John Levi Sloat
1931-2019
John Levi Sloat served as our first Governor of the Absentee Shawnee Tribe
of Oklahoma from 1982-1988, and three years as Chairman of the Oklahoma
Department of Indian Affairs. He also served in the U.S. Army, fighting in the
Korean War and two tours in Vietnam. During his time he was awarded a Silver
Star, two Bronze Stars, and two Purple Hearts. He was honored in 2014 as an
inductee to the Military Hall of Fame.
Mr. Sloat received a full military service and was laid to rest at Fort Sill National
Cemetery in Lawton, Oklahoma, on February 28, 2019.

Hello Fellow Tribal Members!!
Well Spring is here and in full
swing!! As flu season begins to wind
down, it is now allergy season and most
of us have problems with the pollen
from Eastern Red Cedar and Cottonwood floating in the air. In mentioning
Spring, I hope that everyone had a safe
and enjoyable Spring Break with your
families. It will not be long and graduation for middle school, high school and
college students will be here. Congratulations to Absentee Shawnee students
who will be graduating this year!
The Governor’s Office is working closely with the Education Department to put together a banquet for our
enrolled tribal member high school seniors that will be graduating this semester. The banquet will take place Friday
evening on April 29, 2019 at the Absentee Shawnee Health Multi-Purpose

I would like to thank all that got
out to vote in the March 16th preliminary election. Regardless of who you
voted for, it is your constitutional right
to vote. Remember to vote in Tribal,
city, state and national elections as it is
important for everyone to exercise their
right to cast a vote.
Please note you should be receiving through the mail a packet from
the Southern Plains Regional Office,
Bureau Indian Affairs to register for the
Secretarial Election conducted by BIA.
Carefully read all the documents and
instructions and mail back your information with the self-addressed stamped
envelope that is provided. You will be
voting on two questions, one to strike
out the Secretarial Election that is currently in our constitution. Secretarial
Elections were placed in almost all tribal constitutions as a way for the federal
government to have a say in tribal government through the BIA. Today many
Tribes have removed the Secretarial
Election from their constitutions as
Tribes can govern their affairs without
BIA involvement.
The second question is to
change the length of terms from 2-years
to 4-years. It is extremely difficult to
get ideas off the ground and complete
projects to move the Tribe forward
with 2-year terms. If we look at Tribes
around us and across the nation with
successful enterprises and a strong tribal government, their elected officials
have terms longer than two years. Continuity and cooperation in tribal leadership is important to the success of any
Tribe. A change to 4-year terms give us
the continuity we need.
HEART HEALTH SUMMIT
The Heart Health Summit was
held on Friday, February 22, 2019 at
the Moore-Norman Technology Center
Conference Center – South Penn Campus. The summit was to inspire people
and provide awareness for working on
a healthier heart. Steps to take towards
a healthier heart include getting regular
physical activity, monitoring your blood
pressure, and choosing low sodium
foods.
Risk factors for heart disease
include high blood pressure, high LDL
cholesterol, and smoking. Data shows
that about half of all Americans have
at least one of these three risk factors.
Several other medical conditions and
lifestyle choices that also increase risk
for heart disease include having diabetes, being overweight or obese, living a
sedentary lifestyle, and excessively using illicit drugs or alcohol.
BIA BUDGET MEETING
On Friday March 1, 2019 the
Southern Plains Regional Office met
at the Embassy Suites, in Oklahoma
City for the 2021 budget formulation
meeting. Tribal Leaders established the
Southern Plains Region budget priorities, which will now go to the National
Budget Formulation Committee. This
committee consists of delegates from
all the BIA regions, where they will decide the overall tribal budget priorities
and formulate a funding request to send
to Congress. Funding from the government is formulated 2 years in advance
and it is important for tribes to stay vigilant on what’s going on in Washington,
D.C.
Tribal leaders in attendance
were: President Debra Dotson, Delaware Nation; Principal Chief Kay
Rhoads, Sac and Fox Nation; Governor
Reggie Wassana and Lt. Governor Gilbert Miles, Cheyenne & Arapaho Tribes;
Governor Edwina Butler-Wolfe, Absentee Shawnee Tribe. Also attending was
staff from Kickapoo Tribe, AlabamaCoushata, Texas, Absentee Shawnee
Tribal Self-Governance Director Scott
Miller.
Tribal leaders had an opportunity to set program priorities according
to their tribal government needs. The
overall budget plan is the continued support of tribal sovereignty and self-determination. The budget request supports
the Administration’s commitment to
tribal nation-building and self-determination, empowering tribal communities,
fostering tribal self-sufficiency, creating
educational and economic opportunities, ensuring safe Indian communities,
preserving and fostering cultural heritage, and the stewardship of natural
resources. However, the president’s
budget request for 2020 does not reflect
the commitment to support Tribes. The
president has proposed a 14% cut to
BIA funding, which includes funding to
self-governance Tribes.

Hello Everyone,
Hope everyone is doing okay
since the last AST Report. There is a few
changes in the way we do things, but my
Department is still pushing ahead providing direct services to our members.
We still own numerous properties that
still need to be maintained and mowed
this coming summer. As you already
heard, the Tribal Cattle Operation has
been liquidated. Not sure of the plans to
use the 200+ acres that the cattle were
pastured. It needs to be used or leased
out to generate income for the tribe. The
old motel that was on the property was
demolished due to contamination of Asbestos and Tecumseh Square was also
cleaned up due to the contamination of
Asbestos. There has been a discussion
about remodeling the building at Lillard
Pipe Supply. I have not heard if this is
final.
My staff is still doing assistance
to elders and handicap. An application is
required to be filled out to help us plan
and budget for future needs. My staff
and I wish everyone a safe and Happy
Easter. Remember, my office and staff
are available and look forward to your

Greetings Tribal Members:
Spring is upon us and everywhere
we look, there is evidence of new beginnings. Change and growth are qualities
that are inherent in life. With spring, it is
the perfect time to renew ourselves. As our
tribe progresses, we can resist or we can join
in the journey to a bigger and better way for
our tribal nation. Success is a continuous
journey that is a road paved with minor
chuck holes, road blocks and, hopefully, lots
of smooth roads. We can build on success
for our tribal members in every arena of our
tribal business. My job and my goals are to
always do what is in the “best of the tribe”.
Let spring bring joy and renewal to our endeavors throughout the year.
My report will be brief in view of
the upcoming General Council. My staff
and I will provide more detailed reports for
the GC book.
Human Resources
As reported by the HR Director in
the March newsletter, the staff has been very
productive and busy with the day-to-day
work and special projects. Following is a
brief summary covering much of the work:
•
The new payroll system is nearing
the final implementation.
•
Project to update the HR policies
and procedures and employee handbook
commenced.
•
I am also undertaking a full review
of our 401k Plan. I believe there is room for
improvement to our plan for our employees,
the services and an overall savings in costs
for our tribe. My goal is to make our plan an
efficient and an effective retirement vehicle
for our employees and ensure that the tribe
is given value for their investment.
•
As reported last month, our turnover rate reached an all-time high. I am
working closely with my HR staff to take
steps to define the problem areas and take
action to improve the situation. Having a
high turnover rate can negatively affect our
tribe and its employees. Further, it has a
negative effect on our revenue. Statistics
indicate that the estimated cost of a lost
employee earning $8 per hour is $3,500 to
$25,000. My HR Director estimates the
tribe’s average cost is approximately 10%
of each employee’s annual salary. This
is something that desperately needs to be
managed better and we are working for improvement.
•
The key functions for our HR Department include compliance, recruiting,
staff training and development, payroll, record keeping and employee relations. These
functions are critical and without these
functions being completed, our tribe would
not be able to meet the essential needs of our
management and staff. These elements are
part of the HR staff’s day-to-day operations
and taking on individual projects create a
challenging environment.
The above are only a few of the top projects
that I am focusing on at this time. The tasks
and challenges for my HR Staff are many,
but I have strong confidence in each staff
member’s contribution to ongoing success.
Cultural Preservation
Staffing—I am pleased to announce that Andrea Ellis-Harrison has accepted the position of Cultural Preservation Director. Her
responsibilities will be to lead the Cultural
Preservation team. Andrea is an Absentee
Shawnee Tribal Member with a BA Degree
in English and History from the University
of Oklahoma.
•
Andrea is hitting the ground running! She has already scheduled a CP Open
House for May 9. I hope that everyone will
take time to stop by and visit with the staff
and see the changes.
•
Since Andrea has extensive experience with Grant writing, she is applying her
skills in reviewing our current grant information and seeking new grants that could
possibly enhance our Cultural Preservation
programs.

The second beading class was
postponed due to a tribal funeral. This class
will be rescheduled.
•
The CP staff sponsored a scavenger hunt for the youth attending the Melokami Youth Camp during spring break.
•
The CP staff continues to partner
with the local high schools to engage the
Native American Clubs. As I continue to
state, “Our youth will be our future leaders within our tribe as well as our communities.” We need to invest our time to the
development of our tribal youth.
Gift Shop—The Gift Shop is
evolving! We have new merchandise arriving every day! Please continue to support
our shops in Shawnee and Little Axe.
FCC—I attended the FCC Hearing at the Circuit Court of Appeals in Washington, D.C. In 2018, the FCC published
a final rule excluding small cell wireless
facilities from NHPA and NEPA review,
and eliminating tribal review and associated fees. All without following FCC’s own
administrative procedures, including government-to-government consultation. The
oral arguments were well presented by the
tribal counsellors. The Judges asked many
intelligent questions regarding the FCC’s
handling of this issue. Although it is difficult to take a read on each of the Judges, the
group who attended the oral arguments left
with positive feelings. Additional meetings
that my staff and I attended were the Tribal
Caucus before the hearing and a debriefing
after the hearing. We also arranged meetings with legislative officials while in DC.
We met with the staff of Senator Lankford,
Congresswomen Kendra Horn’s staff and
the US Forest Service, Office of Tribal Relations. All of these relationships are a key
component to the success of our tribe. The
Absentee Shawnee Tribe has a strong working relationship with the US Forest Service
and we want to ensure that this relationship
continues. By reaching out to our legislative offices, it helps develop an ongoing relationship that will benefit our tribe. All of
these meetings were a learning experience
for my staff. It builds their confidence and
ability to represent our tribe at a higher level. I will continue to provide updates.
Economic Development
I continue to be involved with
initiatives for economic development for
our tribe. I must continue to stress that we
should be using our sovereign status and
governmental authority to achieve economic self-sufficiency and the protection of our
cultural. My desire is for our tribe to be in
a position where we can break our dependence on federal programs. As previously
stated, this will be a long and challenging
road. Economic development is the key to
doing this. My current activities in this area
are as follows:
•
Assisted Living Center – work involves looking at the feasibility of a facility
in our area; how to secure financing; sustainability; and much more.
•
Nikoti Youth Camp—Phase II is
ramping up. I have reviewed the plans for
the cabins, entrance and surrounding camp
grounds. I am conducting further reviews
and gathering information on various options for activities. My goal is to build a
camp that will provide structured and fun
activities where youth are engaged with
friends and adult support. I want the camp
to have a positive impact on youth. I want it
to be a camp where their experience makes
them want to return.

The health system moves
steadily forward in growth of services
and programs for the tribe and our patients. Our contribution in creating a
healthy environment is important to the
future of Native Americans in Oklahoma. Please continue to utilize your flu
precautions of frequently washing, using hand sanitizer, and if you or your
family are ill, running a fever, or have
been exposed to someone with the flu,
stay home and avoid contact with anyone to help prevent the spread of the flu.
Wearing a mask is also recommended
as the flu is spread via the respiratory
system (especially if you have a compromised immune system or other
medical complications). Patients will
continue to experience longer than usual wait times at the walk-in clinics due
to the significant amount of flu patients
experiencing symptoms or coming
down with the full blown flu virus. The
virus should peak by the end of April
this year, but that may change dependent upon weather and other possible
flu strains potentially appearing around
the country. The American Heart Association will have their annual Heart
Walk in Oklahoma City this year in
June, (so warm up with the OKC Marathon in April which allows for either
walking or running). Let’s all get moving and stay healthy in 2019! If you

The AST Diabetes and Wellness Fitness Center provides state of the art fitness equipment to help you reach your fitness
goals. The AST Fitness Center is available to AST Diabetes Program patients, all Native Americans and their household
family members, and the AST employees. Our goal is to provide appropriate and educational fitness training to all AST
diabetes patients while promoting a safe, fun, and positive experience. Take some time to come by and visit the Diabetes and

The goal of the diabetes and wellness program is to provide a supportive resource to tribal members who are currently diagnosed
with diabetes, or at risk and seeking information and/or support for diabetes and personal health. The program will offer guidance
on healthy lifestyle changes such as eating healthy, exercise tips including workout classes with our two certified trainers, and keys
to reducing stress.

CARE SERVICES
PRC for a currently enrolled AST citizen who resides in the defined
catchment area and needs emergent or urgent care.
1. Call the On-Call nurse at 405.447.0300, option 9 for triage.
2. Notify PRC on the next business day or within 72 hours after your
ER visit. Notification does not assure authorization of payment.
However, if you do not notify PRC within 72 hours, your bills will not
be paid.
3. For AST citizens with no insurance, evidence must exist that your
visit was medically necessary. Medical priorities have been established
for determining which referrals can be authorized for payment.
4. For AST citizens with insurance, evidence must exist that a
third-party resource has made the determination such services
were “emergency care” or “urgent care.” Such evidence my include
payment from private insurance.
5. In the event that you receive a bill from a provider, please provide a
copy to PRC. You may leave bills at the Little Axe Health Center
PRC office or the Shawnee Clinic PRC office.

sanitary, safe, and decent housing for its members by
utilizing the following criteria to select the most “in need”
tribal members with homes that are in disrepair but are still

Probate Mission Statement
The primary mission of the Division of the Probate is to compile inventories of the Indian Trust Assets and family
information, and to coordinate the timely
distribution of trust assets with the Office
of Hearing and appeals, Land Titles and Records Office and the Office of the Special
Trustee.
The Division of Probate Gathers
information regarding decedent’s family
and property and prepares it for adjudication by the Office of Hearings and Appeals
(OHA). After OHA issues a probate order
the Division works with other trust offices
such as the Office of Special Trustee for
American Indians and the Land Titles and
Records Office to distribute assets.
In order for this to happen, the
family of the decedent will need to contact
the Absentee Shawnee Real Estate Division
(Probate) to start the probate process.

Cultural Preservation
Employee Spotlight
Hello from the Cultural Preservation Department! The current CP
Director is Andrea Ellis-Harrison. Andrea takes her position very seriously
and is honored to serve her people in
this capacity. Andrea is an enrolled AST
tribal member from the horse clan. She
is also Lenape/Delaware, Seminole and
Muskogee Creek. Therefore, she is also
turtle, beaver and deer clans as well. Andrea is very prideful in her traditional
upbringing and believes all things are
made possible through the Creator. Andrea is a graduate from the University
of Oklahoma in Norman, Oklahoma.
During her studies at the University of
Oklahoma she focused on studies concentrating on English and History.
As the CP Director, Andrea
focuses on local, state and national involvement on issues concerning cultural
and historical preservation. Andrea also
brings a wealth of knowledge to the CP
Department focusing on funding, technical writing, grants from local, state
and federal funding sources. Currently
the department is focusing on applying
for an ANA Language grant to aide in
developing a more solidified language
structure to the AST tribe.
Additionally, Andrea brings
knowledge of planning and development efforts to the department in areas
concerning cultural preservation. Please

departments around the Tribe to take a picture wearing their orange ribbons to show
support and bring awareness to the cause. The departments were asked to submit
their pictures to be entered into a drawing.
The winner of the drawing was Contract Health in Little Axe and their

Lightning is a leading cause of
injury and death from weather-related
hazards. Although most lightning victims survive, people struck by lightning
often report a variety of long-term, debilitating symptoms. Thunderstorms are
dangerous storms that include lightning
and can include winds over 50 mph, create hail and tornadoes

Move from outdoors into a
building or car. Pay attention to alerts
and warnings. Unplug appliances. Do
not use landline phones.
Listen to authorities and weather forecasts for information on whether
it is safe to go outside and instructions
regarding potential flash flooding.
Pay attention to weather reports. Meteorologists can predict when conditions
might be right for a tornado.
Listen to Emergency Alert System, NOAA Weather Radio, or local
alerting systems for current emergency information and instructions. Watch
for fallen power lines and trees. Report
them immediately.
Tornadoes:
Tornadoes can destroy buildings, flip cars, and create deadly flying
debris. Tornadoes are violently rotating
columns of air that extend from a thunderstorm to the ground. Tornadoes can
happen anytime and anywhere; bring
intense winds, over 200 MPH; and look
like funnels.

If you can safely get to a sturdy
building, then do so immediately. Go to
a safe room, basement, or storm cellar. If
you are in a building with no basement,
then get to a small interior room on the
lowest level. Stay away from windows,
doors, and outside walls.
Do not get under an overpass or
bridge. You’re safer in a low, flat location. Watch out for flying debris that can
cause injury or death. Use your arms to
protect your head and neck. Do not try
to outrun a tornado in a vehicle. If you
are in a car or outdoors and cannot get
to a building, cover your head and neck
with your arms and cover your body
with a coat or blanket, if possible
If you are trapped, cover your
mouth with a cloth or mask to avoid
breathing dust. Try to send a text, bang
on a pipe or wall, or use a whistle instead of shouting.
Stay clear of fallen power lines
or broken utility lines. Do not enter
damaged buildings until you are told
that they are safe.
Save your phone calls for emergencies. Phone systems are often down
or busy after a disaster. Use text messaging or social media to communicate
with family and friends.

shall be deemed ratified upon certification of said referendum. Article
XIX, which concerned the original
ratification of this Constitution,
shall no longer apply to elections

or replacing this Constitution.

amendments, the Tribe would be
able to accomplish the goal of removing the Department of Interior
from the Constitutional amendment
process which should pave the way
for greater flexibility and efficiency
in future amendments to the Constitution.

The change in this Article is to extend the terms of offices for the Executive Committee members. The
short terms require the members to
continually run for office. There is
an election every year and there is a
cost to the tribe associated to this as
well.
The short terms in office does not

to complete any program or business venture they are working on, so
the tribe does not move forward.
