Washington Department of Health and the Colville

Confederated Tribes, in the amount of $50,955.00. To actively

engage in public health and health care emergency preparedness

and response activities, from July 01, 2018 and be completed on

June 30, 2019. Chairman or designee to sign all pertinent

To send a letter to Washington State Governor Jay Inslee in

support of initiating a supplemental Environmental Impact

Statement co-led by the Department of Ecology to address

issues raised by the Puyallup Tribe of Indians with the existing

Liquefied Natural Gas facility. Tribal Chairman or designee is

authorized to sign all pertinent documents.

To send a letter of comment to the Environmental Protection

Agency disagreeing with the proposed revision to the definition

of "Waters of the United States" which 1) threatens reserved

Tribal rights; 2) does not reflect scientific understanding of

hydrologic systems; 3) is in conflict with the Clean Water Act;

and 4) is in conflict with the duty of Congress to promulgate

legislative policy. Tribal Chairman or designee is authorized to

To approve the recommendation of publishing the NARCH VIII

research manuscript "Recommendations for Improving

Adolescent Addiction Recovery Support in Six Northwest

Tribal Communities" by tribal member, Dr. Martina Whelshula,

to be published in peer reviewed journals in partnership with

Division on Addiction, Cambridge Health Alliance Harvard

Medical School.

using native knowledge and intervention to heal

intergenerational trauma in a NW Tribe effective until August

continue as the Interim Chief Judge. Chair or designee

To accept the Office of Head Start Supplemental Funds in the

amount of $1,704,202 with a non-federal match of $14,625.

To approve additional funding in the amount of $258,977 for

Colville Confederated Tribes Head Start Program in

collaboration with Colville Confederated Tribes Child Care

Program to remodel existing space in Keller Head Start and

provide funds for staffing and operations. Tribal Chairman or

To approve the attached "Certificate of Formation" of the

Colville Retail Marijuana Sales, LLC (also known as "CRMS");

to authorize the Chairman or his designee to sign; to file the

certificate of formation pursuant to Colville Tribal Code Chapter

7-4, the Colville Limited Liability Act; and to waive any filing

fees of the Tribal Secretary.

To pursue placement of a Ballot Box for Washington State

Elections at the Lucy J. Covington Government Center. The

Office of Reservation Attorney is authorized to work with the

Okanogan County Auditor to draft a "Memorandum of

Understanding (MOU)" between the parties for placement of a

ballot drop box on Tribal property. Prior to finalization, the

MOU must be presented for review and approval. Chairman or

the amount of $76,927.75 and the dates are from signed

document to February 28, 2020 and authorize the Chairman or

Management and Maintenance doing a line item transfer and

change in the scope of work and the contract value remains the

same, and authorizes the Chairman or his/her designee

To approve budget modification #1 for 7703 Columbia River

Water Management Plan adding $855,790 bringing the total

aid in the education of youth. The F&W Resident Fisheries

program has met its targeted stocking numbers. The Chairman

Tribal members, BID item 0-2. Ms. Clark and Mr. Smith bid

$27,000.00. The property is located at 303 Dayton St., Omak,

35, Township 34 North, Range 26 East, Willamette Meridian,

To approve Carl Stacy - non-member, for grazing privileges on

Range Unit 5 for the 2018 to 2022 grazing permit cycle. The

grazing fees ($10.00/AUM plus $2.50/AUM user fee for Tribal

tracts and $10.00/AUM for allotment tracts) established by

resolution 2018-44 shall apply. The permittee shall comply with

the Best Management Practices (BMP's) set forth by the Range

To approve the acceptance of USBR Native American Affairs

Technical Assistance to Tribes grant Agreement No.

R19AP00006 and the associated FY2019 Tribal budget to

support surface water quality monitoring, management, and

protection by installing seven (7) continuous turbidity/water

temperature monitors and conducting focused bacterial and

macro invertebrate sampling on six (6) Reservation Streams.

Work will be conducted by Environmental Trust. No new

To approve New 638 application for FY19 to reconstruct on

Nespelem School house Loop Rd./Columbia River Rd. IRR

#3260 and 0010 in the amount of $3,301,159.00. No Tribal

To approve New 638 application for FY19 to reconstruct on

Malott Hud road IRR 1151 in the amount of $1,188,673.00. No

Tribal dollars, Chairman or designee to sign all pertinent

documents.

To approve New 638 application for FY19 to help supplement

Transportation Planning in the amount of $118,522.00. No

Tribal dollars, Chairman or designee to sign all pertinent

documents.

To approve the attached Colville Tribes 2019 NTTFI Inventory

into the BIA RIFDS System. Chairman or designee to sign all

pertinent documents.

To approve this Interlocal Agreement which is entered into

between the Colville Confederated Tribe, a federally recognized

Indian Tribe, and Washington State Department of

Transportation, hereinafter referred to as (WSDOT), to

participate with a one-time lump sum of $30,000.00 to enhance

the school zone crossing in Keller, WA. Hereinafter to referred

To approve the following amendment to Resolution 2018-479 to

include Route 9407. Should read: "approve the following MOU

between the Town of Nespelem and Colville Confederated

Tribes Department of Transportation to add the additional routes

9310 and 9407 to its RIFDS inventory for paving when funding

To approve Omak Water Distribution Facility Improvements IHS Project PO-14-L86. Approve Environmental Review for

project that is Categorically Excluded Subject to Section 58.5,

including consultation/mitigation protocol requirements; publish

Notice of Intent and Request for Release of Funds (NOI/RROF)

and obtain "Authority to Use Grant Funds" (HUD 7015.16) per

section 58.70 and 58.71 before committing or drawing down

any funds for the Project. Chairman or designee is authorized to

To hoist flag poles at the following locations: Rogers Bar

Cemetery, Omak District Arbor, Inchelium District Arbor,

Nespelem District Arbor, and Keller District Arbor. Thereafter,
