COVID-19 2nd General Welfare Relief Fund
On behalf of the Absentee Shawnee tribe of Oklahoma, the Executive Committee in response to the COVID-19 pandemic has issued COVID-19 2nd
General Welfare Relief Fund. The Executive Committee understands the impact this pandemic has had on our Absentee Shawnee tribal members and
wants nothing more than to help serve our people.
The COVID-19 2nd General Welfare Relief Fund will be for enrolled Absentee Shawnee tribal members. All AST adult tribal members who are
eighteen (18) and older will receive $1,000.00. All AST tribal member children 17 and under will receive $500.00. The COVID-19 2nd General
Welfare application is one per tribal member. Please give up to 30 days for processing.

The holidays are quickly
approaching and we continue
to watch the raising numbers of
COVID-19, the complex will
remain in Phase II. This means
no visitors will be allowed on
the complex unless you have an
appointment. If you need to make
an appointment please contact
the department in which you
have business with.
The EC passed a resolution on
October 28th 2020 for a second
General Welfare Relief Fund to
help tribal members that have
been affected by COVID-19.
Enrolled adult tribal members
(18 years or older on or before
June 1st, 2020) will receive
$1000 and enrolled children
will receive $500. Please see the
website for more information on
how to apply. The deadline for
applications is Friday December
11th, 2020.
The governor’s office will be
hosting a drive- by Christmas
party/event for all AST children
ages 0-17. This event will
take place on December 12th
2020 from 10am to 1pm at the
Shawnee Tribal Complex. Bring
your child’s updated CDIB card
and your child will receive a gift.
I can’t wait to see all of tribal
children at this event.

I cannot believe it is the last month of
2020. This year has definitely had its
ups and has also had its many downs.
The coronavirus has created many
challenges for the Absentee Shawnee
people, from the young to the elderly.
I hope 2021 brings us, individually,
better health and better personal and
economic growth.
The surge of the coronavirus here in
the State of Oklahoma and within
our AST community has grown
exponentially. The vaccine is a major
emphasis nationwide as well as here in
Oklahoma. The Indian Health Service
and other tribal affiliates have been
hosting many webinars, conference
calls and issuing correspondence
on roll out plans for the vaccine.
There are also attempts to gauge
how tribes plan to issue the vaccine
within each respective community.
Federal agencies indicate the news
is encouraging about two vaccines
which both are awaiting emergency
approval from the FDA. I understand
the (historical Native) perspective and
caution that surrounds taking a new
vaccine and the rush to push it through
channels without the rigors of fully
vetted studies. Each of you will need
to decide individually about taking the
vaccine (or not). Until it is available,
please be sure to continue to protect
yourself by washing your hands, social
distance, wear a mask, cover coughs
and sneezes, clean and disinfect areas…
all the efforts to prevent from getting
and spreading COVID-19.
As we close out 2020 here at the
tribe and at the time I am writing this
article, we are still waiting on the
full level of transition activities of
the President-elect. Personally, I am
excited to see expanded and supportive
opportunities for tribes and hopefully
see tribes economically flourish under
this Presidency. Tribes are waiting to
hear if the Treasury CARES Act funds
deadline will be extended beyond
12/30/2020, but again, as of the writing
of this article we are still anticipating the
end of December to be the deadline. In
the meantime, the 2nd General Welfare
Relief is in full swing of accepting
applications. Within 1 week of opening
the program, half of the tribal population
had submitted their applications. I hope
the support helps you in this time of
unprecedented need. Please be mindful,
the deadline to submit an application is
Friday, December 11, 2020 and it is one
application per tribal member.
Just a quick update regarding the
website redesign, my office and the
MIS department will be spearheading
this effort. I am excited to move into
a better user-friendly format especially
for the continuous communications
regarding the pandemic and other tribal
activities.
Red Earth is hosting its annual Treefest
at Northpark Mall (OKC) this year from
November 18th through January 3rd,
2021. The Absentee Shawnee Christmas
tree is beautifully decorated (by the
AST Cultural Preservation Department).
The tree displays beautifully handmade
ornaments and boasts colors that
reflect the colors of our tribal emblem.
If you happen to find yourself in the
area, be sure to stop by and view the
AST Christmas tree and other tribally
decorated trees.
My sincerest wish for you and your

BIG JIM YOUTH AWARDS
In May 2016, the Big Jim Youth Award was established. In previous years a Selection
Committee was gathered and they identified the tribal youth who were to receive these
prestigious awards for their High School Academic and Athletic performance. The selection committee for these awards consisted of individuals who are either educators,
coaches, or affiliated in these areas or to the area of higher education within the state
of Oklahoma. None of the members of the selection committee were Absentee Shawnee
Tribal members. This was incorporated into the program to maintain fairness to all of
the applicants.
Due to the COVID-19 pandemic, the program had to make adjustments this year. With
the past several months of experience and learning new ways of doing things we anticipate being able to go back to our usual process with some modifications. The next application window will be open beginning January 1, 2021.
The Big Jim Youth Award Program was open to all Absentee Shawnee High School Seniors within the 50 United States. “The purpose of these awards is to recognize the outstanding contributions of our tribal youth and to promote excellence in academics and
athletics in high school and beyond,” Tresha Spoon, Educational Director of the Absentee Shawnee Tribe.

Academic (PK-12) Program: assists with academic related expenses,
and a portion of funds can be used for school-related athletic program
expenses. Program has a maximum funding limit for the academic year.
Johnson O’Malley Program: assists Absentee Shawnee tribal members enrolled in any of our nine (9) school districts: Tecumseh, Bethel,
Earlsboro, Wanette, Asher, South Rock Creek, Macomb, Dale, and Little Axe.
Zahn Program: established from a trust fund, program can help with
some graduation expenses, and awards two (2) incentives: one for
GED recipients and one for High School graduates. Program has a
maximum amount of funding for graduation expenses.
Job Training Adult Education Program: funds for vocational training at accredited vocational institutions. Program has a maximum
funding limit for the calendar year or per program.
Higher Education: Education Incentive Award Program: funds for
undergraduate degrees, one associate or bachelor degree, at any accredited college or university. Funding levels are determined based upon
grade point average and full-time or part-time status.
Graduate Scholarship Program: funds for one master’s degree or
one doctoral degree, and can fund one graduate admissions test. This
program has funding levels based upon full-time and part-time status.
Big Jim Youth Award Program: annual incentive for High
School Seniors for Academic Achievement and Athlete of the Year.
Applications are available and accepted beginning January 1st and the
deadline for application submission is March 31st of each year.
All funding is based upon the availability of funds at the time of application.
Tribal member Stevi Johnson, a sophomore at Norman North High School,
helped her team finish as State Runner-Up at the 6A Cross Country State
Championships held in Edmond on November 4. The team qualified for State
by winning the Regional Championship in Norman on October 24.

Absentee Shawnee Tribal Elders
Emergency COVID-19
Procedures
December 2020
The Absentee Shawnee Tribe issued a declaration of State of Emergency
on March 18, 2020 based on the state-wide spread of the Covid-19
contagious virus. incoming information provided by the National Task
Force out of the White House it is projected to last in the year of 2021 as it
spreads unchecked through the nation.
1. Therefore, due to the contagiousness of Covid-19 virus having the
most damaging effect on Native Americans populations who are elderly,
diabetic, asthmatic and have other underlying symptomatic health
conditions. The Absentee Shawnee Tribe is still at the Phase II due to the
continuing rise in numbers of population of infection in the state. Phase II
is Tribal Offices are open to all tribal members by appointment only. No
other incoming visitors are allowed on campus. All Absentee Shawnee
Tribal Elders are urged to stay at home, restrict being in groups of people,
maintaining a social distance always, wearing a face mask, clean your
hands often and using hand sanitizer. All Tribal Members age 65 and over
with symptomatic long-term health issues are shown to be at risk of the
most severe damage to their health
.
2 Now therefore, be it resolved the elected officers of the Absentee
Shawnee Elders Officers of Twila Parker, President, Bill Bayliss, VicePresident, Rita Robertson, Treasurer and Secretary, Shirley Adkins shall
be endowed with administering and making financial decisions through
Officers Meetings. These Officers Only Meetings will occur no more then
once a month and shall be held on the third Saturday at 10:00 a.m. At a
location to be announced that is deemed to be safe and sanitary for the
Elders Officers to meet in a group of four maintaining all recommended
safety procedures. Due to the fact the Elders Officers are planning and
organizing of our time and efforts to undertake the financial decisions of
administering the Elders financial monies budget and with the fiduciary
duty to the Absentee Shawnee Tribe. This is for our fellow Tribal Elders
since due to the Covid-19 virus restriction of meeting in groups. We shall
maintain an open line of communication to the tribal Elders by providing
written reports that shall be published in the tribal newsletter monthly.
3 Therefore, the Elders officers have planned an Officers Meeting on
November 14, 2020 at 10:00 a.m. at the Tribal Community Center on
Highway 9. To finish the Fundraising Raffle started on February 15, 2020
at 10:00 a.m. at the tribal Community Resources Building in Little Axe
.
4 Therefore, the original Elders Guidelines will be Waived until such time
in the future when the Absentee Shawnee Tribal Elders are no longer at risk
of mortal danger from the Covid-19 virus. This will be for the remaining
months of September, October, November and December of 2020.
Therefore, the Absentee Shawnee Tribal Elders Officers will be assuming
the fiduciary duties of administering and dispensing the Tribal Elders
monies. There has been a need to meet, make decisions regarding the
budget and work on submitting a 2021 Elders Budget to the tribal finance
department and to the Tribal Treasurer, Joseph Blanchard on September 30,
2020.
5 The Tribal Elders Officers have administered our budget monies to
pay for the picture frames ordered earlier this year from Hobby Lobby
to display the pictures of past tribal Elders of the Year. Which are to be
displayed in the Little Axe Clinic in a selected area
.
6 Due to the continuing time investing in planning, organizing
and attending the Officers Meetings to best serve the Tribal Elders
Membership. The Elders Officers will be paid their $100.00 regular
meeting stipend including the past September 19, 2020 Meeting which is
to finish our past business that was started and then put on hold to due to
Covid-19 virus danger.
Also, due to the restrictions of no regular monthly meetings of the Elders
General Membership it seems the best way to benefit the members of the
Elders would be to pay out a payment of $100.00 for hardship assistance.
This is also to take the place of the annual dinners that took place at
Thanksgiving and the Christmas dinner that our Elders was provided.
7 Therefore, the Tribal Elders Officers shall continue to meet and make
timely decisions to safeguard the Elders Officers monies that comes out
of the budget monies provided by the Absentee Shawnee Tribe for their
Tribal Elders. The Elders Officers are also looking to the future needs of
the Elders as we shall be moving out of the trailer into our new building
provided by the Absentee Shawnee Tribe. The Absentee Shawnee Tribal
Elders Officers are working to provide for the future needs in the year
2021 may the new year see the diminishment and demise of the Covid-19
contagious virus
.
8 As Tribal Elders Officers we remain open for comments, suggestions
and just conversation on what the Tribal Elders Officers are hoping to
accomplish for the Elders membership. These procedures were established
after consultation with Treasurer, Joseph Blanchard on the budget and
meetings with Lt Governor, Ken Blanchard, who has oversight of the
Elders. After these joint consultations it was apparent of a critical need of
emergency procedures for the Tribal Elders due to the contagious Covid-19
virus.

Cultural Preservation
The Cultural Preservation Department has continued to carry out essential
day to day operations to ensure the department continues to function
properly. Currently, four staff members are available daily in the office
from 8 a.m. to 5 p.m. These staff members include the Director, the THPO
Specialist, the Administrative Assistant, and the Gift Shop Manager. The
Librarian and THPO are currently working remotely Monday through Friday
from 8 a.m. to 5 p.m.
Gift Shop
The Gift Shop is currently closed to all visitors except tribal members and
employees. In accordance with the Tribe’s protocols, those individuals
wanting to shop need to make an appointment with the Gift Shop Manager
24 hours in advance to allow enough time to notify emergency management.
However, to ensure the safety and protect the health of all, the Gift Shop has
implemented the following 5 safety protocols that we ask visitors to follow:
1.
All are required to cover their mouth and nose with PPE
(masks) when shopping in the Gift Shop.
2.
Occupancy Control – for your safety and the safety of our
employees, we are limiting the number of customers in the
gift shop.
a.
Only 2 customers will be allowed in at a time.
b.
NO children allowed.
3.
Avoid close contact (Social Distance)
a.
Please keep 6 feet between you and other customers
4.
Use hand sanitizer as often as possible
5.
Sorry…NO public restroom is available. Temporarily closed
due to COVID-19.
We have placed decals on the floor to help with social distancing. We have
also installed plexiglass and hand sanitizer stations.
During the last month, the Gift Shop Manager, Mrs. Merry Rodriguez, has
been working diligently to refill the current stock. We have an assortment
of new AST logo bearing merchandise, such as face masks, available for
purchase. We also have new shipments from Pendleton and Nu Trendz.
In addition to the new products, currently, we are still running a 20% sale
on last season’s Pendleton products and Minnetonka Shoes. So, please call
and make an appointment to come shop with Mrs. Rodriguez. She can be

Library
The library is currently closed to all visitors. Ms. Casey Wilson, our
Librarian, is still working with other libraries on protocols that will ensure
the safety and protect the health of all visitors.
THPO
Our THPO Program continues to make great strides and advancements.
Section 106 projects have been steadily coming. Over the past month, the
THPO, Ms. Devon Frazier, has received 200 new Section 106 projects for
review. In conjunction with receiving projects, she has consulted on 150
projects. The THPO has also taken part in numerous teleconference calls.
FCC/TCNS
In lieu of the shutdowns from the novel coronavirus (COVID-19) pandemic,
the incoming workflow of new and modified telecommunications projects
has been steady for the TCNS program. The THPO Specialist, Ms.
Ashley Brokeshoulder, has been busy reviewing, researching and given
recommendations to the telecommunications industry. Over the past month,
she has received 137 new telecommunications facility projects for review. In
conjunction with receiving projects, she has reviewed, researched and gave
recommendation for the clearance of 92 telecommunications projects.
Upcoming Events
The Cultural Preservation Department will be holding a Twelve Days
of Christmas Giveaways. For every $20 spent in the gift shop between
December 1st and 21st, your name will be added to the wheel for a chance
to win 12 different prizes. We will begin drawing for winners on December
7th and the last drawing will be on December 22nd. The flyer for the event
can be found in the newsletter as well as on the website and tribal Facebook
page.

HASKELL INDIAN NATIONS UNIVERSITY TO REMAIN ONLINE
LEARNING THROUGH 2021 SPRING SEMESTER
Haskell will continue to provide online courses and support services to students
through the 2021 Spring Semester. We explored the possibility of allowing a
select group of students to return to campus for the spring semester; for example,
we considered allowing only seniors or our Athletic teams to return. With the high
numbers of COVID-19 escalating throughout Indian country, however, it would
require one asymptomatic student to return to campus and the safety and health our
entire campus community would be jeopardized, which would result in shutting
down this university again. In addition, a high number of our
faculty and staff are at risk due to a variety of pre-existing underlying medical
conditions or age. Keeping our students, staff, and faculty safe is of the upmost
importance and our mission at Haskell. Juniors and seniors in all BIE High
Schools are invited to take classes online through our new Dual Enrollment
Program. Ensure that you contact your high school liaisons or advisors to confirm
your high school is currently set up with Haskell. All fees are waived for our BIE
high school students. Again, you can take up to 18 units at “no cost to you” prior
to your high school graduation which are transferrable to Haskell or any other
university you aspire to attend.
We have an online orientation training program for all of our new students
to help you learn how to take our classes online, connect with other students
and instructors, how to take exams, or attach reports and papers for grading.
Everything is designed for your success. Our instructors are the best and they take
a lot of time with each student, their needs and questions.
Students can also contact our Admissions Office at 785-749-8454 or the Registrar
at 785-749-8440 with any questions. Let our folks know that you are a new (or
interested) Dual Enrollment student when you call and they will take all the time
that you need to answer questions. Students, you must be at least 16 years old
and have a high school GPA of at least 2.5. You will also need permission from
parents/guardians and your high school advisor or principal. Another excellent
resource to contact would be your Director of Education, Tresha Spoon at
405.275.4030 Ext. 6242.
High School Administrators: our new full-time Haskell recruiting team resides and
works in Oklahoma for those BIE high schools aspiring to sign our Memorandum
of Understanding and join our Dual Enrollment initiative. Contact Kendra at

Child Protective Services
Season’s Greetings! This month ICW is bringing awareness to Child Protective Services.
The Absentee Shawnee Tribe CPS investigates and records all referrals of alleged abuse and neglect of Absentee Shawnee children that
live on trust land. CPS works with local and federal agencies to investigate the abuse or mistreatment of Absentee Shawnee children
residing outside the Tribes jurisdiction. The primary responsibility of CPS is to assess the safety of the child and take the appropriate
action to protect and promote the best interest of the child.
Reports of suspected abuse and neglect come from all different sources. Oklahoma Law requires that ANYONE who had reason to
believe that a child has been abused or neglected by a parent or caretaker to report this information to the proper authorities. Callers
can remain anonymous. The Child Abuse Hotline number for the State of Oklahoma is 1-800-522-3511.

If at the time the child is removed there is not an Indian home available
for immediate foster care placement, the Indian child could be placed in a

After lots of renovation Building Blocks II is ready for reopening. We are opening for our enrolled
children of AST employees on Monday, November 16, 2020. 2020 has been very interesting with
lots of things happening due to COVID-19 and our building floods. We were closed twice due to
COVID-19 and had extended days of closure to children with the flooding in our building. We are excited to be reopening and looking forward to Thanksgiving and Christmas holidays approaching.
With the renovations to our building, we replaced sheetrock, painted and replaced tile to 4 of our
classrooms and our Big Room. The rooms look amazing! On December 4, 2020 we will be getting
new cabinets installed in these 4 classrooms. Also, in June we had painted our other 4 classrooms
and they look awesome also! On November 20, 2020 we are receiving our new classroom furniture
and learning materials from Lakeshore. They are going to bring everything for our classrooms and set
them up for us. We will be starting to implement our FrogStreet Curriculum in our classrooms when
we reopen. It is all exciting and we can’t wait for the fun with the children to begin.

The spread of COVID19 has increased significantly and times are very challenging at present for us all. As more people are exposed, some of our
services may be degraded due to being on quarantine, which impacts our
operations overall to everyone. To date, we have been blessed and thankful
to have had enough resiliency in withstanding the effects of COVID19 quarantining upon our patient services, and have continued to service our communities with minimal impacts. The last few months have been challenging
that level of service we all have become accustomed to and continued increases in infections and spreading of the COVID19 virus will eventually
degrade our services significantly at some point, as it has the entire health
care landscape in Central Oklahoma in recent weeks. Awareness and use
of safety precautions and CDC guideline compliance are more crucial now
than ever! Remember: “Your mask protects me, my mask protects you.”
Please follow our COVID-19 page on the Health System Website as well
as follow us on Facebook and the AST Tribe’s Government Page for the latest information regarding access to services and support. Let’s continue to
work together to defeat COVID-19 in our Native American and surrounding
communities by protecting our most vulnerable population, our Elders and
our other high-risk populations! With the COVID19 Immunization effort
on the forefront of everyone’s minds, ensure you get your seasonal flu shot
first if you are planning on taking the two-series COVID19 Immunization
that is planned on being available in our health system by either the end of
the year at the soonest or early next year. This two-series immunization for
COVID will be provided several weeks apart from the initial vaccination,
so it is imperative once you start the vaccine you finish it to receive its full
effect and protection!

media department now has oversight of the website and social media. I hope
you’re following the Absentee Shawnee Tribe on Facebook. Going forward,
media will be responding to all messages and comments on Facebook. Too
often, Tribal members reached out via Facebook and those comments and
messages went unread. If you would like to see something covered or know
