The Absentee Shawnee Tribe has
partnered with United For Oklahoma
to educate Oklahomans on the critical
role the tribes play in our state’s future.
These are the facts every
Oklahoman must know.
More than 900 people were in
attendance as 52 distinguished elders
were honored at the AARP Oklahoma
11th annual Indian Elder Honors
celebration at the National Cowboy
& Western Heritage Museum in
Oklahoma City on Tuesday, October
1, 2019.
Absentee Shawnee Tribe Walter
L. Larney’s service to his country
and tribe is long and distinguished.
Commander Larney is a decorated
U.S. Marine Corps veteran who
served with distinction in Vietnam. He
was presented the Navy Achievement
Medal for his superior leadership
and performance of duties in an
exemplary manner. Commander
Larney participated in several major
combat operations and repeatedly
distinguished himself by his courage
and composure under fire.
Commander
Larney’s
service
continued at home with the Absentee
Shawnee
Veterans Association.
His active involvement includes
participating in color guard ceremonies
throughout the state and nation. Under
his leadership as Commander,
the Absentee Shawnee Veterans
Association has participated in
veteran events at the local, state and
federal level. The Absentee Shawnee
Color Guard is easily recognized
throughout Indian country.
Commander Larney is a respected
member of the community and active
in events, whether traditional or
contemporary. Commander Larney
and his wife have been married 36
years. They have four daughters and
11 grandchildren.

Work behind
the scenes of our
tribal entities
In the entertainment and hospitality
industry customer service is such an
essential aspect of the business, it is
crucial that time and energy be forth
to achieve levels of service and then
continued work to maintain those
levels. We are proud of all of our team
members and appreciate the effort put
in day in and day out. Over the last
18 months we have instituted secret
shops, employee recognition events,
and management training classes at
Thunderbird Entertainment Center.
Recently management level team
members began to take Fred Pryor
Management classes with exams at
the conclusion of completing videos
assigned. The feedback from those
offered classes has been positive
and will continue to benefit all those
involved.
In late December 2017 the casinos
began Secret Shops to both casino
locations to get much needed
feedback on the areas we can develop.
While receiving feedback each area
was graded with a percentile of
performance, we also began working
with those areas and saw improvement
by mid-2018. As we come to the close
of 2019 we continue get reports of
good secret shops and reports of
100% scores; which is considered to
be in the extroidanary service level
on our grading scale.
Once a quarter employee appreciation
luncheons are hosted to take time to
recognize those team members who
behavior, efforts, or service, supports
the organization’s goals and values.
Team members who receive 100%
shops are given a $50 gift card and
repeating team members who receive
a second 100% are given a $100 gift
card and this quarter we had four
team members reach that mark!
We congratulate and thank our team
members for their efforts!

I hope everyone is in good health and
enjoying the cooler weather. This
is the time of season we need to be
double checking furnaces, stocking
up on wood and filling up our propane
tanks. Most importantly we must keep
our elderly people in our thoughts and
make sure they are taken care of with
adequate heating. Here at the AST
Complex we are coming to the end of
2019 year, preparing to close out the
department budgets and requesting
department budgets for 2020.
Our AST Grass Mowing season
ended October 19, 2019. The
Maintenance
Department
will
be taking 2020 Grass Mowing
applications beginning January 06,
2020 and ending March 31, 2020.
This time frame will give adequate
time to compile the mowing list,
which will allow maintenance staff to
begin without delays. To be eligible
to receive mowing services: (1) Must
be enrolled AST (CDIB), (2) Must be
55+, (3) Handicap/Disabled (Doctor
Statement), (4) Must have proof of
residency (Utility bill in applicants
name), and (5) No Rental Property or
Leased ASHA homes will be mowed.

AST Newspaper, requested from
Reta Harjo (405) 275-4030 ext. 6249
or picked up in building #2.
The Tribal Housing Improvement
program have a few projects in
progress and once completed the
Lt. Governor’s department will be
closing out the 2019 budget. We
will still be available to do dire
emergency request. Tribal Housing
Improvement applications will need
to be updated for the year 2020, any
request for assistance will begin in
January 2020. Applications may
be picked up, mailed or emailed to

The Absentee Shawnee Tribe is
in the court system regarding the
Secretarial and Absentee Shawnee
Tribal Election. I have attached the
court filings which become public
notice once filed. I understand the
community must be aware but not
everyone has access to obtain the
documents.

I would like to thank everyone who
attended the October 2019 General Council
meeting. In my opinion, the meeting went
smoothly and achieved its intent. Reports
were made, members voiced their issues
and concerns, and we fellowshipped. As
I alluded to during my oral report, I’d like
to focus on strengthening and improving a
number of the smaller (and larger), yet very
important, aspects of basic foundational
components within the departments
under my oversight.
I’d also like to inform the membership
that the Executive Committee is working
on providing the membership with a
Holiday “gift” for each member. Details
are being worked out and soon to come.

Eagle Adventure made first
appearance at Will Rogers
Elementary
On Friday October 4th 2019, the
Eagle Adventure program made its first
appearance at Will Rogers Elementary in
Shawnee, performing the Eagle Play for
over 200 students. The Eagle Adventure
program is a collaboration project of the
AST Diabetes and Wellness Program and
Oklahoma Tribal Engagement Partners.
The curriculum is a type 2 diabetes
education and prevention program for
student’s in 1st-3rd grades, and is based
on the Eagle book series published by the
CDC. The program consists of 7 visits to
a local school which includes the Eagle
Play visit.
The Eagle books and program are
enriched with Native American culture,
and speak to children about making good
food and activity choices, to help them
grow up healthy and prevent chronic
disease. The curriculum is tailored to
the culture and language of each tribe
delivering the program. Therefore, in our
programming, the Shawnee language
is incorporated into each visit to the
school, through the Eagle stories and
activities. The Eagle Play introduces the
students to the characters in the Eagle
books, highlights the topics that will be
discussed in their classrooms throughout
the semester and helps to get the children
excited about the program. The characters
in the Eagle play: Mr. Eagle, Miss

Rabbit, and a clever trickster, Coyote,
engage Rain That Dances and Thunder
Cloud in the joy of being physically
active, eating healthy foods and learning
from their elders about traditional ways
of being healthy.

has been busy for the month of
October. As pictured, we started
the month off by hosting the Native
Alliance Against Violence’s 6th
Annual Day of Unity on October 1st.
We also tie-dyed shirts at the Little
Axe Clinic and the Domestic Violence
Department during our “Domestic
Violence is not Groovy” parties.

State of Oklahoma recently passed a new law which requires drivers to carry current
certificates of registration in their vehicles and keep the tag when choosing to sell a
vehicle. This new law became effective as of July 1.

The new state law applies to ALL drivers, including those registered with the Absentee
Shawnee Tribe tag agency. The Absentee Shawnee Tribe tag office has always
encouraged tribal members to keep their vehicle registration in vehicles and when
selling, trading, etc. a vehicle to notify the tag office of such transaction and return the
tag to the office.

Severance Tax
The Sales & Lodger's Tax return must be submitted to
the Absentee Shawnee Tax Commission by the 15th of
the following month. For example, for gross receipts
collected from March 1-31, the tax return would be due
April 15. Businesses that fail to file and pay this tax on
time will be assessed 12% annual interest on the total
amount due, plus a penalty of 2% of the tax due per
month, up to a total of 12% of the total tax due.
The Absentee Shawnee Tribe levies an 8% Severance Tax on the gross
market value of all oil and gas products severed from the land within the
Tribe's jurisdiction. The tax is not levied upon any Indian royalty payments.
Designation of Agent Form
An additional 5% Lodger's Tax is imposed on gross taxable rental receipts
from hotels, motels, resorts, lodging houses, or other premises occupied for
fewer than 30 days. Both Sales and Lodger's Taxes may be passed on
to consumers.
A person responsible for meeting all obligations of the
Severance Tax, including reporting and payment of the
assessed tax, must be designated in writing.
The necessary Designation of Agent Form is available
from the Absentee Shawnee Tax Commission.
To calculate the Severance Tax, you must first calculate the volume of
oil and gas products separately, as outlined in the table below. Multiply the
total volume of each by their gross market value, then subtract any allowable
Indian Royalty Deduction to arrive at the total taxable amount. Multiply the
total taxable amount by 8% to arrive at the amount of tax due.

the taxable product was severed. For example, if taxable
products were severed in March, the tax return and

The total volume of severed oil taxable products—before any deductions are
taken for processing, transportation, industry-standard shrinkage, etc.—is
measured either according to current contracts of sale between the operator/
producer and the purchaser; or in barrels of 42 U.S. gallons of 231 cubic inches
per gallon, at a temperature of 60° F, per U.S. Geological Survey regulations.
The total volume of severed gas taxable products is measured at
the wellhead—before any deductions are taken for processing,
transportation, industry-standard shrinkage, etc.—in units of
1,000 cubic feet (MCF) and corrected to standard temperature
and pressure, per U.S. Geological Survey regulations.

Native American Heritage Month
November is Native American Heritage
month, which can also be referred to
as American Indian and Alaska Native
Heritage Month.
This is an opportunity to celebrate rich and
diverse cultures, traditions, and histories as
well as to acknowledge the contributions
of all Native American people both
historically and presently.
This is also an opportunity to educate the
public about tribes and bring awareness
about the challenges that Native Americans
have faced both in the past and present. We
can also share information about how we
continue to overcome these challenges.
Below is a list of some ways to celebrate
Native American Heritage Month.

4. Learn the REAL story about

Veteran’s 2019-2020 Princess. We are now accepting Biographies from all interested young ladies who meet the following criteria. The princess
will be announced and crowned at the Veteran’s
Gourd Dance (November 2, 2019).

1. Call the On-Call nurse at 405.447.0300, option 9 for triage.
2. Notify PRC on the next business day or within 72 hours after your
ER visit. Notification does not assure authorization of payment.
However, if you do not notify PRC within 72 hours, your bills will not
be paid.
3. For AST citizens with no insurance, evidence must exist that your
visit was medically necessary. Medical priorities have been established
for determining which referrals can be authorized for payment.
4. For AST citizens with insurance, evidence must exist that a
third-party resource has made the determination such services
were “emergency care” or “urgent care.” Such evidence my include
payment from private insurance.
5. In the event that you receive a bill from a provider, please provide a
copy to PRC. You may leave bills at the Little Axe Health Center
PRC office or the Shawnee Clinic PRC office.

Counting Young Children
Counting everyone once, only once, and in the right place
An estimated 5% of kids under the age of 5 weren’t counted in the 2010 Census. That’s about 1 million young children, the highest of any age group. We need your help
closing this gap in the 2020 Census. Here’s what research tells us about why young children are missed and what you can do to help make sure they are counted.

How you can help?
• Emphasize that the census counts everyone where they live and sleep most of the time,
even if the living arrangement is temporary or the parents of the child do not live there.
The child splits time between two homes.
The child lives or stays with another family or
with another relative such as a grandparent.
The child lives in a lower income household.
• If the child truly spends equal amounts of time between two homes, count them where
they stayed on Census Day, April 1. Coordinate with the other parent or caregiver, if
possible, so the child is not counted at both homes.
• If it’s not clear where the child lives or sleeps most of the time, count them where they
stayed on Census Day, April 1.
• Explain to service providers and families that responding to the census helps determine
$675 billion in local funding for programs such as food stamps (Supplemental Nutritional
Assistance Program or SNAP), the National School Lunch Program, and the Children’s
Health Insurance Program (CHIP). When children are missed in the census, these programs
miss out on funding that is based on the number of children counted.
• Explain that filling out the census yourself, on your own schedule, is easier than having to
respond when a census worker knocks on your door. Remind these households that the
form should only take about 10 minutes to fill out and can be done online or over the
phone, in addition to mailing it back.

• Emphasize that parents should include babies on census forms, even if they are still in the
hospital on April 1. Encourage facilities providing services to newborns to remind parents
about the importance of counting their children on the census form.

Counting Young Children
Counting everyone once, only once, and in the right place
An estimated 5% of kids under the age of 5 weren’t counted in the 2010 Census. That’s about 1 million young children, the highest of any age group. We need your help
closing this gap in the 2020 Census. Here’s what research tells us about why young children are missed and what you can do to help make sure they are counted.

How you can help?
• Emphasize that the census counts everyone where they live and sleep most of the time,
even if the living arrangement is temporary or the parents of the child do not live there.
The child splits time between two homes.
The child lives or stays with another family or
with another relative such as a grandparent.
The child lives in a lower income household.
• If the child truly spends equal amounts of time between two homes, count them where
they stayed on Census Day, April 1. Coordinate with the other parent or caregiver, if
possible, so the child is not counted at both homes.
• If it’s not clear where the child lives or sleeps most of the time, count them where they
stayed on Census Day, April 1.
• Explain to service providers and families that responding to the census helps determine
$675 billion in local funding for programs such as food stamps (Supplemental Nutritional
Assistance Program or SNAP), the National School Lunch Program, and the Children’s
Health Insurance Program (CHIP). When children are missed in the census, these programs
miss out on funding that is based on the number of children counted.
• Explain that filling out the census yourself, on your own schedule, is easier than having to
respond when a census worker knocks on your door. Remind these households that the
form should only take about 10 minutes to fill out and can be done online or over the
phone, in addition to mailing it back.

• Encourage moms with young children to ask other household members to count them and
their children on the form if others live in the household.
• Emphasize that parents should include babies on census forms, even if they are still in the
hospital on April 1. Encourage facilities providing services to newborns to remind parents
about the importance of counting their children on the census form.
