To support a joint application from the Confederated Tribes

of the Colville Reservation and Bigfoot Communications,

LLC for a broadband infrastructure application for

submission to the USDA ReConnect Program to not exceed

$35 million dollars and a commitment to net neutrality.

To nominate Cindy Marchand, Councilmember and

Fisheries Chair as the Tribal Representative to be the

Eastern Washington Member of the EPA Region 10 Tribal

Associated costs are not to exceed $25,000.00. Chairman or

To approve a $200.00 Per Capita from account PL7219709

to be distributed on or before December 5, 2022 to each

tribal member of the Confederated Tribes of the Colville

Reservation. Eligibility requirements must be

list November 14, 2022. The following shall not apply:

To amend CBC Resolution 2022-485 as follows, approval to

remove the Pasco Municipal Services Cooperation

Agreement originally attached to CBC Resolution 2022485; replace with the attached revised Pasco Municipal

Services Agreement. Chairman or designee to sign all

To approve to implement the College in the Highschool 2nd

quarter for 9th grade students paying for student tuition and

all costs through the college to allow for dual college and

high school credits in Psychology and Language for the

2022-2023 school year. This contract agrees to jurisdiction

in Chelan County which is a waiver of sovereign immunity.

venue in the courts of Chelan County for a dispute and

actions arising out of this contract. The cost would not

exceed $10,000.00 during the fiscal year.

To approve the 2022-2023 Consolidated School Wide

Budget for Paschal Sherman Indian School for the 20222023 school year. Chairman or designee to sign all pertinent

To approve the Bookmobile Service Agreement between the

CCT ECE/HS/EHS and the North Central Washington

Library. Tribal Chairman or designee to sign all pertinent

documents.

That the Colville Business Council adopt the policy position

that all protected tribal rights are equal, regardless of the

origin. Rights held pursuant to Executive orders, federal

statutes, state statutes, other agreements and case law are of

equal standing as those held in pursuant to a treaty, and thus

are entitled to equal consideration. In consultation policies,

the phrase "treaty rights" should be used as the primary

reason for government to government consideration, but

should instead be changed to "protected tribal rights." Chair

or designee authorized to sign letters and comments related

to this policy.

To approve the FY2022 Budget Modification for FY2022 to

provide additional salary and fringe to compensate for

additional duties performed by the Communication and

Public Information Officer while the Response Program

Manager was on maternity leave. No tribal dollars are being

requested. Chairperson and designee authorized to sign all

pertinent documents.

To approve a one (1) year extension (ending 09/30/2023) to

the three (3) year EPA 104(k) Brownsfield Multi-Purpose

Assessment Grant (10/1/2019-9/30/2022). The award was

originally approved under Resolution 2019-630. No Tribal

Dollars are required. The Tribal Chairperson or designee is

authorized to sign all pertinent documents.

To accept and approval to enter into a long term lease with

the Colville Indian Housing Authority (CIHA) for Housing

for public purposes, specifically the development,

management and operation of an affordable housing project

for eligible families. To rescind CBC Resolution 2013-615

in its entirety; this Resolution will supersede any prior leases

between CIHA and the Colville Confederated Tribes for this

same parcel. The tribal fee property is described as follows:

emergency or disaster assistance funds regarding the

Desautel, Director of Public Safety as the designated

alternate for and on behalf of the Confederated Tribes of the

Colville Reservation. The purpose of this designation as the

authorized representative is to obtain federal and/or state

emergency or disaster assistance funds regarding the 2020

Cold Springs Fire, 4584-DR-WA. These representatives are

authorized to certify completion of projects, request

payments, and prepare all required documentation for

funding requirements. Authorized Chair or designee to sign

all pertinent documents.

To support the Public Safety Program's request for an annual

stipend of $3,000.00 to purchase materials, advertisements,

and other necessities to participate in the "National Night

Out" program. The National Night Out "nno" program is an

annual nationwide community-law enforcement relationship

building campaign observed the second Tuesday of August.

This would provide a strong community enhancing program

and give our law enforcement services positive and direct

contact with the members and youth of the tribe. This

funding shall come from donations.

To amend resolution 2018-33, more specifically to adjust

the current pay classification of the following positions:

Chief of Corrections (Commander of Corrections) 128 to

133, Corrections Lieutenant 124 to 127, and Corrections

Sergeant 121 to 125 this will ensure equality in pay between

the Police Department and Department of Corrections for

their duties and responsibilities are similar. The Chairman or
