L t. GOVERNOR’S REPORT

I

would like to begin by saying I hope

everyone had a good Thanksgiving

Holiday. If it was anything like mine,

it was full of food, family and laughs.

During the last month, the project that

my office has given a lot of focus on is

the Horseshoe Bend renovation. As of

this date the following components of

the project have been completed:

• Storm Shelter: a 10’ L x 8’ W storm

shelter has been installed on site.

• Basketball Court: a 70’ L x 50’ W

court has been poured and finished

with two goals for full court play.

• Walking Track: a 1500’ L x 4’ W

walking track has been poured and

finished around the perimeter of the

premises and is ready for use.

• Parking Lot: the base for the parking

lot has been prepared and asphalt will

be put down soon.

• Slab and footing: in preparation of

the building expansion, the footing

and slab have been poured.

• Playground: the playground selected

for the project will begin to be installed

by the first of December.

These are just a few of the components that have been completed

and many of the others are work in

progress.

I attended the 13th NTTC (National

Tribal Transportation Conference).

NTTC was held during the same

week of the Annual NCAI. We were

able to discuss, not only transportation issues, but other issues as well.

There were many tribal leaders that

were trying to juggle their schedules

to attend portions of both conferences. The reauthorization of the

transportation bill was a big issue. It

was the consensus of most that the

tribes would operate under a continuing resolution for at least the first half

of 2011. The second item of interest

was the funding formula and how it

is being applied to reservation tribes

versus non-reservation tribes. Tribal

leaders from Oklahoma were able to

attend the voting sessions at NCAI and

quash a resolution that was being presented at NCAI that would have been

detrimental to Oklahoma and Alaska

regarding the IRR funding formula.

There was also a resolution regarding

the ITA (Intertribal Transportation Association); it was also quashed.

We have meet with Pottawatomie

County to discuss issues regarding transportation and routes in the

Johnson Community area. Brendle

Corner is being surveyed for parking

lot improvements and ACF is ready to

start improvements on the building.

The first filing date regarding the Probate

issue was December 1st. Once we find

out from Mr. Perry, the Tribe’s attorney,

how the first round went, we will let you

know how it is going. As this issue is

being litigated the amount of information

that we may be able to release, could be

limited, however, we still want to keep you

informed as things transpire. Mr. Perry

has called and thanked all the staff for

their participation in assisting him in compiling the first brief. Mr. Perry, along with

many AST staff members have worked

hard to insure that the information needed

was provided. I would also like to thank

all of you who participated in providing

the affidavits and information that helped

Mr. Perry in preparing the brief on behalf

of the Tribe. As was stated December

1st was the first filing date. You may be

called on again to provide information that

is necessary as we continue to pursue this

very important matter. I ask again that you

assist Mr. Perry in a timely fashion and

to the best of your ability. This is a very

important issue to our tribal government

and our individual land owners. It may be

a lengthy process and it may not, but what

ever it takes, I’m requesting that you put

forth your best effort in assisting.

PROCESS

1. Submit an enrollment application

with the certified birth Certificate

from the state. NOT A COPY WE

NEED THE CERTIFIED DOCUMENT ISSUED BY THE STATE

OF BIRTH.

2. If the applicant is enrolled with

another Tribe they will have to

relinquish from the other Tribe first.

We advise the applicant to do a

conditional relinquishment.

3. All applicants will have to be traced

back to the 1937 base roll.

AST enrollment office.

the Secretarial Election to lower the blood

Absentee Shawnee Tribe so many blessings

this past year.

Year end final preparations are in process,

such as 2011 budgets, annual reports, preaudit preparations, etc. Tribe’s Investments

are growing! Hopefully, these investments

will continue to grow in 2011. Tribes’ expenses are within limits and revenues are

slowly increasing (even through, economy is

down). Economist say when it comes back, it

will look like it did before and; hopefully better, so we will see if their predictions are correct. Our All Nations Bank has some GOOD

NEWS, the federal and state regulators have

APPROVED our branch bank. Awesome!!

In 2011, the projects we have been working

on will begin to bring economic development

growth, revenue and will help with better

services and benefits for our tribal members.

others. We will continue to update on

these issues as they develop.

Back in August I was placed as oversight over the two smoke shops and

the tribal restaurant. Since then I

have replaced the manager of the

restaurant, hired two new assistant

managers for the cook staff and the

wait staff. We are looking at changing hours to better benefit the public,

made menu changes, and hired well

needed waitstaff. Please help me welcome Joy Anderson as manager of the

restaurant, Luis Almanza as the cook

manager, and Paula Lime as the wait

staff manager. We look forward to

serving the public and hope you will

come out and eat with us.

We are currently taking applications

for the Little Axe store manager and

store accountant.

We wish all the luck to James Vance

in his new project. He will be truly

missed.

We are currently looking at remolding

the Harrah store which has needed it

for some time. We must keep up our

investments as we move forward. This

store is in dire need of a makeover.

More advertising and hopefully it will

start performing like it should.

For those who did not register for

the Secretarial Election There was a

secretarial election held on Friday November 19, 2010 for the lowing of the

blood quantum amendment. It was

passed by majority of vote to lower

the blood quantum to one eighth. So

you now can be an enrolled Absentee

Shawnee member with at least one

eighth blood degree.

Finance Department’s continued efforts to

stay caught up; as it is a constant flow of

business transactions.

We would like to welcome Jennifer Hernandez to the Finance Department as our new

Budget Analyst. Jennifer has been with the

Tribe for eight (8) years and served as Secretary to the OEH (Office of Environmental

Health) until November 8, 2010; in which

she began her duties in Finance. Welcome

Jennifer and we look forward to working

with you!

for those that may not have anyone in their

holidays, these are lonely times for some and

they need our prayers.

FINANCE DEPARTMENT

The Finance office continues our efforts

in keeping the day to day activities flowing

efficiently and effectively through communication between the Finance office and

Programs. In working together, we have

found the most time effective and cost effective processes for transacting business.

A continued thanks to the recently elected

Executive Committee and all the programs

for their support and understanding in the-

Our 2010 Audit is fast approaching which will

include the MD&A (Management Discussion

and Analysis) and has been submitted to the

Federal reporting offices. The MD&A report

is an informative report within the 2010 Audit;

which is a brief review and explanation of

the Audit. The second third financials are

complete; November 10, 2010 quarterly

reports have been submitted to the Department of Interior.

The Indirect Cost Proposal for 2011 has been

submitted to the Department of Interior’s National Business Center and we were notified

of the receipt on August 3, 2010. There is

a 3 to 4 month process for negotiation and

approval, but we look to begin 2011 with an

approved rate. We have information that the

Tribe’s proposal has been assigned at the

National Business Center which means it is

in the queue to be reviewed; this process will

take 2-3 months. At November 15, 2010; we

have not received an approval. It is imperative the accounting / bookkeeping continue

to stay ahead of all of the accounting so that

audits go smoothly so that Indirect Cost rates

will stay up to date as well. Audits affect the

ability to submit indirect cost proposals which

affects grants.

There are many processes in place in your

Tribe’s accounting department that ensure

we keep accurate records or transactions.

The Tribe’s accounting processes must be

in compliance with GAAP (Generally Accepted Accounting Principles) and GASB

(Governmental Accounting Standards

Board). In complying with GAAP and GASB,

there are many internal control functions that

mandate a need for qualified accountants

which dictates the need for more than one

accountant to be involved with a transaction;

i.e. the same person writing up the Tribe’s

deposits should never be the same person

who reconciles cash. The main objective

of finance is to prove and ensure proper

back-up documentation accompanies every

single payment/transaction, no matter if the

transaction is $1.00 or $1,000.00, and of

course we must ensure that any transaction

of the Tribe is an allowable expense and this

is proved by the back-up documentation.

There are many functions of the Tribe’s

finance department and this is just one that

I wanted to share with you.

The rules and regulations of accounting

are forever changing; there are rules and

regulations in place today that may not

have been in place 5 to 10 years ago which

makes the accounting department today

somewhat more complicated that it may

have been in past years. In addition, the

Tribe is a Self Governance tribe which also

adds more work to the finance department

whereas before the BIA and I H S handled

a large portion of the Tribe’s business. Not

to mention the increases in BIA and I H S

funding over the years, 51 Grants, and the

new Clinic business.

The Bond Financing closed May 27, 2010

so the funding for the new health clinic is

complete. With this completion there is a

need for the accounting for the Li Si Wi Nwi,

Health Clinic (formerly the Little Axe Clinic) to

have its own financial reports. The finance

department has been completing accounting by the seventh day of the month since

August 2010; so that financial reports can be

created for the Health Authority and Li Si Wi

Nwi, Health Inc. boards for health programs

both Shawnee and Little Axe.

It is important to run every department at

the Tribe as efficiently as possible. Upon

becoming the Controller for the Tribe my first

duty was to get the accounting completely

caught up and audits and Indirect Cost

Proposals in timely with continued efforts

accordingly. After the back log of accounting was caught up, we were better able to

assess the department as a whole and the

Assistant Controller and I decided to take the

duties of Controller, Assistant Controller

and Grants Accountant choosing not to

replace the Grants Accountant to see if

This department, as always, would like to

extend a special thanks and note of appreciation to the Executive Committee for

providing the tools, resources and support to

enable the finance staff to reach its accomplished goals and to continue with this effort.

A special thanks and note of appreciation to

Program Managers and Employees of the

Tribe for their assistance and dedication

in our group effort toward accomplishing

our goal. Now that we are caught up, we

are dedicated to continue our efforts in this

direction.

The wonderful world of banking is trying to digest all of the new regulations

that are in the Dodd-Frank Reform Act.

I found that the requirements for the

FACT ACT (Fair and Accurate Credit

Transactions, Act) to be of particular

interest. While details of the changes

are too numerous to discuss in this

article, I am encouraged by the actions

of Congress to standardize reporting to

the Credit Reporting Agencies (CRAs).

The task of 30,000 data furnishers (banks

etc.) who report an average of 2 billion updates to the CRAs each month is

daunting to say the least. Banks and formal

credit companies have generally done

a good job in reporting accurate information with integrity (substantiated by

records). On the other hand, there are

many companies, organizations, or

entities that report into the system each

month with little regard to ensure the

accuracy and integrity of consumer transactions. The goal of the new

requirements is to ensure that accurate information is furnished to CRAs,

thereby promoting fairness and efficiency in today’s credit markets. Trust me,

this will help all concerned; especially, the consumer.

TOTAL COLLECTIONS

The Absentee Shawnee Tribe’s Finance

Department has a very hard working group

of people and it is an honor to work with them

and at the Absentee Shawnee Tribe. As

expected, working with the new Treasurer,

Kathy Deere has proved to be very positive

with her strong values and governmental

knowledge; and this continues. While she

has had many meetings though out her

orientation to the Tribe she has been a very

positive support to the finance department:

again, Thank you Treasurer Deere!

The next step will be to prepare the

facility located at the entrance of the

Tribal HQ located on Gordon Cooper

Blvd. for banking operations. This project

will take 60 days or so. Once we get the

last few documents signed by the Tribe

and BIA. Gene and I will visit the site

and depending on the various banking

operational vendors availability. We hope

to be conducting banking business on

or before February 1st.

NOTE:

she and I could handle the work load. With

the help of the entire department we were

able to save money by not replacing this

position. In addition, we chose not to replace

a staff member who resigned by re-assigning

her duties, again with the help of the entire

staff; which in turn saves the Tribe money.

these days when the weather is

bad there are usually power outages that effects us all, so please

keep in touch with one another

and let`s have a safe Christmas

Holiday and prosperous New

In November I attended the

National Tribal Transportation

Conference in Albuquerque New

Mexico and while I was In attendance the National Congress

of American Indians was going

on the same time and some of

the Elected Officials from other

Tribes was there in Albuquerque

area, I was able to talk to them

about some of the issues going on

within their respected tribe. One

of the tribes in particular was

a tribe from Northwest part of

Alaska, they where in the process

of trying to get their tribal roads

money established so they can

start their roads development.

So if some of you watch Ice Road

Truckers you know what this

Alaskan Tribe goes through year

round.

High School Basketball, Wrestling and other Varsity sports Are

fixing to begin their seasons so

if you have time to stop In any

Gymnasium across the united

States please stop in And support your tribal youth in their

respected sport ,Drama Or Choir

class because our youth needs

your Support!

THE ELECTION

COMMISSION

The (NASC) Native American Student Club

put this performance on for the Student body

at 9am and 10am to educate the other students in native american culture dancing.

There were 14 dancers and other students

with shawls.

students who performed today at Shawnee

HS. Their names are:

Tyler Thurman, Krystle Logan, Ryan Goodfox,

Tara Goodfox, Jaycee Wilson and not pictured

was Tristan Littlecreek.

The Shawnee HS NASC have luncheon meetings at two different times so the students can

attend. NASC have about 20 to 30 students

who attend at least one of the luncheon

meetings.

ANNUAL AST

ELDERS POW WOW

Heard the phrase "The Biggest and the Best," Well that is just

about describes the Annual AST Elders Pow Wow that was held

the weekend of November 13th, 2010.

Things started happening around 11am on Saturday at the

Expo Center, when vendors started arriving. The early bird gets

the worm...so they say...and the early arrivals got the choice spots

to set up shop.

Dancers and people working the first shift arrived at noon.

Benches were set up around the arena for the dancers, as well

as chairs were set up across the building; After all we had 26,000

square feet to fill. Tables were readily available for the vendors as

well as tables to serve the evening meal.

The gourd dancing began around 2pm and so did the raffles.

Shawls, grocery baskets, sash, gift cards, comforter, quilts, and

50/50 pot were items of the day.

We only had 2 drum groups, but that is all it took to do the job.

Michael Plumley was a great head singer, and of course, "Tonekei"

was his fabulous MC self. He kept the crowd laughing all during

the Pow Wow.

Our head man dancer Cecil Wahpekeche always comes through

for us and his wife LaDonna. She is one heck of a speaker. LaDonna did not even need the microphone.

Due to a knee injury Lorene Rolette could not be our head lady

dancer, but the crowd favorite Joyce Martinez took up the slack.

She is one of our favorite people.

Specials for the evening were honoring Beverly Butler, by her

family. Winners in the Southern Cloth were 1st place Annette Rice,

2nd Twila Blanchard and 3rd Ms. Blackstar.

The straight dance contest for the men was winner take all and

Algene Washington took home the gold.

We really appreciated the Comanche Little Ponies as a co-host,

for they always bring in the crowd of family and friends. With the

help of Woody Wilson and Poncho Walker, we would like to thank

Mary Birdtail for getting this event together. Thanks also goes to

Having twenty-five (25) vendors, the Vendor Police was out in

force (aaay). Treasurer Kathy Deere was sooo busy for she had to

keep track of ALL the money for the evening.

Of course the high light of the evening was honoring our oldest

veterans with a cap from their branch of service. Thank you to

Sue and George Blanchard for the caps and the AST Elders Elders

Council for the monetary donation to ALL veterans in attendance.

Having fed around three hundred (300) people we can say that

was a very good crowd. Gene Parker kept the food line going.

We would like to thank everyone that brought food, drinks,

moved tables, or set up chairs and served the elders and disabled.

A special thanks to Richard Birdtail, Bill McBride, and David Little

for cleaning the WHOLE building after the dance.

Being too pooped to poop, we headed back to the motel for a

little rest. We were to see the Country Music Show at the Clay

Cooper Theater at 8 pm. A choice few decided to stay at the

motel to watch the OU game on T.V. For those that went to the

show, they had only good comments to say. This was a great

family show for Clay Cooper had his whole family performing.

On Sunday we got to sleep in a little longer and have a leisurely

breakfast. After that we boarded the bus for home but we were a

little early for lunch at Lambert's. The bus driver suggested stopping at a Craft Mall upon which all agreed.

At Lambert's (home of the thrown rolls) we had an hour wait

to get in, but it was well worth the wait. Dinner was excellent and

some people even brought "doggie bags" on the bus.

First timers were heard to say: "This was the best trip every"

RA; a lady said "I had a great time" MW; "we thoroughly enjoyed

the weekend." EA/JA

casino's!

Report:

The November 2010 Tribal Veterans Association meeting was

called to order at approximately 1902 by Commander Walter

Larney. Eleven members were on hand and Lt. Governor Issac

Gibson and Representative Jeff Gibson later sat in on the meeting. The two tribal officers would later say a few words to the

group.

Operations Officer Esteline Schulenberg recommended the

name: Ernest F. Longhorn, a World War II veteran and recipient

of two Bronze Stars, as the name to possibly grace the Tribal

American Legion Post. As mentioned in past meetings, the post

must be named for a deceased veteran. The nomination has

been the first to be recognized by the association, though, the

group will continue to take other possible nominees.

1st Sergeant David Little Jr. took a minute to thank all of the

color guard members who participated and all who attended the

ceremony, November 6th, in Reeves Park (Norman, OK) honoring Vietnam Veterans. The event drew a large crowd of veterans groups and spectators. The event was put together by the

Oklahoma National Guard and endorsed by State Governor Brad

Henry.

MERRY CHRISTMAS - DECEMBER 2010

On Friday October 22nd, the Elders Council began their trip

toward Branson.

The Foliage was beautiful and snacks were greatly appreciated. A thanks goes to Thunderbird Grill and Thunderbird Casino.

Upon arrival at Melody Lane Inn we didn't have much time to

rest and freshen up, for we had dinner reservations at the World's

Largest Golden Corral. We were told it seats 800 patrons and

there were 600 people there Friday night. We were on of 5

buses.

After dinner we boarded the bus to see our first show for the

weekend Hammer/Barber which was a magician as well as a

ventriloquist act. The crowd oohed and ahhed and stated that

was "one of the best shows we've seen."

On Saturday morning we had to make our annual trip to "Wally

World" after that we went clear across town to Lake Table Rock,

where we were to board the "Branson Belle" for the noon cruise.

Of course we had to hit the gift shop for souvenirs before boarding the boat. Our cruise boarded at 11:30 am and we sailed

at noon. Upon everyone being seated lunch was immediately

served, which lasted an hour at most. The show consisted of

singing, dancing, magic and a lot of comedy. Many people went

on the deck to view magnificent scenery, and visit other cruisers.

Many people were from Oklahoma and lots of OU fans. We even

got to chant BOOMER/SOONER!

After the cruise on the showboat, we took the scenic route

through Branson to visit "Old Town," where everyone got to shop

till you drop. From there we had supper at Bob Evan's Restau-

ABSENTEE SHAWNEE TRIBE OF OKLAHOMA

VETERANS

For many of us, the holidays bring opportunities to visit friends

and family and enjoy homemade foods. The holiday season also

presents important food safety challenges, so everyone needs

to plan ahead to make sure that holiday foods are safe. It is

estimated that every year, approximately 76 million people in the

United States become ill with a foodborne illness.

The most common symptoms include nausea, vomiting and/

or diarrhea. Most illnesses are mild and only last a day or two;

however, some are more serious, and lead to approximately

325,000 hospitalizations and 5,000 deaths. People at the highest

risk of becoming very sick from a foodborne illness are the elderly,

children, individuals with a weakened immune system, and pregnant women. Persons in these high-risk groups should take all

precautions to prevent foodborne illness.

The Oklahoma State Department of Health (OSDH) recommends

these food safety tips:

·

Clean: Wash your hands with soap and warm water for 20

seconds before preparing food and often during food preparation.

Wash surfaces in the food preparation area often. Wash cutting

boards, dishes, utensils and counter tops with hot soapy water

after preparing each food item and before you go on to the next

food. Remember to cover your cough when preparing and serv

ing food. Always wash your hands after using a tissue or coughing into your hands.

·

Separate: Disease-causing germs can spread from raw

food that should be cooked to other foods. This is most important

when preparing raw meat, poultry, and seafood. Use separate

cutting boards to keep raw meats and their juices separate from

uncooked fruits and vegetables.

·

Cook: Always check the internal temperature of cooked

meat, poultry and egg dishes with a food thermometer to make

sure that the food is cooked to a safe temperature.

·

Chill: Refrigerate foods promptly. When foods are left out

unrefrigerated, harmful germs multiply quickly. Cold temperatures

keep most harmful bacteria from multiplying. Set refrigerators at

40° F and freezers at 0° F, and confirm the temperature with a

thermometer.

Tips for Preparing and Reheating Turkey

·

Thawing: Allow enough time for a frozen turkey to defrost.

Incorrectly thawed turkey can look safe to eat but actually will be

undercooked, allowing disease-causing germs to survive inside.

The three safest ways to thaw food are 1) in the refrigerator, 2)

in the microwave oven, or 3) by submerging in cold water. When

thawing in the refrigerator, allow 24 hours of thawing time for

every five pounds of turkey. When using a microwave, check

the manufacturer’s instructions for the number of minutes per

pound and the appropriate power level to use for thawing. When

·

Cooking: Use a meat thermometer to be sure that the correct internal temperature is reached. The thigh is the best place to

insert the thermometer, making sure it does not touch the bone,

which gives a false reading. When the thigh reaches 180° F, it is

safe to assume that the rest of the bird has reached the bacteriakilling temperature of 165° F. The most reliable way to cook stuffing is separate from the turkey. For stuffed turkeys, the internal

temperature must reach 165° F before it is safe to eat.

·

Leftover food safety: After the meal, refrigerate remaining

foods and leftover turkey within two hours. Split leftovers into

smaller, shallow containers so they will cool quickly in the refrigerator. Use leftover turkey and stuffing within three to four days,

and gravy within one to two days. Reheat leftover gravy to a boil,

and thoroughly reheat other leftovers to 165° F before eating.

The following are current programs administered by the

Absentee Shawnee Tribe Education Department:

Academic (K-12) Program: assists with academic

related expenses, and a portion of funds can be used

for school-related athletic program expenses. Program has a maximum funding limit for the academic

year.

•

Zahn Program: established from a trust fund, program can help with some graduation expenses, and

awards two (2) incentives: one for GED recipients and

one for High School graduates. Program has a maximum amount of funding for graduation expenses.

•

Job Training Adult Education Program: funds for

vocational training at accredited vocational institutions. Program has a maximum funding limit for the

calendar year or per program.

•

Higher Education: Education Incentive Award Program: funds for undergraduate degrees, one associates or bachelors degree, at any accredited college or

university. Funding levels are determined based upon

partners with child welfare workers, lawyers and

The Absentee Shawnee Tribal Clinic Pharmacy in Little Axe can fill prescriptions for

tribal citizens written by Physicians not located a Tribal Clinic under the following

circumstances:

The Tribal Housing Improvement Program’s goal is providing sanitary, safe, and

decent housing for its members by utilizing the following criteria to select the

most “in need” tribal members with homes that are in disrepair but are still suitable for rehabilitation. All applicants must meet the eligibility requirements and

criteria which is approved by the Absentee Shawnee Tribe.
