n last months report, we reported
that we had won the case between
the CPN and AST regarding the
probate issue. Judge Reeh did find
in favor of the Tribe however; CPN
filed a Petition for rehearing on June
6, 2011. We are still waiting to hear
if Judge Reeh is going to rehear
the case or not. We expected no
less, we expected them to file an
appeal. As Judge Reeh said in the
first hearing he expected that an
appeal would be filed regardless of
what his decision was. I’m still very
confident that the Tribe will prevail in
this hearing.
On the upside we are moving right
along on productive projects. The
new casino; Rick Short is preparing
a grant to build a child care facility
in the Little Axe area, this project
will probably take a couple of years;
the remodeling of Brendle Corner;
resurfacing of six (6) miles of Pebbly
Road; after almost eleven (11) years,
the construction of the Bull Frog
Creek bridge. We are still working
with Pottawatomie County on trying
to get Kings Road surfaced. We
have also been waiting on Federal
Highway to let us know exactly
what we can do with the remaining

with both boards to keep everyone

On August 2, 2010, the EC went to
meet with Mass Development, LLC,
and the architect of the new Casino
and Belinda Collins, Controller, took
notes for all of us and scanned them
and sent them to the Governor, who
was not in attendance. The rest of the
Executive Committee was there.
So you can see the entire Executive
Committee was involved throughout
the process and remained involved
and informed. Executive Committee
members did attend several different joint meetings out at Thunderbird
and at the Governor’s conference
room and received the information
and presentations on the new casino
project from the General Managers
and Alyssa Campbell prior to any
documents being signed.
So maybe you should ask yourself
if we have the right person in office
to convey the information or facts to

Greetings AST members,
Summer is here! Hopefully you all are
keeping cool! I remember the summers being a great time to get together
with your friends, swimming, climbing
trees, playing and going to the Men’s’
and Women’s’ Fast pitch Tournament
during July in OKC at Wheeler Park,
Pow Wow every weekend. Such fun
times!
Congratulations to the newly elected
Governor and Secretary! We all look
forward to working together as a team

Hello Tribal Members,
I just wanted to clear up some confusion on Governor’s June Article. He
mentioned “TEC Inc. did not keep the
Executive Committee informed in any
way as to the progress of the financing process, and although members of
the Executive Committee repeatedly
asked for updates and details of the
project, absolutely NO INFORMATION
was forth coming from TEC Inc. or the
Managers of Gaming operations. And,
that the Executive Committee was not
advised that a loan agreement was
finalized by TEC Inc. and the financer
until work was already underway on
the project.”
On September 14, 2010 there was an
email that went out to all EC Members
and TEC board members requesting
a meeting be set for Thursday September 16th, and all members of the
Executive Committee attended. There
was another email that went out on
September 13th, asking Member’s
of the Executive Committee and TEC
Board of Directors: “We are in the final
and most critical stages of actually
being able to develop the new casino
on the Tribal Complex. It is important
that everyone has a complete understanding of this transaction. I know
from all of your points of view that it
must seem as though this transaction is moving slowly, however there
are several documents that must be
finalized and the detailed language
agreed upon, and that the process has
been moving forward consistently for
the last several weeks. I would like
to arrange a meeting with both the
EC and the TEC Board to review the
total structure of the deal and make
sure everyone has the opportunity to
ask questions so that we all have a

Bldg. She has been a real asset to

Finance, Enrollment, and Treasurer’s

The Finance office continues our
efforts in keeping the day to day
activities flowing efficiently and
effectively through communication
between the Finance office and
Programs. In working together, we
have found the most time effective and
cost effective processes for transacting
business.
We will be reviewing the 2010
Audit draft next week and making
comments to the audit. It began
February 28, 2011 and will include
the MD&A (Management Discussion
and Analysis). The MD&A report is
an informative report within the 2010
Audit; which is a brief review and
explanation of the Audit. The Audit
should be an “unqualified” audit; which
when compared to an educational
grading scale would be an A; but this
we will not be known until the audit is
complete.
The Indirect Cost Proposal for 2012
will be prepared as soon as the 2010
audit is complete. Our rate is up from
17.74% for 2010 to 21.98% for 2011.
The finance department continues to
complete accounting by the seventh
day of the month and have been since
August 2010; so that financial reports
can be created for the Health Authority
and Li Si Wi Nwi, Health Inc. boards
for health programs both Shawnee
and Little Axe. The Finance staff has
completed May reconciliations for
financial reporting. It is imperative the
accounting / bookkeeping continue
to stay ahead of all of the accounting
so that audits go smoothly so that
Indirect Cost rates will stay up to date
as well. Indirect cost proposals cannot
be submitted without completed audits
as the audits are used to calculate the
proposal.
We continue to explore avenues that
will make accounting for the tribe’s
finances a smooth process including
billing package for health programs.
There are many processes in place
in your Tribe’s accounting department
that ensure we keep accurate records
of transactions. The Tribe’s accounting
processes must be in compliance with
GAAP (Generally Accepted Accounting
Principles) and GASB (Governmental
Accounting Standards Board).
The Tribe currently has compact funds
of BIA and I H S, 51 Grants, and the
new Clinic business.
The AST Finance department recently
took on the ASEDA accounting for the
ASEDA board of directors and will be
handling the accounting going forward
including the ASEDA Fleet, the newest
business endeavor for the ASEDA
board; it is an honor and pleasure to
handle this duty for you (the Tribal
Membership), AST Tribal Executive
Committee, and the ASEDA board.

It was a great turn out for the event
with Governor Blanchard doing the

Greater Shawnee Area Chamber of
Commerce was on hand to do the
Grand Opening ribbon cutting ceremony.
We have opened a lot of accounts
for people who attended the Grand
Opening. If you have not been by the

in the near future. As I have stated
before, open an account and over
time you can make the switch-over to
your 100% tribally owned bank.
I had a interesting question from one
of the tribal members who attended
the Grand Opening. He asked if the
information about his account would
be available to any of the tribe's management or any of the tribe's general
membership. The answer to that
question is "NO". I explained that the
bank is a Oklahoma State chartered
bank and we have joint supervision
by the State of Oklahoma and the
Federal Reserve System. The laws
governing "privacy" are very strict and
AllNations Bank is in, and will always
be in, compliance with established
"privacy rules". Be sure that your
banking business will be held in the
strictest level of confidence at AllNations Bank..

Wabaunsee our new Executive Director of Health. He is a member of
the Seneca-Cayuga Tribe of Oklahoma. Subsequent to his arrival at
AST he was the CEO for the Red
Lake Indian Health Service Hospital
and Ambulatory Health Center in
Red Lake, Minnesota. Prior to that
he served as the CEO at the Fort
Yuma Indian Health Service Health
Center and formerly he was the
Health Director for the Kickapoo
Tribe of Oklahoma for eight years.
Gary is a retired USPHS Commissioned Officer and worked for the
Indian Health Service for approximately 20 year until retirement from
the Corps in 1995. He and his wife,
Deardi live in Choctaw, Oklahoma
and have two children and five
grandchildren.

Summer Activities
Starting June 13, 2011 Monday through Thursday tutoring sessions for Native American Students will be offered to Kindergarten through eighth grade. From 9:00 a.m. until 12:00 p.m. Fridays will be activity day with the students that attend the
tutoring session. Math and Reading will be two of the main subjects that will be emphasize. Tutoring program will run for
7 weeks. A mid morning snack will be served and parents and guardians must transport students to and from Horse Shoe
Bend Community Center. I will have two individuals Dakota Blanchard and Randall Watson that will be tutoring the students
for summer.
Dakota Blanchard, graduated from Shawnee High School 2010. He was a member to the National Honor Society, Student
Council. He played football and baseball 4 years.
Dakota is attending the University of Science and Arts of Oklahoma located in Chickasha. Plays baseball and majoring in
Business and Education. Future plan is to become a teacher and coach.
Dakota enjoys fishing and being active. He is also a tribal citizen of the Absentee Shawnee Tribe. He is the son of Joseph
and Twyla Blanchard.
Randall Watson will be a Junior at Shawnee High School Fall of 2011. He is active in the Indian Club, and a student representative for the Title VII Indian Education also a member of the Shawnee High School Native American Academic Challenge Team. Randall plays football and is active in the community.
Randall’s favorite subject is science and reading. He is a tribal citizen of the Absentee Shawnee Tribe. He is the son of
Brent and Lisa Watson.
I’ am looking forward to working with Dakota and Randall both show enthusiasm and ready to tutor.
We are planning a Golf Clinic for kids July 19, 20, 21, 2011, at Horse Shoe Bend, from 8:00 a.m. until 11:30 a.m.

related expenses, and a portion of funds can be used
for school-related athletic program expenses. Program has a maximum funding limit for the academic

Zahn Program: established from a trust fund, program can help with some graduation expenses, and
awards two (2) incentives: one for GED recipients and
one for High School graduates. Program has a maximum amount of funding for graduation expenses.

Job Training Adult Education Program: funds for

According to the 2000 U.S. Census, Oklahoma accounted
for the second highest population for Native Americans in the
United States, following the state of California. Unintentional
Injuries and deaths are an epidemic nationwide, but what most
persons fail to recognize is that they are preventable. According to the Oklahoma State Department of Health Vital Records,
Oklahoma and Cleveland Counties rank second and third highest in the state of Oklahoma for number of deaths as a result
of unintentional injury. Between the years 2002 and 2006 the
death rates for those highly populated counties were: Oklahoma County; 42%, and Cleveland County; 31.2%. The years of
potential lives lost for all 5 of the AST service counties totaled
42,920 years. Motor Vehicle crashes are also considered
factors that result in unintentional injury. In the two highest
populated cities in Oklahoma, Norman (Cleveland County) and
Oklahoma City (Oklahoma County) crashes involving infants
are most likely to occur. According to the Oklahoma Department of Public Safety between 2007 and 2009 55.4% or 659
crashes involving infants occurred on city streets. Additionally,
during the mentioned years 6 were fatal, 11 incapacitating,
and 69 non-incapacitating injuries to children under the age of
13 months. More central to the AST IP service area, crashes
involving infants between the ages of 0 to 12 months are as
follows: (Rate per 100,000 Population) Cleveland County; 8.99,
Lincoln County; 3.11, Logan County; 10.18, Oklahoma County;

of deaths as a result of a motor vehicle crash for ages 15 to 19
total 69 percent of MVC deaths for persons between the ages
of 1 to 19.
Absentee Shawnee Injury Prevention Program
The Absentee Shawnee Tribal Health Program is offered at
the Absentee Shawnee Tribal complex and at the AST Clinic in
Little Axe. The program provides safety services and education
to Absentee Shawnee Tribal members and Native Americans in
the surrounding counties.
AST IP serves five counties in Oklahoma; Cleveland, Pottawatomie, Lincoln, Logan, and Oklahoma County. The
program has three main focuses; Motor Vehicle Safety, Child
Passenger Safety, as well as Elderly Fall Prevention. According to National Highway Safety Administration, proper use of
child restraints nationwide during the past 30 years has saved
the lives of 8,325 children under age 5. An estimated 425 lives
were saved by child restraint use in 2006. Research shows
that child restraints provide the best protection for all children
up to age 8; after age 8, seat belts provide the best protection.
Summer is upon us and families may be taking extra trips to
attend family friendly events or enjoy family vacations. AST IP
would like to discourage families to not use “hand me down”
car seats if you aren’t familiar with the seat’s history; has
it been in a collision, is it five years or older, or has it been
recalled? Child safety is not something a parent should compromise so AST IP has partnered with SAFE Kids Oklahoma
to bring safer options to your community. The AST IP can offer
free car seats to children enrolled in a federally recognized
tribe, whose family is receiving state assistance; DHS Benefits
or WIC. We require proof of enrollment, proof of address, as
well as proof of assistance. We will not be able to provide
“spare” car seats or to anyone other than the child’s parent or
guardian. AST IP can provide education on best child passenger safety practices from a state certified technician as well as
perform proper installation according to federal guidelines on
car seat safety.
The CDC reports the death rates for Native American’s in the
US have increased from 69.87% in 2000 to 76.48% in 2005.
Unintentional falls accounted for 81% of deaths of persons
ages 65 and older. For those who are fortunate enough
not to suffer a fatal injury during a fall, are likely to become
less mobile, unable to live independently, and may suffer an
early death. Elders are central to the well-being and cultural
strength of our Native communities. They define our identity
and continue to give us cultural wisdom. It is the duty of the
Native American community to protect these vital individuals.
All year long, the Injury Prevention Program would like to focus
unintentional falls for elders because there are dangers inside
the home not related to travel. So please be sure to take injury
preventing steps to keep your elders safe. Here are some of
the following precautions you can take: Make sure cords are
out of the walk ways, rugs are properly tacked down, any handrails are secure or installed if need be, bath tubs have “no slip”
mats or stickers, and make sure items elders use on a regular
basis are within a safe reaching distance.
AST Injury Prevention Program offers healthy alternatives to
growing older. A healthy diet and good exercise is an option
we offer here at the AST health Programs. If you live in our 5
county service area, we have an on staff dietician as well as fitness specialists through AST Diabetes Department to help you
manage weight and improve muscle strength. Tai Chi is great
for elders to maintain and gain mobility for healthy living. For
