To approve the attached Organization Chart for TOSHA

program commencing October 23, 2017. The reorganization

includes the transfer of the Communications Engineer and the

Radio Communications Administrator from Administration to

Public Safety. The office space and equipment is transferred

with the reorganization of the program.

To approve Change Order number one (1), to Peone Logging

(C17-353) to complete the culvert installation for the Step

Stone Creek road as requested under BAER funding for

culvert replacement. The BAER funding is in the amount of

$87,500.00 and the remaining $234,500 will be paid for from

the CCT DOT G2G agreement (1104015). All invoices, pay

estimates have to be maintained separately under the

combined funding mechanisms for Step Stone Creek.

That the Confederated Tribes of the Colville Reservation have

purchased the former Wenatchee property consisting of 3.48

acres, more or less in Douglas County, Washington, described

as: Parcel Number: 40600000103: That part of the North half

of Lots 1 and 2, East Wenatchee Land Company's Plat of

parts of Sections 26 and 27, Township 23 North, Range 20

East, E.W.M., according to the plat thereof recorded in

Volume A of Plats, page 198, lying below the canal of the

Wenatchee Reclamation District, Except that portion

conveyed to the State of Washington by deed recorded

September 14, 1971, under Auditor's File No. 161895. Also

except that portion conveyed to the State of Washington by

Deed recorded September 30, 2009 under Auditor's File No.

3138348. The Tribe intends to utilize this property for future

economic development; and it is the intent to keep this

permanent part of their land base; and the Colville Business

Council hereby request the Bureau of Indian Affairs and the

United States Department of the Interior to place the former

Wenatchee Property into trust status for the benefit of the

Confederated Tribes of the Colville Reservation under

Section 5 of the Indian Reorganization Act (IRA) of June 18,

1934 (48 Stat. 984); 25 U.S.C. 465 and; the Confederated

Tribes of the Colville Reservation does not plan to use the

subject property for game or gaming-related purposes.

analysis of the Colville Tribes Lidar data. Contract price will

not exceed $268,904.00. This project will utilize the Tribes

Lidar data to develop a forest wide timber inventory, wildlife

forage ratio map, roads map, tree height classification map,

canopy density map and standing biomass map. This contract

will include all data analysis and field verification plots. The

project is funded with Federal Funding. Chairperson or

designee has the authority to sign all pertinent documents.

To approve the following WSDOT Inchelium-Gifford Ferry

Improvements Piling Project Agreement LAA8978 to remove

the failing and decomposing ferry dock pilings and replace

with new ones on the Inchelium side of the Columbia River.

In addition, the electrical power supply and conduit system

will also be replaced. New LED fog warning lights will be

installed on the pilings as well as updated signage and safety

requirements. Chairman or designee to sign all pertinent

To approve the 90 day Emergency Contract for Edward

Jursek. A 90 day Emergency Assignment due to being short a

Judge at the Colville Tribal Court. The Chairman or his/her

designee to sign all pertinent documents.

To approve the attached employment contract with Richard

Lee for a Public Defender. This resolution authorizes the

Public Safety Director to sign the employment contract for the

Colville Tribe.

Plan for the development of remaining casino sites within the

ancestral and historic territories of the Confederated Tribes of

the Colville Reservation. Francis Somday's contract will

remain in full force and effect with the exception of scope of

duties, which shall be limited to the special assignment

described above. On a rotating basis, current

administrators/division directors will serve as acting ED for a

period of 120 days, beginning with Debra Wulff.

Subsequently, CBC will determine by consensus who will

serve as acting ED. Chairman or designee to sign all

To approve CCT Child Support and Tribal System & Services

(TS&S) contract amount of $125,772.00 to provide

admistrative and technical services to the Tribes in support of

the Tribe's child support program and automated case

management and financial system, the MTS. Administrative

support services include program and user support services,

training, and assistance with processing of financial child

support data. Technical support services include management

of the Model Tribal System application software and data

center operations; and access to perfective, corrective, or

adaptive maintenance changes made to ensure optimal

performance of the Model Tribal System application in the

Tribe's data environments.

2017. The reorganization of the enforcement programs

provide uniform application of duties and responsibilities,

support coverage as well as cross-training and benefits for

these critical/safety sensitive positions. It also provides a

more equitable span of control within the Public Safety

Department.

extended through August 31, 2018, including all Exhibits and

other documents incorporated by reference, contains all the

terms and conditional agree upon by the parties as changes to

Whereas, the term of the representative from the membership

of the Tribes, as appointed by the Business Council expires on

October 8th, 2017. It is the recommendation of the

Management & Budget Committee to recommend the

appointment of Tanya K. Steele as Director of the Colville

Tribal Credit Board of Directors for a two year period by the

Colville Business Council.

To approve payment of $25.00 4-H enrollment fee, per youth,

for all Colville Reservation 4-H club members and CCT

enrolled tribal member youth, that may be enrolled in 4-H

through neighboring counties, within Washington State.

between Washington State University and Colville

Confederated Tribes, for funding of $98,698.00 as outlined in

Appendix A of MOA (attached). Dollars already budgeted,

To approve the contract for Electrical Utility Services to

install a solar pump and panels and connect to an existing

well casing, also place a cistern system that will hold water to

be pumped to a trough. Woven-wired fencing will be placed

around the panels, tank, and faucet. The amount awarded for

the contract is in the amount of $73,500.63. Chair or

To approve the Colville Tribes participation in the 2020

Census LUCA program. The LUCA program, mandated by

the Census Address List Improvement Act of 1994 (Public

Law 103-430), provides state, local, and tribal governments

the opportunity to review and update the Census Bureau's

address list. By participating in the program, the Tribes will

be able to review and update the Census Bureau's address list

or submit its address list to the Census Bureau in a specified

format, as well as review and update legal boundaries and

features on the Census Bureau maps. In order to participate

in the LUCA program, the registration form must be signed

by the highest elected official and returned to the Census

Bureau. Chairman or designee to sign all pertinent

To authorize the Colville Tribes to sign and approve the

Washington State Joint Aquatic Resources Permit Application

(JARPA) Form, as part of the environmental compliance for

the planning and development of the San Poil Boat Launch

Project under the Washington State Recreation Conservation

Office Grant Program, this project is located 1 mile north of

the Keller Ferry Landing, this authorizes the Chairman or

designee to sign all pertinent documents.

To enact amendments or Chapter 6-5 Gaming Code as

proposed (attached). Chapter 6-5 has been processed utilizing

CBC Procedural Rule 3 (b), (e), (f), and (g) and is in the final

stage. Requests for clarification on the amendments were

received and reviewed during this comment period. Once

approved, a copy shall be forwarded to the Code Reviser for

certification and distribution.

To accept the Colville Tribal Gaming Commission's

recommendation to reappoint Jessica Pakootas as one of its

members for a full term of three years commencing on the

passage of tribal resolution by the full Colville Business

Council in accordance with Chapter 6-5 (Gaming), Section 65-51 (Composition), of the Colville Tribal Law and Order

Code.
