Month

Did you know that 1 blood donation

has the potential to save 3 lives? It is

estimated that every 2 seconds someone

is going to need blood and there is no

substitution for human blood. Yet only

about 10 percent of the US population

donates annually. The main reason most

people give for not donating blood is

simply, “I didn’t think about”.

January is National Blood Donor

month. Let’s draw attention to blood

donation and send a GIANT Thank You

to all those who have donated in the

past and intend to donate in the future!

If only one more percent of all

Americans would give blood, blood

shortages would disappear for the

foreseeable future. So if you are a

healthy adult who is at least 17 years

old, and at least 110 pounds you may

donate whole blood every 56 days, or

every two months and begin a habit of

saving lives. Blood Drives hosted by

companies, schools, places of worship

and civic organizations supply roughly

half of all blood donations across the

U.S. So the next time someone in your

community sets up a blood drive, Sign

up and Save a life!

Hello Tribal People

Hope everyone had a peaceful

holiday and fellowship with family

and friends. Like to start out with

my arrival back in office as the

Governor on December 10, 2019,

I came into the Governor Office

with new office furniture and a new

tribal vehicle that Secretary John

Johnson had purchased during his

time as Governor. He purchased

over $4,000.00 dollars of furniture

and is assistant was spending over

$5,000.00 dollars for her furniture

but her furniture was cancelled when

I once took office. The tribal vehicle

was over $17,000.00 dollars. There

are a couple of major concerns while

John Johnson was Governor and

one is the tribal resolutions that

were passed during the months of

October and November of 2019 and

also concern of documents that was

signed by John Johnson as Governor

and Ezra Delodge as the Secretary.

The federal government did not

recognize John as Governor but did

recognize him as the Tribal Secretary

and the federal government did not

recognize Ezra as an official elected

member of the Executive Committee

due to the pending court case. On

December 20, 2019 we the Executive

Committee called a Special

Executive Committee Meeting to

clean up some resolutions pertaining

to the new tribal enrollment we also

made correction to the resolutions

of bank signatures and the Absentee

Shawnee 2020 Holiday Calendar.

One other major issue was the 2020

AFA (annual funding agreement)

with the BIA (Bureau Indian

Affairs). The AFA funds programs

such as; Social Services, Education,

Law Enforcement, Reality, Road

Program, Indian Child Welfare

again due to the federal government

(BIA) not recognizing John as the

Governor of the Tribe, the Tribe was

in jeopardy of not being funded for

2020. John submitted his signature

on documents for funding on October

14, 2019 to the BIA. The documents

was returned to the tribe on October

30, 2019 for corrections due to

signatures being signed in the wrong

places on the documents and to have

documents corrected and signed by

the officially recognized Governor

for the Tribe so that the funds would

be available as soon as possible.

Lt. Governor Blanchard and I have

had numerous calls to the BIA in

Anadarko and Washington DC to

clear this issue up. On December 26,

2019 I hand delivered all documents

to BIA Southern Plains Regional

Office in Anadarko. We are in hopes

that the tribe will be able to draw

down the funds soon when funds are

made available to the Tribe.

GAMING COMPACT UPDATE

On December 19, 2019 Lt. Governor

Blanchard and I attended the Tribal

Leaders round table discussion

hosted by Oklahoma Indian Gaming

Association (OIGA) at the River

Spirit Casino in Tulsa, Oklahoma.

There were 32 tribal leaders in

attendance of the state’s 35 gaming

tribes. The round table discussion

was the governor’s request to extend

the compact and negotiations to

August 31, 2020. Governor Stitt

believes that the compact expires

January 1, 2020 and that Class

III gaming will be illegal without

another agreement. The governor is

seeking higher fees from the tribes in

exchange for additional exclusivity

in the gaming industry, which could

include sports betting.

Governor Stitt said the extension

was offered to protect the parties’

legal positions and to provide legal

certainty about casinos’ operations

as January 1, 2020 approaches.

Tribes pay the state between 4% and

10% to operate Class III gaming,

which includes slot machines,

roulette and craps. Tribes do not pay

fees on Class II gaming, which is

electronic bingo.

We the Executive Committee of the

Absentee Shawnee Tribe along with

other Tribes in Oklahoma believe that

the compact automatically renew,

and we plan to continue operating

normally on January 1, 2020.

To All,

I originally had a monthly newsletter prepared but due to the shifting

situations occurring at the Tribe I felt that it wouldn’t be as informative

as it could have been. Hopefully, soon, we will have some definitive

answers to a number of lingering and outstanding questions that will

lead to a more stable situation. However, on a different note, I have

decided not to seek reelection in January 2020 and will finish out my

term this coming summer. My family and other personal & professional

pursuits have lead me to come to this decision.

FOSTER CARE LICENSING COMMITTEE

QUALIFICATIONS OF COMMITTEE MEMBERS

(a)

A Committee Member may be a member of the Tribe.

(b)

No person shall be barred from serving on the committee

because s/he is an employee, or operates a Foster Home

under a State or Tribal license.

(c)

Each Committee Member shall be at least eighteen (18) years

of age and legally capable of entering into a binding contract.

(d)

No person who has been convicted of a felony or other crime

involving embezzlement, fraud or moral turpitude shall serve

on the Foster Care Licensing Committee. As of May 30th 2001,

background checks will be necessary for each new and/or

reappointed existing committee member.

(e)

Each Committee Member shall take an oath to support and

defend the constitution, rules and regulations of the Absentee

Shawnee Tribe.

(f)

It is strongly recommended each Committee Member complete

the application process to become an Emergency Protective

Foster Home and therefore be licensed through the Tribe.

Applicants can apply by picking up the application with your

letter of intent at the Secretary’s office.

Warmest thoughts and

Christmas and a Happy New

Year! Enjoy the Holidays.

Wrapping up 2019 is always a dash

to finish line with budgeting and

reporting. As we surge into 2020,

let us focus on making everything

better of the New Year. Unity and

prosperity for our tribe should be our

primary goal for the New Year!

Following are some of the activities

that I have participated in since my

last report:

• I traveled to Chickasha with the

Elders Council members to see the

Christmas Lights and eat at Jake’s

Rib. Lights were beautiful and food

was great! All Elders had a great

time.

• On December 3rd, I attended the

AST Economic Impact Luncheon.

It was such a great event! Members

of the state legislature, county

commissioners, city leaders and

community leaders all praised the

efforts of the economic impact

report and was thankful for our tribe

reaching out to them in partnership.

Our Tribe should be extremely

honored to partner with the wonderful

communities within our jurisdictional

boundaries.

• Participated in the Patient Family

Advisory Committee meeting. The

committee members continue to

work collaboratively with the clinic

staff to help strengthen our cultural

sensitivity.

• I attended the Native American

Christmas Market, Arts and Craft Sale

held at the AST Shawnee Complex

on December 6. The use of art has

been used as a form of expression

for hundreds of years. This event

provides an opportunity for our Native

American to share their beautiful art.

What a great event. Thanks to all that

made this event possible.

• On December 7, I attended the Tribal

Town Hall meeting/Special General

Council. As an elected official, I

believe it is my duty to attend these

meetings.

• On December 14, myself and

John Johnson helped Meredith

Wahpekeche and LA CC staff with

the Potato Give-A-Way at the Little

Axe Community Center. Although it

was cold, this was a great opportunity

to visit with many tribal members and

local community members.

• Also, I attended the ICW Christmas

Party on the evening of December

14. It was such a pleasure to see

the children’s excitement! Reagan

Abbiss and her staff work very hard

to pull this wonderful event together

for our tribal families. The generous

contributions by McAlister’s Deli,

Valliance Bank, Firelake Bowling,

Firelake Grocery, Homeland, Chic

Fil A, Ada Cocoa-Cola, AST Cultural

Preservation, AST Tax Commission

and AST Media Department helped

make this event memorable for the

children and their families.

Funded through SAMHSA Native Connections Grant in

providing support by:

• Extending an out outreach through community partnerships to increase

awareness of Substance Abuse and Suicide Prevention in the

community.

• Increasing the participation of youth, parents, tribal leaders, and health

providers in developing mental health service and treatment options

based on the cultural values and practice of the Native community.

• Easing the impacts of substance use, mental health illnesses, and

trauma in native communities.

• Supporting youth as they transition into adulthood.

ASEDA ADMINSTRATIVE ASSISTANT

GENERAL DESCRIPTION

The purpose of the position is to provide high-level administrative support by

conducting research, preparing statistical reports, handling information requests and

performing clerical functions such as preparing correspondence, receiving visitors,

arranging conference calls and scheduling meetings.

Communicates with media on needs for public relations activities inclusive of

storylines, photo opportunities, etc.

Creates and implements community related activities for presentations, mailouts and other related informational needs.

Prepare invoices, reports, memos, letters, financial statements and other

documents, using word processing, spreadsheets, database, or presentation

software.

Read and analyze incoming memos, submissions, and reports to determine

their significance and plan their distribution.

Open, sort, and distribute incoming correspondence, including faxes and email.

Prepare responses to correspondence containing routine inquires.

Perform general office duties such as ordering supplies and maintaining

records.

Traveling, on occasion, with and/for ASEDA Staff to various meetings.

Make travel arrangements for ASEDA Staff.

Other duties as assigned by ASEDA Staff.

EDUCTION REQUIREMENTS AND QUALIFICATIONS

Bachelor’s Degree (preferred) and a minimum of two years of professional or

technical administrative experience in business or public administration or an

equivalent combination of education and experience, substituting one year of

qualifying experience for year of the required education.

Must possess excellent written and verbal communication skills. Must have excellent

computer skills.

Must be able to pass a criminal background check.

PRC for a currently enrolled AST citizen who resides in the defined

catchment area and needs emergent or urgent care.

1. Call the On-Call nurse at 405.447.0300, option 9 for triage.

2. Notify PRC on the next business day or within 72 hours after your

ER visit. Notification does not assure authorization of payment.

However, if you do not notify PRC within 72 hours, your bills will not

be paid.

3. For AST citizens with no insurance, evidence must exist that your

visit was medically necessary. Medical priorities have been established

for determining which referrals can be authorized for payment.

4. For AST citizens with insurance, evidence must exist that a

third-party resource has made the determination such services

were “emergency care” or “urgent care.” Such evidence my include

payment from private insurance.

5. In the event that you receive a bill from a provider, please provide a

copy to PRC. You may leave bills at the Little Axe Health Center

PRC office or the Shawnee Clinic PRC office.

PRC for a currently enrolled AST citizen who resides in the defined

catchment area and has Medicare or private insurance.

PRC for a currently enrolled AST citizen who resides in the defined

catchment area and does not have insurance.

1. To complete existing PRC patient updates, please

visit Patient Registration at either the Little Axe Health Center

or Shawnee Clinic during regular hours of operation.

1. You must apply for all resources available to you, such as: Medicaid, Medicare, Worker’s Compensation, Vocational Rehabilitation,

auto insurance and other personal injury or liability coverage. PRC

staff and/or Patient Benefit Advocates can assist you with the

application process for alternate resources. Failure to exhaust

available or potentially available alternate resources may result in

denial of payment.

For new AST tribal citizens, to become established for PRC services, please make an appointment to see the New Patient Coordinator/PBA at either the Little Axe Health Center or Shawnee

Clinic during regular hours of operation.

2. Notify PRC at least 48 hours prior to appointment date for a

Coordination of Benefits (COB) to be sent to the provider.

3. Inform provider/health facility that AST PRC is a secondary payer/

payer of last resort.

4. In the event that you receive a bill from a provider, please provide

a copy to PRC. You may leave bills at the Little Axe Health

3. You must utilize the services provided within AST health clinics

prior to being referred out.

4. Referrals for outside services must be sent to PRC. Services must

be medically approved by an AST Health provider and/or CMMR

Committee.

5. An appointment will be scheduled, and a COB will be sent to the

outside provider.

6. In the event that you receive a bill from a provider, please provide

a copy to PRC. You may leave bills at the Little Axe Health

AST Education Department:

Big Jim Youth Awards

We will begin taking applications for

the 2019-20 Big Jim Youth Awards on

January 1, 2020. High school seniors

of both genders within the 50 United

States are eligible to apply for these

awards for the 2019-2020 school year.

Applications will be accepted from

January 1 to March 31, 2020 by US

mail or email, official transcripts must

be mailed. The official application

form will be available in December

2019 at www.astribe.com under the

Education Department. The $1,000.00

award is in the form of a scholarship

to the college or university where the

award recipient will attend for the fall

2020 semester. The scholarship must

be used for the fall 2020 semester.

We will begin accepting applications

Individuals are encouraged to nominate

deserving high school seniors. You

may nominate yourself. Please refer to

is to bring together an unbiased group

of experts to evaluate the applicants in

an impartial and unbiased environment.

Veterans, active duty service members,

national guard and reservists, and State,

local and tribal veterans champions

came from around the United States

to join the White House Conference

on Supporting Contemporary Native

American Veterans in November.

The White House acknowledged

the long legacy of Native American

military service and issued a new

Presidential

Proclamation

on

National Native American Heritage

Month, 2019. Several briefings

and discussion with Vice President

Mike Pence, Senior Administration

Officials – including Secretary Robert

Wilkie (U.S. Department of Veterans

Affairs), Secretary David Bernhardt

(U.S. Department of the Interior),

Secretary Eugene Scalia (U.S.

Department of Labor), Administrator

Chris Pilkerton (U.S. Small Business

Administration), and Assistant to

the President Joe Grogan – and

other panel participants from across

the federal family addressed issues

and priorities pertinent to all Native

American veterans. The White

House committed to continuing with

engaging tribal leadership on issues

like veterans benefits, housing,

job training, entrepreneurship, and

health/mental health and welcomes

AST and other all tribe’s feedback

on these important matters.

The White House team emphasized

that this is not a “check-the-box”

exercise, but rather a continued

commitment by the President and the

Administration to build and foster

relationships with Tribal Leaders

and communities from across the

country around important issues. In

March 2019, for example, President

Trump announced the formation

of a Presidential Task Force to

investigate abuses in the Indian Health

Service, the White House Announced

Presidential Task Force on Protecting

Native American Children in the

Indian Health Service System. A report

from the Task Force is forthcoming.

On May 3, the President issued a

Proclamation recognizing Missing

and Murdered American Indians and

Alaska Natives Awareness Day to

raise awareness around the injustices

committed against our most vulnerable

populations. The White House and

Administration also remain committed

to promoting impactful policies

and outcomes around infrastructure

development (broadband, energy

development,

etc.),

workforce/

economic development initiatives

(opportunity zones), and healthy

communities (combatting the opioid/

drug crisis and promoting telehealth,

for example).

Absentee Shawnee Tribe’s

Building Blocks III Child

Development Center

At the Building Blocks located in

Norman we currently have 32 children

enrolled. We currently have 16 staff

members and we are in the process

of setting up interviews for more. We

do currently have 20 children on our

waiting list with hopes to enroll them

all as soon as possible. We are currently

hiring for multiple positions. If you are

interested in becoming a team member

with us please visit our website at

astribe.com, or you can receive a paper

application at our location. We do ask

all applications be turned in at H.R. on

the Shawnee Tribal Complex.

We celebrated our Christmas program

at the Little Axe Resource Center on

Friday, December 13th, 2019. We

had about 100 people in attendance

that night as we celebrated Christmas

together. The children sang some of

our favorite Christmas carols, acted out

different Christmas finger plays, and

wished everyone a Merry Christmas in

sign lanuage. Our staff served a warm

chili dinner with some of our favorite

holiday desserts. Our children made

center pieces, wall art, and ornaments

for decorations.

Santa attended our Christmas Party on

December 19, 2019 and handed out gifts

to each student. The children enjoyed

building snowmen out of white powered

donuts, snowball fights with fake

snowballs, and created keepsakes for

parent gifts. We are so blessed to have

such a wonderful caring community to

work in.
