CTCLUSI HUNTING, (TRAPPING) FISHING & GATHERING

IMPORTANT SPECIAL ELECTION to be held on OCTOBER 22, 2022

Coos Bay, Ore. - October 2022

On September 11th at a Regular Council

meeting the Tribal Council passed a

Resolution to call the Election Board to

hold a Special Election and are requesting

the participation of all Tribal Members 18

years of age and older at this time on a

very important matter concerning Hunting,

(Trapping) Fishing and Gathering rights for

its membership in our ancestral territory

(potentially our five county service area)

in Oregon.

A Special Election will be held October

22, 2022, as required by the Constitution

seeking approval of the membership prior

to any negotiating of any agreements for

Hunting, (Trapping) Fishing and Gathering.

The ballot will contain a single YES or NO

question. (similar to below)

Do you authorize the Tribe to

negotiate and enter into agreements to

establish Tribal regulations for Hunting,

Trapping, Fishing and Gathering for

CTCLUSI membership? YES or NO

Once this vote passes, a Board will be

created to work with entities like Oregon

Department of Fish and Wildlife (ODFW)

to establish a Tribal permitting process for

its membership similar to the recent MOA

with the Coquille Tribe and other Federally

Recognized Tribes in Oregon.

Why This Matters Today?

The Coquille Indian Tribe (a neighboring

Tribe in Oregon) recently entered into a

Memorandum of Agreement (MOA) with

the State of Oregon to recognize Tribal

regulation, as opposed to state regulation,

of hunting, trapping, fishing, and gathering

by the Coquille Tribal Membership.

The MOA also establishes a system for

cooperative management of fish and

wildlife resources by the State and the

Coquille Tribe.

The CTCLUSI Tribal Council has had

some preliminary discussions with the

Oregon Department of Fish and Wildlife

(ODFW), and ODFW has expressed

interest in entering into a similar MOA

with CTCLUSI. Such a MOA would

provide tremendous benefit to the Tribal

Membership’s ability to exercise their

hunting, fishing, and gathering rights. It

would also allow CTCLUSI to cooperatively

manage fish and wildlife resources within

the Tribes’ service area.

The following provides some highlights

of the benefits that a Memorandum of

Agreement between CTCLUSI and ODFW

could provide for the Tribal Membership:

• CTCLUSI would issue its own hunting,

trapping, fishing, and gathering licenses

and tags to its Tribal Members. These

licenses and tags would be recognized by

State law enforcement.

• Tribal Members could obtain licenses

and tags through both ODFW and

CTCLUSI. Any tags issued by CTCLUSI

would be in addition to any tags issued

by ODFW, meaning that Tribal Members

would have additional hunting and fishing

opportunities compared to those currently

offered to the general public by ODFW.

• CTCLUSI would develop its own

hunting, trapping, fishing, and gathering

regulations. These Tribal regulations would

be recognized by State law enforcement,

meaning that Tribal Members would be

protected in the exercise of their hunting,

Tribal Council Corner

Tribal Council Wants to Hear from You, the Membership

October serves as a month for a General Council Meeting,

the second Sunday in October and April each year per our

Tribes Constitution. I would like to encourage membership to

attend this biannual meeting where Tribal Council can hear from

membership.

This is meeting where in the past a Talking Circle has been

held by previous Councils, if a quorum is not achieved to conduct

official business and allows membership to speak to all of us as

a group in an informal setting. As the Chairman it has been a

goal of mine personally to improve communication between the

memberships and leadership. Several months ago, we created

an email specifically for members to address any concerns more

directly to us all ( memberstocouncil@ctclusi.org ), so we may as

a group then problem solve to the best of our ability. I encourage

you to use this method of communication.

To remind everyone, October 22nd is a Special Election

for Hunting, (Trapping) Fishing and Gathering for CTCLUSI

members. Ballots were sent out on September 29, 2022 to all

registered voters, if you have not received a ballot, please reach

out so we may identify why and get this resolved. This election

is to address a recent opportunity due to activity on a State level

to negotiate with ODFW on our Tribe to develop a self-permitting

process for Hunting (Trapping) Fishing and Gathering for our

Tribal members in Oregon on State lands. This will not just be

for tribal members residing in the five-county service area. Any

tribal member can benefit

even if residing anywhere

in the country, as they will

have the opportunity to

participate as long as you

come to hunt, fish, trap,

or gather within our fivecounty service area.

We

have

been

consulted for another

agreement made with a

neighboring Tribe and

see a great benefit in

a

similar

agreement

for us. Per our Tribes

Constitution we need a full

vote of the membership

to approve this.

This

vote requires a special

criteria of participation to

be valid, and then another special requirement to pass unlike

other Elections. I urge you to reach out to us for any questions,

regardless of your position on this matter, please vote.

Tribal Council Continues Government to Government Relations

As one of your fellow tribal members and, Vice Chair of our

Tribal Council, I was honored to attend and represent us at the

first in person Nine Tribes of Oregon meeting since we had to

isolate and, hold our meetings via zoom as emergency safety

precautions demanded in efforts for us to survive the COVID-19

pandemic March 2020. The Siletz Tribe

hosted all of us with Chair Delores Pigsley

welcoming us. Chair Pigsley introduced Chair

Kat Brigham form the Umatilla Tribe who

moderated the all-day meeting. Chair Brigham

informed us of her recent appointment to

Secretary of the Interior Deb Haaland’s first

ever Secretary’s Tribal Advisory Committee

Region 10 in the U.S. Department of the

Interior Indian Affairs. Next, Chair Brigham,

led us through the five chosen content

areas in a lively and energetic discussion.

Each attendee was welcome to share their

concerns and recommendations. Chosen

content areas included; the Annual Oregon

State Government to Government Summit

Plans, Oregon Higher Education-Extended

Funding, Native American Religious Services

in Facilities, Oregon 20-Year Plan-Landscape

Resiliency. In addition to the Siletz, Umatilla,

Confederated Tribes of Coos, Lower Umpqua

and Siuslaw Indians, Cow Creek, Coquille,

Grand Ronde, Warm Springs and Burns

Paiute were able to attend.

Even though I am an elder now and, have been and always will

be one of our Hanis Coos General members, as one of our Tribal

Council members I am very much a new comer or, “youngster”

with regards to our Government processes, procedures

and, protocols. When it was my turn to speak for us during

introductions, I humbly informed everyone

there of this and, thanked all the people in the

room for the life work they have done for all of

us. I also spoke of appreciation and respect

for each of our prior Tribal Council members,

all our General Members, Chief Doc Slyter,

Chair Brad Kneaper, Councilman Doug

Barrett, Councilwoman Teresa Spangler,

Councilwoman Iliana Montiel, Councilwoman

Enna Helms for the many years of each of

them have given and are continuing to give in

the best interests of our General Membership.

Out of the five county areas I chose the in

person Annual Oregon State Government to

Government Summit to write you a few words

about. We are blessed to be the host Tribe

this year October 3-5, 2022. Councilwoman

Teresa Spangler is also our TRC Director

of Guest Services and will be leading us in

the coordination of all needed preparations

and plans to have the best Annual Oregon

Government to Government Summit ever!

New Reservation Access Card Process for Enrolled Members

We have had recent requests for membership to be able to

access the Tribal Reservation property located at 338 Wallace

Ave. Coos Bay, Oregon for various reasons.

All CTCLUSI enrolled members are now able to apply for a card

to allow gate access.

The Reservation property has the Community Garden, Plank

house and Sweat lodge and some members have requested to

pick berries. The Tribal Chief and the Culture Committee will assist

in the approval process in some of the usage requests as needed.

Due to COVID all our Government Offices still remain closed

to the public. Staff are still working and member services remain

available by appointment. Education Staff is located in the Tribal

Hall and we ask that you don’t disrupt them during your visit.

This property access does not include any access to the

Community Center or Tribal Hall building. An outdoor restroom

has been placed on the Reservation and will be maintained for

membership use.

Tribal Member Receives Award of Excellence

for Pine Nut Apron at Oregon State Fair

This summer, Kaiə Russell completed

her 4th year in 4-H and competed again

at the Coos County Fair. Most of her

projects ranked well, but most notably was

her Pine Nut Apron, which earned her a

champion ribbon in Original Art Wearable

Accessory in the intermediate class (7th9th grade). She also received a champion

ribbon for her gluten free lemon bars,

spruce tip syrup, poultry showmanship,

master small animal showman, and floral

arrangements, for which she also received

Best of Show Cut Flowers.

Kaiə went on to compete at the

Oregon State Fair, where her Pine Nut

Apron received an Award of Excellence.

Meet Stephanie Nord, Tribal Court Clerk-Peacegiving Support

My name is Stephanie Nord and I want to “Thank you” CTCLUSI for the

opportunity to represent the Tribal Court Clerk-Peace giving support position.

Although I am not a Native American Indian, my family on my mother’s side

had believed my GGG Grandmother was full Cherokee.However, a heritage

DNA test showed only Italian, Romanian, Irish, Scottish, and Portuguese,

which proved to be a bit of a shock to the family.

I was born and raised in Coos County. My oldest grandson, Tristan, and I

reside in North Bend. He will be 13 in four days, and has been with me since

birth.

It is both an honor and a privilege, to be able to utilize my education in the

Legal field. I currently hold an AAS in Paralegal Sciences, and a Bachelor of

Science in Legal Studies, from Purdue University. A few former employers

include 12 years at Bay Area Hospital, and Kate Dyer, former Attorney. Prior

to coming here, I was Medical Records Director at Avamere Rehab & Care

Center.

I enjoy drawing, painting and gem art as hobbies. I am hoping to learn

jewelry making in the future.

As your Tribal Court Clerk-Peacegiving Support person, I look forward to

being able to assist you with court matters, in a peaceful, supportive way.

Dai s’la! Hello everyone! My name is Conor Gagner

and I am a Miluk Coos tribal member, and I’m proud to

say I have been given the opportunity to serve the tribe

as the Circles of Healing Outreach Advocate. I grew up

a few miles east of Springfield here in Oregon, and have

lived in Lane County for most of my life. I’m very drawn

to the beauty of Oregon’s outdoors and take as many

opportunities as I can to hike, camp, and explore them.

Social justice and helping people have always been

important passions of mine. I have done a lot of work

in sexual violence prevention and relationship wellness

advocacy during my time serving as a member of both UO’s

Sexual Wellness Advocacy Team and Sexual Violence

Prevention Task Force. The experiences I have gained

organizing and performing workshops based on consent

education or participating in events like “Take Back The

Night” have continuously opened my eyes to how large

an issue domestic and sexual violence is in our society,

and even more specifically in indigenous communities.

I look forward to being part of a program that can assist

members of our community in healing from that kind of

trauma, and foster future healthy relationships and safe

family foundations for our people for generations to come.

• CTCLUSI would be responsible for enforcing its own hunting,

trapping, fishing and gathering regulations. The State would

defer to Tribal enforcement actions.

• The State and CTCLUSI would commit to coordinating on

the management of fish and wildlife resources, including the

establishment of harvest levels as well as management of

habitat.

• The State would also agree to accept cooperative tribal

management that would advance ODFW’s own management

activities. This would allow CTCLUSI to play a much larger role

in the management of fish and wildlife in Oregon than is currently

the case.

• The MOU would NOT diminish or modify any of CTLCUSI’s

ancestral hunting, trapping, fishing, or gathering rights. Nothing

in the MOU would prevent CTCLUSI from pursuing litigation or

other actions to protect its ancestral rights at a later date.

• Tribal members out of the area would be eligible to receive

tags including those living out of state of Oregon. There would

be no fees for out of state permitting.

In order for CTCLUSI to enter into a similar MOA with ODFW,

the Tribal Membership must first authorize the Tribe to negotiate

with ODFW on the contents of the MOA. Under the Tribal

Constitution, this must be approved by a Special Election. The

timeline for negotiating a MOA is short, as the Governor leaves

office in January of 2023 and it is uncertain whether Oregon’s

next Governor will be as eager to work with CTCLUSI on this

issue.

Staying Healthy During Fire and Smoke Season

As wildfires continue to blaze across our western States, it is very important that

we take extra precautions for ourselves during this time. The poor air quality caused

by the smoke can bring up health risks for people, especially those with underlying

health conditions such as asthma, COPD, diabetes, heart and lung disease, etc.

Some problems may include coughing and wheezing, asthma attacks, shortness

of breath, sore throat, headache, runny nose and sneezing, dry and itchy eyes,

fatigue, chest pain, and even irregular heartbeat. During this time the best thing for

you to do is stay indoors as much as possible.

Here are a few things you can do to help protect yourselves from hazardous air

quality:

• Keep the air indoors as clean as possible. If you have an air purifier, keep it

running throughout the day. Air conditioners help as well. You can also create your

own air filter by attaching a furnace filter onto a box fan. Keep all windows and

doors shut tightly.

• Try to avoid going outside. If you have to go outside, wear a face covering. N95

masks or P100 respirators work best to filter out harmful particles in the air. Try to

limit the time you spend outside.

• Take certain vitamins. Vitamin C is one nutrient that can help aid in respiratory

health and protect your lungs. Zinc is another immune-boosting nutrient that can

help improve immune function and cell growth. An enzyme found in pineapple,

known as bromelain, can help support sinus and respiratory health. Always talk to

a healthcare professional before taking any new supplements.

• Drink plenty of water. It helps your lungs work their best, no matter the air quality.

Adequate hydration helps keep the mucous lining of the lungs from getting too

thick. Not getting enough water makes your lungs have to work harder to swap

oxygen for carbon dioxide.

• Reduce strenuous activity. Being active is always a very important part of our

lives, but the smoky air, it can cause more stress on our lungs and cause fatigue

and other health issues. The best thing you can do is sit down with a book and

relax, do some breathing exercises, and limit your activities to leisure walks around

the house.

• Wait it out. Sometimes it’s hard to be stuck indoors; we tend to become stir crazy

after a few days, but if you give it some time and let the air clear up before going out

and about, you will be glad you did. Try doing some crossword puzzles or watch a

good tv show, read a book, get plenty of rest, and practice some self-care.

Youth Summer Adventure Photo Share

In last month’s September edition of The Voice of CLUSI paper we asked youth to

send in photos of their summer adventures. Thank you to all of the youth and families

who participated in this fun activity.

Some of you went on fun trips, spent time with family, and used the outdoor gear you

received during the summer sign ups. So many of you sent in photos of fishing! We love

to see you out on the waters.

All youth who submitted photos will be receiving a gift from the Culture and Natural

Resources Department. Please be patient as they are ordered and mailed out. Hoping

to see all of your smiling faces in person as soon as covid restrictions lessen and we

come back to in person gatherings.

Tribal Hall and Community Center Remodels

Trial Government Maintenance Department have

recently completed a few projects.

The Tribal Hall was in long time need of a remodel

and the makeover is finally compete. New cabinets

countertops and flooring, along with new plumbing and

electrical fixtures gave a new look to this future work

space for Tribal Families as they gather for private family

events.

The Community Center recently received new flooring

that will be much more sanitary and easier to clean. The

old carpets have been removed and a beautiful vinyl

plank flooring has been installed throughout. Our large

Tribal Events will now be much easier to clean up any

spills and maintain a better level of sanitation.

Eastham, Ty Walton, Nick Matthew, Jeremy Petrie and

Jim Silva for all their hard work.

New Opportunities in Housing

The Housing Department recently secured a new grant

through Oregon Housing and Community Services (OHCS). This

grant will allow the housing department to expand their staff to

include a Housing Navigator position. The Housing Navigator

position is like a case worker focused toward the housing needs

of Tribal Members to help homeless persons or help prevent

homelessness. Additionally, the Tribal

Navigator will be able to help navigate

other resources that could be utilized

by a person in need of services.

OHCS funding can help provide

necessary items including furniture

and household goods to support a

homeless person moving into a new

home and much more.

During the past month, with the

help CTCLUSI’s own maintenance

department and grant funding

from another grant, the Housing

Department was able to put new

flooring in a recently vacated unit. Upon completion, Melanie

Mateski, Housing Navigator and Jamie Meyers, Director of

Housing were able to purchase necessary items for the unit. At

which time, this is a brand-new opportunity we were able to help a

tribal member who was in need. This person was sleeping in their

vehicle, and unable to secure stable housing. Now, they have

keys to their own home and a bed to

sleep on.

plans to look for more opportunities

to help our community and we are

thankful for the opportunity the OHCS

grant. If you have found yourself in a

What is a BHA?

A Behavioral Health Aide (BHA) is a

counselor, health educator, and

advocate. BHAs help address individual

and community-based behavioral

health needs, including those related to

alcohol, drug, and tobacco misuse.

They also provide trauma-informed

approaches to mental and

spiritual health care such as

depression and anxiety resources,

suicide prevention, grief support, and

self-care tools. BHAs seek to achieve

balance in the community by

integrating their sensitivity to cultural

needs with specialized training in

behavioral health concerns and

culturally appropriate approaches to

treatment.

National Prescription Drug Take Bay Day(s) with Tribal Police

The Tribal Police Department will once again be participating

in the National Prescription Drug Take Back Day (NDTBD) held

on Saturday October 29th, 2022 from 10am – 2pm at the

governmental offices at 1245 Fulton Avenue in Coos Bay.

This event is sponsored by the Drug Enforcement Administration

(DEA) and it provides the supplies to be able to collect unused or

expired prescription medications to ensure that they are safely

disposed of without falling into the wrong hands or unnecessarily

polluting.

In order to comply with COVID restrictions, all of these events

will be outside (parking lot) so that participants can just pull up

and drop off their items.

After the event (on Saturday), from 2pm – 3pm, Tribal

Police Officers will be available to travel within 20 miles of the

governmental office to pick up any unused or expired medications

from Tribal families or Tribal Elders. If you know of someone who

would like to participate, but is unable to make it to any of the

events, please have them contact me for scheduling at our office:

541-997-6011.

There will be no identifying information collected, and the

program is anonymous. We encourage participants to remove any

identifying labels from bottles prior to submission. We will be able

to accept vape pens without internal batteries, controlled, noncontrolled and over the counter medications with a few exceptions;

Intra-venous solutions, injectables, syringes, chemotherapy

medications, or medical waste WILL NOT be accepted.

If you have any questions about the program, please let me

know. Our goal is to keep medications from being lost, stolen, or

misused. If you would like to view information about the program

from the DEA, please visit: https://takebackday.dea.gov/ . If you

know someone who lives outside of the area, they can also search

by zip code to find an event nearby.

In addition to the National Drug Take Back Day on Saturday,

Tribal Police Officers will be at the Eugene outreach office

on Thursday, October 27th from 11am - 2pm to accept any

medications and also at the Florence outreach office on Friday,

October 28th from 11am - 2pm.

Since we began partnering with the DEA in the NDTBD program

in 2018, the Tribal Police Department has helped to keep over 282

pounds of medications from being misused or otherwise polluting

our landfills and waterways. Anyone is welcome to participate,

so feel free to share the information with your friends and family.
