Colville Business Council Vote Tally

To authorize the submission of the attached application for a

state-tribal education compact school for a Nespelem

Immersion School, a Native language immersion school on

the Colville Reservation, operated by Hearts Gathered. The

purpose of the application is to initiate negotiations with the

superintendent of public instruction to enact a state-tribal

education compact, under Chapter 392-800 WAC.

Chairman or his designee shall be authorized to sign any and

all required documents.

To authorize the submission of the attached application for a

Center for American Indian Health and the Confederated

Tribes of the Colville Reservation for the purpose of

providing the Colville Tribal Health Educators, four family

service specialists, and 4 members of the WIC staff training

in the Family Spirit Home Visiting Model. Staff will be

trained in order to facilitate integration of service delivery of

this home visiting model at the community level. This

agreement provides for curriculum, participant workbooks,

evaluation tools, one week long training in Nespelem, WA in

winter of 2015, to provide one staff member specialized

supervisor training, CEU's for all taking the class, and

follow-up meetings, guidance and technical assistance to

implement the Family Spirit Program. Training and

implementation of this curriculum is a deliverable on a

contract between the Department of Early Learning and the

Confederated Tribes of the Colville Reservation,

performance period of January 1, 2015 through December

31, 2016.

To instruct Hobbs, Straus, Dean & Walker to submit the

attached comment including a redlined proposed rule, in

response to IHS's request for comments on its proposed rule.

IHS's proposed rule limits the amount IHS and tribes

operating under a 638 Contract are allowed to pay to outside

providers to no more than Medicare-like rates. But because

the rule cannot require outside providers to accept this rate,

the rule may limit patient's access to care.

In order to address this problem the attached comment

advocates the inclusion of a "safety valve" allowing tribes to

negotiate higher than Medicare-like rates with an outside

provider, but no more than the most a private insurance

company would pay, in order to insure tribal members'

access to care is not unduly limited. In this way the

comment seeks more of a balance between the need to lower

health care costs and the need to insure access to health care

providers.

To make quarterly deposits into the Generations Investment

Fund in accordance with Res#2013-392 using the attached

schedule. Chair or his/her designee authorized to sign all

To approve funding in the amount of $600,271.00 for a

college internship program to be overseen by the Human

Resources Department. The Program will run for 17 weeks

between May and September 2015. All interns will be

processed through the Human Resources Department. The

matter.

have this new position and the forest roads technician

currently in Dept. of Transportation work in the

Environmental Trust Dept. This will provide adequate

staffing for implementation of watershed restoration work

and maximize federal funding available through the

Regional Conservation Partnership Program. Both positions

are paid from account 461002.

To approve the purchase of the Audrey Johnson property,

which includes Ferry County parcels 33029210005000 and

33029210007000. Purchase price has been negotiated at

$120,000.00 for both parcels. Total acreage is 74.65 acres

located within Township 30 North, Range 33 East, Section

29. As a part of this agreement, a life estate will be granted

to Lennie Johnson on a portion of parcel 33029210007000.

Fee to trust conversion will be pursued for both parcels upon

completion of this transaction.

THEREFORE, BE IT RESOLVED, that the Chairman or his

Designee is authorized to sign any related documents.

To appoint Edwin Marchand as the delegate to the National

Indian Gaming Association. This resolution supersedes any

the amount of $1,950.00 to each eligible tribal member of

requirements, deadlines and holds are approved and shall be

Bank of the emergency Wake and Natural Disaster grants.

This process will be utilized assist members after hours. All

accounting processes shall be enforced.

Charts. These charts were developed by Fish and Wildlife

Staff to reflect current as well as future staffing needs for the

WHEREAS, it is the recommendation of the Natural

Resource Committee to move forward with the Fish &

Wildlife and BIA Range Programs’ plan to conduct an aerial

capture and removal of feral and/or wild horses in order to

protect the wildlife habitats and ecosystems while attempting

to maintain the economic viability of a rural ranching culture

on the Colville Indian Reservation. Future management

goals would include the maintenance of a small population

of healthy horses to promote economically-stable and

ecologically-stable ecosystems that may provide a limited

opportunity for a horse-chasing and capture effort by the

Tribal Membership. The captures will be funded by carryover funds from both Programs. No Tribal dollars will be

by Carolyn Shores. Ms. Shores has agreed to adhere to the

The Tribes will ensure that adequate support and education

for the membership will be provided, and further recognizes

that as our traditional identities become more comforting and

comfortable, that our collective identity will likely take on a

new definition, and may very well become clearly

identifiable as something other than what we know it as

Whereas, the Colville Business Council recognizes that our

languages are vital to the survival of our culture, traditions

and way of life it is the recommendation of the culture

committee to require all employees to answer their work

The Language Program will be responsible for developing

recordings Video and/or audio for employees to learn the

basic greetings in our languages, they will also be

responsible for training the H.R. orientation leaders in

teaching the greetings to new employees. This work will be

These recordings will be uploaded onto the Tribal Website,

and the tribal templates section that is on every tribal

computer. They will also be taught to all new employees by

the orientation leader.
