Under the Election Ordinance:
Article VI-Elections Section 2
Special Elections shall be conducted by the Election Commission according to Article VI, VII,
and IX of the Absentee Shawnee Tribal Constitution.
Due to the timeline, this will be a Special Election. This Election will run like the Annual Election.
The filing period will reopen on June 1, 2021, and close on June 10, 2021 (excluding weekends
and holidays. Request for Absentee Ballot will begin June 1, 2021.
The Election Day will be on Saturday, August 21, 2021. Polls open at 8:00 a.m. and close at
6:00 p.m.
All potential Candidates please consult the Constitution, Election Ordinance, and the Election
Commission Procedure and Policy Manual for qualifications of Candidates.

Elders Council Provides Care Bags

The Absentee Shawnee Tribal Elders Council recently held two drive up events passing out 150 care bags. The bags were passed out May 15th at the
Thunderbird Casino in Norman, OK and May 24th at Title VI in Shawnee, OK The care bags included PPE (face mask, gloves, sanitizer), personal
items and snacks. Elders Council President Twila Parker, said, “ As an Elder of this time, it has become quite apparent that our personal health is the
most important thing in our lives now.” The Elders Council wants to thank the following for donations: Governor John Johnson, Secretary Alicia
Miller, AST Police Chief Brad Gaylord, AST Police Department and AST Interim Emergency Manager Levi Walker.

complex has entered into Phase II.
This means that tribal members
are able to make an appointment
to conduct business in person. The
appointments need to be made 24
hours in advance and masks are
still required while on complex.
The future plan is to move to Phase
III on or before July 1st, 2021. With

The AST CARES Utility Assistance Program has been ongoing
since May 3rd and will conclude
on June 4th so please be sure to
read the program eligibility and
required documents needed for
participation. We want to assist
as many tribal members as possible and the following the outline
of the program information aids
in a smoother process and helps
avoid any potential delays for the
utility assistance payment.
As
for the new economic stimulus
bill, the American Rescue Plan
(ARP) Act of 2021 signed into law
on March 11, 2021, the tribe has
been attending the Treasury’s virtual information sessions. Tribes
in general are in the process of
submitting required data to the
Treasury so tribes can find out
what their portion will be under
the Tribal government allocation
methodology. Funding, once issued, may be used to: Support the
Public Health Response, Address
Negative Economic Impacts, Provide Equity-Focused Services,
Replace Tribal Government Revenue Loss, Premium Pay for Essential Employees, Water, Sewer and
Broadband Infrastructure. This

Hello friends and family,
As we begin the month of June, I
want to say “Happy Father’s Day!”
to all the dads, stepdads, uncles,
grandpas, sons, nephews, brothers,
or those acting as dad in our community. The need for good role
models is important to the emotional development and upbringing of our children. I cannot say
enough about the men who had a
hand in raising me. Their direction, encouragement and involvement have had a direct influence in
who I’ve become.
The school year has ended
and Summer Break will be in full
swing. This also means Camps
(educational and sports related)
will start up as well. Again, I want
to say “Congratulations!” to all of
our graduates. I’ve enjoyed seeing
all the updates and sharing of information regarding your accomplishments. I know your families
are excited as you’ve reached this
milestone and wish for continued
success.
Since my last submission, a few
things have occurred. Of course,
for those who participated in our
ceremonial Bread Dance activities,
I was happy to see so many people

the new CDC guidelines coming
out, we hope we will have the complex open sooner than later. Phase
III will open the tribal complex to
regular business. Please watch the
website for updates.
The Executive Committee established the COVID-19 Utility Assistance Program in response to
the pandemic. This one-time $400
payment will be made to the utility
company of eligible AST enrolled
members. Please get your application turned in before the deadline
of June 4th, 2021.
I would like to congratulate
all the Absentee Shawnee Tribal
members that have recently graduated. This is a huge accomplishment and I wish you nothing but
the best with your future goals.
Please don’t forget the continuation of the 86th General Counsel
meeting. It will be on June 19th,
2021 at 10am at the Thunderbird
Casino in Little Axe. I look forward to seeing everyone there.

The AST Human Resource Department has been working diligently on rolling out an Employee Training Program. This is in
partnership with Gordon Cooper
Vo-tech beginning in the month of
June (via email links). The intended goals are to develop employees
so they can be more productive,
efficient and adaptable in their respective positions. It is also a way to
save money for the tribe by reducing employment issues, decrease
turnover and reducing workman
comp claims. This department is
quickly evolving and adapting well
to implementing contemporary
solutions for outdated practices
all in the name of efficiency purposes. I am quite pleased how this
department is progressing to modernize processes.
Cultural Preservation had a busy
(May) month delivering ceremonial grounds’ rations for the Spring
Bread Dances. This department
is also busy putting together a list
of virtual and hopefully (soon)
in-person, cultural classes such
as yarn belts, ribbon skirts, and
aprons just to name a few. These
classes will be announced soon via
website and social media. We are
excited to announce the Shawnee
Language Dictionary is now accessible for AST tribal members
on the tribal member login on
the AST website. The Gift Shop
is open to patrons however, in order to protect visitors and employees – it is requested that masks be
continually worn while shopping
and they will be limiting capacity
to maintain safe distancing. So
please come visit and check out
their Spring/Summer stock.
We are actively working to fill
the Representative position. We
had an overwhelming response of
tribal applicants. The level of interest, experience and qualifications
have been notable. The EC plans to
fill this vacancy very soon and will
make the appropriate announcement at a future time.
Schools are out, summer is about
to be in full swing and there is
some sense of normalcy in the air.
However, please be sure to continue to take precautions because we
want to see a total end to this pandemic.

Baker Tilly, has been reviewing
documents and fulfilling their
process…so far, so good. Even
with all the extra work created as
a result of the Pandemic, Finance
Department was able to maintain
data beneficial to our CARES reporting. Once they are complete,
it’ll be a couple months before the
results and observations will be returned to the Tribe. Again, I want
to express my appreciation to the
staff, even with change in leadership, was still able to fulfill their
mission.
Briefly, I want to report on is
the vacant Representative position. First and foremost, I want
to encourage our members to visit
personally with their elected officials. Like many of you, I hear the
rumors and gossip being shared
around the campfires. One of the
Elders reminded me, “I don’t listen
to that mess. If I have questions, I
know who or where to go to get an
answer.” So much is put on social
media outlets, and it spreads like
wildfire, whether it’s true or not.
I would simply say, look at your
source. Most of the inflammatory
information is exactly that, said to
get a rise from you and to evoke a
reaction. For some, Change is difficult. But I can guarantee, we cannot continue to do the same things
we’ve always done and expect a
different result.
Finally, as of this writing, the
application to request funds for
the American Relief Plan (ARP),
has been submitted before the May
24th deadline. This is of more importance to our members since it
deals specifically with our population. A quick reminder regarding
my statement at General Council;
if we receive $33 million, we have
until December 2024 to expend.
The 3 year average results in an $11
million annual budget. Through
consultation and negotiation, the
U.S. Treasury basically approved
each assistance program the AST
utilized last fall.

Election Commission
Thunderbird Casino is hosting their annual Anniversary
Celebration, the dates are Friday, July 2nd through Sunday, July 4th.
“The decision to postpone another year or go forward was a hard one
to make, there was already preparations being made in January of last
year for a big 2020 celebration and then everything shut down”, says
Thunderbird Casino Marketing Director, Lisa Frazier. Thunderbird
Casinos General Manager, Sam Caruso gave the nod for outdoor
events in early May for the July 4th weekend and from there the
planning has moved quickly.
The pow wow will be two days: Friday night Grand Entry will be
at 7:30pm with contests for Tiny Tots, Juniors, Teens, and Golden
Age. This year we have a drum contest, it will be both nights with the
winners announced on Saturday night. This year Kenneth Blanchard’s
family will take part in the drum contest and the contest is named in
the memory of Lt. Governor Kenneth Blanchard. This year’s head staff
includes Breanna Hill, the current reigning Miss Indian Oklahoma
for Head Lady, the Head Man: BJ Longhorn, Arena Director: Randy
Frazier, and Absentee Shawnee Veterans will serve as our color guard.

Saturday morning on July 3rd the front parking lot will be filled at
9:00am with Classic Cars as the semi-annual Thunderbird Car Show
returns! Car enthusiasts will travel to the Norman casino to show off
their cars, in hopes of winning some cash, large trophy, and bragging
rights.
The Saturday gourd dancing session will take off early afternoon at
2:00pm with supper break at 5:00pm to 6:00pm, Grand Entry will be
at 7:30pm. The evening sky will be lit up with Fireworks at 10:00pm
on Saturday, July 3rd and then soon after the pow wow will conclude.
Sunday, July 4th At 7:00pm there will be a FREE Watermelon feed,
Live Music on the front entrance stage, beer garden and food vendors
in the front parking lot, bring your lawn chairs because you will want
to stay around.
The Thunderbird Casino night sky will light up once again with a
huge fireworks show at 10:00pm.
The 86th Semi-Annual General Council will
reconvene on Saturday, June 19th, 2021 at 10
a.m.
The meeting will be at Thunderbird Casino,
Norman, OK.

How Can Native Americans get coverage under the ACA?
Q. How can Native Americans get coverage under the ACA? Are there specific plan options for them?
A. American Indians and Alaska Natives (AI/AN) benefit from the Affordable Care Act’s expanded coverage. Most American Indians/Alaska
Natives have incomes that make them eligible for either Medicaid expansion or exchange subsidies. The bad news is that a significant percentage of their low-income
uninsured population lives in states that have not yet expanded Medicaid (of the ten states with the largest Native American populations, four - Oklahoma, Texas, North
Carolina, and South Dakota - have not yet expanded Medicaid. While not available in Oklahoma, in some areas, pilot programs are providing Native Americans with
fully subsidized plans. Oklahoma is expected to begin offering expanded coverage in July 2021, with a June 2021 enrollment opening forecasted).
According to Insurance expert Louise Norris with healthinsurance.org, who observed that no cost-sharing is required for Native Americans who apply for coverage in an
ACA exchange with income between 100-300% federal poverty level, Native Americans are not out-of-pocket and do not have to pay cost-sharing such as deductibles,
copays, and coinsurance on any marketplace plan (note that in states that have expanded Medicaid, Medicaid is available to households with income up to 138% of the
poverty level, so eligibility for subsidized marketplace plans starts above that level rather than 100% of the poverty level).
An AI/AN is also exempt from cost sharing for any health services received directly from “IHS (Indian Health Service), Indian tribe, tribal organization, urban Indian
organization or through the Contract Health Service program.” To be eligible as a Native American, you must be a member of a recognized Indian tribe, band, or nation,
according to the Indian Healthcare Improvement Act.
Until late 2017, the federal government reimbursed insurers for the cost of providing $0 cost-sharing to eligible Native American enrollees. But that was part of the
cost-sharing reduction (CSR) program, and CSR funding was cut off by the Trump administration in October 2017. CMS confirmed that funding to cover the elimination of cost-sharing for eligible Native Americans was eliminated along with the rest of the CSR program’s funding.
To be clear, Native Americans are still eligible for $0 cost-sharing if their income doesn’t exceed 300% of the poverty level (in the lower 48 states, that’s $65,160 for a
family of three in 2021; the limits are higher in Alaska and Hawaii). But the federal government is no longer reimbursing insurers for providing that benefit. Insurers in
most states have added the cost of CSR to premiums (typically, silver-plan premiums) since 2018.
Most of the rate filings don’t specifically address Native American cost-sharing benefits. Insurers that don’t add the cost of Native American CSR to their premiums simply have to absorb that cost, but it’s a much smaller cost than general CSR, given the low percentage of exchange enrollees who qualify for Native American cost-sharing
elimination.
Year-round enrollment! There are rolling monthly open enrollment periods throughout the year for Native Americans who wish to enroll in the exchanges. They are
not limited to enrolling during open enrollment. As long as they enroll by the 15th of the month, their coverage will be effective the first of the following month. As of
2022, HealthCare.gov will grant first-of-the-following-month effective dates for anyone enrolling outside of open enrollment, including Native Americans or anyone else
enrolling during a special enrollment period triggered by a qualifying event.
Extra benefits for Native Americans eligible for Medicaid or CHIP: Native Americans who are eligible for Medicaid or CHIP have some special protections under federal
law:
There are no enrollment fees or cost-sharing (copays, deductibles, etc.) for Native Americans enrolled in CHIP, and some Native American resources and federal payments aren’t counted when determining eligibility for CHIP. Medicaid-eligible Native Americans who are eligible for or receive services from the Indian Health Service
(IHS), tribally-run health plans, or urban Indian health programs (collectively known as I/T/U, referring to the overall Indian Health System) do not have to pay Medicaid premiums or enrollment fees. In addition, if they’ve ever used one of the I/T/U programs, they’re exempt from Medicaid cost-sharing (copays, deductibles, etc.).
As with CHIP, some Native American resources and federal payments are not counted when determining eligibility for Medicaid.
Improvements to existing services: The ACA also made the 1976 Indian Health Care Improvement Act permanent, which enhances and improves the Indian Health
Service. American Indians have access to free health care via IHS, but the services provided by IHS are not all-encompassing – which means that referrals to specialists
outside of the program are common, and often not covered. In addition, many people who qualify for tribal care live far from IHS facilities and are thus realistically
uninsured. So even though Native Americans can get care through IHS, it’s often beneficial to enroll in coverage through the exchange if they can afford to do so. In
some areas, pilot programs are providing Native Americans with fully subsidized plans through the exchange. The health system will be sending flyers and information
cards to all of our patients explaining options and considerations for what they may and may not qualify for. After discussion with one of our trained Patient Benefit
Advisors, you may find that you and your family can access services with more coverage and more control over your health than ever before with these new programs!

TITLE VI ELDERLY NUTRITION PROGRAM
During this COVID 19 PANDEMIC: TITLE VI IS ONLY OPEN ON MONDAYS
Mission Statement:
To provide a nutritional meal five days a week to our tribal members and other tribe
affiliated members 55 or older who live in the jurisdiction. We also provide supportive
services to members.
Requirements for the Title VI Program
CDIB card from a federally recognized tribe
55 years or older
Spouses of eligible elders
Complete an intake form
Individuals with disabilities who reside at home with older individuals
eligible for services
HOME DELIVERED MEALS PROGRAM PARTICIPANTS:
Elders should only be on the home delivered meal program if they are unable to leave
their homes without great difficulty. Their inability to leave home may be because
illness, disability, or general fragility. They may be home bound because they cannot
ride comfortably in an available vehicle for the time it takes to get to the congregate
site because of their fragility.

Cultural Preservation Department
The Cultural Preservation Department has continued to carry out essential day to day operations to ensure the department continues to function properly. Currently, all staff members are
available either full time or part time in the office from 8 a.m. to 5 p.m.

Library
Currently, the Library is still closed. However, the Ms. Casey Wilson, the Librarian, and I are
looking into ways for patrons to view the library collections online. The Library plans to become a part of the OK Virtual Library Digital Consortium which utilizes OverDrive to get our
collections online. This system will give our patrons access to a large collection of titles as well
as access to exclusive titles unique to the tribe. It will allow us to expand our reach and engage
more patrons.
On May 3rd, Ms. Wilson presented the program Read for Adventure to the youth at Building Blocks II. All youth received a
voucher, for up to 4 people, redeemable for free admission to
the OKC Zoo. We are excited to announce that we have offered
this experience to a total of 48 families so far and will continue to offer this program until we are out of tickets. However,
as the Library is not open to the public or to tribal members
at this time, we will be posting further instructions online. So,
please be on the lookout. Zoo admission vouchers are redeemable through June 30, 2021. To learn more about the program

THPO
The THPO Program continues to make great strides and advancements. The THPO staff has
steadily been receiving Section 106 projects from various Federal Agencies. Over the past
month, the THPO Department has received 61 new Section 106 projects for review. In conjunction with receiving projects, 34 projects have been consulted on. The THPO Department
has also taken part in numerous teleconference calls.
FCC/TCNS
In lieu of the shutdowns from the novel coronavirus (COVID-19) pandemic, the incoming
workflow of new and modified telecommunications projects has been steady for the TCNS
program. The THPO Specialist, Ms. Ashley Brokeshoulder, has been busy reviewing, researching and given recommendations to the telecommunications industry. Over the past month,
she has received 107 new telecommunications facility projects for review. In conjunction with
receiving projects, she has reviewed, researched and gave recommendation for the clearance of
92 telecommunications projects.
Social Service is now accepting LIHEAP Application for your electric and
gas this application can be found on the AST website under service-social/
service/LIHEAP. To be eligible for the LIHEAP program you will need to
live in the Cleveland and Pottawatomie Counties and be an enrolled member

UPCOMING EVENTS
The Cultural Preservation Department, in conjunction with the gift shop re-opening, will be

on the lookout for a flyer for the event on the website and tribal Facebook page.

We had a busy and fun May at Building
Blocks II.
Our teachers and children were visited by
Casey, the AST librarian and she read them
a Butterfly Book and gave them passes to the
Zoo.
The children and teachers joined Linda
Gouge for a Walk against Drugs.
We celebrated our Teachers and
Staff during May 3rd through 7th.
We had a Taco Salad Potluck with
our staff on May 4th for Teacher Appreciation Day.
Also, on May 7th we had Mazzios
Pizza, Hot Wings, and Cupcakes in
celebration of our Teachers and our
“Super” Cooks.
We wished our Moms a
Happy Mother’s Day on Friday, May 7th where we gave
the Moms bags filled with
Muffin Mixes, Muffin Tins
and ‘Mom aprons’ with their
child’s handprints for them
to Make Muffins with their
child on Mother’s Day.

AST High School Seniors
The following are current programs administered by the Absentee Shawnee Tribe Education Department:
• Academic (PK-12) Program: assists with academic related expenses, and a portion of
funds can be used for school-related athletic program expenses. Program has a maximum funding limit for the academic year.
• Johnson O’Malley Program: assists Absentee Shawnee tribal members enrolled in any
of our nine (9) school districts: Tecumseh, Bethel, Earlsboro, Wanette, Asher, South
Rock Creek, Macomb, Dale, and Little Axe.
• Zahn Program: established from a trust fund, program can help with some graduation expenses, and awards two (2) incentives: one for GED recipients and one for High
School graduates. Program has a maximum amount of funding for graduation expenses.
• Job Training Adult Education Program: funds for vocational training at accredited
vocational institutions. Program has a maximum funding limit for the calendar year or
per program.
• Higher Education: Education Incentive Award Program: funds for undergraduate degrees, one associate or bachelor degree, at any accredited college or university. Funding
levels are determined based upon grade point average and full-time or part-time status.
• Graduate Scholarship Program: funds for one master’s degree or one doctoral degree,
and can fund one graduate admissions test. This program has funding levels based upon
full-time and part-time status.
• Big Jim Youth Award Program: annual incentive for High School Seniors for
Academic Achievement and Athlete of the Year. Applications are available and accepted
beginning January 1st and the deadline for application submission is March 31st of each
year.
