Well the weather has been so unpredictable lately. But you know the

saying “April showers bring May flowers”. If you planted your gardens, I

hope you all receive all the rain you need.

April was Domestic Violence/Sexual Assault month. I attended the

“Break the Silence” rally at the state capital. There were many tribes there

near and far with a lot of information on this issue. This is a big issue in

Indian country. If you know anyone who needs any help, please get with

the domestic violence department. They have all the resources to help in

any situation.

As for all my other programs, they are moving along as expected. I

will be attending the NICWA conference at the end of April in Portland,

Oregon. Some issues have been brought to my attention in the ICW

department, which needs to be addressed immediately. This conference

will give me the opportunity to address them. Hopefully, I will have more

insight of the issue when I return. Information will be available then.

The 75th General Council had a good turnout. We had 92 Tribal

members that attended, which made a quorum. I hope you all enjoyed

your time there and got your questions asked. If you did not get your

question asked and they pertain to my programs, please feel free to call

anytime. I have always said you can call my house (405-307-0954) if you

cannot reach me at the office. Also my direct line to the office is 405-8784525. I am always available to you.

The May monthly spotlight for employees will be the

Horse Shoe Bend After School Tutors from Oklahoma

Baptist University.

These Tutors have played a big part in our Horse Shoe

Bend after school student’s success. I am very proud of

our tutors as they pursue their future. They have been an

excellent role model to our after school program students.

Tutors will be honored with a dinner and a small gift

before they leave for the summer break.

Governor Edwina Butler-Wolfe will be working with the six program department that she has oversight over and will monthly select an employee that

and the Tribe; leadership; performance and work ethic; teamwork. It is the intent of the Governor to recognize tribal employees who do a remarkable

job and might not otherwise get recognized for their contributions. This special employee recognition program will be highlighted under my Office as the

SPOTLIGHT EMPLOYEE OF THE MONTH program.

Cultural Preservation Department

The AST Cultural Preservation Department would like to pass along the following information concerning updates to each of our programs.

Cultural Preservation

In the latter part of March, we presented a Stomp Dance Demonstration at the Resource Center, led by Tribal member Joe Blanchard with assistance

from Colleen Butler. We had a good gathering from the community, with simple discussion about the dynamics of both the men’s and women’s

roles. The next Cultural event will be held the evening of Wednesday, May 27th. I am scheduling it later this month to avoid conflicting with local

Graduations and other activities that occur this time of year.

As I’ve mentioned previously, we still have open positions on the Cultural Advisory Committee. These volunteer positions have a service time

length of two (2) years, where folks provide advice and input on sensitive topics related to our Culture, Language, Traditions and NAGPRA issues. If

you possess the time and capacity, please submit an application and/or resume to the Secretary’s office to express your interest.

After visiting with representatives at the National Museum of the American Indian (NMAI) in Washington, D.C., we agreed on a tentative date for

all Shawnee to discuss our tribal history and present dance demonstrations. After many phone calls, text messages and emails, the three (3) Tribes of

the Shawnee Nation will collaborate on the program, “Shawnee: Living in Both Worlds”, scheduled for June 12-13. Each group will comment on

the differences and similarities of the respective divisions which comprise each Tribe. We will sponsor several people to represent the Absentee at this

Historic event, to show the World on a National Stage that we are not extinct; we are alive and well, prospering in our region of the U.S.

Recently, there was an Informational Meeting to discuss ideas of how to make the Agenda a success and educate Society of our existence. I provided

details for those interested in making the trip to witness our final product and determine if there was enough interest (people willing to pay) to visit our

Nation’s Capitol.

Gift Shop

The Gift Shop continues to make progress in sales and new inventory. Recently, we advertised for a Gift Shop Manager and Tribal Member, Ashley

Brokeshoulder was selected to fill the position. She has been with our Department the last two summers serving as an Intern. She graduated from Texas

Tech University this past Fall and we are glad to welcome her to our Staff.

In addition, she has been busy with the Spring order and assisting with other requests for materials as many of our Tribal members prepare for

Ceremonies and want to make new regalia. We will do our best to get orders in but there are some things beyond our control. If you haven’t stopped

by lately, come in and browse around. I think you’ll be surprised at the new product and supplies we have in stock. We aim to please. If we don’t have

what you need, let us know and we may be able to ‘special order’ your request. Also, I received a request to provide a Product List with associated

price. If you would like a copy, call Ashley at Ext. 6343, or contact her by email at ashleyb@astribe.com.

Library

The Library Tech position is still vacant and hasn’t been filled. I’ve had the job posted on our Website and ran it in the Shawnee News-Star. With any

luck, I hope to have a qualified person assisting and scheduling activities before Summer begins. We have a wide variety of resources available for

checkout or your reading leisure. Besides the available book “Checkout”, we also have many magazines, newspapers and journals for your perusal.

THPO

Our THPO program continues to make great strides and advancements. I hired two (2) additional people, Miranda Cobell and Sherry Tejada as THPO

Specialists. I will have a small Biography and Picture in next month’s newsletter for folks to learn about their Field of Study and other credentials.

At the end of March, all THPO Staff attended the “To Bridge A Gap” (TBAG) Conference, hosted by the Eastern Shawnee Tribe at the Indigo

Sky Casino in Wyandotte, OK. While there, Cecil Wilson and I were on the Agenda and presented on the AST HRT Program. We received many

compliments on our topic and the discussion from our PowerPoint presentation. During Executive Session, I was provided updates on all projects and

other information to my recommendations and suggestions given at last year’s meetings.

This past month, we hosted the HRT Paraprofessional Training, in the Warrior Room at Thunderbird Casino, from April 13th-17th. Instruction was

provided by several of our Archaeological colleagues from the Ouchita and Ozark-St. Francis National Forests, respectively, and our own AST THPO

staff. At the conclusion, we presented certificates to 8 new people. Again, I want to publicly thank Casino Personnel for assisting and making our

training the success it was. We couldn’t have done it without you.

Finally, I have two (2) other announcements and opportunities for our students and young adults. In partnership with the Shawnee National Forest

in southern Illinois, we will be visiting their site, in either June or July, for a week-long Exposure Camp and a separate Stewardship Program. The first

is open to students interested in exploring Archaeology as a college major and potential career choice. The other is an opportunity to learn about Trail

Making and Land Stewardship techniques. This will be a great chance for immediate employment in the near future at one of several National Forests.

Domestic Violence and Sexual Assault Advocacy

The AST Domestic Violence/Sexual Assault Programs are on-call 24 hours per day to provide

throughout the legal system. The programs also serve as a resource center to the community by

The AST DV Transitional Housing Program serves victims of Domestic Violence/Sexual

appearances as well as filing for emergency protective orders (EPO) or restraining orders.

Shelter Placement Assistance

The Absentee Shawnee Tribe’s Domestic Violence Program works with other shelters within

Oklahoma in order to help victims obtain safe housing. Emergency transportation for

the victim and children may also be available.

Housing and Utility Assistance

Assists victims of domestic violence, sexual assault, stalking, and/or dating violence in

emergency situations. This assistance may allow for a victim to either receive housing or utility

assistance.

FOSTER CARE

WHAT IS A FOSTER CARE WORKER?

Foster care caseworker training involves completing a

bachelor's degree program in social work through a college

or university. Students take courses in psychology, abnormal

psychology, sociology, economics, ethics, child welfare

policies and complete a supervised internship.

The child’s Foster Care Worker needs to be a partner with

the foster parents to ensure that each child receives the

full spectrum of services provided and/or arranged by the

Department.

Some aspects of this relationship include the following:

• Sharing information on an ongoing basis regarding the

child’s individual needs, family situation and adjustment

to the foster home

• Encouraging the foster parents to participate in the

total service planning process

• Providing the foster parents the opportunity to

discuss the child’s progress and any unmet needs which

they assess

• Providing the foster parent with information, support,

guidance and referrals to other professionals on the

child’s behalf

• Helping the foster family, when necessary, to identify

and obtain services for the foster child; e.g., medical,

educational

• Ensuring that the foster family, on the child’s behalf,

has access to all financial resources available to the child

while in foster care.

A Foster Care Worker works in conjunction with Tribal

Courts, Tribal Law Enforcement, Bureau of Indian Affairs,

and other county services. Indian Child Welfare’s goal is to

ensure the safety of our tribal children when they placed in

foster care. The homes that our tribal children are placed

in must complete Child Welfare Background Check, OSBI

Background Check, Income Verification, Home Study, and a

Physical. Our AST foster homes are licensed by our Foster

Care Committee.

Hello Everyone;

I hope that everyone is in good health, with all

of the allergies and various respiratory problems

that have going on. I know I am looking forward

to the Spring weather that has come.

I have not gone on any travels here lately, due

to the various problems that have been created

by various Executive Committee members. I

have been working on research looking in to the

practices of the Department of Human Services

and the methods that they have been using to

place our children. I am also attempting to get

an appointment with the Director of DHS and the

Governor of the state of Oklahoma. Last year at

the ICWA conference in Ft. Lauderdale, I attended

the Attorney General’s Advisory Committee on

American Indian/Alaska Native Children Exposed

to Violence meeting where I gave testimony.

This Committee held meetings in various states

getting testimonies from various agencies, Law

Enforcement, Tribal Leaders, ICW, and Educators

concerning concerning our Native Children. My

point to this is that the Attorney General and

the Bureau of Indian Affairs have re-written the

Guidelines concerning ICWA and from speaking

with ICW workers here the State of Oklahoma,

Department of Human Services have not looked

at the new Guidelines and are continuing to make

their own decisions with out including the families

or the tribes. If anyone would like a copy of the

new guidelines they may come by my office and

we will provide a copy.

I have also have concerns about the Tribal Housing

Authority, so that is more research , which may

or may not be a good thing. There have been

numerous complaints from tribal members and

I would like to know if the guidelines are being

followed. After I finish researching then I will

speak with the Housing Board and start asking

questions.

Racial disproportionality is defined as the over-or under-representation of certain groups

(e.g. racial/ethnic, gender, age) relative to the group’s proportion in the general population.

Reports conducted in 2008 showed that, compared to other groups, Native American children

were:

Native American youth are facing a

crisis. These children are being removed

from their homes and placed into the

child welfare system at rates much

higher than any other population. Native

American children are often placed in

homes outside of their families, tribes,

and Native American culture and all

this contributes to significant social

problems. The story of Native American people is a complicated one

marked by significant trauma and atrocities. Often times this trauma

consisted of the removal of abuse which happened to these young and

vulnerable children in many of these schools resulted in overwhelming

intergenerational trauma and unresolved grief. This trauma which

interrupted the ability to parent has led directly to the most current social

problems that plague Native American communities today including

alcohol/drug abuse, domestic violence, child abuse, sexual abuse and

parenting deficiencies. All of these problems have contributed to the

break-down of the family unit, leading to the removal of large numbers

of Native American youth from their families. The journey of healing

and breaking the cycles which have been put in place by the historical

trauma experienced by generations of Native Americans requires that

the cultural identity for so long denied to these children be returned.

community of caring and to learn ways to manage stress.

Where: The weekend will be held at the Forest of Peace in Sand Springs,

a rustic cabin with another participant in the beautiful Forest.

What to Bring: Clothing is very casual and comfortable. Please bring

walking shoes. Please bring a SINGLE small item that is special to you

and reminds you of the veteran in your life to share with the group.

**On Sunday, May 31, the veteran in your life may join us at the closing

ceremony at the Forest at 10:30 am.

What to Expect: When you arrive, you will go to the main cabin for your

cabin assignment. You will receive a schedule for the weekend.

There will also be free time to relax. Meals are served in the main cabin in

community style. We will meet together to share, learn, and experience

the healing power of community.

The Extended Hours Health Clinic will be similar to an

“AM/PM” clinic for acute illness or injury needs. The

clinic will be staffed with a Physician, Physician Assistant,

or a Nurse Practitioner. This acute needs clinic is

designed to allow increased access to care for our

patients after the regular Primary Care clinic is closed

and on weekends. If you have an emergent condition

such as chest pain or suspected stroke, please call 911 or

go to the nearest ER. *The Extended Hours Health Clinic

will not be equipped for emergent care.

AST Health System Announces PlusCare Regular Hours of Operation

The Absentee Shawnee Tribal Health System announces the regular hours of operation for the PlusCare Clinic.

The clinic is located at 15702 East State Highway 9 (the former Little Axe Clinic site), Norman, Oklahoma, and began seeing patients on Monday,

March 30, 2015. The PlusCare Clinic is an acute care facility that will have the ability to treat non-life threatening illnesses and injuries on a walkin basis (no appointment needed). The PlusCare Clinic main number is (405) 447-0477.

This service is extended to existing AST tribal members and other IHS eligible Native Americans who are the ages of 2 years and up. However, if

you are a new (AI/AN) patient to our health system and are in need of our PlusCare services, please bring with you:

1. Your Certificate Degree of Indian Blood (CDIB); and

2. A second form of Identification (i.e. Driver’s License or State ID); and

3. If available, health insurance card(s).

After your initial visit, you will be obligated to complete a follow-up visit with either the Little Axe Clinic or Shawnee Clinic to become an

established patient.

TWILA O. LONGHORN PARKER FOR ABSENTEE SHAWNEE SECRETARY

I am Twila Parker from the White

Turkey Band of the Absentee Shawnee

Tribe. I am running for the Office of

Secretary. My father was Ernest F.

Longhorn, he served as a former Lt.

Governor and then as Representative in

the 1960’s.

When I was discharged from the

U.S. Air Force, I went to the tribe to look

for a job. I was hired at the Community

Health Merger as a nutrition aide to a

Nutritionist. We provided counseling to

Native Americans referred to our service

from the Shawnee IHS Clinic; we also

did demonstrations of low calorie dishes

and even packaged grocery supplies

of sugar-free food samples. But, we

discovered a bigger need for “food baskets for families”. In 1982 (CAP)

Community Action Programs were being phased out, Pauline Wahpepah

and I co-wrote a USDA Grant for a Commodity Food Distribution Program.

Our grant approval was contingent upon receiving a resolution from the

Absentee Shawnee Tribe Executive Committee which did not happen.

So I took the Grant Application for USDA to the Sac & Fox’s Executive

Committee who applied for and was awarded the grant from the USDA

for a Food Distribution on Indian Reservations. This is still in existence to

this day and provides a tail gate services to Shawnees in the LA area at the

Resource Center.

Previously, I have had the honor and privilege of serving on various

Boards and Committee’s such as the AST Housing Authority Board for

ten years 1984 to 1994; U.S. Postal Office AA/EEO Committee 1992-93;

Keyworker for Combined Federal Campaign Fall 1994; Loaned Executive

to United Way for federal agencies Dec. 1995; Mailhandler Union Steward;

Primary Union Steward 2000-2011; Site core Team and Safety Committee

and most recently the AST Community Development Financial Initiative

(CDFI). I understand the way Board’s and Committee’s should and could

be run. As Secretary of the Tribe I will follow the Constitution. I will be at

work every week. I will not exhaust our travel fund. I will be professional.

I have over thirty years of professional work experience. In 1977

I enlisted with the U.S. Air Force and received my basic training at the

Lackland Air Force Base in San Antonio, Texas. My first assignment was

Croughton, U.K. England as an Air to Ground Radio Operator I did aircraft

movement, troops, and radio support for Air Force missions. I was radio

operator for all types of aircraft from f-16’s, tanker, kc-135’s, and SR-71’s.

From there I went to Minot ND where I gained Top Secret Clearance to

work in encrypting and was honorably discharged in 1980. From that time

forward I began my career and have continuously worked in a variety

of positions within several federal agencies, i.e. Indian Health Service,

Tinker AFB and U.S. Post Office. All federal jobs were continuous with

no breaks in service or work. When I applied for other federal jobs

with my resume and work history; I was offered jobs at other federal

facilities with higher rates of pay. The Post Office was the highest

rate of pay but also the biggest challenge with physical endurance,

adversarial management, and predominantly male. But being Absentee

Shawnee woman, my dad always taught me your path will sometimes

be hard because there will be no other Indians around to blend in

to. So whether you’re a good worker or bad worker, whether your

considered smart or dumb your co-workers will think all Absentee

Shawnees are like that! So do your best and being female; you’re best

have to be better than the men you work with to be accepted?

I learned from my father, a preacher, that to give is better than to receive.

Thus, I began my earliest work effort as a volunteer and have continued

to give back. In 1985 I received a Special Service Award as a Dental

Receptionist for my Contract Duties over the Denture Program and

over outside dentist’s offices we contracted with for Native American

patients. Then due to my early intervention to appropriately administer

record keeping at our Shawnee IHS Clinic I received a Special Service

Award with a Cash Award from H.C. Townsley, M.D., Area Director of

IHS; served as Chairman of the Board of Commissioners of AST Housing

Authority and was certified at Level 1 by NAIHC; researched, interviewed

to ensure that Mailhandler’s grievances were represented and addressed

based on Union standards and received an Outstanding Service Award

from Mailhandler’s Union Local 324; as a Diversity Board Chairman

I helped to develop goals and got input from members this resulted in a

letter of commendation from the OKC District Manager. I also received

a Thank You Letter with pin from Mr. William Henderson, Postmaster

General/CEO in Washington, D.C. Through my leadership increased

participation by over 50% from all levels of craft employees, with area

postal officers in charge, to manager’s levels of active involvement.

To better understand a diverse work force and the challenges it presented

I did what my Dad always stressed to me ‘Get an education’. I had

received on the job experience and military training and felt compelled to

do more. In 1999 I received an Associate’s in Applied Science Business

Administration from Rose State College and was on the VP’s Honor Roll.

In 2003 I graduated from OU with a Bachelor in ‘Focus Administrative

Leadership’ and in 2005 received a Masters in Human Relations. In

2004 I was nominated to the Honor Society of PHI KAPPA PHI and I was

inducted into the Honor Society in April, 2004. The motto of PHI KAPPA

PHI is “Let the love of learning rule humanity” and mission to “recognize

and promote academic excellence in all fields of higher education and to

engage the community of scholars in service to others”.

I have ‘fought the good fight’ for our country. I stand ready to take

on the challenges and opportunities within the tribe. We need individuals

in Office who want to advance our tribe and do so through a professional,

ethical and educated way. I have worked outside of our Tribe and brought

back what I have learned to improve our productivity and efficiency.

I believe that I have done all that I could to be an Ambassador of the

Absentee Shawnee Tribe in every place I have worked and when I served

in the U.S. Air Force. When I received all my awards I was always asked

“what tribe are you?” I always told them proudly I’m Absentee Shawnee

and if you never heard of us, let me tell you the story how we got that

name! I ask for your vote on June 20, 2015.

To say the campaign team is disappointed in the voting

results would be an understatement. Taking a cursory

glance including all the candidates and the ones chosen

for the June 2015 election, it is obvious the Tribe continues

to vote with priority being family, experience and then

education. Unless we, as a Tribe, begin to place an equal

value on experience and education, we will continue to lag

behind other Tribes in all fundamental areas.

I planned to run for Governor quite a few years ago. I

decided this would be my final attempt to garner an elected

position with the Tribe. I choose not to file over and over

again for an elected position with the Tribe. If I lost this

time, I continue with my plans to advance in my career and

provide the best services to the communities at large.

The campaign team closed the Twitter and Facebook

accounts Friday March 27, 2015. In the next two months,

the campaign team will be working on archiving all

campaign materials to be placed in the University of

election. As a business man I have been in the optical business

for 35 years in which I owned and operated my own optical

dispensary for over 20 years. I recently sold my business and

now have the opportunity to apply my business knowledge

to work in the tribal government. I graduated from Norman

High School and attended Murray State College. I’m a former

member of the Norman rotary club and Norman Business

Association.

In closing, I want to comment on the upcoming Governor’s race and the two Governor candidates chosen for the June 2015 election, Edwina Butler Wolfe and Jeff Gibson.

Both of them have been in office before. However, Edwina Butler Wolfe has followed the directives of the Tribal membership, has chosen not to ignore those directives nor chosen

to have them interpreted for personal gain. She has accomplished the most in a shorter amount of time than Jeff Gibson.

Let’s be smart. Let us all get behind Edwina Butler Wolfe.

In the recent primaries you indicated through your vote who you believed could lead this tribe. It is my

hope that you will re-visit your opinions and look at the work history, professionalism, ethics and whether the

individual you are voting for is running for personal gain or to work for the advancement of this tribe.

I would just like to state that as a proud citizen of the Absentee Shawnee Tribe it has been an honor to serve

you since I took Office in July of 2013. As you have seen in the past 22 months my focal interest has been in large

part centered on educational reform and curriculum advancement. I dedicated over 15 years of my earlier life to

this effort and it is both a strength and great joy to me when I see youth from that time who care to share stories

with me on how my efforts helped to make a difference in their lives. I hope to continue to make a difference in

the lives of our youth and will through the vision I have for all members of our tribe. This vision includes looking

at how we can serve tribal members who reside outside of our current service area and out of state through such

opportunities as Tel-a-Doc. I want to work on a process that develops our investments and re-consider how we,

the tribe, are doing business. I hope to increase funding to departments that add vital services to the tribe and

provide incentives to those employees who have provided excellent services to our people – this is long overdue

here at the tribe. We need to think strategically and approach long term care needs for our elders. We need to

develop a plan of action to invest in our future by restoring or re-building our buildings on our tribal complex.

And last, but by no means least, we need to continue legal discussions on how to expand our land base.

We have so many needs within our tribe and we need to be considering both our short and long term future as a people. I am willing to do that and

have shown that through a proven track record of professionalism and commitment. I will show up each day and do 8 plus hours a day, I will represent

the tribe, I will be ethical, honest and transparent on my actions.

We need the right leaders in Office to make informed changes to make these advancements on behalf of our people. I hope when you go to

the polls in June that you will give careful consideration to the following questions: 1) Whom do I, as a tribal member, want to represent the tribe’s

interests? 2) Who has shown to me their willingness to move the Tribe forward? 3) Who has shown they can advance the Tribe in an honest and ethical

way and do the business of the tribe legally?

Tribal Members,

To be Governor of the Absentee Shawnee Tribe, would truly be a prestigious honor. Serving as the

Representative for 4 years allowed me to interact with numerous members to help assist, guide and resolve many

issues they considered important. I am not one to stand here and say that I will do things my way, nor will I say

it has to be my way because “I am the Governor!” I will say that it’s time we take OUR Tribe back in order to

do greater things. It’s time we progress our tribe forward, build a plan of action and have a committee that will

work together for the common good of our AST members as a whole. It’s time to put our tribal members first,

instead of:

Interpreting the Constitution to fit our own needs

77 Causing internal conflict

77 Attempting to divide the tribe

77 Making false Federal accusations of wrongdoing towards other elected EC members

77 Attempting to influence our Judicial system and placing Restraining Orders on other EC

members trying to conduct Tribal business in accordance to the Constitution

77 Attempting to use General Fund Monies above the allocated amount in the appropriated

EC budgets

77 There are many issues that are facing this tribe that have been self-created. These issues are able to be

resolved and will allow the tribe the ability to move on and achieve whatever goals we want to set forth. In the

past 2 years, there have been no goals set, no plans of action set in motion nor any accomplishments achieved that would shine a bright light on our

tribe. This tribal government cannot continue to function like this. We need 1 year, 3 year, 5 year goals in order to determine which path of success we

want for the tribe in all areas of concern: Healthcare, Education, Gaming, Family Assistance, Social Services, Employment and Training Opportunities.

I truly believe that we are missing out on the bigger picture of opportunity. Currently, we have no plan for our future. I have an outlined plan that I

would love to share with the tribe and a working Executive Committee. I want to work with the Executive Committee to pursue a plan, that all 5 have

contributed to, that will focus on future growth and revenue generating. There are so many more opportunities that could help us diversify in helping

us provide the continuing needed services we have for the tribe as a whole. And even help us reach out to the tribal members that live outside our

designated Federal service area.

I ask for your vote on June 20th to be the Governor of the Absentee Shawnee Tribe to bring back the traits of Leadership, Commitment, Accountability

and Respect.
