Governor’s Report

Hello my friends, neighbors, relatives and Tribal members at large!

Now that we have had some rain here, in the Shawnee area, the flowers

are coming up across the City. I have seen many of our local gardeners and

landscapers out clearing garden and flower beds. I have always thought that

Spring is a time of both change and beauty.

Governor v Election Commission and Social Media

There have been false and misleading statements made by employees of

certain elected leaders on Case No. Civ-2016-63 which is the Court action

taken by the Election Commission against me. All that I ask of you, my

tribal members, is to be aware of this concern and allow the Court to make

the decision on this matter and not listen to those on Facebook, Twitter

or any other social media forum. Also, I would like to challenge whoever

the ‘mad raccoon’ is on Facebook to come see me and lets have an open

dialogue about the inaccuracy of your statements.

Office of Inspector General’s Visit

In February my Office received a letter indicating that the Office of

Inspector General expressed concern over certain financial transactions

that have taken place in the Coordinated Tribal Assistance Solicitation

Grants. The Inspector General is sending an auditor to review Finance’s

records and to meet with individual directors over the issues they seek

clarification on. The letter was clear that the focus was on the actions taken

by Finance via the Grants Accountant.

Challenges within Education

Recently a number of tribal consultations have been held between the

Oklahoma State Department of Education and tribes as is required by the

Every Student Succeeds Act (ESSA), under section 8538, as our state has

both Title I grants and Title VI programs. The consultation process is a

requirement of any local educational agency (LEA) that has an American

Indian/Alaska Native (AI/AN) enrollment of fifty (50) percent or more

than $40,000 in funding under Title VI’s Indian title and its intent is to

provide an opportunity for LEA’s and tribal leaders to collaborate on behalf

of AI/AN students to promote and improve academic outcomes.

In the Shawnee and Little Axe area, the OK State Department of

Education tribal consultation guide, notes these two district/schools as

having less than 50% AI/AN enrollment and receiving a minimum of

$40,000 per year in Title VI funding. I noticed there are approximately

31 school/districts that have at least 50% AI/AN enrollment and 23 that

receive Title VI funding and have a 50% AI/AN enrollment out of 204

schools in Oklahoma. I found it interesting that in this guide it didn’t

indicate that Riverside Indian School or Sequoyah High School had a 50%

AI/AN enrollment and/or received Title VI funding. These two schools are

all Indian schools as is Jones Academy in Hartshorne which was not listed.

According to the ESSA, section 8538, LEA’s are to contact tribal leaders

for consultation. In Oklahoma the school district superintendents are to

consult with tribe(s) that is within a 50 mile radius of their district or they

may choose to consult with the tribe having the highest population of

students in their district. For Title VI these consultations must occur by

June 2017. For Title I, Part A; Title I, Part C; Title 1, Part D; Title II, Part

A; Title III, Part A; Title IV, Part A; Title IV, Part B; and Title V, Part B,

subpart 2 the consultation process must be completed prior to federal grant

submission in September 2017.

BUILDING BLOCKS II

Spring!

The children here at Building Blocks are taking full advantage of learning about spring time by growing flowers. They have quite a garden

growing. They are also learning about spring weather and weather safety. It’s important to talk with your children and have a weather safety plan

in place and do a few practice runs so they are prepared when at home. We also held our annual Easter egg hunt here at the center; the children

really enjoyed dying and hunting the eggs. We would like to thank all the parents who came and enjoyed the egg hunt with us as well as the Easter

parties.

LAND BUY BACK PROGRAM

The Department of Interior recently advised they are expanding their schedule for implementing the Land Buy Back Program and adding

63 additional locations for the period of 2018 through 2021. This program began making offers in 2013. It has paid over $740 million to

individual landowners and restored the equivalent of nearly 1.5 million acres to tribal governments. This expansion brings the number of

locations being planned for the program to 105. This total includes 96 percent of all landowners with fractionated interests and more than 98

percent of both purchasable fractional interests and equivalent acres in Program eligible areas. There are currently about 245,000 landowners

holding approximately 3 million fractional interests across Indian Country.

The intent of the Buy Back program is to partner with tribal governments to stimulate new opportunities so that tribes can operate more

efficiently, enter into community discussions and create plans that ensure lands stay in trust. The Program implements the land consolidation

component of the Cobell settlement which provided $1.9 billion to purchase fractional interests in trust or restricted land from willing sellers

at fair market value within a ten year window. If a fractional land interest owner decides to sell their fraction you will receive a payment

directly into your individual Indian Money (IM) account. The lands purchased through this process are immediately restored to tribal trust

ownership to benefit the community and tribal members. In the upcoming months a Program representative will be communicating with our

tribe on the process and its implementation.

Our tribe is on the new expanded Program list and members with eligible fractional interests are encouraged to call the Trust Beneficiary

Call Center (Call Center) at 888-678-6836 and indicate whether you are a willing seller and/or to update contact information. By registering

as a willing seller it does NOT commit you to selling your land, nor will it guarantee an offer will be extended; it merely identifies your

interest and assist in advancing planning. Individual landowners can contact the Call Center, Office of the Special Trustee or BIA office to

learn more about your land and options available to you. You can also visit the Program site at: https://www.doi.gov/buybackprogram/

AST HeAlTH SySTem - mAy 2017

The new multi-purpose health facility and storm shelter should be completed by early May as well as the drive through pharmacy, making it more

convenient for our patients to access their medications from the comfort and convenience of their vehicles. We’re very excited about this newest set

of projects coming to completion for the health system! The AST Health System’s specialty clinics continue to take care of our patient’s in need, as

appointment bookings continue to grow with the new services and providers every day. Additional times and availability are being worked to add even

more clinical time into the schedule for our patients along with new services/programs for our tribal members and patients serviced. Please ensure

you continue to keep your contact and personal information updated upon your next visit to the clinics as we are having problems contacting patients

sometimes due to outdated information. Several patients often change their phone numbers and addresses without updating our systems, and it makes

it extremely difficult to contact patients when this information becomes outdated during weather emergencies and other patient notifications. We will

be starting our first ever Health System Intern program for AST youths of high school ages that are considering health care as a career field in the pursuit

of either college or vocational careers training and development. Procedures will be announced on both the website and Facebook on how to apply,

so please look for the unveiling of this new and exciting program soon! Both the Little Axe and Shawnee same-day clinics continue to grow, so keep

spreading the word about our services! Please continue to use good hygiene and if you become sick, limit your exposure to your family and co-workers

during the onset of any symptoms.

As always, our teams of excellent employees step up and illuminate our health system! I’m extremely proud of our outstanding star performers again

this month, and thank them all for their contributions to our patients, their fellow employees, and the tribe! We are extremely happy to announce the

Employee of the Month in April for health was Ms. Debra Jac Ponkilla, Business Office; the Team of the Month for April was the AST Health System’s IT

Staff! The Special Leadership Award for April was presented to Mr. Travis O’Dell and Mr. Paul Tessman, IT, for their outstanding service to the health

system! Our AST Health System strives to make your health its top priority, and you all make a difference for our health system and the health and

wellness of all of our patients!

EMERGENCY MANAGEMENT

Power Outage Safety

•

Turn off or disconnect any appliances (like stoves), equipment or electronics

you were using when the power went out. When power comes back on, surges

or spikes can damage equipment.

Leave one light turned on so you’ll know when the power comes back on.

Sudden power outages can be frustrating and troublesome. If a power outage

is 2 hours or less, don’t be concerned about losing your perishable foods. For

prolonged power outages, though, there are steps you can take to minimize loss

and keep all members of your household as comfortable as possible.

•

During a Power Outage

Staying Safe After a Power Outage

•

Staying Safe Indoors

•

•

•

•

•

•

•

•

•

Use flash lights in the dark, not candles.

Eliminate unnecessary travel, especially by car. Traffic lights will be out and

roads will be congested.

If you are using a generator be sure you understand the risks of carbon

monoxide poisoning and how to use generators safely.

Food Safety

Keep refrigerator and freezer doors closed as much as possible. An unopened

refrigerator will keep foods cold for about 4 hours. A full freezer will keep the

temperature for about 48 hours (24 hours if it is half full) if the door remains

closed.

First use perishable food from the refrigerator. Perishables should have a

temperature of 40 degrees Fahrenheit (4 degrees Celsius) or below to be safe

to eat. Then use food from the freezer.

Use your non-perishable foods and staples after using food from the

refrigerator and freezer.

If it looks like the power outage will continue beyond a day, prepare a cooler

with ice for your freezer items.

Keep food in a dry, cool spot and keep it covered at all times.

Electrical Equipment

•

After a Power Outage

Turn off and unplug all unnecessary electrical equipment, including sensitive

electronics.

If electrical power lines are down, don’t touch them. Keep your family and

pets away. Report downed lines to your utility company.

Throw Out Unsafe Food

•

•

•

•

Throw away any food (particularly meat, poultry, fish, eggs and leftovers) that

has been exposed to temperatures higher than 40° F (4° C) for 2 hours or

more, or that has an unusual odor, color or texture. When in doubt, throw it

out!

Never taste food or rely on appearance or odor to determine its safety. Some

foods may look and smell fine, but if they have been at room temperature too

long, bacteria causing food-borne illnesses can start growing quickly. Some

types of bacteria produce toxins that cannot be destroyed by cooking.

If you are not sure food is cold enough, take its temperature with a food

thermometer.

If food in the freezer is colder than 40° F and has ice crystals on it, you can

refreeze it.

Diabetes & Wellness

Did you know that Native American men and women are 2.2 times

higher to have diabetes compared to non-Hispanic whites? Did you also

know that 95% of American and Alaskan natives have type 2 diabetes

(as opposed to type 1 diabetes)? Ultimately, diabetes is a raising

problem amongst everybody, here are some ways diabetes effect both

native men and women.

Men and Diabetes

Historically, men have not been comfortable discussing issues about

their health, particularly conditions like diabetes, depression, nutrition

and fitness. This has resulted in shorter and less healthy lives for men

in the United States compared to women. We encourage all men with

or without diabetes to take the "modern man" challenge: get out, get

active, and get informed!

Women and Diabetes

Diabetes can be especially hard on women. The burden of diabetes on

women is unique because the disease can affect both mothers and

their unborn children. Diabetes can cause difficulties during pregnancy

such as a miscarriage or baby born with birth defects. Women with

diabetes are also more likely to have a heart attack, and at a younger

age, then women without diabetes.

For more information on diabetes and nutrition call the AST Diabetes &

Wellness Program at 405-701-7977.

social problems. The story of Native

American people is a complicated

one marked by significant trauma

and atrocities. Often times this

trauma consisted of the removal

of abuse which happened to

these young and vulnerable children in many of these schools resulted in

overwhelming intergenerational trauma and unresolved grief. This trauma which

interrupted the ability to parent has led directly to the most current social

problems that plague Native American communities today including alcohol/

drug abuse, domestic violence, child abuse, sexual abuse and parenting

deficiencies. All of these problems have contributed to the break-down of

the family unit, leading to the removal of large numbers of Native American

youth from their families. The journey of healing and breaking the cycles which

have been put in place by the historical trauma experienced by generations of

Native Americans requires that the cultural identity for so long denied to these

children be returned. Native American youth have two distinct influences, that

of their family of origin and that of their caregivers. Absentee Shawnee Tribal

Foster Care is in need of homes for children that are in our child welfare system.

Your participation in being a foster parent helps to ensure that these children

have positive connections to their culture which in helps nurture a positive

sense of identification as a Native American. By being willing to do this, you

can be a valuable part of the healing journey that will help strengthen this

next generation of Absentee Shawnee children; in turn, helping those children

become the parents that their children will need them to be. Our children are

our future, what will we have our future be? Will you, as Absentee Shawnee

member, do your part if you are able?

IF YOU ARE INTERESTED IN BECOMING A FOSTER PARENT, PLEASE CONTACT

JULIANN WILSON ICW/CPS/FOSTER CARE AT 275-4030, EXT. 133.

Racial disproportionality is defined as the over-or

under-representation of certain groups (e.g. racial/

ethnic, gender, age) relative to the group’s proportion

in the general population. Reports conducted in

2008 showed that, compared to other groups, Native

American children were:

•

3 times more likely to be referred to CPS

•

1.6 times more likely to be removed from their

biological homes

•

Twice as likely to remain in foster care for over

two years

•

Less likely to be adopted and more likely to be in

guardianships

•

Less likely to be reunited with their biological

parents

The sad reality is that there are not enough culturally appropriate homes for these

children, resulting in the placement of Native American children in homes that do not

share their cultural heritage or traditions. We want to place “our tribal” children in our

own homes, to do this we need tribal members to open their homes and their hearts.

Are you willing to open your heart? Are you willing to open your home?

If so, please contact Julie Wilson ICW/FC/CPS 878-4702 (ext. 133).

WHAT IS A FOSTER CARE WORKER?

Foster care caseworker training involves completing a bachelor's

degree program in social work through a college or university.

Students take courses in psychology, abnormal psychology,

sociology, economics, ethics, child welfare policies and complete a

supervised internship.

The child’s Foster Care Worker needs to be a partner with the foster

parents to ensure that each child receives the full spectrum of

services provided and/or arranged by the Department.

Some aspects of this relationship include the following:

• Sharing information on an ongoing basis regarding the

child’s individual needs, family situation and adjustment to the

foster home

• Encouraging the foster parents to participate in the total

service planning process

• Providing the foster parents the opportunity to discuss the

child’s progress and any unmet needs which they assess

• Providing the foster parent with information, support,

guidance and referrals to other professionals on the child’s

behalf

• Helping the foster family, when necessary, to identify and

obtain services for the foster child; e.g., medical, educational

• Ensuring that the foster family, on the child’s behalf, has

access to all financial resources available to the child while in

foster care.

A Foster Care Worker works in conjunction with Tribal Courts,

Tribal Law Enforcement, Bureau of Indian Affairs, and other county

services. Indian Child Welfare’s goal is to ensure the safety of our

tribal children when they placed in foster care. The homes that our

tribal children are placed in must complete Child Welfare Background

Check, OSBI Background Check, Income Verification, Home Study,

and a Physical. Our AST foster homes are licensed by our Foster

Care Committee.

Foster Care Payments are as follows:

0-5 age $14.73 day $441.97 month

6-12 age $17.12 day $513.57 month
