Hello Fellow Tribal Members!!

Does anyone know when the partial Federal Government Shutdown will come

to an end? Well, that is the BIG question that is asked of us as we start 2019.

Ordinarily, Congress would have already passed a Spending Bill or a Continuing

Resolution in the fall to fund federal agencies. Tribes and millions of Americans

are put in the middle of this political battle, since President Trump stated he will

not sign a spending bill or CR that does not included $5.7 billion dollars for a

board wall. Some federal agencies remain operating and are considered essential, but employees in those agencies are not being paid. Indian Health Service

and the Department of Health and Human Services are among those agencies

operating, however the Department of Interior and BIA are not in operation currently.

Earlier this month I sent a letter to our Oklahoma Congressional Delegation

expressing the Tribe’s concerns and to end the shutdown. Other tribal leaders

have done the same and continue to express concern and the impacts of the shutdown on their respective tribes. As of January 18, 2019, I understand that Tribes

receiving federal funds through funding agreements should have either received

up to 22.47% base on 2018 appropriations or no funds for programs and services.

We began receiving our percentage of BIA funds based on the 2018 appropriations, but once these funds are exhausted, secondary funds will have to be used

until the shutdown has ended. Although Treasure Ellis has assured the Executive Committee that the shutdown has not immediately impacted the Tribe, the

concern of funding those programs without federal funds remains. Our health

system can operate on its Third-Party Revenue, but only for a certain period. Unfortunately, our BIA programs do not have the same secondary source of funds

to operate with. A good number of programs funded through grants continue to

receive their funding, due to the funds being allocated in cycles.

This shutdown does not only affect one political party or the other, if effect all

of us. In the letter sent the to the Oklahoma Delegation, I stated we (the Absentee Shawnee Tribe) do not support the use of taxpayer dollars for an object that

goes against the foundation on which the United States was created. I also stated

that American Indians and Alaska Native are deeply affected by the lack of funds

for IHS and BIA programs and services; and we should not be held hostage by

unrelated political battles.

I encourage any tribal member impacted by the shutdown to contact the Executive Committee and your Congressmen and let us know how you have been

On January 8, 2019 Tresha Spoon, Education Director of the Absentee Shawnee

Tribe, and I met with Dr. Katricia Pierson, President of East Central University

(ECU) in the AST Governors’ Conference Room. Dr. Pierson is reaching out for

Tribal Partnership. The University has received funding for “Tribal Partnership’s

to Help Native American Students Attain Graduation”. ECU received a grant from

Western Interstate Commission for Higher Education (WICHE), and is funded

through the Lumina Foundation.

The East Central University program is called “Tribal Resources to Enhance

Achievement and Completion in Higher Education (REACHE) Program.” Their Governor Stitt, Inauguration Ceremony

East Central University’s new program will need tribal input and expertise to develop and implement activities critical to the success of AI/AN students, develop

and implement activities and services as well as provide resources that enrich the

AI/AN students educational experience. Also develop and implement final year

or launch activities critical to the post-attainment success of AI/AN students and

create a Sovereignty Center for ECU AI/AN students.

ECU will host focus groups and other events that involve a Tribal Liaison, Elder(s), and other representatives.

Tresha Spoon will be working closely with the University and will keep our

Tribal Members informed.

THE HONORABLE KENDRA HORN

On Saturday, January 12, 2019 a Swearing in Ceremony for The Honorable Kendra Horn United States Representative for Oklahoma’s Fifth District was at the

Douglass High School, 900 North Martin Luther King Avenue in Oklahoma City.

Tribal Leaders that attended was the Lt. Governor Gilbert Miles, of the Cheyenne

& Arapaho Tribe, Representative Fletcher and Governor Butler-Wolfe of the Absentee Shawnee Tribe.

INAUGURAL SWEARING IN CEREMONY

The Lieutenant Governor Blanchard and I attended the Inauguration only, of Oklahoma’s 28th Governor J. Kevin Stitt and all statewide elected officials were sworn

in during the ceremony on January 14, 2019 at the State Capital. The event was

outside of the Capital and the weather was in the high 30’s and low 40’s. Tribal

Leaders were informed to arrive at 9:30 A.M., with the event starting at 11:00 A.M.

There were about 20 Tribal Leaders in attendance.

The Inaugural Dinner and Ball were held in the evening of the 14th at the Cox

Convention Center, Renaissance Grand Ballroom. The Cost of tickets was $250.00

per person.

Inaugural Prayer Service was set for Tuesday, January 15, at 9:30 a.m. at the first

Baptist Church, 301 N.E. 27th Street, Moore, Oklahoma.

Many events were planned across the state for the newly elected Governor Stitt.

UNITED INDIAN NATIONS OF OKLAHOMA, KANSAS AND TEXAS (UINOKT)

The Absentee Shawnee Tribe was the host to the United Indian Nations of Oklahoma, Kansas and Texas Quarterly Meeting. It was held on January 17, 2019 at the

Health Multi-Purpose Building. The meeting was a success as there were many

tribal leaders that attended. Those in attendance were:

Good Day Tribal Members,

Hopefully, everyone is staying warm and healthy during these cold unpredictable days.

December has been a challenging month with budget planning, closing out of 2018,

making changes within the Maintenance Department and completing the Tribal Housing

Projects in place.

Without consulting the Lt. Governor’s Office our AST Representative took it upon herself to seek assistance from a Mr. Daniel J. Morse. Representative presented to me two (2)

options recommended by Mr. Daniel J. Morse on January 11, 2018

The following are the options:

1.

Immediate Selling of Cattle: The gathering and processing of cattle prior to

shipping to Oklahoma City stockyards will take two days, and require two men (my

working partner and myself). The shipping of the cattle will require three semitrucks. Estimate: $2500.00

2.

Retaining Cattle for Spring Sale: If cows are retained to selling the spring, they

will require worming with Safeguard Drench and infected with Ivomec Plus. The

processing and administration of medication for the cows will take two days. The

cattle will need to be fed with maintenance of 5 pounds of 20% cubes per cow, per

day. They will also require 24 pounds of hay per cow, per day.

Estimate:

Safeguard Drench - $400.00

Ivomec Plus - $800.00

Hay - $1/cow/day

20% Cubes – 0.90 cents/cow/day

Total herd estimate on 100 cows for hay and cubes $190/day

Total labor for processing, working and medication cattle - $500/day

The Executive Committee agreed on Option one (1) the immediate selling of cattle.

On January 15, 2019 I submitted to the Secretary’s Office to be placed on the Agenda

for the January 16, 2019 Executive Committee Meeting a Resolution to Sell the Absentee

Shawnee Tribe of Oklahoma Black Angus Cattle Operation. The Resolution passed 1 obtain and 3 yes.

The cattle in their present condition are not in shape to sell, plus at this time of year

market prices are at its lowest. There have been four older cows die at the Earlsboro site. A

stool sample was submitted to the vet whom recommended worming and vaccinating. At

this time the Maintenance Staff are still caring for the cattle.

U.S. Government Shut Down

In light of the concerns among us regarding the U.S. Government shutdown, let me assure you there won’t be any immediate impact on our tribe’s

governmental functions or services. Consequently, there are currently no

plans to eliminate or suspend any operations, services, and employees; we

prepared for something like this when I took office. I’m continually monitoring the situation in our nation’s capital and I’m committed to making

sure all members and employees are informed, your questions are answered

factually and not by rumor. However, if the situation in our nation’s capital

persists then the Executive Committee (EC) will take the actions necessary

to ensure our members, operations and services, and employees are prepared for any eventuality.

In-Direct Cost (IDC) Proposal – Submitted Earliest Ever

Our 2019 IDC proposal was submitted in January of 2019. Looking at the

past history, this is the quickest it has ever been submitted. Extra kudos to

the Tribal Finance and Health Finance teams for submitting our information

in a very timely manner to Interior Business Center (IBC). Due to the U.S.

government shut down, we will not hear from the IBC until the U.S. government opens back up.

their proven successful strategies that will benefit our tribe. My philosophy on economic development will be to not “recreate the wheel”,

but rather follow what other successful tribes are doing to further our

economic growth. Furthermore, we cannot chase after every economic

development idea. We must diversify our strategies to include some

low-risk, low return projects and some moderate risk, with greater return projects. However, all projects have risk, and in order to move our

economic development forward, we have to be willing to take some

risks. In the coming months, we will be rolling out multiple strategic

economic development projects. I ask for our member’s support, patience, and faith on our economic development efforts. While I want

to move us forward quicker, it’s financially prudent that we stagger our

projects. The role of economic development for our tribe is to raise the

quality of life for our members through job creation, more services and

more resources. I will continue to fulfill my role by both assisting our

tribe in experiencing economic gains and protecting our tribal assets.

2019 Balanced Budget / 2018 Close Out

A balanced budget is a budget in which revenues are equal to expenditures.

We closed out our 2018 budget cycle this past January. The primary budgets that were given extra funding were the BIA budgets that were allowed

to utilize their rollover dollars. Our 2019 budgets were rolled out to all directors in December. Our tribe does a very good job in making sure we do

not have a budget deficit. Because of a renewed focus and the importance

of economic development, our 2019 budget had multiple cuts through all

programs in regards to general fund funding.

Early Start on Financial Audit

In December 2018 and January 2019, we had an early start on our 2018

audits. In our pre-audit meetings, we met with our audit team to review

our capital assets from multiple programs, investment structures, and policies and procedures. Our tribal finances are becoming more complex and

diverse. The earlier we start our audit process, the more opportunity we’ll

have to clean up our financials, review our processes, and identify any opportunities for improvement. Again kudos to our Tribal Finance team for

their proactive approach.

The location for Tax Preparation is on the Absentee Shawnee

Tribal Complex in Shawnee at the Multi-Purpose Building. The

time will be every Tuesday and Thursday evenings from 5:30

to 8:00 P.M. and Saturday mornings from 9:00 to Noon except

March 16th being Ea

Beginning Tuesday, February 05th, those meeting the

Low-to-Moderate income threshold for FY2019, $55,000 Tax

Year 2018 is eligible for free Income Tax filing, FORM 1040 &

1040A.

Economic Development Update

Over the past few months, members of my staff and I have been interacting

with other tribes that have had great successes with their economic development enterprises. Economic development for our tribe is vital to push our

tribe from “surviving” to “thriving”. We must learn from others and adapt

Greetings Tribal Members:

I wish all Absentee Shawnee Tribal Members a happy and prosperous

New Year. The beginning of the year is a great time for setting goals and

making every moment of this coming year better than the last. I am eager to

get started into 2019. In the past weeks, I have taken a step back to ensure that

I have evaluated the possible challenges and ensure that our priorities are set

so that we maximize our time and money. This is especially important at this

time due to the government shutdown.

I am optimistic that all will be back on track soon and, if necessary,

adjust our projects and goals accordingly. The following is a brief update

since my last report.

Human Resources

In addition to HR staff’s day-to-day work, the main focus at this time is

the new payroll implementation. Payroll is a business-critical operation and

the new payroll system offers a variety of services that includes expanded

HR data for analysis; payroll efficiency; critical tax processing and benefits

management. Once this new system is up and running, we expect that payroll

processing will be simpler; errors will be reduced; and the tracking of vital

information will be more efficient.

In addition, the HR staff has successfully conducted the Savings Incentive

Plan Open Enrollment. I hope that all eligible employees take advantage of

this benefit that the tribe provides.

To start the year, I wish to give kudos to my HR staff that continues to

provide top notch HR services to our tribal organization. Their work is challenging and they work tirelessly to enrich our work environment. I remind

everyone that they must hire, onboard, pay, satisfy, motivate, manage, develop

and help retain our employees. This is the short list for all that HR is charged

with each and every day.

My HR staff is tasked with challenging goals for 2019, and I have confidence that this will be a successful year. Please provide your support to the

Cultural Preservation

The CP staff has been working diligently on a 2019 calendar of events. The

programs and activities are for the benefit of our tribal members and community. Following are a few of the initiatives my CP staff is undertaking and/or

managing.

FCC Issue - The Oklahoma tribes met on December 18, 2018 at the American Indian Cultural Center and Museum in Oklahoma City to discuss the

pending lawsuit against the FCC. There will be a mid-summer hearing in

June in Washington DC and there is hope that as many tribes as possible will

attend. The main goal of these meetings is to share information about how

each tribe is handling their TCNS projects and to obtain updates regarding the

lawsuit status. Due to scheduling conflicts, no meeting will be held in January, 2019. Meetings will resume in February.

I attended the quarterly session of the United Indian Nations of Oklahoma, Kansas and Texas (UINOKT) where an update on the 106 consultation

revenue loss was addressed. Many tribes are feeling the impact from the loss of

revenue, but primarily feel that there is a genuine threat to the protection of our

tribal cultural and religious resources. We will continue to be engaged and provide

updates accordingly.

My CP staff will continue to provide the research services to the various entities

and will continue to make efforts to collect outstanding revenue. Currently, uncollected fees are in excess of $500,000. I will continue to work with my CP staff in

making strong efforts to collect outstanding fees owed.

Heritage Paraprofessional Program – Another important activity that my CP

Director, Suhaila Nease, is pushing to organize is the engagement of the surrounding schools with this program. Our desire is to engage our tribal youth as well as

all Native American youth in our community. We want the community to know

that the Absentee Shawnee Tribe is working to develop our youth and make an

impact. Ms. Nease, CP Director, will be in communications with local schools in

order to gain tribal youth engagement for the Heritage Paraprofessional Program.

CP currently has a participating agreement with the Monongahela National Forest

in West Virginia and the Forest Service is set to begin its first project in May 2019.

This program provides jobs for tribal members that are interested in historic preservation. We are hopeful that a representative from the U.S. Forest Service will be

able to visit us within the first half of the year and make a presentation about this

program. We will keep you updated.

Tribal Language – We continue to work on organizing language classes. This

has proven to be a challenge, but we will not give up and will continue to seek

ways to implement a successful language program. With half of the world’s languages at high risk of extinction in this century, and vast bodies of cultural knowledge already lost or endangered, preserving important cultural heritage materials

is crucial, and it is not easy. The best way to preserve our cultural heritage is to

share it with others. I will do whatever it takes to ensure that our culture, traditions

and language survive for our children and our children’s children. Your support

and help is vital.

Gift Shop – CP’s expansion of the Gift Shop to the Little Axe Clinic is proving

to be a great success. As we progress through the year, we will be adding new

merchandize and improving the appearance of the shop. Thank you customers for

your patronage!

My CP staff is also entitled to kudos for their successful work. Their work matters!! They strive to preserve our traditions and heritage. They have renewed the

CP building through their own hands-on work and have organized the department

and material that has suffered from lack of proper care. They work to engage our

youth and tribal members in activities and programs to enhance their lives. Thank

you team for all your good work!

Economic Development

I will continue working to improve our economic development. I am currently

working with EC members to push forward on various initiatives. We are building

momentum—it just takes time and money!

As for the Youth Camp, we are presently reviewing the bids for the Phase II

work. We are also reviewing various options with regard to specific camp activities and what is needed to enhance the camp. As we know, activities make a camp

successful and exciting. We want to provide an experience that will make visitors

return. I will provide a more detailed report as we being Phase II work.

Biography

Greetings! What a great opportunity it would be to work together with

EC and our Programs to build positive changes to benefit our tribe. My name is

Delana Deere, from the Turtle Clan, the daughter of Lloyd and Kathy Deere. My

grandfather was Kenneth Floyd Little Axe and my grandmother was Estelline

Washington.

My education, profession and volunteer experience prepared me to

emerge as a driven leader with a background in coordinating, organizing and

decision making. In May 2009, I graduated with a Bachelor’s of Art Degree in

Cross-Cultural Studies with a Minor in Worship Arts from Oklahoma Baptist

University. Currently, I work with the Native American community in the Oklahoma City Public Schools as an Education Advisor. In addition, my dedicated

work to music earned a Nomination for Best Independent artist in the 2018 Native American Music Awards.

In the past, I volunteered my time to the Native American Youth Conference as Chairperson, Coordinator of the Indian Falls Creek Adult Bible and Skills

Conference and Coordinate Musical Events.

In conclusion, my strengths in creative thinking, communications, clerical support, budgeting, multi-tasking, conflict resolutions, self-motivation, technical skills and energetic strong personality have developed me as a person that

would be a great asset in striving to create those opportunities the tribe needs to

move forward. It would be a great honor to serve you as your Tribal Secretary.

Tecumseh, one of our greatest warriors and chiefs of the Shawnee once

said, “A single twig breaks, but a bundle of twigs is strong.” I’m sure

most of you find truth in these wise words even today. For our tribe to

be strong I believe we must band together to move forward on common

ground that will best benefit our tribal members. You have trusted

in me the past 3 and a half years, as an elected official, to serve on

our tribal council. During this time, I have witnessed many changes

within our tribe and its continued work towards progress. I have also

had the pleasure of speaking with many tribal people, listening to their

concerns and their desires for progress. I believe working together we

can achieve our common interest of caring for our children and elders as

well as provide more opportunities for tribal members. Our tribe must

have strong leadership to ensure there are many opportunities for economic development, internship and scholarship programs, among other.

I want to work for you and with you on realizing and reaching these

opportunities that lay before us. I look to support those things that

will benefit the tribe, to be a leader that listens, and values the input of

our members, to be fair, honest, and ethical.

I am running for Governor and seeking your vote of approval. As Tecumseh stated, we are strong, and together we can and will accomplish

great things for the Absentee Shawnee people.

goals. The AST Fitness Center is available to AST Diabetes Program patients, all Native Americans and their household

AST Governor joins Tinker

Air Force Base Honorary

Commanders Program

Governor Edwina Butler-Wolfe of the Absentee Shawnee

Tribe of Indians of Oklahoma has recently been selected to be in the

Tinker Air Force Base Honorary Commanders Program. The Honorary Commanders Program was started in 1996 as COMMSTAR

(Community Stars). The program was revised for 2016 as part of

AFSC standardization renamed as the Tinker Honorary Commanders Program with class terms extended on an annual basis.

Governor Butler-Wolfe will be paired with a key leader

from Tinker AFB for a year in which they will learn more about

each other’s’ professional responsibilities and strengthen the bonds

between the Air Force’s key military personnel and state and community leaders.

Throughout the term there will be multiple official Tinker

AFB Honorary Commanders events involving the entire class as

well as one-on-one activities with respective partners. Honorary

Commanders are also invited to attend special events such as unit

changes of command and the Star Spangled Salute Air Show.

The Honorary Commanders Program held the 2018 Graduation on January 24, 2019. The new 2019 inductees were presented

their pins the same night and was met by their assigned leader from

Tinker AFB. Governor Butler-Wolfe’s assigned officer is Brigadier

General Christopher D. Hill. He is the Commander, Oklahoma City

Air Logistics Complex. As the Commander, he leads a team of over

10,000 military and civilian professionals delivering combat power

for America.

Tribal Secretary

Hello, my name is Twila Longhorn-Parker, I’m the 4th oldest child of

Ernest Frank and Vergie Longhorn of Rt.

2, Shawnee, Ok. Our home was located off

of Garrett’s Lake road and located in Johnson, Oklahoma. There was 9 children in our

family and we were all close as we lived in

a 1 bedroom home. My dad was a World

War II Vet and often talked to us about our

duty to serve in the military as well. Which

led to my younger brother Ewell Longhorn

and I both served in the Air Force during

the Vietnam era. The military was quite

beneficial for me as it taught me discipline,

duty and integrity to my assignment of job.

After the Air Force I got married to David (Rusty) Parker, we’ve been married for 40 years with 2 adult children. A son

Shawn Parker who is employed at Tinker AFB in Midwest City and my married

Daughter Queta McCuddy. My daughter has 3 sons Jacob 11, Stephen 4 and

Gage 4 months 17 pounds.

A little information about my background I do have a education and I’m

willing to share more information if anyone is interested in seeing my credentials.

I’ve found with education for you to really benefit from learning principles and

theories. A person really needs the common sense and problem solving abilities

to fully benefit from a education. I have learned so much more from actual work

experience such as the Department of Defense and from all my years as a Civil

Service employee with the U.S. Post Office. One thing I learned was to learn the

guidelines, Employee Manual and learning our local union Contract. One way

I was able to help my fellow workers was learning how to be a Union Steward

which meant I had to be fair and be open minded about listening to people’s issues. I was a Union Steward for 10 years in a plant of 300 workers and I ended

up being the Head Primary Steward. I learned attention to detail, research and

interviewing all workers, bystanders and Management for complete information.

In my capacity I functioned much like a paralegal as I had to gather all

government records, list index, cite violation and then type it all out in a Grievance Format. I even participated in our week long Local Union Contract Negotiation and served on a Union Committee that met monthly with Post Office Labor

Specialists on unresolved grievances.

Through my career even in the Military while stationed at Croughton

England there was 10 Manuals in our station that always needed updating and

have correction inserted then documented on a log. I volunteered to start doing

the updating and correcting all of our Manuals and documenting this fact in a

Station Log. There was a huge stacks in some In-Baskets as person assigned to

it said, “it’s boring work”. So I ended up doing this additional job on slow nights

and when our records were inspected the NCOIC informed the Inspector that I

did it in my spare time. I received a Letter of Appreciation for my initiative.

I applied for a job with the IHS-PHS in Shawnee as a Dental Receptionist

a new position in 1983. On this job I learned the proper handling of Medical Records from the Medical Records Director. I also learned what documentation was

needed to be eligible for services and how to build a medical file. Then I noticed

I recognized names of Tribal members deceased and files for non-eligible people.

I begin to pull old records and box up. I was advised they burned old medical

records. I researched the Federal Regulations on Handling of Medical Records

and found there was a inventory list, certain kinds of boxes and tape. All medical

files had to be listed and mailed to Ft. Worth Federal Records Archives. Not to

mention we had to transport all 50 boxes to Fort Worth Depository which the

Medical Records Director and I transported. We had to sign in our records and

they provided us duplicates of all our transactions in 3 days time. Once the Area

HIS-PHS Director Mr. Townsend was informed of all this I did receive a Cash

Award and a Letter of Commendation for my efforts.

I did work in the Governor Edwina Butler-Wolfe’s office for about 2

years and one of the main jobs I performed was purging really out of date records back to 1980’s. Once we determined what was really old we cleaned out

56 boxes that OEH disposed of. Organization was better attained and more current records could be better maintained.

I attended a Executive Committee Meeting on January 16, 2019 and it is apparent that our Administrative Policies are not current and not up to date. Such as

no employee Policy participating on Committees. I suggested a “No win and No

Loss Clause” meaning the qualified employee if they have the abilities and skills

they should be considered for Committee positions. If that employee is contributing to the work culture, mission and the over all goals of the Tribe.

What happened in the meeting was a qualified employee who put in

for a vacant Board position was held up because they had no clear cut policy

on employees participating on committees. This is where if we had clear cut

administrative policies they would have been able to figure out what to do. This

employee has mastered her job and is able to do time management to perform in

both positions. But it was tabled.

I feel from my past experiences and work procedures knowledge. This is why

I’m running for the position of Tribal Secretary of the Absentee Shawnee Tribe

of Oklahoma. We need to research all those boxes of Tribal Resolutions that we

gathered from all those old files. Those Resolutions are all our past Tribal laws

and they need to be verified if they are still current.

Absentee Shawnee Tribe – Severe Weather Policy effective December 2013 states:

2. PROVISIONS

a. Prior to normal starting time it will be announced on one of the local television or radio

channels that the Absentee Shawnee Tribe is

open and/or closed based on weather severity.

The Governor, and/or designee, will report to

these channels: Channel 4, 5, 9, Fox 25; Radio- KTOK 1000; KOCK 1520 AM. Formerly

the policy has been that when schools in Little

Axe and Shawnee are closed then employees

would be allowed administrative leave. This

policy seeks to clarify on procedures and gives

the decision making process back to the Tribe.

b. On days when weather conditions worsen

as the day progresses, the Governor or another

Member of the Executive Committee may decide to close early. In such cases, a decision

and an announcement will be made through

The CCDF Subsidy Program is still taking applications for child

care assistance. Some eligible criteria for the AST Child Care Subsidy

Exercise

and Diabetes

Exercise is crucial when it comes to living a healthy lifestyle. For those individuals

with diabetes, it is even more important to be active. There are great things to learn when

you participate in an exercise program. Did you know that resistance weight training is a

great for diabetes management? Or that you don't have to participate in a marathon or swim

miles to benefit from an exercise program? Incorporating exercise into your daily life will

assist in preventing diabetes, as well as help to resist any long-term complications associated with diabetes. Here are basic some tips before you begin an exercise program:

• Make it a habit to check your sugar before and after exercise

• Listen to your body. Do not push through any pain.

• Fuel and refuel before and after your workouts

• Stay hydrated!

• Find enjoyable activities

• ALWAYS be active!

• Walk after meals

• Check your feet often before and after exercise

Get started!

• Check your sugar often before and after exercise to help you to understand the effects of

exercise on your body. Our bodies are all different and we may respond differently to exercise compared to others.

• If it hurts, don’t do it. Listen to what your body is telling you. Do not ignore physical pain,

especially if you are diabetic.

• Good snacks before and after exercise includes a piece of fruit, a little bit of peanut butter,

yogurt, cheese and crackers, small cup of oatmeal, half a peanut butter (no jelly) sandwich,

etc.

• Always stay hydrated. Keep a water bottle filled with water, of course.

• Always start slow if you haven’t exercised in a long time. We all want to get started immediately but pace yourself and build up to increased exercise intensities.

• Remember to wear comfortable socks made for physical activity. Check your feet on a

daily basis if you begin to exercise.

ASEDA continues to set its

sights on economic development opportunities within the 8(a) and HUBZone programs which set aside billions of federal contracting dollars

each year for small disadvantaged

businesses who become certified with

the U.S. Small Business Administration (SBA). A timeline has been

created to strategically help us meet

our goal of having an 8(a) certified

company by the end of July 2019, the

government shutdown will have some

impact on this date so please continue

to read the ASEDA monthly report in

the tribal newsletter for updates and

information regarding where we are at

with the certification process.

ASEDA was able to visit with

Procurement Counselor Berbon Hamilton again on 1/11/19 at the offices

of the Tribal Government Institute

used to possibly expedite completion

of the application by reducing research time for records needed to support the application. Registration for

Greetings!

As it was posted in the last month’s newsletter, there have been

changes in the Realty Department. Allow me to introduce myself and our

new staff. My name is Taylor Carter, and I am the new Interim Realty Director. I was hired on full-time in May of 2018 as a Realty Specialist for

the department and was then selected as the Interim Director in December.

I’m continuing to learn all the duties of Realty as in regards to Native

American Tribal Land. I will be communicating with the Bureau of Indian

Affairs for all matters regarding to Realty and will help you as a landowner

in any way I can.

We recently hired two new people for our department, one is for

Probate Specialist and the other is for the Realty Assistant.

Cara Usrey is our Probate Specialist and was hired at beginning of

the 2019 year. Cara has over 20 years’ experience in Public Real Estate,

Records and Closings. She will be processing all the Probates that come

into our department. She is currently learning the detail processes for Native American Probates and Realty.

Yecica Gutierrez is our Realty Assistant and was hired on in

Mid-November 2018. Yecica has over five years’ experience with the

Kickapoo Tribe of Oklahoma in the Administration. She is already providing great day to day organization and customer service for our department.

Notice to the Tribe and all Tribal Members: The Realty Department works closely with the Bureau of Indian Affairs in Anadarko. As

the U.S. Government is still shutdown, our office will continue taking requests. Although limited, we will provide you with as much information

as we possibly can. With our changes we are working towards obtaining

our computer access to the BIA Network. Once our office has the access,

we will be able to process your requests and projects in a timely manner.

When the U.S. Government reopens, our department will be able to obtain

information and provide updates as requested.

The Realty Department and Oklahoma Indian Legal Services

(OILS) will be putting on Wills, Trust, and Probate Clinics that are scheduled four times during the 2019 Calendar Year. These clinics are open to

all tribal members to help tribal citizens prepare Wills and Probates to

ensure that their estates are properly distributed.

The first clinic is scheduled for Wednesday January 30th, 2019, from 10

am – 3 pm @ the Multi-Purpose Building on the AST Complex in Shawnee, OK. If you are unable to attend the first clinic, the second clinic will

be on Wednesday April 24th, 2019, from 10 am – 3 pm @ the Health Center Conference Room in Little Axe, OK. The following two clinics that are

scheduled for later in the year are as follows:

Wednesday, July 31st, 2019 from 10 am – 3 pm @ Multi-Purpose

Building, Shawnee, OK

Wednesday October 30, 2019 from 10 am – 3 pm @ the Health Center

visit was medically necessary. Medical priorities have been established

for determining which referrals can be authorized for payment.

4. For AST citizens with insurance, evidence must exist that a

third-party resource has made the determination such services

were “emergency care” or “urgent care.” Such evidence my include

payment from private insurance.

5. In the event that you receive a bill from a provider, please provide a

copy to PRC. You may leave bills at the Little Axe Health Center

PRC office or the Shawnee Clinic PRC office.

Domestic Violence and Sexual Assault Advocacy

The AST Domestic Violence/Sexual Assault Programs are on-call 24 hours per day to provide

emotional support, advocacy and crisis counseling to survivors at hospitals, police stations and

throughout the legal system. The programs also serve as a resource center to the community by

offering educational information and referrals.

Transitional Housing

The AST DV Transitional Housing Program serves victims of Domestic Violence/Sexual

Assault. Participants have up to six months to obtain education and job skills needed to begin a

new life.

Court Advocacy

Assists survivors with domestic violence court related costs (when funding is available) and

appearances as well as filing for emergency protective orders (EPO) or restraining orders.

Shelter Placement Assistance

The Absentee Shawnee Tribe’s Domestic Violence Program works with other shelters within

Oklahoma in order to help victims obtain safe housing. Emergency transportation for

the victim and children may also be available.

AST Education Department: Big Jim Youth Awards

We will begin taking applications for the 2018-19 Big Jim

Youth Awards on January 1, 2019. High school seniors of

both genders within the 50 United States are eligible to apply

for these awards for the 2018-2019 school year. Applications will be accepted from January 1 to March 31, 2019 by

US mail or email, official transcripts must be mailed. The

official application form will be available in December 2018

at www.astribe.com under the Education Department. The

or university where the award recipient will attend for the

The Tribal Housing Improvement Program’s goal is providing

sanitary, safe, and decent housing for its members by

utilizing the following criteria to select the most “in need”

tribal members with homes that are in disrepair but are still

suitable for rehabilitation. All applicants must meet the

eligibility requirements and criteria which is approved by

the Absentee Shawnee Tribe.

within one of these six counties; Pottawatomie, Cleveland,

Oklahoma, Payne, Lincoln, or Logan, provide land ownership

by verification such as a Warranty Deed or Notarized Lease
