currently lacking such services, it is recognized as vital.

Further, this resolution signifies our backing for this grant

application submitted by Thriving Together NCW aimed at

realizing this critical objective.

are currently without access to telemedicine services in areas

that are home to members of the Confederated Tribes of the

Colville Reservation, and this lack of access has put our

Tribe, and specifically our school children and families at a

COLA at 14.6%, utilizing the Federal General Salary Cost

of Living Adjustment as the chosen metric, and will be

effective next pay period.

WHEREAS, a cost-of-living adjustment (COLA) is a

change in income or benefits that correspond with the

current cost of living, in order account for increases in the

cost of housing, goods, or services. Chairman or Designee to

Tribal Minimum Wage. The minimum wage will be

applicable to all tribal employees and shall be implemented

Employee Policy Manual (EPM) This policy supersedes all

previously approved resolutions. Chair or Designee

Community Development and Management & Budget

Committee to approve Amendment Number 2 for

Resolution 2019-567. The Tribe was not in fact able to use

CARES Act for their contribution. This Amendment No. 2

to the Project Summary adds $1,078,000.00 in funding form

the U.S. Environmental Protection Agency to offset what

would otherwise have been contributed by the Tribe. The

construction scope and total project funding remains

unchanged. Indian Health Service will contribute

$65,320.00 and EPA contributions will increase by

$1,078,000.00 from $1,088.000.00 to $2,166,000.00. The

Tribe's contribution will decrease from $1,718,000.00 to

$640,000.00 for a total of $2,871,320.00. The Chairman of

the Colville Business Council or authorized Designee shall

sign all related documents.

Community Development Committee to formally engage

with the Commerce Department on the Health and Safety

Closure of the Omak Trailer Court.

WHEREAS, the Washington State Commerce Department

has determined the Omak Trailer Court is eligible for Health

and Safety Closure.

the research releases of fish on May 2, 2024, for the video

the Bureau of Reclamation is working on related to Phase 2

Tribal Government Committee to rescind resolution 2024219 due to unanswered questions about the impacts of

carbon fees, and how funding generated from those fees and

allowances/offsets will benefit tribes. There are also

concerns about types of emissions that are exempt under the

law, and why tribes were not included as an exempted fuel

usage. Chair or Designee authorized to sign all pertinent

Law & Justice and Tribal Government Committee to

approve the attached amendments to Tribal Code Section 31 to create mandatory minimum jail sentences, a civil

forfeiture procedure for proceeds of illegal drug

transactions, and criminal hunting and fishing offenses. The

Committee finds an emergency exists pursuant to CBC Rule

of Procedure (3)(c) as immediate action on the amendment

is necessary for the preservation of life, health, property,

order, natural resources or sovereignty of the Colville Tribes

or its members, and forwards the matter to full CBC at

Special Session for final action. Once Approved, a copy

shall be forwarded to the Code Reviser for Certification and

distribution. The Chairman or his Designee is authorized to

sign all pertinent documents.

Tribal Government and Management & Budget Committees

to approve the FY24 Symetra Member Life Insurance

Renewal, Policy 01-016962-11. The coverage remains

$10,000.00 for each deceased Tribal member. The renewal

includes a benefit rate increase from $1.184. to $1.450.

Expected approximate monthly premium is $133,849.50

determined by Tribal Membership total on the first of each

month. The insurance shall benefit the Wake and Burial

Budget.

Tribal Government to accept the Colville Tribal

Relinquishment request of GENE R. JONES JR., on the

current Colville Tribal Membership Roll.

In accordance with Sec. 8-1-320, 8-1-321, 8-1-322 of Title-8

Colville Membership Code, this relinquishment is effective

immediately upon full Tribal Business Council approval.

Colville Membership Code, this relinquishment is effective

immediately upon full Tribal Business Council approval.

$200,000.00 from the BIA for invasive species control on

the Colville Reservation. Funds will support ongoing control

efforts for invasive/noxious weeds on rangelands, pastures,

within natural areas and the use of biological controls. Chair

Natural Resource Committee to approve Carl Stacy - nonmember, for grazing privileges on Range Unit 67 for the

2023 to 2027 grazing permit cycle. The grazing fees

($15.00/AUM for Tribal tracts and $15.00/AUM for

allotment tracts) established by Resolution 2023-209 shall

apply. The permittee shall comply with the Best

Management Practices (BMP's) set forth by the Range

Program for the duration of the permit. Chair or Designee is

contract dates are April 1, 2024 to December 31, 2027. No

additional Tribal Dollars. Chairperson or Designee has

Natural Resource Committee to approve Pauline Peasley,

tribal member, Recreational Lease on Colville Tribal Tract

101-T4211-E. Approval of this lease does not constitute

approval to build. All construction activities, including road

building or maintenance, must be in compliance with the

Colville Tribal Code, including but not limited to Chapters

4-3 and 4-15. The property is described as follows:

Subsistence Spring Chinook Fishing Regulations and

authorize the Chairman or his/her designee to sign all

Law & Justice and Management & Budget Committees to

approve the contract between the Colville Tribal

Correctional Facility and Northwest Fence. This contract is

for replacing the perimeter fence with an 8-foot anti-climb

fence, with three layers of razor wire, including replacing

the 16-foot fence in the outdoor recreational area with anticlimb fence, with three layers of razor wire. This upgrade is

necessary to meet BIA requirements for fencing. The

contract amount of $262,634.00. The Chairman or Designee

shall sign all pertinent documents.

Law & Justice Committee to appoint Cindy Boyd, Marjorie

Hutchinson, Stephanie "Pete" Palmer, Darren A.L. Stanger,

and other to be named later to the Board of Managers of

CRMS, LLC, upon completion and passing of the required

fingerprint based background check. Should any individual

not pass the background check, they will not be eligible to

serve as members of the Board and their position will be

immediately vacant and may be filled by the remaining

board members with the written consent of the Colville

Business Council, who will approve the appointment by

resolution. All appointed Board members will serve at 2year term and may continue to serve until such time as they

are replaced by Resolution of the Colville Business Council.

The Public Safety Director budget will be reallocated to

departments that are transferred so they have the adequate

funding. All extra funding will be transferred back into the

Tribes General Fund. Office assistant/support staff under the

Public Safety Director can be transferred by the Executive

Director under a program that needs the assistance. The

Public Safety Director position will not be filled at this time.
