oversaw those branches across 5 counties in Arkansas managing both the retail and lending functions of the region

for many years.

More recently Mr. Smith has

done some consulting work and also

worked with a troubled financial institution as CFO.

Mr. Smith has been active in many civic and community organizations while

also serving as an elder for his church.

He recently served as President of the

Board of Directors of Ozark Health, a

small community hospital in Clinton,

Arkansas. He and his wife, Cheryl,

have two grown children and six grandchildren.

He stated, “I am very grateful

for the opportunity to lead AllNations

Bank and appreciate the welcome I

have received since I came on board. I

am looking forward to working with the

staff, board of directors and leadership

of the Absentee Shawnee Tribe. Together, we can make the bank a valuable

asset for the tribe and a benefit for the

customers and communities of Calumet

and Shawnee.”

Sadie Rachelle Littlecreek is a freshman at

the University of Oklahoma. She is majoring in International Business and Prelaw.

She is an enrolled member of the

Absentee Shawnee tribe of Oklahoma,

as well as a descendent of the Sac & Fox

Nation, Iowa Tribe, Otoe-Missouria Tribe,

and Muscogee (Creek) Nation. Her name

is Tha Thay Guam Me Ce, given to her by

her late great grandmother, Marie Gibson.

She is a graduate of Perkins-Tryon High

School and was a member of the National

Honor Society. She began her college career in the Start Sooner program which allows incoming freshman to get a head start

on their college experience. She is a participant in the American Indian Science and

Engineering Society and Gamma Delta Pi

sorority at OU. She recently was crowned

2019-2020 Miss Indian OU. She recognizes the esteemed honor of being Miss Indian

OU and her hope is to advocate for mental

health awareness to all Tribal nations.

She is the daughter of Crystal L.

Springer, Sac & Fox Nation, Iowa tribe

descendant, Otoe-Missouria descendent.

Her biological father is Levi K. Littlecreek,

Absentee Shawnee and Muscogee (Creek).

Her step-father is Leon D. Martine, Navajo. She is the granddaughter of Beverly

Springer and great granddaughter of the

late Howard L. Springer and Ruth McClellan Springer. She was awarded a new horizon scholarship, a community enrichment

scholarship, Pehar Scholarship and Miss

Indian OU scholarship. She hopes to bring

awareness to all nations.

has announced that Steve Smith has

joined the bank as President, CEO and

Chief Credit Officer. He also has been

appointed to the Board of Directors of

the bank and will serve as Chairman.

Mr. Smith has over 35 years of experience in banking with roles in operations

and finance, lending, regulatory compliance and executive management.

Mr. Smith holds a B.S. in Accounting

from Harding University, an MBA from

the University of Arkansas and is a CPA

(Inactive).

He began his banking career in

Tulsa where he was chief accounting

officer for a community bank after having been involved with the bank as an

independent auditor. He then returned

to his hometown in Arkansas where

he became President and CEO of an

independent startup bank. Mr. Smith

managed the bank while it grew to 4

locations in two counties. Eventually

the bank merged with Union Planters

Bank, a large multi-state holding company and additional offices were put under his supervision. After the sale of 9

events, such as graduations, even if

this requires a religious exemption to

an otherwise generally applicable rule.

Accordingly, I urge the board to adopt

or revise its policies to permit these religious practices at graduation.”

Despite the support of the Attorney General, students of all Native

American Tribes are still battling their

school districts across the state to wear

native cultural and religious symbols to

graduation.

The Absentee Shawnee Tribe

honored tribal seniors with a banquet

on April 26th, where they were given

a tribal stole to wear for graduation in

May. As of this time, it is not determined whether Shawnee Schools will

allow students to wear them, or continue the repression of a bygone era for yet

another year.

express their culture by wearing feathers and tribal themed stoles in recognition of teachings handed down through

Last fall, the Oklahoma State

Attorney General intervened in a case

at a school in Vian, Oklahoma, where

a Cherokee girl had been denied her

request to wear her ceremonial eagle

feather to graduation. According to The

Tulsa World, Attorney General Mike

Hunter sent a letter urging Vian school

officals to grant her request in the name

of religious freedom. He wrote: “It is my

duty both to protect the rights of Oklahoma citizens as provided for by law

and to advise that the Oklahoma Religious Freedom Act generally requires

public schools to permit Cherokee students to engage in the spiritual practice

A meeting was held on April

15, 2019 at the Shawnee Public School

Administration Building addressing an

issue that has hit every Native American Community and public school systems: Senior Students graduating from a

public school not being allowed to wear

tribal stoles, eagle feathers, and beaded

caps. There was a room full of supporters expressing the rights for our Native

American Students who voiced concerns to Dr. April Grace, Superintendent

of Shawnee Public Schools.

Historically, Native American

students have been denied the right to

wear cultural and religious symbols

during graduation ceremonies and other

school functions. Many school districts

defend these decisions by citing outdated policies written in a time of fierce

cultural repression and assimilation of

native tribes. Some states and Oklahoma

Hope everyone is preparing

for the spring and the threat of tornadic

weather. Seems this year is getting off

to a fast start as it is already the middle part of April. My schedule has been

very busy with public school consultations and tribal meetings.

The meeting was held at the

Shawnee Public School Administration

Building in Shawnee on April 15, 2019

@1:00 P.M. The issue has touched every Native American Community and

public school system; pertaining to

the Senior Students Graduating from a

public school and not being allowed to

wear tribal stoles, eagle feathers, and

beaded caps. We had a room full of

supporters expressing the rights for our

Native American Students. Those present voiced their concerns to Dr. April

The Kickapoo Tribe has expressed support on this issue by David Pacheco,

Chairman.

Some states and Oklahoma

school districts are beginning to recognize the importance of the diverse cultures and traditions of their high school

student population. Some schools in

Oklahoma encourage their Indian students to express their culture by allowing the wearing of feathers and tribal

themed stoles in recognition of teachings handed down through the generations. A student honoring their culture

and tradition during Commencement

should not be an issue in today’s Oklahoma.

I have expressed to the Superintendent that our Tribe will be honoring

our Tribal Seniors with a Banquet and

presenting a Tribal Stole to them and

do expect those seniors to wear them

to their graduation in May. We hope the

Shawnee School System sees this is a

change that needs to be made this year

and not let it sit till next year.

We will keep you updated as the

decision is made by the school system.

CONFERENCE

This year Self-Governance Annual Consultation Conference was at the

Grand Traverse Resort & Spa, owned

and operated by the Grand Traverse

Band of Ottawa and Chippewa Indians.

The meeting started on April 1 and 2nd

for the Indian Health Service Agenda

and April 3rd and 4th was the Agenda for BIA. During the IHS portion of

the agenda the Oklahoma Tribes had a

chance to talk to RADM Michael Weahkee, Principle Deputy Director, of the

Department of Indian Health Services

(IHS) one on one. Highlighted topics

that were discussed:

In 2016, the District Court for the District of Columbia found that IHS must

negotiate lease agreements as permissible under Section 105(l) of the Indian Self-Determination and Education

Assistance Act (ISDEAA). Since the

decision, Tribal Nations and IHS have

entered into and executed many lease

agreements. However, the approved

agreements in Fiscal Year 2018 exceeded appropriation levels and resulted in a

decrease in programmatic increases for

IHS and tribal facilities.

Another breakout session at the

conference was the Native Children and

Youth. It was a discussion of the defense mechanisms being employed to

protect the Indian Child Welfare Act to

include litigation, state laws and state

compacting. While some states have enacted state laws to increase protections

The staff of the Governor and

Lt. Governor have been working diligently on various programs for the tribal

members; “Domestic Violence VAWA,

Full Faith and Credit, Absentee Shawnee Tribal Law Codes, Child Support,

Absentee Shawnee Graduation Stoles,

Reintegration, Volunteer Income Tax

Assistance, United Indians of Oklahoma, Kansas, and Texas.”

Violence Against Woman Act (VAWA)

Violence Against Women Act

(VAWA), includes a vital reaffirmation of Tribal Nations’ inherent power

to protect Native women from abuse

by non-Indian partners by prosecuting those abusers in tribal court. In the

United States, violence against Native

women has reached devastating levels

on tribal lands. The Absentee Shawnee

Tribe will utilize the Special Domestic

Violence Criminal Jurisdiction (SDVCJ) to bring more safety and justice to

our communities.

Full Faith and Credit

Full Faith and Credit means the

Courts of the Absentee Shawnee Tribe

of Oklahoma are hereby authorized

to issue an Administrative Order/Rule

which grants reciprocity to judgments

of the Courts of the State of Oklahoma,

and is further authorized to provide the

Administrative Office of the Courts of

the State of Oklahoma, and any federally

recognized Indian nation, tribe, band or

political subdivision thereof, with such

Order/Rule for the purposes of granting

full faith and credit to judgments of the

Courts of the Absentee Shawnee Tribe

of Oklahoma and to grant reciprocity to

the judgments of the Courts of the State

of Oklahoma and of any federally recognized Indian nation, tribe, band or political subdivision thereof.

Absentee Shawnee Tribal Law Codes

The purpose of updating the

Absentee Shawnee Tribal law codes is

to design and implement a comprehensive justice system with remedies and

rights of law that restore healing and

balance within the tribal community.

The mission is to strengthen the tribal

justice system of the Absentee Shawnee

Tribe, to enhance public safety; prevent

and reduce harmful effects of criminal

behavior and sanction offenders fairly

and justly; and do so efficiently and effectively based on our tribal constitution

and Code of Laws.

Absentee Shawnee Tribe Child

Support Services

Child support programs assist

families to obtain and maintain self-sufficiency by holding absent parents legally responsible for the financial well-being of their children. The Modoc child

support program has been unable to

meet the needs of the Absentee Shawnee Tribal members and children due to

jurisdictional and cultural issues. Lack

of this crucial service has caused many

tribal children and their families to do

without for a very long time. Tribal child

support programs are bound by different regulations than state programs, but

both state and tribal regulations contain

the same basic requirements that they

must be able to establish paternity, establish, enforce and modify child support orders and they have to be able to

locate both custodial and non-custodial

parents and their assets.

people. The stole is a simple but meaningful way the tribe can reward students

who have completed their educational goals. We encourage our Absentee

Shawnee graduates to share the joy of

their special day by posting photos of

themselves in their stoles at graduation

and tagging the various social media

platforms, such as Facebook, Twitter

and Instagram. Attaining a high School

degree is a truly momentous occasion

and something to be proud of for a lifetime. In turn, it also encourages younger

students to achieve their goals by showing them what is possible.

Reintegration for Imprisoned Tribal

Members

We first met with the Central

Oklahoma Workforce Innovation Board

in June of 2018 regarding the need for

resources to assist inmates transitioning

from incarceration to returning citizens

with work clothing, tools, boots, and/

or helpful information. The inmates receive skill training while in the corrections system then prior to release, Mr.

Moore, the Regional Coordinator, Career Tech Skills Center Division, locates

employment in the community where

each individual is returning. Their program is very productive however funds

are limited and are unable to be in all

prisons.

According to the FY2017 State

of Oklahoma Prisons data, there were

21 Absentee Shawnee Tribal Members

incarcerated. (4 Females and 17 Males)

Many of them are receiving the AST

Newspaper and are looking for a source

for personal Hygiene items.

Volunteer Income Tax Assistance

(VITA)

A Volunteer Tax preparation for

the employees and tribal members for

the tax year 2018 filed 71 Federal and

70 State returns. According to our IRS

Tax Consult, the savings to the tax payers was roughly $16,000 and the Earned

Income Tax Credit returned $22,652

back to our community. The 10 Volunteers did a terrific job.

Here we are in May, almost half

way through the year and it is just flying

by. Trees are budding, weather is warming up and the birds are singing. I think

spring is officially here!

General Council was a great

turnout. It’s always a good time to get

some great information from the Executive Committee members; as well as

our tribal people to share concerns and

ideas. I appreciate all who could attend.

Our Easter egg hunt was a lot of fun and

it was a beautiful day. I am so happy

that we decided to change the date. It

couldn’t have gone any better. The kids

had a great time and the adults looked

like they enjoyed it as well. Thank you

to all who came to have some fun with

us.

June run-off is just around the

corner, I encourage all tribal members

to get out and vote on June 15, 2019.

My focus since I have been in

office has been forward and incremental

progress for our tribe. I have been working closely with Sec. Johnson and Rep.

Fletcher as they both have a similar goal

to drive the tribe forward through progress in their departments and supporting

economic development. I have tried to

work with our current Governor and Lt.

Governor but have been met with opposition and a number of excuses. Progress is not something we can just talk

about, it has to be something we point

at and can see. Our current governor,

who has been in office for almost 6

years, has provided plenty of excuses

why she can’t show any progress in her

areas of influence. Instead she blames

others and seeks to create fabricated

drama in other areas in order to hide her

lack of progress or lack of impact to our

tribe. I have been in office for less than

a year and can show immediate positive

impact to our tribe, development in our

tribal operations and an investment in

our tribe’s future. That is only accomplished because of my leadership team

who work diligently to avoid the blame

game and seek out solutions. I am successful in my goals, because I surround

myself with successful and intelligent

people. But most importantly, I listen

to their counsel and recommendations

to benefit our tribe.

In most organizations, 70% of

operating expenses are in human capital.

Excuses are major obstacles to success.

They decrease morale, sap energy, lead

to misunderstandings, confuse communication, and damage credibility. Even

an incremental increase in a team’s productivity can have a huge impact on the

bottom line. A negative impact on our

bottom line can have a devastating impact on our tribe’s progress. Please bear

in mind how important it is to choose

the right leaders that will provide action

and move this tribe forward.

Usually, I would provide more

of a focus on my department’s progress.

However I am also submitting our AST

health system’s response to the Governor’s unfounded allegations in her General Council report. I feel it is important

that the truth be stated.

Minors Trust Follow Up

For our minor’s per cup that is

being managed by ABG, it was asked at

General Council if the minors would be

getting an individual interest or a pooled

interest when they get a pay out at the

age of majority (age 18). It will be a

pooled interest. Please be on the look

out for communication from ABG for

all eligible minors and their parents.

Legal Fees Update

The legal fees from our current Attorney General has continued to

climb. This has been a concern of mine

since I don’t see much benefit to our

tribe. Additionally, a majority of their

billings is coming from the Governor’s

office and I believe are unnecessary and

unwarranted costs. At General Council

we heard a great recommendation to

internally hire legal council instead of

farming it out. I believe this is a feasible solution to minimize these high

legal costs. Total legal fees to date is

$2,345,452.66.

April 11. Andrea gave a presentation on

AST traditional tribal women’s attire.

We also set up two tables with replicas

and information about our tribe’s history. The children were given the opportunity to view and handle the various

replicas of tools, arrowheads and spears

that are housed in our Cultural Preservation Department. We shared a bit of

our tribal history as children and families come by our table and picked up

brochures on the AST and the Shawnee

National Forest.

In addition, the Citizen Pottawatomie

Tribe was in attendance and shared

their history. The Citizen Pottawatomie

women sang a few of their women’s

tribal songs. A meal was shared by all

Cultural Preservation Department has

been asked to partner with the Norman

I am also excited about the youth camp.

We are trying to finalize our timeline so

that we can share with our members and

community. Six cabins, a bath house, an

entry gate and paving around the main

camp building should be completed by

the end of the year. Be on the lookout

for updates on this greatly anticipated

project.

In the last 10 months that I have

been in office I have seen a great deal of

progress with my departments. I have

also seen great progress when our EC

members worked together, specifically

with Treasurer Ellis and Secretary Johnson. I have tried to work with Governor

Wolf and Lt. Gov. Blanchard. However,

both are short sighted and do not work

in a team setting very well. Leaders

that cannot collaborate and don’t listen

to wise counsel are not the leaders we

should be looking to lead our tribe. I

have been very disappointed in the inactivity of Governor Butler Wolf and Lt.

Governor Ken Blanchard. I have not

seen or heard of any progress from their

departments. What I have heard is a lot

of excuses and blatant lies that have targeted me. They also try to cause strife

in other areas to hide their lack of progress. Our tribe has not had much overall progress in the past 6 years. They

do a great deal of talk with no follow

up. I can only attribute that to the lack

of leadership from Governor Wolf. It

is essential that our leaders have business acumen and leadership experience.

Lack of both is detrimental to our tribe’s

progress and hurts the departments under those elected leaders. It is time for

our tribe to start moving. Governor

Wolf continues to try to hurt the tribe

by lashing out against our enterprises.

That type of weak leadership is wounding our reputation in the community. If

you are as frustrated with leaders that lie

and don’t deliver, then I ask that you to

please consider helping me to keep our

leaders accountable. I am passionate for

the progress of our tribe and I back it

up with action; not just talk. Join me to

help move this tribe forward.

VI Department has provided gas to

mow your lawns. We are updating

the guidelines. The Title VI Grant

provides gas as supportive services

and for us to provide supportive service you must be a participant in the

Title VI Program.

Guidelines:

Probate Mission Statement

The primary mission of the Division of the Probate is to compile inventories of the Indian Trust Assets and

family information, and to coordinate

the timely distribution of trust assets

with the Office of Hearing and appeals,

Land Titles and Records Office and the

Office of the Special Trustee.

The Division of Probate Gathers information regarding decedent’s

family and property and prepares it for

adjudication by the Office of Hearings

and Appeals (OHA). After OHA issues

a probate order the Division works with

other trust offices such as the Office of

Special Trustee for American Indians

and the Land Titles and Records Office

to distribute assets.

In order for this to happen, the

family of the decedent will need to contact the Absentee Shawnee Real Estate

Division (Probate) to start the probate

process.

The American Heart Association will

have their annual Heart Walk in Oklahoma City this year in June, so get moving and stay healthy in 2019! Our new

e-ClinicalWorks health record system is

doing great things now! Please ensure

you update all of your family’s information so that it stays current, and please

use the new app “Healow” which stands

for “health and online wellness” which

will be your AST Health System’s Patient Portal to control several aspects of

your healthcare! Kiosks have been deployed at various locations in the health

system that allow you to remotely check

into your appointments, so lots of great

things continuing to come online with

our new system! See your registration

The AST Health System Intern

Program will be meeting soon to select

the new 2019 Interns for the program’s

third year. Native American AST Tribal Students will have the opportunity to

experience the entire health system’s

operations, work in a paid position

throughout the summer months, and

graduate the program with both work

experience in the healthcare setting as

well as a letter of recommendation from

the health system for successful completion of the program. Graduation of

the program culminates with a ceremony with parents and friends celebrating

their accomplishment. The goal of the

program is to attract tribal youth into

health career fields and professional careers by exposing them to these various

professions and helping them decide

early on what may be of interest to them

and vector them into a future within the

health programs.

We will be having preventative testing

and other health awareness programs

for Men’s Health Month in June as well

as events for our Women’s Health Program this month in May. We continue to work with the Health Program’s

Leadership Team of the Shawnee Service Unit (SSU) Coalitions to improve

patient care and experiences for our

area and our patients with best practices

and innovative cooperation on community health programs. We appreciate the

leadership and support of the AST Tribe

and other tribes in working together to

better all of our programs and services

in our area with our Kickapoo, Sac &

Fox, Iowas, and CPN health partners!

The AST Diabetes and Wellness Fitness Center provides state of the art fitness equipment to help you reach your fitness

goals. The AST Fitness Center is available to AST Diabetes Program patients, all Native Americans and their household

family members, and the AST employees. Our goal is to provide appropriate and educational fitness training to all AST

2. Notify PRC on the next business day or within 72 hours after your

ER visit. Notification does not assure authorization of payment.

However, if you do not notify PRC within 72 hours, your bills will not

be paid.

3. For AST citizens with no insurance, evidence must exist that your

visit was medically necessary. Medical priorities have been established

for determining which referrals can be authorized for payment.

4. For AST citizens with insurance, evidence must exist that a

third-party resource has made the determination such services

were “emergency care” or “urgent care.” Such evidence my include

payment from private insurance.

5. In the event that you receive a bill from a provider, please provide a

copy to PRC. You may leave bills at the Little Axe Health Center

PRC office or the Shawnee Clinic PRC office.

AIAS Scholarship

Sadie Littlecreek and Connor Edwards

The University of Oklahoma’s American Indian Alumni Society (AIAS) is an

alumni organization that assists American Indian students in the pursuit of

higher education through scholarship

support and support of current American Indian student organizational events

throughout the school year. The AIAS

established the F. Browning Memorial

Scholarship Fund in honor of the late

Mr. Pipestem who was dedicated to enriching the lives of American Indian students and devoted his time and energy

for the American Indian community: the

society also established the F. Browning Pipestem Memorial Golf Scramble

held each year. The American Indian

Programs and Services held an awards

banquet on April 23, 2019, at the Jim

Thorpe Multicultural Center where the

2019-2020 scholarships were presented.

There were 7 Native students selected

to receive this scholarship honor and

2 of the recipients are Absentee Shawnee Tribal citizens, the current reigning

Miss Indian OU, Sadie Littlecreek and

Mr. Connor Edwards. These students

have demonstrated a combination of

academic, community, and cultural

achievement with plans help better our

American Indian community and resources. The AIAS applauds them for

their hard work and dedication.
