of Washington Department of Social and Health Services,

Economic Services Administration, for Fiscal Year 2019

Basic Food Employment and Training education to

individuals with instruction and training to raise overall

employability. FY budget is $279,367 which is State

$228,138 (pass through from Federal and proposed Tribal

$69,329. Chair or designee to sign all pertinent documents.

To approve the application for COLA funds of $32,535.00

and non-federal match funds of $8,134.00 to apply towards

federally funded staff for a 2.6% salary increase. Remaining

amount will be used to retain six (6) administrative staff for

an additional work week each year. Total FY 2018 budget

will increase to $1,307,689. Tribal Chairman or designee to

sign all pertinent documents.

The Nespelem School District lies within the boundaries of

the Confederated Tribes of the Colville Reservation and

Section 538 of ESSA P.L. 114-95 requires the school district

to consult with Indian Tribes, the Employment and Education

Committee verifies the school district met with appropriate

tribal officials and received meaningful input.

On behalf of the Parks and Recreation Office the required

10% match guarantee payment for the State of Washington

Grant Application to improve the Nespelem Park. Contingent

on the grant approval then to disburse the funds. On May 9th,

2018 the Nespelem District voted o to approve the 10% match

guarantee payment following the Parks and Recreation Office

Memorandum of Agreement between the Confederated Tribes

of the Colville Reservation(CCT) Temporary Assistance for

Needy Families (TANF) and CCT Youth Development

Program increasing the reimbursed total amount for a 3 year

period from the original amount of $2,343,167 to

$2,900,375.00. This MOA will supersede all prior MOA's.

To approve the following timelines and deliverables for the

special project assigned to Francis Somday under CBC

Resolution 2017-625 (attached) as follows: Mr. Somday is to

create and present to the CBC a plan for the development of

remaining casino sites within the ancestral and historic

territories of the Colville Reservation and will present, in

written form, a draft of this plan no later than 60 days

following the approval of this resolution; Mr. Somday will

report to the Management and Budget Committee on at least a

monthly basis and more often if deemed necessary by Mr.

Somday or the Management and Budget Committee on the

progress of the work identified herein and in CBC Resolution

To approve the 2018 August Elder Quarterly Stipend, from

eligible tribal member age 55 and older of the Confederated

Tribes of the Colville Reservation. Elder Stipend shall be

distributed on or before August 1, 2018. Eligibility for the

Elder Stipend shall be: age 55, enrolled and living as of July

2, 2018. The following shall not apply to the 2018 August

Elder Stipend: Debt Set-Off Ordinance and Retro Active

To approve the Five Year Non-Competitive FY 2018 funds of

$1,583,826 ($1,267,020 Federal Funds and $316,816 required

non-federal cash match). The five year grant cycle is FY

2016, FY 2017, FY 2018, FY 2019, and FY 2020. Tribal

To approve the 2018 CCT Off-Reservation Hunting

Regulations in order to promote sustainable, subsistence

harvest. These regulations will be in effect for this hunting

seasons and will aid in the consistent management and

protection of Tribal resources. The Chair or designee is

To approve the 2018 CCT Sinixt Hunting Regulations in

order to promote sustainable, subsistence harvest. These

To approve future and past funds generated from the USDA

Farm Service Agency (FSA) CRP and ARC/PLC Programs

that are management by the Wildlife Mitigation Project be

deposited into Budget 3132. These programs are on

properties that the Wildlife Mitigation Project manages under

either the Hellsgate Big Game Winter Range Project (lands

acquired with BPA funding) or has agreed to manage CRP

contracts to maintain native vegetation on agricultural land.

The funds are generated from CRP contracts 35 ($12,997),

10001 ($1,523), 1002 ($5,314), 10003 ($3,240), 10014

($1,114; 21.4% Tribal ownership), and 10015 ($2,024; 42.8%

Tribal ownership), plus native vegetation management

practices required as party of the contract. The ARC/PLC

funds are based on the annual market value determined for

wheat and barley base acres on FSA Farm 864, Tracts 66, 67,

70, 72, 809, and 1350. The Wildlife Mitigation Project can

use these funds for wildlife and wildlife habitat improvement

projects. The Chair or designee is authorized to sign all

between the CTCR and U.S. Forest Service, OkanoganWenatchee National Forest to conduct restoration treatments

Site facility. The old Omak Senior Meal Site will be used for

office space and a game/craft area for the Elders while the

new facility will accommodate an assembly area for meetings

and meals, kitchen area, and bathrooms. This resolution

To accept the budget modification for FY2018 funding year.

The department will utilize savings from unspent salaries of

$109,000 to alleviate any over expenditures in training from

sending two Officers to State Academy and current position

vacancies for added academy cost. The commissioned

positions are required to receive 24 hours of state training and

40 hours of BIA Federal Training. Furthermore, the

Department is needing of repair from TOSHA findings to be

compliance, 911 police system added funding to cover

partial/portion of cost. Tribal Police will implement upon

approval of resolution. The Chairman or designee is

authorized to sign all pertinent documents.

To submit the Marijuana Compact to the Washington State

Liquor and Cannabis Board for review and approval.

To enact new Chapter 6-20 Commercial Marijuana

to amend Resolution #2017-510 by revising the sentence

beginning "The Colville Tribes specifically grants…." to read

as follows: "The Colville Tribes specifically grants access to

this property to Melissa Dorey, Robert Watt, Shelly Boyd,

Rick Desautel and any member of the Colville Business

Council ONLY, and to any Sinixt/Colville Tribal member

hunter or fisher who has been issued appropriate Colville

Tribal tags or licensure for hunting and/or fishing in Sinixt

traditional territory in British Columbia." The remainder of
