Tribes signature can be signed by Chair or designee.

To 638 contract the entire Cooperative Fire Management

Agreement. The Tribe will request a 638 Fire Management

contract, with the intent to carry out all contract obligations

under the management of Tribal positions. The Tribal Chairman

and/or designees have authorization to sign all pertinent

documents.

To approve the Colville Confederated Tribe - member, for

grazing privileges on Range Unit 25 for the 2018 to 2022

grazing permit cycle. The grazing fees ($1.20/AUM for Tribal

tracts and $10.00/AUM for allotment tracts) established by

resolution 2018-44 shall apply. The permittee shall comply

with the Best Management Practices (BMP's) set forth by the

Range Program for the duration of the permit. Chair or

To request the BIA Northwest Regional Office to lift the current

suspension of prescribed burning (per FMO call notes from

3/24/20) for the Colville Reservation. The Chairman and/or

Silver Creek road from mile post 0, starting at the Silver Creek
