ACTION: Notice of Meeting, Spectrum Planning and Policy Advisory

Committee (SPAC).

SUMMARY: In accordance with the provisions of the Federal Advisory

Committee Act, 5 U.S.C. Appendix, notice is hereby given that the

Spectrum Planning and Policy Advisory Committee (SPAC) will meet on

March 24, 1995 from 9:30 a.m. to 4:30 p.m. in Room 1605 at the United

States Department of Commerce, 14th Street and Constitution Avenue,

N.W., Washington, D.C.

The Committee was established on July 19, 1965 as the Frequency

Management Advisory Council (FMAC). The name was changed in April,

1991, and in July, 1993, to reflect the increased scope of its mission.

The objective of the Committee is to advise the Secretary of Commerce

on radio frequency spectrum planning matters and means by which the

effectiveness of Federal Government frequency management may be

enhanced. The Committee consists of nineteen members, fifteen from the

private sector, and four from the Federal Government, whose knowledge

of telecommunications is balanced in the functional areas of

manufacturing, analysis and planning, operations, research, academia

and international negotiations.

The principal agenda items for the meeting will be:

(1) National Spectrum Projections and Trends Report;

(2) NTIA Automated Spectrum Monitoring System;

(3) APCO Projects 25 and 31;

(4) FLEWUG Activity Report;

(5) CITEL Activities/Proposals;

(6) ITU Plenipot Update.

The meeting will be open to public observations. Public entrance to

the building is on 14th Street between Pennsylvania Avenue and

Constitution Avenue. A period will be set aside for oral comments or

questions by the public which do not exceed 10 minutes each per member

of the public. More extensive questions or comments should be submitted

in writing before March 4, 1995. Other public statements regarding

Committee affairs may be submitted at any time before or after the

meeting. Approximately 20 seats will be available for the public on a

first-come, first-served basis.

This meeting is physically accessible to people with disabilities.

Copies of the minutes will be available upon request 30 days after

the meeting.
