To approve the History/Archaeology to accept a

$222,222.22 grant from the Washington State Department of

Ecology related to the Climate Commitment Act.

History/Archaeology will continue to negotiate scopes of

work and budgets to obtain similar awards for future

acceptance. All contracts, grants, budgets, and awards will

be submitted through the administrative process for

approval. This authorizes the Chairman or his Designee to

sign all documents related to this resolution.

To approve the following Federal Budget #0017

A20AV00079 modification for the amount of Four Hundred

Thirty One, Nine hundred sixty One ($431,961) dollars.

Breakdown is as follows, Colville Tribal Court Facilitator

position was added for the total of salaries & fringe of

Ninety Six Thousand Nine Hundred and Seventy ($96,970)

dollars, line item increase of $10,000 in Office Supplies,

$10,000 increase in line item Program Supplies, $3,000

increase in line item Dues & Fees, a $256,991 increase in

line item Consultant Fees, $30,000 increase in line item

Travel, $15,000 increase in line item Training and $10,000

increase in line item Non-Capital Equipment. All

justification is lined out in the second page of the budget.

To approve and accept the following award from United

Stated Department of Agriculture Rural Utilities Services

(USDA RUS) Broadband Technical Assistance to the

Confederated Tribes of the Colville Reservation in the

amount of $250,000.00. Award to be used for broadband

technical assistance. "Solely for purposes of enforcing the

obligations under this Agreement, the Confederated Tribes

of the Colville Reservation agrees that the United States as

To accept amendment 8 for I.H.S. Contract#248-96-0001 in

the amount of $300 to the Inchelium Health Clinic (6681) to

assist with travel costs for A. Degraffenreid. Chairman or

Designee to sign all pertinent documents.

To approve the budget modification for Tribal Account 702,

moving salaries and fringe to Federal Account 101920 in the

amount of $459,690.00 to utilize the funding to receive

direct and contract support dollars. Utilizing salary savings

of $450,000 in capital equipment, $4,500 in consultant

services and $5,190 in program supplies. No Indirect. No

Tribal dollars. Chairman or Designee authorized to sign all

documents pertaining to this modification.

To recommend Patrick Tonasket as a Tribal Representative

to the Northeast Tri-County Health District Public Health

Authority Advisory Board. The Northeast Tri-County

Health District represents Ferry, Pend Oreille, and Stevens

Counties

To approve an exemption from the DNA requirements of

descendants requesting a letter of proof of descendancy for

Indian Health Services Purposes only. The Descendants will

need to provide a family tree and their certified birth

certificate for the exemption. The Colville Confederated

Tribes 1937 base roll will be used for the verification of

ancestral lineage.

To approve the 2024 February Elder Quarterly Stipend,

from account PL75747012, in the amount of $350.00 to

each eligible tribal member age 55 and older of the

Confederated Tribes of the Colville Reservation. Elder

Stipend shall be distributed on or before February 5, 2024.

Eligibility for the Elder Stipend shall be: age 55, enrolled

and living as of midnight of January 11, 2024. The

following shall not apply to the 2024 February Elder

Stipend: Debt Set-Off Ordinance and Retro Active

Payments. Department hold list is due January 17th, 2024.

The following departmental holds shall be approved for

deposit into the tribal members IIM account:

1. Social Services (Regular) Court Order/Voluntary

consent for adults.

2. Enrollment Deceased Elders/Unclaimed Checks past 90

Days.

To accept the Colville Tribal Relinquishment request of

JOSETTE LYDORA ALLEN, who is listed on the current

Colville Tribal Membership Roll. In accordance with Sec. 81-320, 8-1-321 of Title 8-Colville Membership Code, this

relinquishment is effective immediately upon full Tribal

To approve the submission of Bureau of Indian Education

Report of Children Age 3-5 with Disabilities residing on

reservations in accordance with Part B of the Individuals

with Disabilities Education Improvement Act and Bureau of

Indian Education Report of Infants and Toddlers with

Disabilities residing on reservations in accordance with Part

C of the Individuals with Disabilities Education

Improvement Act for reporting period ending 12/1/2023.

To approve the Boys & Girls Club C23-279 contract change

order, amending scope of work for a one time

reimbursement of $50,000 for Nespelem Building repairs

To Amend Resolution 2023-717 to change the tribal account

number from 101-T101-40 to PL # PL7219709. Chair or

Designee is authorized to sign all related documents.

To approve the contract between Womer and Associates and

Colville Tribes in the amount of $184,000 for engineering

services for Rogers Bar Project Phase I to be paid from RCO

Grant #22-2190P. Duration of contract is July 1, 2023 to

December 31, 2025. Work to include Topographical survey,

Geotechnical Services, Design Engineering, and Project

Management. Chairman or Designee authorized to sign all

documents pertaining to this contract. No indirect and no

tribal dollars.

To approve the FY2024-2028 EPA 104(k) Brownfields

Community-Wide Assessment Grant Award 4B-02J52601-0

in the amount of $768,689.00 for funding public

involvement, site assessment and cleanup planning

activities. No Tribal dollars are being requested.

transferred from BPA to the Colville Tribes. Funds received

by the Colville Tribes are to be deposited into an interest

bearing account. If an interest bearing account has not been

established before the BPA funds are available for transfer,

the funds shall be deposited directly into an account 5501

and will be transferred to the interest bearing account when

it is available without further action of the Colville Business
