Submission for OMB Review; Comment Request

The Corporation for National and Community Service (hereinafter the

``Corporation''), has submitted the following public information

collection requests (ICRs) to the Office of Management and Budget (OMB)

for review and approval in accordance with the Paperwork Reduction Act

of 1995 (Pub. L. 104-13 (44 U.S.C. Chapter 35). Copies of these

individual ICRs, with applicable supporting documentation, may be

obtained by calling the Corporation for National and Community Service,

Office of Evaluation, Susan Labin, (202) 606-5000, Extension 160.

Comments should be sent to the Office of Information and Regulatory

Room 10235, Washington, D.C., 20503, (202) 395-7316, within 30 days

from the date of this publication in the Federal Register.

The OMB is particularly interested in comments which:

Evaluate whether the proposed collection of information is

necessary for the proper performance of the functions of the

Corporation, including whether the information will have practical

utility;

Evaluate the accuracy of the agency's estimate of the

burden of the proposed collection of information, including the

validity of the methodology and assumptions used;

Enhance the quality, utility and clarity of the

information to be collected; and

Minimize the burden of the collection of information on

those who are to respond, including through the use of appropriate

automated, electronic, mechanical, or other technological collection

techniques or other forms of information technology, e.g., permitting

electronic submissions of responses.

Title: Evaluation of Literacy and Tutoring Programs.

Total Respondents: Approximately 1,125.

Frequency: One time.

Average Time Per Response: 30 minutes.

Estimated Total Burden Hours: 563 hours.

Total Burden Cost (capital/startup): None.

Total Burden Cost (operating/maintenance): None.

Description: The Corporation seeks approval of a survey form for

the evaluation of the Corporation's literacy and tutoring programs that

it supports through grants. It will allow for the description of

delivery systems and program models including the specific literacy and

monitoring activities. It will also help identify effective programs.

There were no comments received during the initial 60-day public

comment period. The change in the number of respondents and burden

hours is a result of a change in sampling for several of the programs.

Instead of small purposive samples for several of the programs, when

feasible the agency is selecting larger representative samples in order

to allow for generalizations to the larger universe of agency programs,

thus increasing the utility of the data.
